Conclusion: Convergent Paths In November 1945, the President of the Republic of Vietnam, Hồ Chí Minh, sent a letter addressed to ‘the President of the Republic of Indonesia’, proposing that a joint declaration of solidarity to be made by Indonesia and Vietnam in the form of a ‘Preparatory Commission Struggling for a Federation of the Free Peoples of Southern Asia’. The letter, entrusted to an American journalist named Harold Isaacs, did not reach President Soekarno.1 It was handed to Vice-President Mohammad Hatta, who then passed it on to Prime Minister Sutan Sjahrir. Sjahrir discussed the offer with Soedjatmoko Koko, the interpreter to foreign correspon- dents of the Republican government, but told him that he would not reply and preferred just to ignore the letter. Sjahrir indifference sprang from his conviction that the situation in Indonesia and Vietnam were very different. The Indonesian nationalists were up against the Dutch, who were ‘a weak colonial power and could be defeated quickly.’ Hồ Chí Minh had to contend with the French, who could and would resist him for a long time. Furthermore, he looked askance at the fact that the DRV government depended on support from the communists, which was not the case in Indonesia. In conclusion, Sjahrir argued, ‘If we ally ourselves with Hồ Chí Minh, we shall weaken ourselves and delay Independence.’2 The story of the missed opportunity for cooperation between Vietnam and Indonesia3 as a result of Sjahrir’s ‘betrayal of the greater Asian revolution’,as 1Harold Robert Isaacs is the author of No Peace for Asia, which has been cited widely in this dissertation. -

Online Appendix for Harald Hammarstr¨om& Mark Donohue (2014) Some Principles of the Use of Macro-Areas Language Dynamics & Change Harald Hammarstr¨om& Mark Donohue The following document lists the languages of the world and their as- signment to the macro-areas described in the main body of the paper as well as the WALS macro-area for languages featured in the WALS 2005 edi- tion. 7160 languages are included, which represent all languages for which we had coordinates available1. Every language is given with its ISO-639-3 code (if it has one) for proper identification. The mapping between WALS languages and ISO-codes was done by using the mapping downloadable from the 2011 online WALS edition2 (because a number of errors in the mapping were corrected for the 2011 edition). 38 WALS languages are not given an ISO-code in the 2011 mapping, 36 of these have been assigned their appropri- ate iso-code based on the sources the WALS lists for the respective language. This was not possible for Tasmanian (WALS-code: tsm) because the WALS mixes data from very different Tasmanian languages and for Kualan (WALS- code: kua) because no source is given. 17 WALS-languages were assigned ISO-codes which have subsequently been retired { these have been assigned their appropriate updated ISO-code. In many cases, a WALS-language is mapped to several ISO-codes. As this has no bearing for the assignment to macro-areas, multiple mappings have been retained. 1There are another couple of hundred languages which are attested but for which our database currently lacks coordinates. -

Cross-Lingual Machine Speech Chain for Javanese, Sundanese, Balinese, and Bataks Speech Recognition and Synthesis Sashi Novitasari1, Andros Tjandra1, Sakriani Sakti1;2, Satoshi Nakamura1;2 1Nara Institute of Science and Technology, Japan 2RIKEN Center for Advanced Intelligence Project AIP, Japan fsashi.novitasari.si3, tjandra.ai6, ssakti,[email protected] Abstract Even though over seven hundred ethnic languages are spoken in Indonesia, the available technology remains limited that could support communication within indigenous communities as well as with people outside the villages. As a result, indigenous communities still face isolation due to cultural barriers; languages continue to disappear. To accelerate communication, speech-to-speech translation (S2ST) technology is one approach that can overcome language barriers. However, S2ST systems require machine translation (MT), speech recognition (ASR), and synthesis (TTS) that rely heavily on supervised training and a broad set of language resources that can be difficult to collect from ethnic communities. Recently, a machine speech chain mechanism was proposed to enable ASR and TTS to assist each other in semi-supervised learning. The framework was initially implemented only for monolingual languages. In this study, we focus on developing speech recognition and synthesis for these Indonesian ethnic languages: Javanese, Sundanese, Balinese, and Bataks. We first separately train ASR and TTS of standard Indonesian in supervised training. We then develop ASR and TTS of ethnic languages by utilizing Indonesian ASR and TTS in a cross-lingual machine speech chain framework with only text or only speech data removing the need for paired speech-text data of those ethnic languages. Chapter 1 Introduction
CHAPTER 1 INTRODUCTION 1.1 Background of the study Language is primary tool for communicating. Every language has several entities that may not be owned by the other languages, on the other word, language is special and unique. The uniqueness of the language is strongly influenced by the culture of native speaker. Therefore, the language varies cross-culturally. Language also become a tool for social interaction whereas every interlocutor has their own style that can be heard when doing conversation. Moreover, the manner of conversation that is done by people is an important thing that should be more considered. According to Yule (1996), people who involved in interaction indirectly make the norms and principles that arise in the community as their politeness standards (Yule, 1996). Language often expresses the speaker's identity, as well as regional languages in Indonesia such Betawinese, Javanese, Sundanese etc. According to research that was conducted by The United Nations Educational, Scientific and Cultural Organization (UNESCO) found more than a hundred of regional languages in Indonesia have been extinct. One of regional languages that still exist today is Betawi language, which is almost as old as the name of the area where the language is developed, Jakarta. Formed since the 17th century, Jakarta has various ethnicities, races, and social backgrounds, and the original community uses Betawi language as their language of daily life . Betawi language is derived from Malay, and so many Sumatra or Malay Malaysian terms are used in Betawi. One example is the word "Niari" which means today or “hari ini” in Indonesian. Although there are similarities with the Malay Malaysian, but this language has been mixed with foreign languages, such as Dutch, Portuguese, Arabic, Chinese, Bugis, Sumatera and many other languages (Muhadjir, 2000). -

Abstracts The existence of adat (customary law) in Indonesia becomes a source of value for the survival of the nation. Each region in Indonesia has different adat that can be used as a reference for the form of governmental system in Indonesia. The 1945 Constitution has recognized the existence of adat government that consisting of various forms of adat that have been adopted long before the 1945 Constitution existed. The existence of adat cannot be separated from national and Islamic values. This research was conducted to find out form of adat institution in Aceh and how the integration of such adat governance in local government system based into national law. Thus, to achieve the objectives, this study was conducted by normative juridical research method with historical approach and comparison with other indigenous peoples in Indonesia. Adat became the forerunner of the existence of this state since the character of the nation is formed from customs that have been built by each region.
