Legco to Consider Two Motions Under the Legislative Council (Powers and Privileges) Ordinance ********************************************************* 立 法 會 秘 書 處 Legislative Council Secretariat 新聞稿 Press Release LegCo to consider two motions under the Legislative Council (Powers and Privileges) Ordinance ********************************************************* The Legislative Council ("LegCo") will hold a meeting on Wednesday (11 June) at 11 am in the Chamber of the LegCo Complex. During the meeting, Members will consider two motions under the Legislative Council (Powers and Privileges) Ordinance to be moved by Hon Gary FAN and Dr Hon Kenneth CHAN respectively. The motion under the Legislative Council (Powers and Privileges) Ordinance, to be moved by Hon Gary FAN, states: "That this Council appoints a select committee to inquire into whether the MTR Corporation Limited ("MTR Corporation") has covered up the progress and causes of delay in the construction of the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link ("XRL"), and whether there are any problems with the Hong Kong Special Administrative Region Government and the MTR Corporation in supervising and co-ordinating the construction of the Hong Kong section of XRL; and that in the performance of its duties the committee be authorized under section 9(2) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to exercise the powers conferred by section 9(1) of that Ordinance.". Hon Claudia MO will move an amendment to Hon Gary FAN's motion. Dr Hon Kenneth CHAN will also move a motion under the Legislative Council (Powers and Privileges) Ordinance. The motion states: "That the House Committee be authorized under section 9(2) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to exercise the powers conferred by section 9(1) of that Ordinance to order the Secretary for Transport and Housing to attend before the House Committee on or before the date of the first meeting of the House Committee after the passage of this motion to produce the full report on the Transport and Housing Bureau's investigation into staff conduct in the Marine Department in relation to the vessel collision incident near Lamma Island on 1 October 2012.". Meanwhile, Hon TANG Ka-piu will move a motion on formulating a comprehensive elderly care policy to deal with population ageing. The motion states: "That, with the rapid ageing of Hong Kong's population, the demand for elderly care services in society continues to increase, but the policy strategies to deal with demographic challenges proposed earlier by the Steering Committee on Population Policy make no mention of elderly care services in the future; in this connection, this Council urges the Government to immediately formulate a comprehensive elderly care policy, make detailed planning for elderly care services in the future and promote collaboration between the medical and welfare sectors; the contents should include: Service planning－ (1) based on projections on the proportion and growth of elderly population in the future, to formulate medium- and long-term planning for elderly care services in the next 10 and 20 years, and on this basis, to reserve lands for developing elderly care services and train manpower, so as to ensure that social demand for community care services and residential care services for the elderly can be met every year; (2) to make stronger efforts to implement projects on redeveloping residential care homes for the elderly and constructing new ones, and reserve lands in more public and private development projects for building residential care homes for the elderly, so as to shorten elderly persons' waiting time for residential care homes and reduce the number of elderly persons who have yet to be allocated a place in residential care homes when they passed away; (3) based on the proportions of the elderly population in various districts, to enhance community care services, including allocating additional resources to expand the existing integrated home care services and day respite service for elders, and providing a certain number of places for emergency support services in various districts to deal with cases of serious nature and requiring immediate assistance; Policy reform－ (4) to set up an inter-departmental office of long- term care services to co-ordinate the work of various departments which are responsible for elderly welfare, elderly care and elderly services; (5) to immediately rename the Chinese rendition of dementia from "老人癡呆症" to "認知障礙症", adopt the recommendations of the World Health Organization to formulate a comprehensive priority strategy to deal with dementia, and allocate resources to set up a dedicated service unit; (6) to review the standardized care need assessment mechanism for elderly services, and triage elderly persons based on their actual care needs to enable them to receive suitable services as early as possible, and in turn effectively alleviate the problem of unduly long waiting time for services; (7) to review the requirement on the area of floor space for each resident in newly constructed residential care homes and day service centres for the elderly, so as to progressively enhance the care standard of elderly services; (8) focusing on the segregation of the medical and welfare sectors in elderly care services at present, to strengthen healthcare and home care services in the community to support the care needs of elderly persons who are unable to get a place in residential care homes for the elderly, and in the three major directions of training, support and accreditation, formulate a dedicated policy on carers of the elderly, thereby perfecting the existing long-term care policy based on "ageing in place"; Manpower resources－ (9) based on the medium- and long-term planning for elderly care services, to project the manpower demand for the services, comprehensively assess afresh the existing policy of manpower resources development for elderly and care services, including reviewing the training, remuneration packages and career prospects for frontline carers in elderly services, and, apart from considering how to enhance the standard of the relevant services on the whole, also raise the social status of the industry, so as to attract more new entrants; and (10) to review the bidding system for elderly service contracts to reduce cyclical wastage of manpower.". Hon Albert HO, Hon Frankie YICK, Dr Hon Fernando CHEUNG, Hon CHEUNG Kwok-che and Dr Hon KWOK Ka-ki will move separate amendments to Hon TANG Ka-piu's motion. Hon IP Kin-yuen will move a motion on improving the implementation of the education policy and allocating additional funding for education. The motion states: "That, as education is an important policy area, many countries and regions attach great importance to education and strive to allocate resources in education improvement, so as to upgrade their people's overall quality and enhance their societies' competitiveness in the future; yet, the SAR Government's funding allocation in education has been shrinking continuously in recent years, and the Education Bureau has also neither listened seriously to the views of the sector nor taken forward many measures on which the society has reached consensus, showing its ineptitude and belated awareness when faced with new problems and challenges, and failing to respond to people's needs and allay their concerns, such as its erroneous planning for kindergarten and primary school places, delay in implementing 15-year free education, disregard for the views of the sector and reluctance to adopt effective measures to stabilize the teaching and learning environment of secondary schools, turning a blind eye to young teachers' difficulty in joining the profession, and turning a deaf ear to the demands for improving the teaching establishment in public-sector schools and increasing the number of publicly-funded university places; the education sector considers that since the Secretary for Education Mr Eddie NG took office, parents have worried about a shortage of places for their children's education, teachers' job satisfaction has declined, and students have been tormented by the education policy, rendering people to rock their confidence in the local education system and be greatly disappointed at the education policy led by Eddie NG, considering that he lacks work competence and enterprise, and that while he cannot effectively lead the officials of the Education Bureau to properly implement the education policy, he still frequently pays overseas duty visits, causing widespread grievances about the education policy in society in general; in this connection, this Council expresses dissatisfaction with the work performance of Eddie NG, requests him to reflect deeply on himself, and hopes that the SAR Government can improve the implementation of the education policy, allocate additional funding for education, and extensively solicit public opinions, so as to rebuild the public confidence in the education system.". Dr Hon Kenneth CHAN, Dr Hon Helena WONG and Dr Hon Fernando CHEUNG will move separate amendments to Hon IP Kin-yuen's motion. In addition, the Supplementary Appropriation (2013- 2014) Bill will be introduced into the Council for First and Second Readings. Second Reading debate on the Bill will be adjourned. Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.     CVs of Honorary Fellowship recipients Mrs Chan-Chen Shu-an Mrs Chan-Chen Shu-an was one of the pioneers in advocating quality early childhood education in Hong Kong. She played a key role in advocating the activity approach in the local early childhood education context. One of the founders and lecturer of the Hong Kong Kindergarten Teacher Training Course organised by the School of Continuing and Professional Studies of the Chinese University of Hong Kong in the 1980s, she has over the past 30 years laid a solid foundation for early childhood education teacher training and curriculum through her tireless contributions. Dr Darwin Chen Dr Darwin Chen is an alumnus of the Northcote College of Education. He obtained a Bachelor of Arts degree with First Class Honours from the University of London in 1960. His 32-year career in the Hong Kong civil service included several leading positions in government departments. Since he retired, Dr Chen has continued to serve Hong Kong and the region through various public bodies. In recognition of his service to Hong Kong, he was made a Companion of the Imperial Service Order in 1990 and awarded the Silver Bauhinia Star in 2003.   • The Pros and Cons of Learning Assessments
    The pros and cons of learning assessments Debate Learning assessments are considered essential for measuring and improving the quality of an education system; yet for some they also raise serious concerns. The controversy over Hong Kong SAR’s Territory Wide System Assessment illustrates the issues at stake. It has become widely accepted that students’ learning must be assessed in order for education systems to evaluate and improve on their own quality over time. Around the world, the majority of countries apply one or more forms of assessments and examinations at different educational stages (see the UNESCO Institute of Statistics catalogue of assessments). Regional and international assessment programmes and tools have proliferated, and data on international indicators is already being collected to measure progress towards the Sustainable Development Goals on indicators such as proficiency in reading, mathematics, and basic ICT skills. Yet there has also been marked resistance from some education stakeholders to the rising use of learning assessments. Opponents argue that over-reliance on learning assessments leads to a narrowing of the educational experience, places undue pressure on students and weakens their intrinsic love for learning, and—despite advancements in measurement—can ultimately provide only a very limited picture of many important aspects of a quality education. It has often been argued that low-stakes assessments can overcome many of these concerns by simply offering a snapshot of quality among a sample of students, without tying reward or punishment directly to the results. However, in many contexts even low-stakes assessments have been the subject of intense public debate. One case in point is the controversy over the Territory-wide System Assessment (TSA) in the Hong Kong Special Administrative Region of the People’s Republic of China.

    Citation for Mrs Chan-Chen Shu-an, Honorary Fellow Mr Chairman of the Council, Mrs Chan-Chen Shu-an is a veteran early childhood educator in Hong Kong, widely respected among fellow early childhood educators and parents. A native of Meixian in Guangdong, she was born in 1926. She graduated from Yenching University, China in 1950 with a Bachelor’s degree in Psychology. She obtained a Master’s degree in Education from the Chinese University of Hong Kong in 1975, as well as diplomas and licenses for pre-school education from the state of California and New York in the USA. She has been a teaching assistant in the Education Faculty of Lingnan University in Guangzhou, and a teacher in kindergartens, primary schools and nurseries in both Hong Kong and the USA. She is currently a council member of the Early Childhood Education Committee of the China Senior Professors Association, an advisor to the Hong Kong Kindergarten Teachers’ Association, a committee member of the Hong Kong Senior Education Workers Association, and a member of the Board of Directors of Dominic Savio Education. Fondly referred to as “Mrs Chan”, she is optimistic, noble, kind, elegant, gentle, humble and ever so supportive of the new generation. She is skilled at establishing links among practitioners, determined in driving curriculum reform and vocal in advocacy. She is a role model, admired and held in high regard by fellow early childhood educators. Mrs Chan is deeply influenced by the thinking of Chinese early childhood educator Chen He-qin, and believes in all being done for the children’s good and living education.

Membership This year we have a total of 347 member schools registered, covering almost all the subsidized secondary schools in Hong Kong. 2. Annual General Meeting (2011/12) The AGM (2011/12) was held on 22 November 2011 with an attendance of 144 member school principals. After the AGM, we were honoured to have Professor CHEN Yu Kun ( 中華人民共和 國教育部中學校長培訓中心主任陳玉琨教授) and Professor CHAN M.M. Johannes, SC (Hon), Dean of the Faculty of Law, The University of Hong Kong, to share with us their views on leadership issues. 3. 40 th Anniversary Celebration Our 40 th Anniversary Celebration Dinner was held at the Grand Ballroom of the Royal Plaza Hotel on 22 November 2011 at 7:00 p.m. There were 360 guests, principals and teachers participated in the joyful and memorable evening with Mr. Michael SUEN Ming-yeung, Secretary for Education, Education Bureau and Professor PAN Yong-hua, Director General of Education, Science and Technology Department, Liaison Office of the Central People’s Government in the Hong Kong SAR, as our honourable guests. 4.     CHINA (INCLUDES TIBET, HONG KONG, AND MACAU) 2014 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions. Ultimate authority rests with the 25-member Political Bureau (Politburo) of the CCP and its seven- member Standing Committee. China completed its once-in-a-decade leadership transition in March 2013, and Xi Jinping held the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of the military and internal security forces. Repression and coercion were routine, particularly against organizations and individuals involved in civil and political rights advocacy and public interest issues, ethnic minorities, and law firms that took on sensitive cases. Officials continued to employ harassment, intimidation, and prosecution of family members and associates to retaliate against rights advocates and defenders. Individuals and groups regarded as politically sensitive by authorities continued to face tight restrictions on their freedom to assemble, practice religion, and travel. Authorities resorted to extralegal measures such as enforced disappearance and strict house arrest, including house arrest of family members, to prevent public expression of independent opinions. Authorities continued to censor and tightly control public discourse on the internet. Public-interest law firms continued to face harassment, disbarment of legal staff, and closure. There was severe official repression of the freedoms of speech, religion, association, and assembly of Uighurs in the Xinjiang Uighur Autonomous Region (XUAR) and of Tibetans in the Tibet Autonomous Region (TAR) and other Tibetan areas.
