    JORC Report 2007 The Judicial Officers Recommendation Commission (“JORC”) Report 2007 has a new format. Previously, our Report contained information about the JORC, gave an account of its important work during the year and described the different levels of court to give a comprehensive picture of the judicial offices within the responsibility of the JORC. Such information is now separately provided in two reports. First, a new report entitled “Judicial Officers Recommendation Commission” has been issued. This provides an account of the JORC and describes the different levels of court. It has been uploaded on our website. Secondly, an annual report which will concentrate on the work of the JORC during the year will be issued. In an effort to contribute to the protection of the environment, we will no longer publish a paper version of the “Judicial Officers Recommendation Commission” Report or the annual report. Both will only be uploaded on our Website. We hope you will enjoy reading this Report and gain a better understanding of the JORC during 2007.     January 2011 in Hong Kong 31.1.2011 / No 85 A condensed press review prepared by the Consulate General of Switzerland in HK Economy + Finance HK still ranked world's freest economy: HK remains the world’s freest economy for the 17th straight year and ranked 1st out of 41 countries – according to a report released by the Heritage Foundation and the Wall Street Journal. The city’s score remains unchanged from last year at 89.7 out of 100 in the 2011 Index of Economic Freedom, with small declines in the score for government spending and labour freedom offsetting improvements in fiscal freedom, monetary freedom, and freedom from corruption. The report said HK is one of the world’s most competitive financial and business centres, demonstrating a high degree of resilience during the global financial crisis. City casts off shadow of global financial crisis: HK's economy is rebounding from the aftermath of the global financial crisis, with the public coffers enjoying the first eight-month surplus in three years. The latest announcement showed a far better financial picture than the government had forecast. In his budget speech in February, Financial Secretary John Tsang projected a net deficit of HK$25.2 billion for the current financial year. However, consensus estimates among most accounting firms now put the full financial year budget at a surplus of at least HK$60 billion. The reserves stood at HK$537 billion as of November 30, compared to HK$455.5 billion a year earlier. HK jobless rate falls to 4pc: HK's unemployment rate declined from 4.1 per cent in September to November last year to 4.0 per cent in October to December last year.

    COUNTRY REPORT Hong Kong At a glance: 2001-02 OVERVIEW Donald Tsang will take over as chief secretary for administration on May 1st; he will be succeeded as financial secretary by Antony Leung. The first term in office of the chief executive, Tung Chee-hwa, comes to an end in 2002. He is unpopular in Hong Kong, but trusted by China's government, and so is likely to be appointed to a second term. After growing by 10.5% in 2000, real GDP is likely to expand by just 3% in 2001 as external demand weakens. Growth will pick up to 3.9% in 2002 on the back of improving export performance. Consumer prices are likely to be broadly stable this year, but inflation will return in 2002. The current account is likely to remain in modest surplus this year and next, despite an expanding merchandise trade deficit. Key changes from last month Political outlook • The government introduced legislation in mid-March that will enable the selection of the next chief executive to be made by the same 800-person election committee that was chosen in July 2000 for the purpose of selecting legislators in the Legco election the following September. This reinforces the EIU's view that Tung Chee-hwa will be re-appointed to a new term. Economic policy outlook • Interest rates have continued to fall, in line with reductions by the US Federal Reserve. We expect US rates to fall by a further 100 basis points this year, compared with our previous forecast of reductions of 75 basis points.

In his illustrious career of more than fifty years, his accomplishments are remarkable in pioneering new surgical procedures, educating generations of doctors, initiating discussions and promoting awareness of diverse medical and social issues, and in different ways, bettering the life of many individuals. Now in his eighties, Dr Leong remains as energetic and steadfast as ever in his efforts to make the world a better place. Dr Leong comes from a family with extensive involvement in various areas of medicine. His father, also a medical doctor, served the Aberdeen community with dedication for decades in the last century. In those days of austerity, Dr Leong saw his parents carrying medical provisions in their rattan baskets every day as they went around treating their patients and foregoing their own comfort in the service of their calling. Such unflagging loyalty to the well-being of those under their care inspired Dr Leong to take up a career in medicine. After he obtained his medical degree from the University of Hong Kong, Dr Leong taught in the Department of Surgery of his alma mater from 1963 to 1978, at the same time carrying on a robust research agenda. His work on gastrocystoplasty, a global first, was considered a breakthrough in both technology and scientific research. His advancement in the use of material from the stomach for use in cystoplasty in humans made him world famous and earned him the position of Hunterian Professor at the Royal College of Surgeons of England in 1975.
