Annual General Meeting On 26 November 2012 Chairman’s Report

1. Membership This year we have a total of 347 member schools registered, covering almost all the subsidized secondary schools in .

2. Annual General Meeting (2011/12) The AGM (2011/12) was held on 22 November 2011 with an attendance of 144 member school principals. After the AGM, we were honoured to have Professor CHEN Yu Kun ( 中華人民共和 國教育部中學校長培訓中心主任陳玉琨教授) and Professor CHAN M.M. Johannes, SC (Hon), Dean of the Faculty of Law, The University of Hong Kong, to share with us their views on leadership issues.

3. 40 th Anniversary Celebration Our 40 th Anniversary Celebration Dinner was held at the Grand Ballroom of the Royal Plaza Hotel on 22 November 2011 at 7:00 p.m. There were 360 guests, principals and teachers participated in the joyful and memorable evening with Mr. Ming-yeung, Secretary for Education, and Professor PAN Yong-hua, Director General of Education, Science and Technology Department, Liaison Office of the Central People’s Government in the Hong Kong SAR, as our honourable guests.

4. Work of Executive Committee (EC) 4.1 EC Meetings The Executive Committee (EC) has held 10 meetings on 7 December 2011, 4 January 2012, 15 February 2012, 13 March 2012, 30 March 2012, 16 May 2012, 18 June 2012, 13 September 2012, 17 October 2012 and 13 November 2012 since the Annual General Meeting on 22 November 2011.

4.2 Survey on New Senior Secondary Academic Structure 4.2.1 In order to solicit the views of member schools on the implementation of New Senior Secondary Academic Structure, the EC conducted a survey in March 2012. 4.2.2 A questionnaire was sent to member schools on 15 March 2012 with responses from 229 members constituting a return rate of 65.99%. The results and report of the survey were uploaded to Council’s webpage on 2 May 2012. 4.2.3 The survey report was sent to Mr. Michael SUEN Ming-yeung, SED, Mrs. Cherry TSE LING Kit-ching, PSED, and Dr. TONG Chong-sze, the Secretary General of HKEAA. 4.2.4 The chairman attended an interview in 「笑容從家開始」 of RTHK on 15 May 2012 discussing the survey report.

4.3 Educational Visit to Xiamen 4.3.1 With the invitation and support of Science and Technology Department, Liaison Office of the Central People’s Government in the Hong Kong SAR, the EC organized an educational visit to Xiamen from 15 April to 18 April 2012, visiting three local secondary schools and one high technology company. 4.3.2 There were 20 principals and vice-principals participated in the educational visit.

4.4 Class Organization & Class Size 4.4.1 The EC is very much concerned about the decreasing number of student enrolment in secondary schools. A meeting with Mrs. Cherry TSE LING Kit-ching, PSED, was held on 10 January 2012 to express the need of a long-term plan to tackle this issue, in particular, the setting up of an adjustment mechanism to deal with the fluctuating student population. 4.4.2 Joint Committee of the Chairpersons of the Secondary School Councils and the Secondary School Heads Associations of 18 Districts was formed to discuss the impact of the severe drop in S1 enrolment, the class reduction in schools and the strategies to be adopted to prevent the closure of schools. Three working groups were set up: (1) Review of Staff Establishment; (2) Review of Class Size; and (3) Review of School Operation Line. 4.4.3 A meeting on the presentation of the final report of the New Academic Structure Joint Survey to the principals by the Joint Committee of School Councils & Associations of Secondary School Heads of 18 Districts was held in the afternoon on 7 December 2011. Five recommendations were made to the EDB including an improvement of the class-teacher ratio, commencement of a review of the new academic system, gradual reduction of the class size to 30, granting of resources and giving priority to support schools with more challenges. 4.4.4 A meeting of Joint Committee with Mr. Michael SUEN Ming-yeung, SED, and Mrs. Cherry TSE LING Kit-ching, PSED, was held on 15 February 2012 to discuss the matters concerning the report on the New Academic Structure Joint Survey, the review of staff establishment and the review of class size; however, negative responses to our suggestions were received from the SED. Two follow-up meetings with Mrs. Cherry TSE LING Kit-ching, PSED, were held on 7 March 2012 and 3 April 2012; however, no positive response to our suggestions was received. 4.4.5 In 2011-2012, six regular meetings of the Joint Committee of the Chairpersons of the Secondary School Councils and the Secondary School Heads Associations of 18 Districts were held on 25 November 2011, 6 January 2012, 17 February 2012, 20 April 2012, 12 June 2012 and 11 July 2012. 4.4.6 The EC arranged a meeting with Ms. Mable CHAN, DS(Ed)2, on 19 July 2012 and two meetings with Mr. Eddie NG Hak-kim, SED, on 6 June 2012 and 24 July 2012 to discuss the matter about the decreasing number of student enrolment in secondary schools in the coming four years. 4.4.7 The SSPA Task Group held three meetings on 18 September 2012, 9 October 2012

p. 2 /10 and 26 October 2012 to discuss and propose feasible solutions to tackle the problems due to the decline in the S1 population. 4.4.8 Three meetings of Joint Committee with Mr. Eddie NG Hak-kim, SED, were held on 25 July 2012, 12 October 2012 and 22 October 2012 to discuss the matter about the decreasing number of student enrolment in secondary schools in the coming four years. Two follow-up meetings with Mrs. Michelle WONG YAU Wai-ching, DS(Ed)4 and Ms. Jessie WONG Hok-ling, DS(Ed)2 were held on 28 September 2012 and 5 October 2012. 4.4.9 Over 250 principals attended 「全港中學校長大會」organized by the Joint Committee of School Councils & Associations of Secondary School Heads of 18 Districts in the morning on 25 October 2012. 4.4.10 Over 200 principals read the Declaration of the Joint Committee in front of the LegCo Building on 2 November 2012. 4.4.11 Over 140 principals attended the Special Meeting of the Panel on Education, Legislative Council on 2-3 November 2012 to address our concerns on the drop of secondary student population. 4.4.12 The chairman attended an interview in 「政經星期六」of the Hong Kong Commercial Radio on 3 November 2012 discussing the issues on the drop of secondary student population. 4.4.13 A meeting of Joint Committee with Mrs. LAM CHENG Yuet-ngo, CS, Mr. Eddie NG Hak-kim, SED, and Mrs. Cherry TSE LING Kit-ching, PSED, was held on 9 November 2012. 4.4.14 A meeting of Joint Committee with Mr. Eddie NG Hak-kim, SED, and Mrs. Cherry TSE LING Kit-ching, PSED, was held on 12 November 2012. A follow-up meeting with Mrs. Cherry TSE LING Kit-ching, PSED, Mrs. Michelle WONG YAU Wai-ching, DS(Ed)4, and Ms. Jessie WONG Hok-ling, DS(Ed)2, were held on 13 November 2012. 4.4.15 A meeting of Joint Committee with Mr. Eddie NG Hak-kim, SED, and Mrs. Cherry TSE LING Kit-ching, PSED, was held on 19 November 2012. 4.4.16 In 2012-2013, nine regular meetings of the Joint Committee of the Chairpersons of the Secondary School Councils and the Secondary School Heads Associations of 18 Districts were held on 3 October 2012, 19 October 2012, 29 October 2012, 1 November 2012, 5 November 2012, 8 November 2012, 12 November 2012, 16 November 2012 and 19 November 2012.

4.5 New Senior Secondary Education (NSS) 4.5.1 As the smooth implementation of NSS is the main concern of all secondary schools, the EC discussed our concerns with Mrs. Cherry TSE LING Kit-ching, PSED, in the meeting on 10 January 2012, covering issues related to (1) setting up of the review committees on the secondary curriculum & assessment reform, (2) support measures for teachers, (3) management of public expectation on the 1st cohort of HKDSE results, (4) issues related to Liberal Studies and (5) combination of the administration procedures on JUPAS and non-JUPAS systems to relieve the workload of both students and teachers. 4.5.2 A meeting with Mr. Eddie NG Hak-kim, the former Council Chairman of HKEAA,

p. 3 /10 and Dr. TONG Chong-sze, the Secretary General of HKEAA, was held on 15 February 2012, discussing (1) management of public expectation on the 1st cohort of HKDSE results and (2) the implementation of 2012 HKDSE. 4.5.3 A dinner meeting with Mr. Eddie NG Hak-kim, the former Council Chairman of HKEAA, and Dr. TONG Chong-sze, the Secretary General of HKEAA, was held on 6 June 2012, discussing the review of 2012 HKDSE and the future development of HKDSE. 4.5.4 A meeting with Dr. K K CHAN, DS(Ed)5, and Dr. TONG Chong-sze, the Secretary General of HKEAA, was held on 4 July 2012, discussing (1) the problems of BAFS: curriculum, SBA and assessment; (2) the problems of : curriculum, SBA and assessment; and (3) the major issues related to NSS and the review of NSS. 4.5.5 A dinner meeting of the chairman and vice-chairman with Dr. K K CHAN, DS(Ed)5, was held on 3 September 2012, discussing the major issues related to the review of NSS.

4.6 School Administration 4.6.1 A meeting with Mrs. Michelle WONG YAU Wai-ching, DS(Ed)4, was arranged by the EC on 12 July 2012, to discuss the feasibility of having paternity leave in subsidized schools, the handling of extra expenses for the wage payment on gazette holidays and annual leave due to the staff taking no-pay leave, the submission of the career outcomes of SEN school leavers via Special Education Management Information System, the revision in the calculation of the School Administration Grant, and the issues on the class structure and staff establishment during the transitional period of the Enhanced Scheme on the Optimization of Class Structure such as the manning of the laboratory technicians and the workshop teachers as well as the necessary adjustment in the ratio of CM to GM. 4.6.2 A meeting with Ms. Mable CHAN, DS(Ed)2, was arranged by the EC on 19 July 2012, to discuss measures of improvement related to school repairs & maintenance and the issues related to SSPA.

4.7 National Education 4.7.1 The chairman attended a dinner meeting of SED with the chairpersons of different primary and secondary school councils on 14 August 2012 to discuss the means on how to resolve the controversies of the Moral & National Education Subject. 4.7.2 Two EC meetings were held on 17 August 2012 and 4 September 2012 to discuss the related issues on the implementation of the Moral & National Education Subject. In order to solicit the views of member schools on the EC’s declaration on the implementation of the Moral & National Education Subject, the EC conducted a survey on 5 September 2012. The EC’s declaration on the implementation of the Moral & National Education Subject was then sent to SED and PSED. The survey results and the document on strikes prepared by the EDB for the reference of the schools were sent to member schools on 14 September 2012. 4.7.3 The chairman attended a meeting of Chief Executive, SED and PSED together with

p. 4 /10 the representatives of all school councils on 7 September 2012 to discuss the controversies of the Moral & National Education Subject. 4.7.4 The chairman attended a meeting of SED and PSED with the representatives of all school councils on 10 September 2012 to discuss the issues and management concerning the strikes of the students and the teachers. 4.7.5 A letter was sent to the EDB on 14 September 2012 suggesting the usage of the Grant for Moral & National Education Subject, i.e. $530,000, to have a broader coverage under moral, civic and national education not necessarily restricted to the implementation of the Subject. 4.7.6 The chairman attended five meetings of Committee on the Implementation of Moral & National Education Subject on 22 August 2012, 11 September 2012, 21 September 2012, 27 September 2012 and 8 October 2012 with a concluding remark that the Government shelved the Moral & National Education Curriculum Guide to allay the public concerns but did not withdraw the Moral & National Education course. After publishing the panel report, the Committee would be disbanded.

4.8 Other Issues 4.8.1 The chairman representing HKSSSC was elected the Chairman of organizing committee of the Committee on Respect Our Teachers Campaign to organize “Salute to Teachers 2012”, which was held on 12 September 2012. 4.8.2 The chairman representing HKSSSC was elected the Chairman of organizing committee of 「香港教育界慶祝國慶籌備委員會常設委員會」to organize 「香港教育界 慶祝國慶 63 周年晚宴」, which was held on 21 September 2012. 4.8.3 The chairman attended an interview in 「政經星期六」of Hong Kong Commercial Radio on 21 April 2012 discussing educational issues.

5. Documents sent to members / uploaded to HKSSSC Website 5.1 Results and report of the survey on the implementation of New Senior Secondary Academic Structure in March 2012 were uploaded to the HKSSSC website. 5.2 Newsletter No. 2 (2011-12) and Newsletter No. 1 (2012-13) were sent to members on 5 March 2012 and 22 October 2012 respectively. 5.3 A CD ROM with the Members’ List (2011-2012) was sent to the members.
