Certains d'entre eux étaient volumineux, tandis que d'autres étaient plutôt succincts. Le rapport sur «L'affaire du Heritage Front» se situe quelque part entre les deux extrêmes. Pour décrire ce que nous avons tenté de faire au cours de cette enquête, nous croyons que le mieux est de citer la déclaration de notre président devant le Sous-comité du Parlement sur la sécurité nationale le 13 septembre dernier. Seul le lecteur du rapport peut évaluer si nous avons atteint les objectifs que nous nous étions imposés. «Tout d'abord, M. le président, voici ce que nous faisons. Aussitôt que l'information de presse a été publiée dans le Toronto Sun du dimanche 14 août, nous avons commencé une enquête afin de savoir exactement ce que le SCRS faisait dans ce domaine. Nous avions déjà examiné les activités du SCRS relativement aux «groupes d'extrémistes» de 1990 jusqu'au début de 1991 et avons indiqué les problèmes que nous avions repérés dans nos rapports annuels de 1990-1991 et 1991-1992. Cet examen portait sur toutes les enquêtes en cours à ce moment-là. Il visait à s'assurer que : seuls les chefs auxquels on pouvait conférer raisonnablement le titre de «menace à la sécurité nationale» faisaient l'objet d'une enquête; que le niveau d'intrusion des enquêtes était proportionnel à la possibilité de menace; et qu'il n'il y avait pas d'intrusion dans la vie privée de personnes innocentes. Notre examen s'est concentré sur la légalité des techniques d'enquête utilisées par le SCRS, y compris les sources humaines. L'examen en cours portera sur toutes les facettes des allégations qui ont été formulées, jusqu'au plus petit détail, y compris tout ce qui peut concerner, même de loin, l'affaire. La loi nous confère l'autorité absolue et totale d'étudier chaque dossier, d'examiner tout document, sauf les documents confidentiels du Cabinet, ou d'interroger toute personne, lorsque nous le considérons nécessaire. Contrairement à l'impression que vous avez reçue des médias, il n'y a aucune limite à notre accès à l'information que détient le SCRS. Dans cette affaire, nous avons recours à tous les pouvoirs extraordinaires que nous confère le Parlement. Toutefois, comme vous le savez, le Parlement a aussi décidé que les conclusions de nos examens devaient être remises au Solliciteur général, en vertu de l'article 54 de la Loi. Le - 2 - Ministre décide alors dans quelle mesure notre rapport peut être rendu public sans mettre en jeu la sécurité nationale. His concern, shared by most of his neighbours, hasn't stopped Ontario's power-planning agency from plowing ahead with a plan to locate an 850-megawatt natural gas generating station in southwest GTA. The final site will be one of four locations clustered around the southern border of Mississauga and Oakville. Three are within the community of Clarkson Village. The Ontario Power Authority was to have decided which private developer will build and operate the new plant – almost twice the size of the Portlands Energy Centre near Toronto's Beach and Leslieville neighbourhoods – in late August.

Impression management techniques are employed in a complex manner, in either a 'positive' or 'negative' sense. Used positively, methods may be employed to impress the audience with the 'rationality' ofthe arguments and ideas put forth by the web site creators.

NETOLITZKY* This article discusses the history of the poorly understood Organized Pseudolegal Commercial Arguments (OPCA) phenomena. Drawing from various reported and unreported sources, the author begins his review in the 1950s with two distinct pseudolegal traditions that evolved separately in both the United States and Canada. Focusing on the prominent members of each era of the OPCA movement, the author explains in depth the concepts behind the movement and what it means for the legal system in Canada today. The article culminates with an analysis of the current OPCA groups and how Canadian courts should respond to future OPCA litigants, while also giving reasons as to why it is important for Canadians to take notice of this movement due to potential security risks.
