50 TAILORED DETERRENCE - A FRENCH PERSPECTIVE Bruno TERTRAIS France is not at the forefront of the debate within NATO on the future of deterrence and retains a fairly conservative nuclear policy. However, the evolution of the French nuclear deterrent has been largely in tune with US and UK policies. Nuclear Deterrence With Smaller Arsenals Nuclear weapons will remain the ultimate guarantee of a nation’s survival for the foreseeable future. There is no alternative means of defense on the horizon which may threaten in a credible way the complete destruction of a State as a coherent entity, in just a few minutes. Conventional weapons could conveivably do the job, but only through repeated and multiple raids and with a lesser guarantee of success. Moreover, conventional weapons cannot instill in the adversary’s mind the very peculiar fear induced by nuclear weapons. Biological weapons are arguably as scary as nuclear ones - and perhaps even more so, in particu- lar for public opinion. But their use can be controlled only with difficulty. More importantly, they are not able to physically destroy government buildings, factories, command posts and arsenals. Unless perhaps deployed in space in very large numbers, strategic defenses will not be effective against a large number of missiles equipped with decoys and multiple warheads. Finally, threatening some particular hardened targets will continue to be possible only by nuclear means. But future deterrence will be ensured with smaller nuclear arse- nals. TRADE STUDIES TOWARDS AN AUSTRALIAN INDIGENOUS SPACE LAUNCH SYSTEM A thesis submitted for the degree of Master of Engineering by Gordon P. Briggs B.Sc. (Hons), M.Sc. (Astron) School of Engineering and Information Technology, University College, University of New South Wales, Australian Defence Force Academy January 2010 Abstract During the project Apollo moon landings of the mid 1970s the United States of America was the pre-eminent space faring nation followed closely by only the USSR. Since that time many other nations have realised the potential of spaceflight not only for immediate financial gain in areas such as communications and earth observation but also in the strategic areas of scientific discovery, industrial development and national prestige. Australia on the other hand has resolutely refused to participate by instituting its own space program. Successive Australian governments have preferred to obtain any required space hardware or services by purchasing off-the-shelf from foreign suppliers. This policy or attitude is a matter of frustration to those sections of the Australian technical community who believe that the nation should be participating in space technology. In particular the provision of an indigenous launch vehicle that would guarantee the nation independent access to the space frontier. It would therefore appear that any launch vehicle development in Australia will be left to non- government organisations to at least define the requirements for such a vehicle and to initiate development of long-lead items for such a project. It is therefore the aim of this thesis to attempt to define some of the requirements for a nascent Australian indigenous launch vehicle system. -

Although the early 1990s witnessed ground forces deployed to northern Iraq, Somalia, and Haiti to protect civilians and ensure the provision of humanitarian aid, interveners soon embraced air power for humanitarian contingencies. Order Code RS21376 Updated March 3, 2003 CRS Report for Congress Received through the CRS Web Iraq: Weapons of Mass Destruction (WMD) Capable Missiles and Unmanned Aerial Vehicles (UAVs) Andrew Feickert Analyst in National Defense Foreign Affairs, Defense, and Trade Division Summary This report addresses Iraq’s post-Gulf-War missile and UAV programs, system capabilities, and operational employment considerations. The UN has recently ordered Iraq to destroy its Al Samoud 2 missiles and associated engines which the UN claims are in violation of UN Security Council Resolutions (UNSCR) 687 and 715. Iraq is also estimated to have illegally retained up to 20 Al Hussein SCUD variant missiles and may have also attempted to extend the range of their Ababil-100 (also referred to as Al Fatah) missiles to proscribed limits. Iraq has also been accused of modifying L-29 Czech jet trainers to be used as UAVs to disseminate chemical or biological agents. This report will be updated as events warrant. Iraq’s Missile and UAV Program, 1991-1998 Since the conclusion of the Gulf War in 1991 and the imposition of UNSCR 687, United Nations Special Commission on Iraq (UNSCOM) inspectors have either supervised the destruction of, or accounted for:1 ! 817 of 819 Russian-supplied SCUD missiles; ! 19 transporter, erector, launchers (TELs); and ! 30 chemical/biological warheads. Prior to the Gulf War, Iraq experimented with a variety of ballistic missiles, most based on the proven SCUD design, with ranges from 900 to 2,500 kms. -

Estimating the Reliability of a Soyuz Spacecraft Mission Michael G. Lutomskia*, Steven J. Farnham IIb, and Warren C. Grantb aNASA-JSC, Houston, TX – [email protected] bARES Corporation, Houston, TX Abstract: Once the US Space Shuttle retires in 2010, the Russian Soyuz Launcher and Soyuz Spacecraft will comprise the only means for crew transportation to and from the International Space Station (ISS). The U.S. Government and NASA have contracted for crew transportation services to the ISS with Russia. The resulting implications for the US space program including issues such as astronaut safety must be carefully considered. Are the astronauts and cosmonauts safer on the Soyuz than the Space Shuttle system? Is the Soyuz launch system more robust than the Space Shuttle? Is it safer to continue to fly the 30 year old Shuttle fleet for crew transportation and cargo resupply than the Soyuz? Should we extend the life of the Shuttle Program? How does the development of the Orion/Ares crew transportation system affect these decisions? The Soyuz launcher has been in operation for over 40 years. There have been only two loss of life incidents and two loss of mission incidents. Given that the most recent incident took place in 1983, how do we determine current reliability of the system? Do failures of unmanned Soyuz rockets impact the reliability of the currently operational man-rated launcher? Does the Soyuz exhibit characteristics that demonstrate reliability growth and how would that be reflected in future estimates of success? NASA’s next manned rocket and spacecraft development project is currently underway.
