aradigm shift in forest policy from revenue generation to conservation and Pincreased emphasis on involvement of people in forest management has thrown a lot of challenges before the foresters. Coupled with it is the need to ensure that our forestry practices are in accordance with sub-continental and global developments in ecological and environmental areas. As a result the foresters of today are required to play multifarious roles to deal with a variety of externalities and also not loosing sight of traditional forest management practices at the same time. It is, thus, the need of the hour to ensure effective and befitting training, orientation and specialization for the foresters at all levels. The Directorate of Forest Education’s primary mandate is to conduct induction and in-service training for SFS Officers/FROs and also to support in-service training for Forest Frontline Staff (Dy. Rangers / Foresters / Forest Guards). Thus, the Directorate plays a crucial role in keeping the forest management of our country up to date and modern through training management. The Government of India through this Directorate supplements the efforts of State Governments for capacity building of the frontline forest staff (Deputy Rangers/ Foresters/ Forest Guards) by providing funds to organise short-term training courses of the concerned State Forest Department. This Directorate has got such courses organised in almost every state of the country and there has been wide spread appreciation of the same. The Director’s Report - 2017 of the DFE is a compilation of all the activities of the Directorate and its constituent Academies during the year 2016-2017.

Directorate of Forest 01 Education

he post of Director Forest Education was created in the year 1953 to assist the President, TForest Research Institute and Colleges and was responsible for professional and technical training/education in the country. Subsequent to re-organization of Forestry Research, Education and Training Institutions in 1987, the erstwhile Indian Forest College got upgraded to Indira Gandhi National Forest Academy. Indian Council of Forestry Research and Education was created as an autonomous body under the MoEF&CC to organize, direct and manage research in Forest Sector at National Level.

The Directorate of Forest Education was separated as an independent organization under the direct control of MoEF&CC for the training of State Forest Service officers and Forest Range Officers. The Directorate also supplements the efforts of the State Governments for the training of Frontline Forest Staff (Deputy Rangers, Foresters and Forest Guards).

The main mandate of the Directorate of Forest Education is:

F To cater to the training needs of the SFS Officers and RFOs of States/ Union Territories in the country. F To ensure 'Standard and Quality' of Training being imparted to the Forestry personnel other than Indian ForestService. F To augment training 'Capacity and Facility' for the frontline forest staff (Forest Guards, Foresters, Deputy Rangers and Range Officers). F To assist in developing appropriate and relevant training contents and evaluation standards for forestry training at all levels below IFS. F To help States assess training needs of forestry personnel. F To assist in the development of training policy for forestry personnel.

Presently the Directorate directly controls three Central Academies for State Forest Service, at Dehradun (Uttarakhand), Coimbatore (Tamil Nadu) and Burnihat (Assam) and one Central Academy of Forest Education (CAFE) at Kurseong ().

The Directorate also exercises, technical control over all the State run Rangers Colleges in the country. All these Academies/Colleges/Institutes/Schools undertake the activities concerning induction and in-service training of SFS Officers and FROs and short term General Refresher Courses, Theme Based Courses of two week duration, One week workshop for in-service SFS Officers and FROs as per their respective mandate.

ollowing the reorganization of Forest Research Institute and Colleges and creation of Indian FCouncil of Forestry Research and Education (ICFRE) as an autonomous organization, the Directorate of Forest Education was delinked from the Forest Research Institute and Colleges. It has since then functioned directly under the Ministry of Environment, Forest & Climate Change.

To cater to the increasing demand of the State Forest Departments and Central forestry organization for trained Officers, three State Forest Service Colleges were established by the Central Government at Burhihat (Assam) in 1976, Coimbatore (Tamil Nadu) in 1980 and Dehradun (Uttarakhand) in 1981 for imparting training to the State Forest Service Officers of two years duration.

CASFOS, Burnihat

The Government of India in the year 1976, established the first State Forest Service College in the country at Burnihat, located 25 kms from Guwahati, the capital of Assam. Now rechristened the Central Academy for State Forest Service or CASFOS, it is situated on the border of two States, Assam & , occupies both sides of National Highway 40, popularly known as GS Road. The Academy campus is spread over Kamrup District of Assam and Ri-Bhoi District of Meghalaya.

CASFOS, Coimbatore

Established in 1980, the Central Academy for State Forest Service or CASFOS, Coimbatore is located in the picturesque Forest Campus, at R.S. Puram in the city of, Coimbatore, Tamil Nadu. The academy shares the space of the exquisite Forest Campus

alongwith two more premier forestry institutions viz., Tamil Nadu Forest Academy-TNFA (erstwhile Madras Forest College) and Institute of Forest Genetics and Tree Breeding (IFGTB) one of the leading research institutes under Indian Council of Forest Research and Education. This campus also houses the famous 'Gass Museum’.

CASFOS, Dehradun

Established in 1981, the Central Academy for State Forest Service (CASFOS), Dehradun is located in the beautiful New Forest Campus in Dehradun which is also the cradle of forestry education and training in India. CASFOS has the privilege of having in its neighbourhood other premier institutions like Indira Gandhi National Forest Academy (IGNFA), Indian Council for Forestry Research and Education (ICFRE), Forest Research Institute (FRI), FRI University, (FSI) and Wildlife Institute of India (WII) which enhance the learning environment for the Officer Trainees with increased opportunities for interaction with serving IFS officers, Probationers from IGNFA, Scientists and researchers from ICFRE and FRI.

CAFE, Kurseong

The Central Academy of Forest Education (CAFE) is the only forest training institution under Government of India exclusively to train Forest Range Officers. Established in 1974, the institute is located on picturesque St. Mary's Hill in Kurseong near Darjeeling, overlooking the mighty Kanchenjunga. The Forest Rangers training in India is over 100 years old. Rangers Training was imparted up to 1978 centrally through 5 colleges located at Dehradun, Coimbatore, Kurseong, Chandrapur and Balaghat. These colleges were managed by the Government of India and had a training program of 2 years. After 1987, the erstwhile Eastern Forest Rangers' College, Kurseong now called as Central Academy of Forest Education (CAFE) is the only Rangers college under the Government of India training Forest Range Officers.

Kundal Academy of Development, Administration and Management (Forest),

Kundal Academy of Development, Administration and Management (Forest) was established by the Government of Maharashtra in 2012, by upgrading the status of the erstwhile 'Forestry Training School' to 'Kundal Academy of Administration, Development and Management'.

This Academy caters to the training needs of Range Forest Officers, Assistant Conservators of Forest and other senior level officers from within and outside the State. The Academy has been declared as a 'District Level Training Institute' under State Training Policy of Maharashtra. The Academy will provide mandatory training under State Training Policy Evaluation Agency (STPEA), which comprises of Foundation Training, Refresher Courses, Post-Promotional Courses, and Orientation Courses. A special feature of the Academy is to provide exposure and training of parasailing, paragliding, rappelling, rock-climbing, skiing and various field management exercises.

Telangana State Forest Academy, Hyderabad

The State Institute of Forestry Training was set up in Dulapally RF Block in 1987. In the year 2001 it was upgraded as Forest Academy. The campus is spread over 75 hectare (ha). There is excellent infrastructure available to train 300 personnel at a time. The Academy provides one year training for Foresters and 6 month training for Forest Guards as well. The 18 month long induction training for Forest Range Officers has been started in this Academy on 5th June 2010. So far 164 FRO Trainees from 11 states have passed out of the Academy, Currently the 2017-2018 Batch of FROs are being trained with a strength of 68 from the 3 States of Tamilnadu, Karnataka and .

For enhancing the effectiveness of training, several innovative practices like seminar project, seminar presentation, weekly feedback, mentor mentee meeting, night patrolling, tour symposium, jeep driving, Range attachment, etc. have been introduced. The motto of TS Forest Academy is “We Don't Train People We Transform Them”.

Uttarakhand Forest Training Academy, Haldwani

Uttarakhand Forestry Training Academy (UFTA) was established in 1979 as a part of Forest Department. Now under the management of Uttarakhand Forest Department, the UFTA imparts induction training to Range Officers, Foresters and Forest Guards. It also offers annual and quarterly courses to frontline staff, Forest Corporation employees and Van Panchayat members. It is ideally located at Haldwani, which has train and bus connectivity to other cities like Dehradun, Delhi etc.

The institute has outstanding and sprawling infrastructure with large administrative and academic blocks, guest houses, student hostels, mess, library, playground, interpretation center, etc. The library of UFTA is its biggest asset with an extensive collection of books. The administrative and teaching staff resides in the campus itself, offering students a robust and sound technical and academic support round the clock. The UFTA administration ensures the availability of high end sophisticated gadgets for training purposes, so that the students are accustomed to the prevalent use of technologies in their fields.

Tamil Nadu Forest Academy, Coimbatore

The erstwhile Southern Forest Rangers College, originally known as Madras Forest College, was established in 1912 by Mr. F.A. Lodge, C.I.E., Conservator of Forests, Western Circle, Coimbatore. The Government of India took over the college administration on 1st July 1948. The entire campus (about 195 acres) was handed over to the

Government of India on lease for 99 years from 1st July 1952. On 1st April 1955, it' was renamed as “Southern Forest Rangers College” (SFRC).

Altogether, SFRC has trained more than 4000 Rangers between 1912 and 1988. The trainees were not only from India but also from Ceylon, Afghanistan, Uganda, Malaya, Ghana, Fiji, Laos, Sierra Leone, British Guyana etc.

The Government of India, transferred the responsibility of training the Rangers to the concerned State Governments and SFRC was closed on 1st April 1988. The Government of Tamil Nadu revived training activities from January 1990. It has developed into a national level training institute, both infrastructure wise and training quality wise.

Forest Training Institute and Rangers College , Sunder Nagar,

Forestry Training Centre, Sundernagar was established in September, 1993, for training Front Line staff (FLS) of Forest Department in forestry and related disciplines. Forestry Training Institute, Sundernagar, is situated at an altitude of 1000 meters above the mean sea level near Van Chetana Kendra DPF Trambari Karnody. It covers an area of 1.2 ha and is about 6 kms from Sundernagar bus stand on National Highway-21 (Chandigarh-Manali Highway).

Karnataka Forest Academy, Gungargatti, Dharwad

Forest training institute, Gungargatti, Dharwad, was established in 1996 to provide in-service training to officers of the Karnataka Forest Department and induction training to newly recruited staff. The institution is located at a distance of 12 kms from district headquarters Dharwad on the way to Belgaum, and is just 2 km away from - Pune highway (NH-4).

The need for establishing this institute was felt due to the changing role of forest officers in a changed scenario in Karnataka where new concepts like social forestry and people participation were making ways in traditional forestry practices as envisaged in the 1988 National Forest Policy. The institute addresses the needs of the frontline staff to enable them to effectively communicate with the public and carry out extension activities as envisaged in new forest policies, strategies and projects along with those of the traditional forestry. The construction of the institute started in 1992 under World Bank aided Social Forestry project. Later the construction was completed in 1996 under the Western Ghats project. The training activities were started in the same year.

Gujarat Forest Rangers College, Rajpipla, Gujarat

Gujarat Forest Rangers College has been established in February 1979 with an objective of Training Range Forest Officers from different States. This college is in a campus known as Vadiya Palace, a palace built by the then king of Rajpipla. Situated in Rajpipla the district head quarter of Narmada District of Gujarat State Gujarat Forest Rangers College is spread over an area of 56.08 ha.

he primary focus of the Directorate is the two year Induction Training for the newly Trecruited SFS Officers. The syllabi includes class room sessions, practical, field exercises, qualifying modules, case study tours, extensive tours and a four month On Job Training (OJT) segment. The training includes a first phase of training for 16 months in the Academy followed by a four month long OJT in the respective States and lastly the advanced phase for four months back at the Academy. During their stay at the Academy, the trainees also undergo rigorous physical endurance training and are exposed to various cultural, literary and social service activities for their all round personality development.

In Central Academy for State Forest Service, Dehradun (Uttarakhand), 35 newly recruited SFS Officers of 2015-17 batch from Sates of , , , Maharashtra and Assam had joined on March 02, 2015. As per the DFE's instructions vide letter No. 4 142/Trg.I/DFT-2014/1259-65 dated June 14, 2016 it was proposed to have a Interaction of Sh. A.N. Jha, Secretary, GoI, MOEF&CC rotational training plan. In this regard, it with SFS Officers Trainees at CASFoS, Coimbatore was decided that after completion of OJT, the Officer Trainees of 2015-17 SFS Course of CASFOS, Dehradun will join their training of Phase-II at CASFOS, Burnihat.

Service, Coimbatore (Tamil Nadu), 34 State Forest Service Officer Trainees from the States of Kerala (01) and (33) completed their 1st Phase of training and then shifted to CASFOS, Dehradun for undergoing 2nd Phase of training alongwith the Officer Trainees of Manipur (11) upto May 04, 2017.

At present 36 State Forest Service Officer Trainees from the States of Gujarat (32), Jammu and Kashmir (01), Madhya Pradesh (02) and Rajasthan (01) of 2016-18 SFS Course are undergoing training w.e.f. January 04, 16 at CASFOS, Coimbatore.

he Directorate also conducts and monitors the eighteen months induction training for the Tnewly recruited FROs. The syllabi include class room sessions, practicals, field exercises, qualifying modules and extensive tours.

In CASFOS, Coimbatore (Tamil Nadu), 38 FRO trainees of 2016-18 batch from the States of Gujarat (05), Karnataka (02) and Maharashtra (31) are undergoing training w.e.f. September 15, 2016 to March 14, 2018.

In Tamil Nadu Forest Academy, Coimbatore (Tamil Nadu). 37 FRO Trainees of 2015-16 batch from the State of Tamil Nadu completed training on October 21, 2016. 39 FRO trainees of 2016-17 batch from the States of Andaman and Nicobar Islands (13), Karnataka (01), Kerala (13), Madhya Pradesh (04), Tamil Nadu (05) and Uttarakhand (03) are undergoing training w.e.f. November 23, 2015 to May 22, 2017. 38 FRO trainees of 2017-18 batch from the States of Gujarat (02), Kerala (05), Madhya Pradesh (01), Maharashtra (09), Tamil Nadu (04) and West Bengal (17) are also undergoing training w.e.f. February 20, 2017 to August 19, 2018.

In CASFOS, Burnihat, 39 FRO Trainees of 2015-16 batch from the States of Maharashtra (02), (10) and Uttarakhand (27) completed training on August 01, 2016. 29 FRO trainees of 2016- 17 batch from Arunachal Pradesh (06), Gujarat (16) and (07) are undergoing training w.e.f. January 22, 2016 to July 21, 2017.

In Forest Training Institute and Rangers College, Sundernagar (Himachal Pradesh), 34 FRO trainees of 2014-16 batch from the States of Assam (09), Jammu and Kashmir (02) Mizoram (01) and Uttarakhand (22) completed training on May 09, 2016. 38 FRO trainees of 2016-18 batch from the State of Maharashtra are also undergoing training w.e.f. July 15, 2016 to January 14, 2018.

In Uttarakhand Forest Training Academy, Haldwani (Uttarakhand), 40 FRO trainees of 2015-16 batch from the States of Karnataka (34) and Tripura (6) completed training on July 04, 2016. 38 FRO trainees of 2016-18 batch from the States of Karnataka (01) and Maharashtra (37) are undergoing training w.e.f. July 15, 2016 to January 14, 2018.

In Kundal Academy of Administration Development and Management, Kundal (Maharashtra), 40 FRO trainees of 2016-17 batch from the State of Gujarat are undergoing training w.e.f. March 01, 2016 to August 31, 2017. 71 FRO trainees of 2016-18 batch from the State of Maharashtra are also undergoing training w.e.f. July 15, 2016 to January 14, 2018.

In Karnataka Forest Academy, Dharwad (Karnataka), 47 FRO trainees of 2016-17 batch from the State of Karnataka are undergoing training w.e.f. March 21, 2016 to September 20, 2017.

In Gujarat Forest Rangers College, Rajpipla (Gujarat), 46 FRO trainees of 2016-17 batch from the State of Karnataka are undergoing training w.e.f. March 21, 2016 to September 20, 2017.

In Central Academy of Forest Education, Kurseong (West Bengal), 37 FRO trainees of 2016-18 batch from the States of Gujarat (19) and Maharashtra (18) are undergoing training w.e.f. September 15, 2016 to March 14, 2018.

In Telangana State Forest Academy, Dulapally, Hyderabad (Telangana), 67 FRO Trainees of 2015-16 batch from the State of Karnataka (25), Kerala (06) and Tamil Nadu (36) completed training on October 21, 2016. 68 FRO trainees of 2017-18 batch from the States of (11), Maharashtra (14), Mara Autonomous District Council, Mizoram (03) and West Bengal (40) are undergoing training w.e.f. General Refresher Course

The General Refresher Course is designed in a way to refresh the professional skills of the in- service officers and also to help them keep abreast of the sector at all levels, including regional, national and international issue e.g. Protected Area management, biodiversity conservation, global warming etc. in forestry and related disciplines. Legal Issues in Forestry and Wildlife

The ever-increasing population is bringing pressure on space and resources of mega cities. The smaller towns have also started feeling the pinch. The forest, its resources and wildlife are no exception to this phenomenon. Often, violation of various provisions of Acts, Rules and Regulations governing forest, protected areas, wildlife, etc. are seen and they are showing an increasing trend. Apart from prevention and early detection of various forest and wildlife offences, it is also imperative to achieve the maximum penalty on the offenders. Ultimately, effective prosecution of offenses in present and as in the past, is the biggest deterrent for future offenders. This scenario is throwing open a challenge before the personnel manning the forests and wildlife to upgrade and update their legal knowledge and acumen. These aspects including knowledge, skills and right interpretation of extant Acts, Rules and Procedures have been kept in view while preparing this course.

Training of Trainers

There is an ever-emerging challenge of capacity building of the trainers who join the State Forest Training Institutes from organization postings. It is proposed to respond to this need of Training of Trainers with a systematic approach to training which has been spearheaded by the Department of Personnel and Training of the Government of India, for more than two decades now.

The success of training depends upon identification of training needs to make it demand-driven, scientifically design suitable demands of change, deliver effectively with learner-centered approach and monitor/evaluate for further value-addition. In addition mentoring and facilitation has become an integral part of functioning. All these aspects and latest trends in training have been kept in view while preparing this course.

Human Resource Management

For achieving effective management of the forest resources one of the important issues to be analyzed is existing human resource capabilities and how to build upon them. The performance in Forest Departments of the States depends on the collective contributions of all the officers/ officials. The approach for capacity building of the forestry personnel for protection, conservation and sustainable management of forest resources, using appropriate technology at the same time developing an attitude of working with the stakeholders, is required to be institutionalized. It involves judicious use of authority and keeping the workforce motivated for the effective management of resources.

Wildlife Management

The ever increasing human population is mounting pressure on natural resources including forest and wildlife since long. It is of paramount importance to conserve and sustain the wildlife for the existence of mankind. Though it is very difficult to envisage co-existence of man and animal in present socio-economic human controlled environment, but the exclusive domain of wildlife can be maintained in these natural ecosystems.

Community Forestry and Joint Forest Management

The importance of the social dimension of forestry in today's world need not be overtly emphasized. With human population exploding across the globe, the pressure on forests for meeting the needs of fuel wood, fodder, timber has proportionately expanded. The stresses on natural ecosystems due to anthropogenic pressure have assumed dimensions of war not struggle for survival for the natural ecosystems and its myriad inhabitants. A recognition of the human dimension of forestry led to the implementation of Social and community forestry programmes in the 1970s and 80s. A further recognition of the people's rights on forests and their role in forestry came in the form of Joint Forest Management (JFM) resolution in 1991.

Organizing one week Thematic courses for the Frontline Staff (Deputy Rangers/Foresters/ Forest Guards) of the State Departments in different States during 2016-2017

The Government of India supplements the efforts of State Governments for capacity building of the frontline forest staff (Deputy Rangers/Foresters/Forest Guards) by providing funds to organize short-term training courses of two weeks duration each, for a group of 25-30 participants of the concerned State Forest Department where the Course is organized. The State Forest Department provides the infrastructure facilities (e.g. lecture hall, hostel accommodation etc.) and the resource persons to organize these courses. The total duration of the course should be for 12 days (4 sessions/day), out of which 3 days may be devoted to field tours/excursions exercise.

Foreign Training of Forestry Personnel

Two 21 day courses under the scheme “Foreign training of Forestry Personnel” in collaboration with Training and Technology Transfer, Wellington, New Zealand, and International Center for Development Communication, Kasetsart University, Bangkok, Thailand, were conducted at CASFOS, Dehradun.

FTFP-I with the theme, “Wildlife Management and Conservation” was conducted from the January 16 to February 04, 2017 with 12 participants from all over India.

FTFP-II with the theme “Biodiversity Conservation and Management” was conducted from January 22 to February 11, 2016 in which 12 participants from all India attended the course.

he Directorate of Forest Education in Tpursuance of the UN declaration of June 21, as International Day for Yoga had incorporated yoga in the daily schedules of the induction training for State Forest Service (SFS) and Forest Range officer trainees. The step is expected to integrate this traditional therapeutic system in the educational and training curriculum of all capacity building and personality development programs in forestry training.

E-Journal Field Forester

The Field Forester is an educational e-journal launched by the Directorate of Forest Education, Dehradun seeking to inculcate reading and writing habits amongst officer trainees as well as serving foresters of state forest departments through a new popular educational e-journal named “FIELD FORESTER”. Success/failure stories as a bridge between young and senior forests are being documented. The trainees of the Central Academies and State Forest Training institutes are targeted to satisfy the mandate of the initiative initially and would be broadened to include field foresters as well as the general public later on.

Contributions Invited

The Field Forester invites articles from serving as well as retired forest officers and others working in the forestry sector. The Field Forester offers a unique platform for forestry professionals to share their work and experiences. The article should be interesting and entertaining to read and should be written in a lively and concise style.

Evaluation and Review System

There will be two layers of review of the contributions; Faculty and the Directorate review. Evaluation and review at the faculty level in the training institutes/academies will be undertaken under the guidance of Director/Principal/Head of the institutions. Even very specialized and technical topics shall be presented in simplified format so that frontline staff and forest community are able to appreciate and understand the topics. Articles shall be written in a popular style, easily understandable and in simple English.

However depending on the response to this programme, arrangements can be made for translation of the magazine into the vernacular. A short note about the contributor and the reviewer shall accompany the article. The note shall contain name, age, postal and e-mail address, course, academic accomplishments, and important assignments held. The evaluation would be done on following criteria: a. Style: The article should be interesting and informative. The introduction should draw the reader in and convince them that the remainder is worth reading. The remaining should be written in a lively and concise style, and should leave the reader convinced of the importance of the topic. b. Structure: The article should be within 1000 words, and formatted in 1.5 line spacing in Times New Roman 12 point font. c. Organization: 4 Instead of an abstract the article will give information on the location, the period when the field work was carried out. 4 Integration - the article organized in a coherent form and all ideas are clearly leading to a single main argument.

The review at the Directorate level will be done through an editorial board constituted by the DFE, which will be responsible for the content, design and review of the journal articles. The editorial board shall consist of expert/experts constituted by DFE and reconstituted every year, which would screen contributions and recommend their publication. Articles previously published elsewhere, or simultaneously sent for publication elsewhere, may be accepted with modifications. Article submitted shall carry a declaration that the article is original. The Editor would reserve the right to reject articles without assigning any reason and articles not found suitable will be sent back.
