TRAI: The T elecom R egulatory A uthority of India (T RAI) was established and is governed by the Telecom Regulatory Authority of India A ct, 1997, to regulate the telecommunication services and to protect the interests of service providers and consumers of the telecom sector, to promote and ensure orderly growth of the telecom sector and for matters connected therewith or incidental thereto. Its functions include making recommendations on (i) measures to facilitate competition . and promote efficiency in the operation of telecommunication services (ii) technological improvements in the services provided by the service providers and (iii) measures for the development o f telecommunication technology a nd related matters. It h as also to ensure c ompliance o f terms and conditions of license, technical compatibility and effective inter-connection between different service p roviders, regulate ar rangement am ongst s ervice p roviders of sharing their revenue derived from p roviding telecommunication services, lay down the standards of quality of service to be provided by the service providers and ensure the quality of service and conduct p eriodical survey to protect interest of the consumers and ensure effective compliance of universal service o bligations. zyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBA J Role of Chairperson, TRAI: The Chairperson heads TRAI. He/She has powers of general s uperintendence an d direction in the c onduct o f the af fairs of the Authority and in addition to presiding over the meetings of the Authority, exercises and discharges such powers and functions of the Authority as may be p rescribed.

Terms of Appointment: The p ost o f Chairperson, TRAI will b e f alling vacant on 10.08.2018. The tenure of the post i s for a t erm not e xceeding three years or till the age of 65 years, whichever is earlier. At present, the Chairperson, TRAI, shall be entitled to a consolidated pay package of Rs.4,50,000 /- (Rupees Four Lakh Fifty Thousand only), as per Resolution dated 25th July, 2017 issued by Min. of Finance, Deptt. of Expenditure. An employee o f the G overnment o n his/her selection as Chairperson, TRAI shall have t o retire fr om s ervice b efore j oining as Chairperson, TRAI. New Delhi; th e 25th.July, 2016 No. 1-2/2016-IC.-,- T he S eventh C entral P ay Commission (Commission) was set up b y the · 1 Government o f India v ide R esolution No. 1/1/2013-E.III ( A), dated the 2 8 h February, .2014. The period for submission o f report b y the C ommission was extended upto 31st December, 2015 vide Resolution No. 1/1/2013-E.III(A), dated the gt" September, 2015. The_ Commission, on 1 19 h November, 2015, submitted its Report on th e m atters covered in its Terms of Reference a s 1 specified in the a foresaid Resolution dated the 28 h February, 2014. 2. The· Government, after consideration, bas decided to accept t he r ecommendations of the Commission in respect o f the c ategories 'of employees covered in its Terms of Reference c ontained in the a foresaid Resolution dated the z s" February, 20J 4 in the m anner as specified h~reinafter. 3. The Government has · accepted the· Commission's recommendations on Minimum Pay, Fitment F actor, Index of Rationalisation, Pay Matrices and general r ecommendations on pay without any material alteration with the fo llowing exceptions in Defence P ay Matrix in order to maintain parity in pay with Central A imed Police F orces, namely :- . [PART I -SEC. l) 12 THE GAZETTE OF lNDJA: E XTRAORDINARY

(i) the Index of Rationalisation of Level 13A (Brigadier) in Defence Pay Matrix may be revised upward from 2 .57 to 2.67; · · (ii) additional three stages in Levels 12A (Lieutenant Colonel), three stages in Level zyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBA13 (Colonel) and two stages in Level l3A (Brigadier) may be added appropriately in the Defence P ay Matrix. 4. (1) The P ay Matrix, in replacement o f the P ay Bands and Grade P ays as in force i mmediately prior to the n otification of this Resolution, shall b e a s specified in AnnzyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBAexure I in respect o f civilian employees. (2) With regard to fixation of pay of the e mployee i n the n ew Pay Matrix as on 1st day of January, 2016, the e xisting pay (Pay in Pay Band p lus Grade P ay) in the p re-revised structure as on 31st d ay of December, 2015 shall b e m ultiplied by a fa ctor of2.57. The fi gure s o arrived at i s to be located in the L evel corresponding to employee's Pay Band and Grade P ay or Pay Scale i n the n ew Pay Matrix. lf a C ell i dentical w ith the fi gure s o arrived at i s available i n the a ppropriate L evel, that Cell s hall b e t he r evised pay; otherwise t he n ext h igher cell i n that L evel s hall b e t he r evised pay of the e mployee. (3) After fixation of pay in the appropriate L evel a s specified in sub-paragraph (2) above, the subsequent i ncrements in the L evel s hall b e at t he i mmediate ne xt C ell i n the L evel. 1 5. · There s hall b e t wo dates for grant o f increment n amely, l s t January a nd 1' July of every year, instead of existing date o f 1st July; provided t hat an employee shall b e entitled to only one a nnual increment o n either one· of these t wo dates depending on the d ate of appointment, promotion o r grant of financial up-gr adation. · 6. The Conunission's recommendations and Govenm1eot's decision thereon with regard to revised pay structure fo r civilian employees of the Central Go vernment a nd personnel o f All In dia Services as specified at Annexurc zyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBAJ and the consequent pay fixation therein as specified at Annexure JI s hall b e e ffective fr om t he 1 st day of January, 2016. The ar rears on this account s hall be p aid during the fi nancial y ear 2016-2017. 7. The recommendations on Allowances (except D earness Allowance) will be referred to a Committee c omprising Finance S ecretary and Secretary (Expenditure) as Chairman and S ecretaries of Home A ffairs, Defence, Health and F amily Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members. The C ommittee w ill submit i ts report within a period o f four months. Ti11 a final decision on Allowances is taken based on the r ecommendations of this Committee, all Allowances will c ontinue t o be p aid at e xisting rates in existing p ay structure, as if the p ay had not been revised with effect fr om l " day of January, 2016. 8. The r ecommendations of the Commission relating to interest b earing Advances as well as interest fre e A dvances have b een accepted with the 'e xception that i nterest fr ee A dvances for Medical Treatment, Travelling Allowance fo r family of deceased, Travelling Allowance o n tour or transfer and L eave T ravel Concession shall b e r etained. · 9. The recommendations of the Commission for increase in rates of monthly contribution towards Central Go vernment E mployees Group I nsurance S cheme ( CGEGIS) for various categories of employees has not b een accepted. The existing rates of monthly contribution shall continue. Department o f Expenditure and D epartment o f Financial Services will w ork o ut a c ustomised group insurance s cheme f or C entral G overnment e mployees. 10. The Government h as accepted the recommendations of the Commission 01i u pgrading of posts except fo r those s pecified at A nnexure III. The r ecommendations on upgradation specified at Annexure HI will b e separately examined by Department of Personnel and Training for taking a comprehensive view in the m atter. ['l'.JTT! 1-~ l] 13

11. The G overnment h as not a ccepted the r ecommendations of the C ommission o n downgrading of posts and n ormal r eplacement w ill b e pro vided in such cases.

12. While revising the pay of Doctors in respect of whom Non Practicing Allowance is admissible a nd Railway employees in respect o f whom Running A llowance i s admissible, zyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBAit w ill b e ensured that the actual raise in pay at the time of initial fixation is about 14.29 percent as recommended by the C ommission.

13. The p ay of officers posted on d eputation under Central S taffing Scheme w ill b e p rotected and the d ifference i n the p ay will b e g iven to them i n the for m o f Personal Pay to .be m ade effective fr om the d ate o f notification.

14. Recommendations not r elating to pay, pension and allowances and other administrative i ssues specific t o Departments/Cadres/Postswill b e e xamined by the M inistries/Departments concerned as per the A llocation of Business Rules or Transaction of Business Rules, Until a d ecision is taken by the Government on administrative issues pertaining to zyxwvutsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBA(i) Non Functional Upgradation (NFU) presently admissible t o the I ndian Police S ervice/Indian Forest S ervice a nd Organised Group 'A' Services, (ii) two years' edge to Indian Administrative Service officers vis-a-vis other All In dia Services/Organised Group 'A' Services in empanelment u nder Central Staffing S cheme, (iii) grant of two additional i ncrements at S enior Time S cale, Junior Administrative G rade and Selection Grade to Indian Police S ervice and a t p ar with Indian Administrative S ervice and Indian Foreign S ervice ( iv) a u niform retirement a ge fo r all ranks in Central Armed Police F orces, where t he C ommission could not a rrive at a consensus, status quo shall b e m aintained.

15. A Committee of Secretaries comprising Secretaries of Departments of Personnel and Training, Financial Services and P ension and Pensioners' Welfare w ill b e s et u p to suggest measures for streamlining the i mplementation of the N ational P ension System (NPS).

16. Anomalies Committees will b e s et u p by Department o f Personnel and Training to-examine individual, post-specific and cadre-specific anomalies arising out of implementation of the recommendations of the C ommission.

17. Regarding pay and related issues concerning , appropriate action will be taken by Department o f Personnel a nd T raining to give effect t o the d ecisions on these m atters as may be a pplicable t o them.
