Education Reform in Japan: a Case of Immobilist Politics (The Nissan Institute/Routledge Japanese Studies Series) 1 Education Reform in Japan The Japanese education system is widely praised in western countries as a model to be emulated. In Japan, however, the system is criticized for its strict uniformity and for its supposed failure to train the creative minds that are needed for the next stage of economic advance. Since 1967 the Japanese government has twice embarked on major reform initiatives, but despite these high-profile attempts it has failed to achieve significant reform. Education Reform in Japan explains this failure in terms of an inability to reach consensus. The author argues that the prolonged one-party dominance by the Liberal Democratic Party has led to an internal diversity that has obstructed political change. He describes the paralysis that develops in the Japanese policy-making process when rifts occur between bureaucrats, party leaders and politicians specializing in education. He argues, moreover, that this ‘immobilism’ is not confined to education reform, but afflicts other areas of Japanese policy making as well. Leonard Schoppa is an Assistant Professor in the Woodrow Wilson Department of Government and Foreign Affairs, University of Virginia. He was first exposed to the Japanese education system as an elementary school child living in Japan, and became interested in the Japanese education reform debate after working as a junior high school teacher in the city of Kumamoto. His subsequent research took him back to Japan for numerous interviews with leading politicians, government officials and teachers’ union leaders. Using acyclic diene metathesis polymerization (ADMET), we synthesized and photophysically characterized a set of charge transporting materials (conductive plastics) where the charge mobility (similar to conductivity) was controlled by precise variation of the distance between conductive moieties along inert polymer backbones. This work was designed for eventual application as charge transporting layers in light emitting diodes (LEDs) to be studied at a later date at the University of Florida. Using current NSF support (DMR-0703261), we have already demonstrated and published on the utility of ADMET in the preparation of regioregular electroactive polyolefins (a new type of light emitting layer in LEDs) therefore this work was a simple extension of earlier research but required instrumentation (a time of flight charge mobility analyzer) available at Kyoto University and not at UF. While the effect of distance on photophysics in small molecules has been well documented, no such study as the kind conducted here has been undertaken for a polymeric system. This work has provided both a deeper understanding of the relative importance of various structural parameters to charge mobility in polymers (plastics which are much easier and cheaper to process and manufacture than other current electronic materials) while demonstrating a new method for control thereof and is thus of utmost importance to the field of organic electronics. Moreover, as global economic development continues, the field of organic electronics will remain one of the most actively studied due to the ever increasing demand for economical and energy efficient electronic devices, particularly those used for lighting and solar energy conversion.

And, as is well known, both kendo and judo incorporate competition and sparring. However, the training in ancient Budo consisted only of kata practice, the practice of forms and pre-arranged movements that one masters through numerous repetitions.     CHAPTER I AN OUTLINE OF BUDō HISTORY Uozumi Takashi AN OUTLINE OF BUDō HISTORY INTRODUCTioN The term budō“ ” was in use before the Tokugawa period (1600–1868), although it originally meant “the way of the life of a samurai”, or “bushidō”, and did not refer to bujutsu (martial techniques) or bugei (martial arts). Nowadays the word budō is used as generic term for modern martial arts such as jūdō, kendō and kyūdō, and came into widespread usage at the end of the Taishō era (1918–25). Nowadays, the disciplines referred to as budō, include the nine arts of jūdō, kendō, kyūdō, sumō, karate- dō, aikidō, shōrinji kempō, naginata and jūkendō. The national federations representing the nine budō arts are affiliated members of the Japanese Budō Association, which was founded in 1977. The various disciplines differ in history and content, and although some did not even originate in Japan, they all share common features. In budō, “character development” is emphasized more than competitive aspects. Moreover, the practitioner is not training, but engaging in “keiko” (literally “to study the past”) and practice is not conducted in a gymnasium, but in a dōjō (literally: “a place to study the Way”). Also, the practice and demonstration of kata (prearranged formal patterns of movements) is an important element of all budō, as are forms of propriety and etiquette (reihō), and all utilize a dan grading system to encourage and mark progress. We can thus consider these nine disciplines, each represented by their own federation, as modern Japanese budō. Schools representing traditions which developed before the modern era are called kobudō.

    AN INTERVIEW WITH YUKIYOSHI TAKAMURA by Stanley Pranin Aikido Journal #117 Having undergone special training in Shindo Yoshin-ryu jujutsu as a boy, Yukiyoshi Takamura left Japan while a teenager and eventually settled in San Jose, California, USA. He operated a dojo in California in the 1960s and 70s choosing to provide rigorous training to a small group of dedicated students. His art, now called Takamura-ha Shindo Yoshin-ryu, embodies the philosophy and spirit of an earlier era of Japan adapted to a Western setting.
