Education Reform in Japan: a Case of Immobilist Politics (The Nissan Institute/Routledge Japanese Studies Series) 1
Education Reform in Japan The Japanese education system is widely praised in western countries as a model to be emulated. In Japan, however, the system is criticized for its strict uniformity and for its supposed failure to train the creative minds that are needed for the next stage of economic advance. Since 1967 the Japanese government has twice embarked on major reform initiatives, but despite these high-profile attempts it has failed to achieve significant reform. Education Reform in Japan explains this failure in terms of an inability to reach consensus. The author argues that the prolonged one-party dominance by the Liberal Democratic Party has led to an internal diversity that has obstructed political change. He describes the paralysis that develops in the Japanese policy-making process when rifts occur between bureaucrats, party leaders and politicians specializing in education. He argues, moreover, that this ‘immobilism’ is not confined to education reform, but afflicts other areas of Japanese policy making as well. Leonard Schoppa is an Assistant Professor in the Woodrow Wilson Department of Government and Foreign Affairs, University of Virginia. He was first exposed to the Japanese education system as an elementary school child living in Japan, and became interested in the Japanese education reform debate after working as a junior high school teacher in the city of Kumamoto. His subsequent research took him back to Japan for numerous interviews with leading politicians, government officials and teachers’ union leaders. THE NISSAN -

Keller Kimbrough Reading the Miraculous Powers of Japanese Poetry Spells, Truth Acts, and a Medieval Buddhist Poetics of the Supernatural The supernatural powers of Japanese poetry are widely documented in the lit- erature of Heian and medieval Japan. Twentieth-century scholars have tended to follow Orikuchi Shinobu in interpreting and discussing miraculous verses in terms of ancient (arguably pre-Buddhist and pre-historical) beliefs in koto- dama 言霊, “the magic spirit power of special words.” In this paper, I argue for the application of a more contemporaneous hermeneutical approach to the miraculous poem-stories of late-Heian and medieval Japan: thirteenth- century Japanese “dharani theory,” according to which Japanese poetry is capable of supernatural effects because, as the dharani of Japan, it contains “reason” or “truth” (kotowari) in a semantic superabundance. In the first sec- tion of this article I discuss “dharani theory” as it is articulated in a number of Kamakura- and Muromachi-period sources; in the second, I apply that the- ory to several Heian and medieval rainmaking poem-tales; and in the third, I argue for a possible connection between the magico-religious technology of Indian “Truth Acts” (saccakiriyā, satyakriyā), imported to Japan in various sutras and sutra commentaries, and some of the miraculous poems of the late- Heian and medieval periods. keywords: waka – dharani – kotodama – katoku setsuwa – rainmaking – Truth Act – saccakiriyā, satyakriyā R. Togakushi, Thirteenth through Mid-Nineteenth Centuries by Caleb Swift Carter Doctor of Philosophy in Asian Languages and Cultures University of California, Los Angeles, 2014 Professor William M. Bodiford, Chair This dissertation considers two intersecting aspects of premodern Japanese religions: the development of mountain-based religious systems and the formation of numinous sites. The first aspect focuses in particular on the historical emergence of a mountain religious school in Japan known as Shugendō. While previous scholarship often categorizes Shugendō as a form of folk religion, this designation tends to situate the school in overly broad terms that neglect its historical and regional stages of formation. In contrast, this project examines Shugendō through the investigation of a single site. Through a close reading of textual, epigraphical, and visual sources from Mt. Togakushi (in present-day Nagano Ken), I trace the development of Shugendō and other religious trends from roughly the thirteenth through mid-nineteenth centuries. This study further differs from previous research insofar as it analyzes Shugendō as a concrete system of practices, doctrines, members, institutions, and identities. -

Background Paper No.10 Japan’s Development Cooperation: A Historical Perspective September 2020 【遺稿】 Interrogating “Comprehensive Development:” The Colonial-Wartime Background to Japan’s Development Cooperation Aaron Stephen Moore Associate Professor, Arizona State University In Memoriam: History Professor Aaron Moore (1972-2019) by Jin Sato, Professor of The University of Tokyo Dr. Aaron Moore (Arizona State University), the author of this paper, passed away in September 2019. He did not have the time to complete the revision himself, but the final touches have been offered by his dear colleagues and friends, Profs. Hiromi Mizuno (University of Minnesota) and Ian Miller (Harvard University) at the request of his bereaved family. Professor Moore was an outstanding historian of modern Japan who focused on the intersection of technology, history, and geo-political power. With his excellent command of the Japanese language, he delved into the unexplored archives of the Japanese consulting company, Nippon Koei, during his fellowship in the Institute for Advanced Studies on Asia at the University of Tokyo in 2018. Discourses on Religious Violence in Premodern Japan Mickey Adolphson University of Alberta 2014 What is religious violence and why is it relevant to us? This may seem like an odd question, for 20–21, surely we can easily identify it, especially considering the events of 9/11 and other instances of violence in the name of religion over the past decade or so? Of course, it is relevant not just permission March because of acts done in the name of religion but also because many observers find violence noa, involving religious followers or justified by religious ideologies especially disturbing.
