Education Reform in Japan: a Case of Immobilist Politics (The Nissan Institute/Routledge Japanese Studies Series) 1
Education Reform in Japan The Japanese education system is widely praised in western countries as a model to be emulated. In Japan, however, the system is criticized for its strict uniformity and for its supposed failure to train the creative minds that are needed for the next stage of economic advance. Since 1967 the Japanese government has twice embarked on major reform initiatives, but despite these high-profile attempts it has failed to achieve significant reform. Education Reform in Japan explains this failure in terms of an inability to reach consensus. The author argues that the prolonged one-party dominance by the Liberal Democratic Party has led to an internal diversity that has obstructed political change. He describes the paralysis that develops in the Japanese policy-making process when rifts occur between bureaucrats, party leaders and politicians specializing in education. He argues, moreover, that this ‘immobilism’ is not confined to education reform, but afflicts other areas of Japanese policy making as well. Leonard Schoppa is an Assistant Professor in the Woodrow Wilson Department of Government and Foreign Affairs, University of Virginia. He was first exposed to the Japanese education system as an elementary school child living in Japan, and became interested in the Japanese education reform debate after working as a junior high school teacher in the city of Kumamoto. Science, Nurses, Physicians and Disease: The Role of Medicine in the Construction of a Modern Japanese Identity, 1868-1912 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy in the Graduate School of The Ohio State University By Roberto Ramon Padilla II Graduate Program in History The Ohio State University 2009 Dissertation Committee: James Bartholomew, Advisor Cynthia Brokaw Philip Brown Copyright by Roberto Ramon Padilla II 2009 Abstract This is a history of the emergence of a modern Japanese identity in the latter half of the nineteenth century as seen through the lens of scientific medicine. This study makes the argument that Japanese physicians’ construction of a modern identity was a two-fold process that identified Japan in line with Western imperialism and Western fields of knowledge, while conceptually distancing the island nation from nearby Asian neighbors. This perspective, which reflected the growing understanding among Japanese of their country’s emerging place in the world in the Meiji era (1868-1912), occurred within the context of the broad social, political, economic and military reforms that defined this period. Western medicine based on the rational proofs and perceived universality of scientific inquiry, positioned Japanese physicians as agents of modernity. I examine the way scientific medicine informed Japanese modernity in two ways: I begin by looking at how the Japanese Red Cross Society nurse came to be perceived as a national heroine, then I explain the Japanese Army Medical Bureau’s struggle to prevent beriberi, a nutritional deficiency illness in its ranks. These case studies offer a window into the interplay between modern medicine and traditional social values and underscore the reality that a field of knowledge is not adopted, but rather adapted and negotiated. -

PROMENADE In Japan, the days of sword-wielding battles are a thing of the past. However, one of the techniques of wielding swords is being passed on from generation to generation. It is iaido (iai for short), the art of drawing a sword in one stroke to cut down the opponent or ward off an attack. “Why use a sword in this peaceful era?” you may ask. However, iai does not train people to kill one another. Iai is being handed down because one of its purposes is to train the soul – a world of great depth.
