This pe.trol is the second in the Sdries of cenSllS and routine administrative patrols to be carried out in t his J ub- Division since J uly last. It is part of a programme which if carried to conclllsio;1 should permit of a censlls patrol to every village in the area on ut le:: -: t two occasions during the year 1952/3.

Of particular interest in the case of this patrol was the ract that a visit was made to the norcle1• area , be tween the Australian and Dutch New Guinea Bo rder line. A s11ecia1 Bee tion Of this report deals With the border urea and any r emarks pertaining to 1 t.

'.!.'he situa tion 11ith l'egard to natives in the a1•oa patrolled is quite ea tisfac tory. Heal th seems to be good. '.L'here appeared to be no untowarrl trends. There is no evidence of cargo cult or any such manifes Lat ions. Politically the o.1•ea is as it has appeared to be :f'or some time, atai,:nant • El'!onomically speaking there has been sorne advancement in recent months. However aa compo.rccl to other ureas of this Sllb-Diviaion , despJ. te the politic al s tagno Lion coamon eve1--ywhere , and a sl o ~·r uninspiring rate of economi:' progress , the area is still the show11lace of Vanimo.

These f'olk only recently mo ved fl'Olil the interior, with the PIBI folk , and a till have a lot to do and to learn befcre their village can take it' a place with t he o there. WUTONG , on the Border is indeed a cosmopolitan settlement .. There are many variations , not only in the physical appearanc ea of the village folk. , b11 t along with their obvio11a physical aee.ociation with the Dutch New Guinea folk we find a certain amoun t of what may be termed material association. Thia is plainly evident in their hous es f or ins tone e. Most of' these are cons true ted f rom sawn timber , salvaged from Army camps in t he area. The markings 11 u.S.Anny " are dominant. ,rost of this Jame f'rom Hollandia. As will. be shown in af11rther section ot this report. The standard of housing iB goo.cl.. Af' ew. improvemen ts are necessary and these have been outlined. Villages are clean and attractively laid out and thus have a pleasing appearance.

Village Of'ficiala in the area are of average ability. As far as the Luluai system i ta elf can be considered these types a.re of fair quality.

VANIMO village in Luluai NAG IA and Tul tul S'l'EVEN/i'AKRA has two able leaders. The former lacks iniative b11t is be tter behaved than many o there in the village • STEVEN is a good T11ltul , b11t recently appointed , and should do well.

'IARJ. .,0 leaders , LIGUN as Luluai and ROLIBON aa :rul tul are of average quality. They seem to be assisted and even infl11enced by one of doubtful worth , YAPRI , a 1onner NGIB · serviceman, and now unoff icial councillor.

YAK.O is ably l e d by LlASli:I . !le s ~w ws enthusiasm uneq11alled in t his S11b-Division and is I should s ay a very good example of a well inclined L11l ua i.

gr owth of the sago palm • '.l'hus the princ ipal item of diet in the area is Baksak. It grows wel l. and withou t; res train t and can be considered a pemianent source of food. Aa well as saksak which perfo1•ce has pride of place i n t he diet , there are also the usual roo t c r ops , such as t aro , tapioca , sweet; po ta to , yams and mami • '.l'hes e ar·e grovm i n ar able sections of t;he coas t;al fringe and do indeed fom an idlpor tant part of the die t of l;hese folk.

No unusual methods of agriculture were noted in the area. The disl;ribution of seeds f rom this post in the past has been of considerable use in l;he introduction of other types of diet items. Such crops as tomatoes, cabbages of the Chinese variety , beans and other legumes , cucumbers and such Si.111ilar plants as melons et;c. allgrow well here. Supplies of the abovementioned were offered to the patrol. No seeds have been received at chis station for over four months n0w and it is r e<1ues tod that supplies be made available. The area has also been encouraged l;o grow rice in the past. Unfortunately it must be said that; a co111pletely 1rong concep t of rice growing has been imparted to these folk. Inste~d of growin& rice with the aim of supplying at least part of their own food requirements and selling , if possib.J.e , any sur pJ. us , these folk ar e determined to sell. it . all and not uo e it as a food for themselves, A recent patrol eport of the Eastern coa.a tal area co Jen ted on this. At lTIUGi!:RA a group were g rowing rico. Some twelve bags were gro\m and hulled and were thus read,y fo1• sale or consumption by themselves. They i•efueed to eat it themselves - and the whole quantity of rice was left in a store to deteriorate and be eaten by rats , whilst these folk wai tad for e.n avenue of dispocal. The centre of rice production i n the 1/es t;ern coastal at'ea is at YAK.O . Here the :f"olk: have attempted to grow rice on a fairly large scale and have planted about three acres of it in the past few rnon ths. .u te a lot of i•ice has been grown by this group in this short time , and by the urse of Bentall Hand Hullers loaned to them for the purpose , they have hulled it and have used it as a rood i te for themselves • • he initial de-termination to .:ro:v rice for profit is slowly being overcome here and these fol..c are being encouraged to grow rice for their om consu.uption , and if need be ultimately they can a:fford to dispose of s toe s in re turn 1'or cash. /i th shipping and rnaritets as at the . oment non exlstent, nothing more can be d.ono .

These folk often engage in shark fishing expeditions far out to sea and thus use the ever present shark as an occasional food e:'lurce.

The folK in this area are all physical q alilce- with the po ssible exception of the \'IU TOi G people who i L must b e granted have a definite Ellrasian type of appearance­ evidence of their intermingling with folk f' rom the Dlltc.h Teri:itory. Th average native in the area patrolled is a well bllilt fellow of a verage statllre. If anything he is somewha t shorter in stature than natives of coastal areas of say the Madang coast , Skin colollring is as is llSUally f ound , a mixcure of dark chocola t e s to the light;er tan hlleB commonly t ermed i n local conversation as "red skin " , Tribal marks and tatooo are popular , but these are nowhere as extensively llSSd as, in t he c ase of the highlanders for example. All appearo to be g_uie t in the area , and visitors f rom the Dutch 'l'erritory to this st,aUon , that is visiting natives , appear with o.n a ir1 friendliness and co-oper ation. MEDICAL REPORl'.

A close examination of all village natives was carried out d:iring the census talcing. The heal th of the people in the area appears to be qui te good 0 nd no co!!1plaints or advi c e of any outbreaks of illness or any other mat terof concern to Heal th authorities were received.

A few 1.1 inor sores , mainly tropical ulcers and yaws , were seen , and these sent to the local me dical Aid Poet for attention. no thing wi toward was reported as concerns the Medical Aid Post at \'/ARIMO/VANil.10 , which is maintained by one, ;'/EGIRA , a Native Medical As s istant , of 11ARI1l0 vill age.

The area ie inddcd a pleasing one in which to pa trol. Tht:1 at te;n ti on paid to hJl!giene in the area is well worth mentioning and was indeed borne out by the apparent lack of flies in the area .
