2 1. Executive Summary

The main goal of the Chair is to provide for the promotion of the united system of research, education, information and documentation on education in the sphere of sustainable development of cooperatives, especially for agricultural areas. The development program of Belgorod University of Cooperation, Economics and Law envisages strategic directions of the development of cooperative education and aims at achieving the said goal. To achieve special goals the work of the UNESCO Chair at Belgorod University of Cooperation Economics and Law is carried out in the following directions:  development of study plans, new methodologies and education strategies in order to achieve sustainable development of cooperatives in the light of the latest research achievements, national and international experience;  holding of courses on cooperative education for teachers, young researchers and specialists;  development of academic mobility and exchange of knowledge through exchanges of teachers and post-graduate students;  holding of interregional and international research conferences;  publication and dissemination of research materials on the problems of cooperative education and personnel training for the promotion of the sustainable development of cooperatives;  development of partner relations including those with other UNESCO chairs. The Program of the development of international ties of the Belgorod University of Cooperation, Economics and Law for the achievement of the UNESCO Chair “Education for the sustainable development of cooperatives” goals envisages the extension of research in the sphere of cooperation with foreign partners including those with cooperative higher schools in the frameworks of the Council of Rectors of the CIS countries consumer cooperation higher schools, international public organization “Council of the heads of cooperative educational institutions’ ", network university “Cooperation”. The UNESCO Chair at Belgorod University of Cooperation, Economics and Law “Education for sustainable development” is elaborating its own network. During the period of 2017-2019, seven sections of the UNESCO Chair of BUCEL were established in , Belarus, Tajikistan, Kazakhstan, Moldova, Sudan and Morocco, including those five, which has been established since April 2018. The section “Agricultural cooperation and other forms of labor organization: theory, practice, education” at Siberian University of Consumer Cooperatives (Novosibirsk, Russia) – April 2017; the section “Education through life” at Belarusian Trade and Economics University of Consumer Cooperatives (Gomel, Republic of Belarus) – November 2017; the Network Chair “Economics and Business Education» at Tajik State University of Commerce (Dushanbe, Republic of Tajikistan) – November 2018; the Network Chair “Cooperation and industrial innovative development of agriculture” at Karaganda Economic University of Kazpotrebsoyz (Karaganda, Republic of Kazakhstan) – January 2019; the Network Chair “Agro-industrial and marketing cooperatives: theory, practice and education” at Technological University of Merowe – Abdullatif Alhamad, (Merowe, Republic of Sudan) – April 2019; the Network Chair “Agricultural Cooperatives and Human Resource Development” at Ait-Mullul University at University Ibn zohr Agadir (Azru, Kingdom of Morocco) – October 2019; the Network Chair “Innovative Development of Cooperation of Moldova (based on ”smart” specialization)” at Cooperative Trade University of Moldova, (Chisinau, Republic of Moldova) – October 2019.

In April 2017 the new Networking Chair «Cooperation in the Global World» was established at Belgorod University of Cooperation Economics and Law. The Chair conducts its research activity as a section of UNESCO Chair on Global Problems and Emerging Social and Ethical Challenges for Large Cities and Their Population of the Faculty of Global Processes of Lomonosov Moscow State University. 3 The website of the Chair - http://www.bukep.ru/1562/1860/3304 is presented in the Russian and English languages. The Chair cooperates with the UNESCO Secretariat, informs the latter about its activity, takes part in the projects organized by UNESCO. The UNESCO Chair of Belgorod University of Cooperation Economics and Law was engaged into the following projects, organized by UNESCO: – within the frameworks of the project«UNESCO-Japan Project on Education for Sustainable Development» the Chair presented the project«Education for Sustainable Development of Cooperatives»(April 2019); - the report of the head of the UNESCO Chair of BUCEL Teplov V.I. «Education for Sustainable Development of Cooperatives»was presented within the frameworks of the UNESCO project«Futures of Education» (June 2019); – within the frameworks of the UNESCO survey««Information on the contribution of higher education to the realization of sustainable development goals (SDGs) and commissioning «no one left behind»(April 2020);

The UNESCO Chair is expanding its connections with foreign and Russian UNESCO Chairs. Moreover, the letters offering teamwork and mutual assistance have been sent to the international UNESCO Chairs in Canada, Costa Rica, Germany, Greece, Japan, Kenya, Mexico, Norway, Qatar and Sweden. Additionally, in 2019 such agreements were concluded with the UNESCO Chairs of Russia: the UESCO Chair “Training and Retraining Specialists within Market Economy” at TISBY Management University; the UNESCO Chair «Learning Society and Socially Sustainable Development” at Astrakhan State University; the UNESCO Chair “Education Quality Management for Sustainable Development” at Peter the Great Saint Petersburg Polytechnic University. Within the frameworks of the UNITWIN/UNESCO Chairs Programme an agreement on cooperation in the sphere of scientific-research,educational and cultural-educational activity was signed with the UNESCO Chair «Training and further training of specialist in the context of market economy» of University of Management«TISBI»(Head of the Chair,Rector- Pruss Nella Matveevna). In April 2020 a partnership agreement with the UNESCO Chair «Adaptation of society and man in the Arctic regions under the conditions of climate change and globalization» of the Northeastern Federal University named after M.K. Ammosov (Head of the Chair - Zhozhikov Anatoly Vasilyevich) was transmitted to sign. Holding the events, the UNESCO Chair of Belgorod University of Cooperation Economics and Law uses the official logo of the Chair, approved by the Secretariat. On organizational issues the Chair interacts with Ms.Inga Nichanian, Senior Programme Assistant / Assistante Principale de Programme UNITWIN portal and data base / Portail UNITWIN et base de donnees (i [email protected]). The Chair functions in active collaboration with the staff of other UNESCO networking projects and UNESCO Institutes. Within the frameworks of the pilot project between the company«SVEGA-Computer», UNESCO Institute for Information Technologies in Education (UNESCO IITE) and Belgorod University of Cooperation Economics and Law an experimental platform for testing the innovative technologies, including the implementation of the 3D solutions in the educational process was organized on the basis of BUCEL. On 2-4 July 2018 BUCEL hosted a training seminar on the work with a mobile integrated multimedia complex SVEGA with 3D visualization (MMK-3DM) held by the specialists of the company «SVEGA-Computer». Regular training seminars aimed at the popularization of the educational 3D stereo visualization systems were held for the representatives of the teaching staff,administrative and local authorities of the region, foreign partners of the University including: the Department of Professional Education and Science of the Department of the Internal and Personnel Policy of the Belgorod region, deputy heads of administrations of the Belgorod region, representatives of 4 local authorities, heads and specialists of local administrations of the Belgorod region from 21 districts of the Belgorod region; regional methodical association of deputy directors for educational work and deputy directors of professional educational organizations of the Belgorod region; RSAEOof FPO«Belgorod Institute of Education Development»,International Centre of Sustainable Development etc. Classes with the implementation of multimedia complex SVEGA with 3D visualization (MMK-3DM) were attended by 2000 students of the Faculties of Secondary Vocational Education. Such classes were held on a number of disciplines of the natural science cycle assigned in the curriculum of the University: including Physics, Mechanics ,Biology, Chemistry,Mathematics,Astronomy,Ecological Bases of the Environmental Management. A number of demonstration sessions of training videofilms with the implementation of a mobile integrated multimedia complex SVEGA with 3D visualization (MMK-3DM) were held for about 500 students of secondary schools and lyceums of Belgorod and Belgorod region including «Lyceum № 9», «Gymnasium № 2», seven secondary schools number 24, 7, 27, 40, 19, 33, MBEI«Razumensky secondary school № 2» of Belgorod district of the Belgorod region, MBEI «Severny secondary school № 2» etc. About 400 students of different educational institutions including RSAPEI«Belgorod IndustrialCollege», RSAPEI«BelgorodTechnicalSchoolofPublicCatering»,RSAPEI«Belgorod MilitaryLyceum na med after the hero of Russia V. Burtsev»,RSAPEI«BelgorodMechanicoTechnological College»took part in the presentations on the basis of a mobile integrated multimedia complex SVEGA with 3D visualization (MMK-3DM). The UNESCO Chair of Belgorod University of Cooperation Economics and Law maintains and regularly updates the Russian and English web pages of the UNESCO Chair of BUCEL. The activity of the Chair is aimed at the establishment of the UNESCO Associated Schools in the Belgorod region. The Chair participates in the events organized by UNESCO, the Commission of the Russian Federation for UNESCO,the Coordination Committee of UNESCO Chairs in Russia. The UNESCO Chair of Belgorod University of Cooperation Economics and Law organizes regular events to promote the commitment of studendts to the ideas and values of the cooperative movement (clubs,round tables,conferences). The Chair conducts the vocational orientation work with the pupils of educational institutions of Belgorod and Belgorod region. The organization of guest training seminars at secondary schools of Belgorod and Belgorod region is aimed at the promotion of the information about the main directions in the activity of the UNESCO Chair and the organization itself.

Summary Report of the Network Chair “Cooperation and Industrial Innovative Development of Agriculture” at Karaganda Economic University of Kazpotrebsoyz

The Chair’s undertakings are aimed at raising the awareness of cooperative movement significance in the economy of Kazakhstan, increasing activities of cooperative organizations on the territory of the Republic, conducting scientific research works related to the analysis of cooperatives’ activities on the territory of the Republic of Kazakhstan and elaborating organizational and economic mechanism of maintaining cooperatives there. The development of the Chair’s initiative research topic “Innovative development of agro-industrial complex in the context of rural consumer cooperation creation” is continuing within the framework of the work of the UNESCO Chair at Karaganda Economic University. According to the results of the research, the Chair is planning to publish a monograph as well as to elaborate guidelines for the authority bodies concerning the development and boosting cooperatives in the Republic of Kazakhstan

5 Summary Report of the Network Chair “Education Through Life” at Belarusian Trade and Economics University of Consumer Cooperatives

Belarusian Trade and Economics University of Consumer Cooperatives (hereinafter − BTEU) is the only cooperative higher education institution in the Republic of Belarus training qualified specialists for the system of consumer cooperatives, as well as for other spheres of national economy. Currently, the BTEU system of continuous education represents a diversity of educational levels and learning forms as well as many opportunities for self-fulfillment and self-improvement. Representatives of different generations from junior schoolchildren (the children’s camp «KoperLing», children of pre-school age (the courses of foreign languages) to elderly people at the Third Age Institute attend the University’s educational programs. One of the competitive advantages of cooperative education and factors of improvement of quality of training of specialists at BTEU is integration of secondary vocational and higher education. This integrated system, effective from the point of view of special training and reduction of timing of receiving education, has approved itself and is actively used in the system of consumer cooperation. The University builds relationship with establishments of secondary vocational education on the basis of agreements on continuous training of specialist. The University is eligible to perform multilevel training of specialists. Beside programs of higher education of the 1st level (with the possibility to obtain the second and postgraduate higher education), the University runs vocational and specialized secondary education programs (in 3 specialties) at Minsk and Mogilev affiliates of BTEU. The University is actively pursuing a policy of integration into the world educational, scientific and cultural space. BTEU holds a significant number of international scientific events, which have already become traditional ones (international scientific and practical conference for students and pupils “Innovative potential of young people in the modern world”, international forum of young scientists “Youth for science and innovation: development and perspectives”, «Pisarenkovskye Readings», International Spring Forum, etc.) Business cooperation with foreign higher educational institutions is being developed by implementation of the existing cooperation agreements. The most successful and dynamic partnership is conducted with the countries of the former – Russia, Ukraine, Moldova, Tajikistan, Azerbaijan and Georgia. Permanent partners from far-abroad countries are higher educational institutions from Sweden, Spain, Bulgaria, Greece and Portugal. Recently there appeared new partnership skills with higher educational institutions from Belgium and Great Britain. The University has 74 international agreements with higher education institutions from 17 countries.

2) Activities

a) Education/Training/Research

Key Education Programs i) Education The UNESCO Chair of Belgorod University of Cooperation (leading to Economics and Law carries its activities in the promotion and certificate) improvement of the cooperative education. The Chair conducts the activity aimed at the development of training programmes, training manuals, assessment tests and other methodological materials of the cooperative disciplines. Together with teaching staff of the Cooperative Universities of CIS countries, the 6 members of the Chair evaluate training-methodological manuals on cooperative disciplines. The University is diversifying the forms of education provision, expanding e-learning, using distance learning technologies. Innovative training methods are widely used to improve the efficiency of the training process. The needs of cooperative organizations in personnel training courses are regularly monitored. Following the main directions in the development of science, economy,technology and social sphere the programs of further professional education are regularly updated.

At present the university and its affiliates carry out educational activities in accordance with the federal state educational standards of educational programs of higher education in 3 specialties, 18 directions of Bachelor programs, 17 directions of Master programs, 7 directions of research and teaching personnel training at post-graduate courses, as well as on 13 specialties of vocational training. The cooperative character of the educational process is ensured by the variable disciplines and disciplines at students’ choice. The educational plans of all directions and specialties of higher education envisage studying of the following disciplines: «Theory and history of consumer cooperation», «Cooperative movement», «Agricultural cooperation». To organize the educational process on the said disciplines the university established the Chair of the Theory and History of Cooperative Movement. The variable part of the professional and special disciplines includes the disciplines, the content of which allows students to obtain complete understanding on the specificity of the work in cooperatives on the selected specialty. For example, for directions of training (specialties) related to such enlarged groups as “Economics and Management”, “Services Sphere”, “Industrial Ecology and Biotechnology” the plans include the following disciplines: «Economics of agricultural cooperatives», «Economics of Credit Cooperatives», «Economics of Consumer Cooperatives», «Consumer Cooperation Finance», «Accounting and auditing in cooperatives», «Organization of accounting in cooperatives», «Organization and technology of trade in consumer cooperatives», «organization and technology of public catering and services in consumer cooperatives». For the training direction «Jurisprudence» we have introduced such disciplines as «Cooperative Law», «Legal aspects of credit and agricultural cooperatives’ activity ». In addition to the discipline “History of Consumer Cooperation in Russia”, a new discipline “Cooperatives in the Economics and Social Life of the Society” has been introduced into the curricula for all specialties of secondary vocational education; a textbook on this discipline has been prepared. Regular monitoring helps find out the needs of cooperative organizations’ needs in personnel training. 7 Education programs are regularly updated in accordance with the development trends of science, economics, technology and the social sphere.

Add-in Professional Training Programs

The University is actively implementing add-in professional training programs (skill enhancement programs) for practitioners of cooperative sector of economy. The themes of the programs are constantly being updated to reflect the economic realities of cooperatives. In 2018-2019, within the framework of the work of the UNESCO Chair at the University the following add-in professional training programs, which were attended by practitioners of cooperative organizations were conducted: - “Foundations for cooperatives’ establishment and functioning” (72 hours); 15 people were trained (16 April 2018 – 27 April 2018); - “Principles and benefits of cooperatives in today’s environment” (72 hours) – 17 people were trained (30 July 2019 – 23 August 2019). Under the Regional Program of the Development of Agricultural Cooperatives, the University is actively involved in promoting cooperative knowledge and jointly with Educational and Advisory Centre of the Department of Agro-Industrial Complex and Environmental Reproduction of the Belgorod Region took part in the training of the beginners in cooperatives on the following programs: - “Establishment and effective functioning of agricultural consumer cooperatives” (72 hours) (09-19 April 2018) – 20 people. - “Agricultural cooperatives’ support measures package” (36 hours) (26 April - 17 May 2019) – 20 people. - “Specifics of agricultural consumer cooperatives’ activities” (72 hours) (12 April 2019 - 26 April 2019 – 20 people); (26 April 2019 – 17 May 2019 – 20 people) - “Business School” (40 hours) (June - September 2019 – 80 people.) - “Accounting policy's establishment and bookkeeping in agricultural cooperatives” (36 hours) (20 - 29 November 2019) – 60 people. The University is actively involved in the implementation of the regional program for the development of agricultural cooperatives through the training of the beginners in cooperatives. Jointly with Educational and Advisory Centre of the Department of Agro-Industrial Complex and Environmental Reproduction of the Belgorod Region add- in professional training programs have been developed and are being implemented. In 2019-2020 within the framework of the UNSCO Chair, the University has applied the following add-in professional training programs, on which practitioners of cooperative organizations have been trained: - “Accounting policy’s establishment and bookkeeping in agricultural cooperatives” (72 hours) (11-20 December 2019), 60 people were trained; - “Taxation of agricultural producers as actors of agricultural cooperation” (36 hours) (21-28 November 2019), 120 people were trained; 8 Besides, during the period from August to September 2019, the teaching staff of the University were participating in the training programs held by the Regional State Autonomous Institution “Innovation and Advisory Centre of Agro-Industrial Complex” in Belgorod and areas of the Belgorod Region including: - “Exchange of experiences of the most successful agricultural producers in the Belgorod region” (Alekseevskiy urban region, Belgorod), 40 people were trained; - “Agricultural cooperation: basic concepts, legal regulation of consumer cooperatives’ establishment” (Belgorod, Borisovskiy region), 40 people were trained; - “Support for small business entities” (Belgorod, Borisovskiy region), 40 people were trained. In order to study the performance of consumer societies more profoundly and to provide them with advisory support, skill enhancement programs for the University teaching staff have been introduced by cooperatie organizations of Belgorod and Kursk regional consumer unions. The materials obtained during participating in these programs are being incorporated into the educational process of all specializations and areas of study thus ensuring practically oriented approach to education. Based on the materials of the skill enhancement programs, the teachers are developing programs to train the cooperators in modern business technologies. For example, in September - October 2019, the skill enhancement program “Digital technologies: innovative solutions for business» (30 people were trained) that allows for more in-depth research and implementation of digital technologies was implemented for practitioners of cooperative organizations.

The Network Chair “Education through life” at Belarusian Trade and Economics University of Consumer Cooperatives Since 2013 BTEU has been the first of the higher education institutions in the Gomel Region to offer practically oriented training in Master’s degree courses in 12 fields of economic and managerial specialization and has been the leader in offering courses in this field in the region. The educational program of scientifically oriented Master’s degree courses is implemented at the University in 7 specialties, postgraduate courses are implemented at the University in 5 specialties (providing conferring of scientific qualification “Researcher”). The educational program of retraining of high-level personnel and specialists having higher education is offered in 25 specialties and specialists having secondary vocational education is offered in 2 specialties. Starting from 2014 the implementation of an educational program of additional education of children and youth (in the form of association on interests (club) – “English (1, 2, 3 level) on educational-methodical complex “Fairy Land”, and associations on interests (club) “Linguistic camp for school pupils” is being complemented (from 9 years). The University has necessary licenses and certificates. All courses of higher education at levels I and II, as well as skill enhancement training programs for high-level personnel and specialists, are properly accredited. 9 At present all the above mentioned programs of further education are implemented at the University. Since 2019, the educational program of Master’s degree courses has been implemented at the University in 7 specialties; postgraduate courses are implemented at the University in 5 specialties (providing conferring of scientific qualification “Researcher”). The educational program of retraining of high-level personnel and specialists having higher education is offered in 27 specialties and specialists having secondary vocational education is offered in 2 specialties. The University has necessary licenses and certificates. All courses of higher education at levels I and II, as well as skill enhancement training programs for high-level personnel and specialists, are properly accredited. ii) Training In order to study the performance of cooperative organizations and (short term) to introduce the obtained knowledge into educational process, the teachers of the University and its affilates participated in the following skill enhancement programs in the form of internship in the organizations of consumer cooperation: – “Organization of the activities of cooperatives of different types in the current environment” on the basis of Belgorod Regional Consumer Union – 8 people. (21 August 2018 – 31 August 2018); on the basis of Kursk Regional Consumer Union – 4 people. (03 September 2018 – 08 October 2018); – “Modern approaches to improving business efficiency of cooperative organizations” (72 hours) – 2 people. (13 June 2018 – 27 June 2018); – “Topical issues in the development of social entrepreneurship” (72 hours) on the basis of Belgorod Regional Consumer Union – 1 person. (18 June 2018 – 02 July 2018); – «Effective management of an organizaton’s marketing” (72 hours) on the basis of Belgorod Regional Consumer Union – 1 person. (01 October 2019 – 28 October 2019).

Forty-six additional education programs for adults, children and young people have been organized, including: − 36 training courses in various areas: English (for adults and children up to 10 years), communication skills and others; − preparatory courses on the preparation of people for admission to educational institutions of the Republic of Belarus for foreign citizens; − training program for temporary (anti-crisis) managers; − skill enhancement program for high-level personnel and specialists on 3 areas; − professional retraining program for high-level personnel and specialists on 6 specialties. Training for consumer cooperation workers in 22 skill enhancement training programs for high-level personnel and specialists have been organized. 10 The UNESCO Chair of Belgorod University of Cooperation Economics and Law implements research projects aimed at the development of the cooperative movement and education.

iii) Research From 2018 till March 2020 within the framework of the UNESCO Chair’s performance, the following scientific research works on current issues of cooperation development have been completed at Belgorod University of Cooperation, Economics and Law: 2018 The development of the accounting balance optimum structure forecasting method of consumer cooperation trade organizations (scientific advisor is Kotelnikova O.P., PhD in Economics, Associate Professor). The essence substantiation and peculiarities of cooperative theories of foreign and Russian ideologues (scientific advisor is Teplova L.V., Doctor of Economics, Professor). The study of the essence of social cooperatives as a special organizational and legal form of entrepreneurial activity (scientific advisor is Semenenko G.A., PhD in Economics, Associate Professor).

2019 The development of methodological tools and organizational and informational mechanism for diagnosis of financial failure of consumer cooperation organizations (scientific advisor is Shevtsova N.V., PhD in Economics, Associate Professor). The study of the essence of social cooperatives as a special organizational and legal form of entrepreneurial activity (scientific advisor is Semenenko G.A., PhD in Economics, Associate Professor). The study of problems and trends in the development of agricultural cooperation within new economic conditions (scientific advisor is Chuikova V.M., PhD in Economics, Associate Professor). The study of the role of cooperatives in addressing the problem of decent workplaces creation and poverty reduction (scientific advisor is Henry Hagen (Finland)). The peculiarities of the legal status of cooperatives: domestic and foreign experience (scientific advisor is Kutko V.V., PhD in Jurisprudence, Associate Professor). Innovative policy in commercial activity of a trading enterprise (scientific advisor is Brezhneva V.M., Associate Professor; the research was carried out on the materials of the consumer society Solntsevskoye of Kursk Regional Consumer Union). Informational and computer provision of commercial activities’ management of a retailing enterprise (scientific advisor is Klevtsov S.M., Associate Professor; the research was carried out on the materials of the consumer society Kurskoye of Kursk Regional Consumer Union). Rationalization of the structure of an enterprise (organization) management (scientific advisor is Golovin A.A., Professor, the research the research was carried out on the materials of the consumer society Timskoye of Kursk Regional Consumer Union). The organizational mechanism establishment for motivating an enterprise (organization) staff (scientific advisor is Petrachevskaya Y.L., 11 Associate Professor; the research was carried out on the materials of the consumer society Lgovskoye of Kursk Regional Consumer Union). Accounting policy, bookkeeping and analysis of food stocks: current practice and improvement ways (scientific advisor is Polskaya G.A., Associate Professor; the research was carried out on the materials of the consumer society Korenevskoye of Kursk Regional Consumer Union). The peculiarities of accounting and analysis of financial results of a trade organization’s activities (scientific advisor is Chaplyghina M.A., Associate Professor; the research was carried out on the materials of the consumer society Besedinskoye of Kursk Regional Consumer Union). The project of the cafe with 80 seats with a bar (scientific advisor is Kobchenko S.N., Associate Professor; the research was carried out on the materials of the consumer society Ponyriy of Kursk Regional Consumer Union). The improvement of cold snacks preparation technology (scientific advisor is Yeremenko V.I., Professor; the research was carried out on the materials of the consumer society Sovetskoye of Kursk Regional Consumer Union). Within the framework of the performance of the UNESCO Chair, the annual International Contest of youth scientific works on the current issues of cooperation development “Youth and Cooperation” is carried out among students and postgraduates of cooperative higher educational institutions of the CIS countries. During the reporting period Belgorod University of Cooperation, Economics and Law, Belarusian Trade and Economics University of Consumer Cooperatives, the UNESCO Chair “Education for Sustainable Development”, arranged the contest Youth and Cooperation in the following periods: from 15 October, 2018 to 25 April, 2019 and from 15 October, 2019 to 27 April 2020 in Belgorod. This international contest is held to increase students’ research involvement in the sphere of cooperation, to identify the most talented and gifted young people, to enhance knowledge in the field of cooperative movement and to maintain students and postgraduates’ active citizenship. 17 On September 18, 2019 the International Forum “Cooperation in the Global World” devoted to the 5th anniversary of the UNESCO Chair’foundation was carried out at Belgorod University of Cooperation, Economics and Law. The Forum welcomed foreign and Russian politicians, diplomats, businessmen, university professors and scientists from more than 20 countries of the world, totally about 100 people. Most of the guests are graduate students of Soviet and Russian higher educational institutions.

At Lipetsk Institute of Cooperation, branch of Belgorod University of Cooperation, Economics and Law, some events on teaching basics of the cooperative youth movement were worked out and implemented in 2019: 1. An Olympiad for schoolchildren was designed for different age categories: 1-4, 5- 7 and 8-11 forms. The Olympiad can be held by means of distance learning technologies. Tasks have been developed for each group of participants and contain puzzles, tests, proverbs and sayings, creative tasks, writing short essays, etc. Schoolchildren are particularly interested in performing creative tasks and writing essays on the topic: “Does cooperation have a future?” 2. Quest for schoolchildren “Create your own cooperative.” The quest aims to promote youth entrepreneurship and development of a cooperative movement in the Lipetsk region. While creating their first joint venture in an interactive game form, students can try on the roles of commodity experts, technologists, lawyers, economists, managers and accountants. With the help of tutors they draw up legal documents, make economic calculations, develop marketing moves to increase effectiveness of their future cooperative. 3 The annual competition on writing research and creative works by the youth of educational and scientific organizations “Youth’s scientific search: cooperation, economics and law.” The competition is attended by students of educational organizations of basic general, secondary general, professional and higher education. Since October 2019, first-year students majoring in Economics, under the supervision of E.E. Kuzmina, Ph.D. in Pedagogical Sciences, Associate Professor of the Department of Economics, Humanities and Social Disciplines, have been implementing a research project on the Lipetsk Region cooperatives’ contribution into theу victory of the Great Patriotic War (1941-1945). Work is also underway to replenish the Institute’s Consumer Cooperative Museum with various exhibits from WWII. In November 2019, the Institute issued a map with cooperatives operating in the Lipetsk region and compiled a table on the current state of cooperation in the Lipetsk region, including information on various types of cooperatives and their number by region. .

22 The report reflects the directions and results of the activity of the UNESCO Chair on Education for Sustainable Development of Cooperatives at Belgorod University of Cooperation, Economics and Law, which has been operating since 2014. The Chair’s directions are presented in three aspects: in the field of cooperation and cooperative movement development; in the field of cooperative education and science development; in the cooperative education sphere. The main results, achieved by the Chair from the beginning of its operation, are presented concerning each of these areas, Particular attention is paid to the development of the network of the UNESCO Chair, functioning at the Belgorod University of Cooperation, Economics and Law. The international cooperation program of Belgorod University of Cooperation, Economics and Law aimed at achieving the goals of the UNESCO Chair on Education for Sustainable Development of Cooperatives provides for enhanced scientific research in the field of collaboration with foreign partners, including cooperative universities, as part of the Council of Rectors of Consumer Cooperation Universities of the CIS Countries, international public organization Council of the Heads of Cooperative Educational Institutions, network university Cooperation. The UNESCO Chair at Belgorod University of Cooperation, Economics and Law on Education for Sustainable Development of Cooperatives is developing its own network. For the period from 2017 to 2019, 7 sections of the BUCEL’s UNESCO Chair were created in Russia, Belarus, Tajikistan, Kazakhstan, Moldova, Sudan and Morocco. The main results of the Chair’s activity are presented in the concluding part of the report and display the number of the international events held in the context of the Chair’s thematic focus; in the amount of articles published in the international journals included in the Scopus database, list of Higher Attestation Commission, proceedings of international research conferences as well as published monographs, educational and teaching aids, etc.

Presentation by Kononenko R.V., Ph.D. in Economics, Associate Professor, head of the Department of Economics, Belgorod University of Cooperation, Economics and Law on the topic Development of Integration Processes in the Cooperative Sector as a Factor for increasing its Sustainability in the Context of Globalization, presented at the International research conference Development of Economic Science in the Formation of a Global Digital Society, Belgorod, March 17–18, 2020. Abstract to the report.

Summarizing the experience of economic performance in Russian in the context of globalization, the article concludes that the experience is ambiguous. There is positive experience, including both development of competitive industries and the entry of competitive products into the global market. However, the negative experience is also significant. It is 26 characterized by degradation of some economic sectors, a decline in production, and other negative phenomena, including increased competition in the market of goods and services. The collection and processing of information related to the Russian experience in the functioning of cooperative organizations and their associations under competitive market competitions, as well as familiarization with the experience of European cooperatives, allowed to conclude that it is necessary to develop and deepen integration processes in the cooperative sector of the Russian economy. The directions of economic integration development in the cooperative sector were formulated, which, according to the author, will provide a number of competitive advantages and increase competitiveness of both the sector as a whole and individual cooperative organizations. Targeted efforts are being made to develop international scientific and educational cooperation of the Belgorod University of Cooperation, Economics and Law with the countries of Asia and Africa. Currently, the Belgorod University of Cooperation, Economics and Law 30 is in partnership with 15 universities from Africa and Asia, including universities of Sudan, Tajikistan, Kazakhstan, Egypt, the Kingdom of Morocco, Iraq, Algeria, as well as with 14 research and educational centers, commercial and non-profit organizations for education and science. In 2018/2019 academic year, 210 international students studied at the Preparatory Faculty for foreign citizens, in 2019/2020 the number amounts to 239 foreign citizens from Asian and African countries. The Faculty students are citizens of Syria, Egypt, Iraq, Senegal, the Democratic Republic of the Congo, the Kingdom of Morocco, The Gambia, Guinea, Algeria, Jordan, Israel, Palestine. International students studying at the Preparatory Faculty are mainly from African and Asian countries. So, currently at the University Preparatory Faculty there are 240 students from Asia and Africa. Vocational training of students from African and Asian countries is carried out in accordance with the University areas of training, including social and professional integration and gaining knowledge in the basics of the cooperation science. 48 students from African and Asian countries study on the basic higher education programs, 2 foreign students are mastering postgraduate programs. The international students are from Turkmenistan, Uzbekistan, Azerbaijan, Kazakhstan, Syria, Mali, Yemen, Algeria.

The university holds events with the participation of foreign students from Asian and African universities, contributing to the preservation and promotion of lasting collective peace and security, as well as round-table discussions on the topic “Cooperation and the World”. The UNESCO Chair at BUCEL conducts research on the topic “Development of cooperatives in African countries”. Belgorod University of Cooperation, Economics and Law works closely with the Belarusian Trade and Economics University of Consumer Cooperation. Student exchange programs are regularly implemented by the universities. Students from the Faculty of Economics and Management from Belgorod University of Cooperation, Economics and Law, and students from the Faculty of Economics from Belarusian Trade and Economics University of Consumer Cooperatives are the main programs’ participants. During the period from April 2018 to April 2020, 24 students from each educational establishment completed the training programs curricula. The academic mobility of the teaching staff is actively developing. Within the reporting period, 3 teachers of Belgorod University of Cooperation, Economics and Law went to Belarusian Trade and Economics University of Consumer Cooperatives to deliver lectures for students of the Belarusian Trade and Economics University of Consumer Cooperatives. In the 2019/2020 academic year the teaching staff’s academic mobility extended to Tajik State University of Commerce and Institute of Economics and Trade in Khujand (a branch of TSUK). Five teachers of the Belgorod University of Cooperation, Economics and Law conducted lectures, seminars and master classes for teachers and students of Tajik universities (Tarasova E.E., Doctor of Economics, Professor; Rozdolskaya I.V., Doctor of Economics, Professor., Kononenko R.V., Ph.D. in Economics, Associate Professor.; Shekhovtsov V.V., Ph.D. in Economics., Associate Professor; Ledovskaya M.E., Ph.D. in Economics, Associate Professor). Annually, Glushkova V.G., the head of the Department of the Russian Language and Business Communications, conducts a series of lectures for students at the State University of Bergamo. Three University professors took advanced training courses at the Educational Public Organization CHANCE-Bildung, Jugend und Sport BJC gGmbH (Berlin, Germany). The program was funded by the German-Russian Youth Exchange Fund. Students of Belgorod University of Cooperation, Economics and Law participate in scholarship programs of the German Academic Exchange Service (DAAD). Within the 31 reporting period, 3 students submitted their applications. Chebotko A.A., student of the Faculty of Customs and Information Technology, won a scholarship for studying at the University of Byrot (Byrot, Germany). 26 university students took part in the Program of Russian-German youth exchange programs in accordance with agreements with the public organization "Chance - Bildung, Jugend und Sport BJS gGmbH", Berlin (Germany). 19 university students completed their practical training at Tez Tour, Turkey, as transfer agents.

Interuniversity Exchanges, partnerships of the Network Chair “Lifelong learning” at Belarusian Trade and Economics University of Consumer Cooperatives Educational Institution “Belarusian Trade and Economics University of Consumer Cooperatives” is an active participant and a member of the following international organazations: - German Academic Exchange Service (DAAD); - The European Academy of Retail; - IPO (International Public Organization) “The Council of Principals of Cooperative Educational Institutions "; - “Cooperation” Network University; - EMA (Academic Methodological Association) of Russian Universities on education in the field of management. The academic mobility of students, undergraduates, and teaching staff is developing within the framework of the institutional agreements and international projects (ERASMUS MUNDUS, ERASMUS +). Students have an opportunity to start an international career and to get 2-3-4 diplomas of higher education at the same time that is at BTEU, European universities (the UK, Bulgaria) and Russian universities (with a European Diploma Supplement). 8 Interuniversity Student Exchanges with partner universities were carried out during the analyzed period. The project on students’ mobility under the program Erasmus+ was realized within the framework of interuniversity exchange agreement with Varna University of Management (February-May, 2018). 3 astudents and 2 lecturers took part in it. On December 13, 2018, Nahed Taha Rizk, Doctor of Economics, the Deputy Dean of the Faculty of Business Administration of the Lebanese Canadian University, visited the BTEU within the frame of the “Visiting Professor” program. She met the faculty and students of the University, gave lectures on “Enhancing the role of the Internet in doing business” and “Socio-economic problems of Lebanon in the context of the international relations development”, carried out an internship as well and got the relevant Certificate. From 13th to 15th of November 2018, a meeting of project partners “Fostering university-enterprise cooperation and entrepreneurship of students via SMART Caffes” was held on the basis of the Catholic University of San Antonio (Murcia, Spain), in the framework of the SMART ERASMUS + program. Lebedeva S.N., the Rector of the University, the First Vice-Rector Snytkova N.A., Yatsevich N.V., Associate Professor of the Department of World 32 and National Economics, and Smirnova O.S., a specialist of the Department of International Relations, took part in the meeting. From 18th to 23th of September 2018, T. P. Volynets, the Head of the Department of International Relations took part in the exhibition “Education and Career 2018” within the framework of the Days of Belarusian Education in the Republic of Uzbekistan (Tashkent). In September 2018, Lebedeva S. N., the Rector of Belarusian Trade and Economics University of Consumer Cooperatives, was invited to take part in the Scientific and Practical Conference “Innovative, partnership, inclusive development of cooperatives: theory, practice, prospects”, organized by the Cooperative Trade University of Moldova in honor of the anniversary dates for consumer cooperation. She addressed the plenary session on the topic “Consumer Cooperation of the Republic Belarus: the origins of modern traditions”. From 10th to 12th of September, an International workshop “ Problems and prospects of youth enterprises development in Armenia and Georgia” took place in Batumi Shota Rustaveli State University (Batumi, Georgia) during which experiences were exchanged in the field of youth enterprises development. From 19th to 20th of Jine 2018, Lebedeva Svetlana Nikolayevna, the Rector of the University, and Volynets Tatyana Prokofievna, the Head of the International Relations Department, took part in the International Scientific and Practical Conference “International Cooperation of universities as an important factor for improving quality education” held at Tajikistan State University of Law, Business, & Politics, Khujan. From 21st to 25th of May 2018, the delegation of Tajikistan State University of Law, Business, & Politics, visited Belarusian Trade and Economics University of Consumer Cooperatives within the framework of the Cooperation Agreement. During the visit, an agreement on the implementation of joint academic programs, training, retraining and advanced training of academic, research and teaching staff was reached. From 13th to 18th of May, Volynets Tatyana Prokofievna, the Head of the International Relations Department, took part in the Joint Exposition of the Ministry of Education of the Republic of Belarus within the framework of National Exhibition Of Republic of Belarus in Tajikistan “Education and Caree”. It took place during the President’s visit to Tajikistan. From 28th of April to 1st of May 2018, a group of students and lecturers of BTEU took part in excursion and educational program “The system of higher education in Hungary and Austria”. From 24th to 28th of April 2018, Shablovskaya T.V., Vice-rector for educational work, took part in the exhibition of Belarusian educational services “Knowledge Fair”, organized by the Ministry of Education of the Republic of Belarus together with the Embassy of the Republic of Belarus in Turkmenistan. From 6th to 20th of April 2018, a meeting of HARMONY project partners was held on the basis of Polytechnic Institute of Tomar (Portugal). The University representatives took part in the training course “Development and Successful Implementation of Double Degree Programs” in the framework of the meeting and studied the best practices of Polytechnic Institute of Tomar in the field of the development and implementation of a strategic internationalization plan and an internationalization action plan. The academic mobility of students, undergraduates, and teaching staff is developing within the framework of the institutional agreements and international projects (ERASMUS MUNDUS, ERASMUS +). Students have an opportunity to start international career and to get 2-3-4 diplomas of higher education at the same time that is at BTEU, European universities (the UK, Bulgaria) and Russian universities (with a European Diploma Supplement). 2 Interuniversity Student Exchanges with partner universities were carried out during the analyzed period. They are: - Russian University of Cooperation − on specialty “World Economy”, (13.05.2019 – 24.05.2019); - Peter the Great St. Petersburg Polytechnic University (14.04.2019 – 20.04.2019). 33 The academic mobility project on Erasmus+ program is being realized within the Interuniversity agreement with Politechnic Institute of Tomar (Portugal) (from 1.09.2019 to 30.07.2020). 1 student is taking part in it. On January 22, 2019, the SMART project was monitored at Minsk Innovation University with the participation of representatives of the National Office of the Erasmus + Program in the Republic of Belarus. Trusevich I.V., the Dean of the Faculty of Advanced Training and Retraining, the Institutional Coordinator of the Project (BTEU) and Smirnova O.S., project manager, the specialist of the Department of International Relations (BTEU), took part in the monitoring. From 25th to 28th o February 2019, training courses on module 4 - Support were held at Minsk Innovation University (MIU) with the participation of representatives of Belarusian Trade and Economics University of Consumer Cooperatives and the Erasmus + National Office in the Republic of Belarus within the framework of the SMART project. The trainings were conducted by the specialist from Saint Anthony Catholic University (Spain), the international project manager Andres Abad. During the training the participants got acquainted with the programs, funds, initiatives, available resources of the European Union and opportunities for participation in international projects. From18th to 21st of March 2019, trainings on module 1 - Starting were held on the basis of Minsk Innovation University (MIU) with the participation of representatives of Belarusian Trade and Economics University of Consumer Cooperatives within the framework of the SMART project. Trainings were carried out by representatives of VIVES ZUID Catholic University College (Belgium) Sylvie Vanrenterghem, Senne Van den Brock and Nicky Verbrugge. On April 12, 2019, Nataliael Fassi, a representative of Morocco, visited BTEU. From 22nd of April to 9th of May 2019, John F. Davis, senior lecturer in finance at University of Birmingham, within the “Visiting Professor” program, visited the University and gave a series of lectures in English for students studying economic disciplines and for students of the specialty “World Economy”. From 22nd to 23rd of April 2019, Tatyana Volynets, the Head of the International Relations Department, took part in the Exhibition of Belorussian educational services “Knowledge Fair” held at Turkmen State Institute of Transport and Communication, Ashkhabad. From 12th to 17th of May 2019, Volynets Tatyana Prokofievna, the Head of the International Relations Department, undertook an internship at Polytechnic Institute of Portalegre (Portugal) within the framework of the interuniversity agreement on the Erasmus + program. During the internship, she took part in the International Week and made a report on «Belarusian Trade and Economics University of Consumer Cooperatives: Steps for Internationalization». On May 15, 2019, a ceremonial signing of the Memorandum of Understanding with Shota Rustaveli State University of Batumi (Georgia) took place at BTEU. On May 17, 2019, Nahed Taha Rizk, Doctor of Economics, the Deputy Dean of the Faculty of Business Administration of the Lebanese Canadian University, visited the BTEU within the frame of the “Visiting Professor” program. Nahed Taha Rizk gave a lecture on “Public Relations” and carried out an internship as well and got the relevant Certificate. From 26th of May to 1st of June 2019, Bagryantseva E.P., the vice-rector for scientific work visited Higher School of Service and Trade at Peter the Great St. Petersburg Polytechnic University in order to implement the directions of international, scientific an educational cooperation. From 26th to 31st of May 2019, training courses for the faculty and specialists of the project consortium: Armenia, Belarus and Moldova were organized on the basis Varna University of Management (Bulgaria). Lebedeva S.N., Rector of BTEU, Yatsevich N.B., Associate Professor, the Chair of World and National Economics, Kuzmenko V.L., Deputy 34 Dean of the Faculty of Commerce, Smirnova O.S., a specialist of the Department of International Relations took part in the meeting. From 23rd to 29th of June 2019, the meeting of project partners SMART took place at Yerevan Brusov State University of Languages and Social Sciences. On June 25, 2019, the delegation of Odessa National Academy of Food Technologies headed by Mardar M.R., the Vice-Rector for Scientific and Pedagogical Work and International Relations, Doctor of Technical Science, Professor, visited BTEU. In view of the results, an agreement was reached on cooperation between educational institutions. From 16th to 26th of July 2019, BTEU’s students took part in the work of International children’s school of engineering “Kvantograd” based at children’s Technopark “Kvantorium NEL” (Penza, the Russian Federation) within the framework of the Federal project “Every child Success” and of the national project “Education”. From 16th to 21st of September 2019, Shablovskaya T.V., Vice-Rector for Educational Work, being one of the members of delegation of Educational Institutions of Belarus, visited Beirut (the Lebanon Republic) and Damask (the Syrian Arab Republic) in order to present the possibilities of BTEU for training foreign citizens. A cooperation agreement with American University of Culture and Education was signed during the visit. From 12th to 18th of September 2019, Volynets Tatyana, the Head of the International Relations Department of BTEU, took part in the Exhibition of Educational Services «Education in Bularus» held in the Republic of Uzbekistan (Tashkent, Bukhara, Karshi, Samarkand). On September 18, 2019, training courses “How innovations work. Generation of ideas” and “ Minimum viable products” were carried out at Belorusian Trade and Economics University. BTEU’s students took part in trainings. Trainings were held by Trusevich I.V., the Dean of the Faculty of Advanced Training and Retraining, the institutional project coordinator. Experienced entrepreneurs from Gomel and Vitebsk shared their experience with students as well. From 25th to 27th of September 2019, within the framework of an interuniversitu agreement on ERASMUS+ program, Amandio Pereira Baya, Professor of Gauda Politechnic Institute (Portugal) visited BTEU. During his visit, Professor Baya gave lecturers to students mastering in “World Economy” and took part in International Scientific and Practical Conference devoted to the 55th anniversary of the University. From 13th to 22nd of October 2019, Miturich G.S., Professor of the Marketing Chair, undertook internship at High School of Economics (Belostoc, Poland) witin the framework of project «EU4MOBILITY – MOST”. Stage II of the Mobility programs for targeted interpersonal contacts, and took part in a scientific and practical seminar on radiation and environmental issues, where he made a report “Problems of Radioecology.” During the internship, the experience of leading Polish scientists in the field of radioecological safety was studied. From 21st to 24th of October 2019, Kuzmenko V.L., Associate Professor of the Chair of Marketing, the Deputy Dean of the Faculty of Commerce, and Kaznachevskaya L.V., Senior Lecturer of the Department of Foreign Languages, took part in the final module of the trainings “Business development - how to enter the market”, organized by the representatives of the Greek International University (Thessaloniki) on the basis of Minsk Innovation University. From 19th to 21st of November 2019, Lebedeva S. N., the Rector of the Belarusian Trade and Economics University of Consumer Cooperatives, Smirnova O.S., the Head of the International Relations Department,, the specialist of the Department of International Relations (BTEU), visited University the University of Applied Sciences VIVES (Kingdom of Belgium) within the SMART project of Erasmus+ program. 35 On December 3, 2019 MIP-BTEU championship was held within the framework of SMART project of Erasmus+ program where 9 students’ projects were presented. From 24th to 27th of February 2020, Bersovsky D. And Klimovich E., students of BTEU, as members of Gomel region delegation, took part in the work of Winter Educational School for young leaders of Belarus and Russian border regions (Smolensk, Russian Federation) involving the experts and representatives of youth organizations of the Belarus and Russian border regions, the deputies of the State Duma of the Federal Assembly of the Russian Federation and the House of Representatives of the National Assembly of the Republic of Belarus. The University scientists carried out a research on youth employment in cooperatives and the development of cooperative legislation within the framework of the agreement between the Belgorod University of Cooperation, Economics and Law and the Cooperative Sector of the International Labor Organization (Geneva). Business plan for “Business Financial Support Fund” and a scientific report on: “Problems of harmonization of cooperative legislation of Russia under ILO recommendation No. 193 and ways for their solution” were developed by the University scientists and were submitted to the International Labor Organization. The draft Concept for the Development of Credit Consumer Cooperatives in the Belgorod Region for the period until 2020 has been developed within the framework of cooperation between Non-commercial Partnership “Self-regulatory Organization of Credit Consumer Cooperatives “Narodniy Kassy - Soyuzsberzaim (Moscow) and the Administration of the Belgorod Region.

The teaching staff of the Network Chair “Cooperation and Industrial and Innovative Development of Agriculture” at Karaganda Economic University of Kazpotrebsoyuz participated in the following International Scientific Conferences and International Scientific Events: Ulakov S.N., Professor of the Chair of Economics and Entrepreneurship, teaching staff of the Chair, as well as students and undergraduates of the Department of Economics and Entrepreneurship took part in the Conference held by Belgorod University of Cooperation, Economics and Law in April 2019 with online presentation.

Student consumer society “Commonwealth” In order to better understand the cooperative activities and to acquire practical skills in management and fulfillment of economic activities in a cooperative organization, the student consumer society “Commonwealth” operates at the university. Currently, there are 1,135 shareholders, more than half of shareholders are students. Consumer society “The Commonwealth”, satisfying the needs of shareholders, carries out business activities in the field of trade, provides various types of services to shareholders. The consumer society is the educational and production facilities of the University. Annually students of various specialties undergo practical training on its basis. Term papers and diploma works are also carried out on this platform. It is an innovative platform for the implementation of students’ business projects.

70 3. Future Plans and Development Prospects

The Work Plan of the UNESCO Chair “Education for the Sustainable Development of Cooperatives” at Belgorod University of Cooperation, Economics and Law is aimed at the further development of activities to achieve the functioning goals in the following main areas:  further development of cooperative science;  assistance in the development of international and domestic cooperative movement;  improvement of training, retraining and advanced training of managers and specialists of cooperative organizations;  maximum use of the experience of the international and domestic cooperative movement for personnel training in order to increase the efficiency of cooperatives;  international students, graduate students, employees exchanges;  expanding the network of partners and strengthening partnerships, including those with UNESCO Chairs within the UNITWIN Network;  regular updating of the UNESCO Chair website at Belgorod University of Cooperation, Economics and Law;  exchange of experience with UNESCO Chairs to promote UNESCO programs in Russia, etc. Plan of the UNESCO Chair «Education for sustainable development of cooperatives» events At the Belgorod University of Cooperation, Economics and Law for 2020-2021 is attached.
