WELCOME Welcome to a public exhibition and consultation on the extension of The Mall. This £200 million project will transform Walthamstow Town Centre, providing more retail and leisure space, creating hundreds of jobs, and delivering new community facilities and hundreds of new homes. Planning consent for the extension of The Mall was granted in July 2018. Since then, the owner of The Mall, Capital & Regional, has been working with Waltham Forest Council and Transport for London to identify ways the consented extension can be improved, including safeguarding for Transport for London the ability to provide a new entrance to the Victoria line platform at Walthamstow Central underground station. This gave consent for: • 8,769 sq m of new retail and leisure floorspace • 502 new homes directly above The Mall extension • A redesigned Town Square, including a new children’s play space, landscaping and lighting • Extended the basement car park, creating 33 new spaces and redesigned entrance to The Mall These plans deliver 20% afordable housing on site (including 10% at social rent) and provide a further 10% financial contribution to Waltham Forest Council to deliver a total of 30% afordable housing. THE CONSENTED PLANS Ground Floor Residential Blocks www.TheMallWalthamstowConsultation.co.uk TRANSFORMING WALTHAMSTOW TOWN CENTRE The consented plans for the extension of The Mall will make Walthamstow Town Centre a better place to live, work and visit. MORE JOBS VACANCY Over 800 people already work in The Mall, over half of whom live in Waltham Forest. The extension will create up to 350 more jobs. NEW HOMES The extension will deliver up to 502 new homes, including 30% afordable. INCREASED RETAIL PROVISION By providing an extra 50,000 sq ft of retail, restaurant and leisure space, it will create a more vibrant Town Centre and boost the night time economy. REDESIGNED TOWN SQUARE New landscaping, public art and seating will create a space more suited to outdoor events. The number of trees in the Town Square will be increased. IMPROVED CHILDREN’S PLAY AREA A new, permanent play area will be delivered early in the extension and the existing play space will be maintained until then. Since planning consent was granted, Capital & Regional has worked closely with Transport for London and Waltham Forest Council to respond to the feedback that was received and identify ways to improve the consented plans. www.TheMallWalthamstowConsultation.co.uk SECTION 73 APPLICATION Capital & Regional is consulting with local residents and businesses on proposed changes to the current planning consent (a Section 73 application) to better integrate the retail space, homes and potential new underground station entrance with the Town Square and provide access to the residential blocks from Selborne Road. The approved plans will provide an improved Town Square with landscaping, public art and a new children’s play area. www.TheMallWalthamstowConsultation.co.uk DESIGN IMPROVEMENTS The existing planning consent provides no direct resident access onto Selborne Road for the two residential blocks. These sit directly above the shopping centre with no active frontage. The proposed design improvements will: • Provide direct access to the residential blocks from Selborne Road, creating a more vibrant and active street scene • Reduce the massing of the residential blocks to create a more slender form, while still providing up to 460 apartments The existing height parameters will not be exceeded. This will allow the construction period to be shortened while significantly reducing disruption for local residents, businesses and shoppers. www.TheMallWalthamstowConsultation.co.uk BUILD-TO-RENT Build-to-rent is a growing sector in the housing market, addressing a local need for professionally-managed, quality rental housing. These developments are built specifically for rent and are not for sale. The Mall provides an excellent location for a build-to-rent development, as residents will benefit from good access to public transport, shops, restaurants and local and community services in Walthamstow Town Centre. Approximately 9,000 passengers enter or exit the station at peak times and Walthamstow Bus Station is the third busiest in London. Transport for London (TfL) anticipates that these numbers will grow by another 30% by 2031. Transport for London, Capital & Regional and Waltham Forest Council have worked together at looking at improving transport options as a result of the extension of The Mall. TfL will be submitting a full planning application to take advantage of the opportunity presented by the construction work that will take place to build this new development. TfL will be seeking permission to future proof a new entrance and ticket hall that will allow step-free access to the Victoria line from an entrance integrated into The Mall. www.TheMallWalthamstowConsultation.co.uk NEW STATION ENTRANCE AND CUSTOMER JOURNEY IMPROVEMENTS An additional entrance for Walthamstow Central station will be integrated with The Mall extension.
