JANUARY 2014 MINUTES OF THE MEETING OF , IMBER AND KNOOK PARISH COUNCIL HELD AT HEYTESBURY SCHOOL ON 14 JANUARY 2014

PRESENT: Mrs Perry (Chairman), Cllr Bond, Cllr Agate, Cllr Dale, Cllr Frost Cllr Reynolds, Cllr Sturmey and WCllr Newbury. APOLOGIES: Cllr Buttenshaw MEMBERS OF THE PUBLIC: Mr Wyatt The Chairman opened the meeting at 7.15 pm and welcomed Mr Wyatt to the meeting. MINUTES OF THE LAST MEETING The minutes of the last meeting were confirmed and signed by the Chairman. DECLARATIONS OF INTEREST Cllrs Frost, Bond and Reynolds declared an interest in Planning Application 13/06270/FUL Land North of 46-47 High St Heytesbury BA12 0EB. Construction of a new cottage. PUBLIC PARTICIPATION Mr Wyatt attended the meeting to clarify his concerns regarding Planning Application 13/06270/FUL Land North of 46-47 High St, Heytesbury, BA12 0EB. Construction of a new cottage. He stated his objection was because he considers the site to be an overdevelopment and therefore inappropriate for the village. He also stated that he was both surprised and disappointed the Parish Council had not commented on this application and wanted an explanation. Cllr Perry stated Planning Application 13/06270/FUL had been called in by Council Planning Committee on 11 December 2013 and as there was no contravention on planning regulations the Parish Council had no valid comments to make. Cllr Perry also quoted the PLANNING INFORMATION below: PLANNING INFORMATION Parish councils can only agree to comment on planning applications in properly called council or committee meetings which the public can attend. The comments agreed in the council meeting are submitted in writing by the parish clerk to the relevant planning authority. The process is exactly the same as that of an individual wishing to comment on a planning application. Parish Councils are statutory consultees and have no powers to approve or reject planning applications, they can only comment or not on applications. A parish council is a statutory consultee, that is they must be notified of all planning applications within the parish. This is so that they may comment on the application. A Parish Council is not a planning authority and has no special powers. They may comment or not they cannot approve or reject planning applications. We would like to put a piece in your Parish Magazine saying what we intend doing and asking for volunteers to assist. We would also be delighted to give a talk on the work we do to your Parish....Unquote Cllr Bond wanted to confirm the Wildlife Trust had been in contact with the Piscatorial Society over the proposed clearance of the weeds in the River Wyle. Cllr Perry to enquire BROADBAND ROLLOUT *WC REPLY *(l) Quote....I can confirm that and the parish of Heytesbury is in the intervention area and work begins in the wider area in late 2014. Work beginning is the very start of the process in a large area, when each town or village can order their new service will vary. We are currently progressing through our planning and surveying stages for our first communities and the first homes will be connected by June 2014. The partnership aims to make fibre broadband available to more than 10,000 Wiltshire homes and businesses by June 2014. We have announced Kington Langley, Castle Combe, Broad Town, Broad Hinton, Whiteparish, Royal Wootton Bassett, Purton, Alderbury and Downton as our first communities. We are also expanding coverage in , most of which already has access to the technology through BT’s commercial roll-out. Our website is up to date with as much information as we are able to share. He proposed that it should be replaced by a new plastic one. This was agreed by all Cllrs on 30 November 2013. A new bench has been ordered Cllr Agate reported exposed pipes on the ‘Pooh Stick Bridge’ just past the church on the Tytherington Road. Cllr Frost had already reported it to WC. Cllr Sturmey reported missing Neighbourhood Watch signs in Knook and Heytesbury and has ordered a catalogue for prices of replacement signs. Cllr Sturmey stated Heytesbury School will be holding a church service on 19th June 2014 to commemorate WW1. There will also be a poetry reading of Sassoon and Hardy’s work during Saturday 2nd August, location to be confirmed. Cllr Sturmey suggested Parishioners could plant poppies to commemorate the 100th Anniversary of the start of WW1; she suggested along the bypass and around Knook Camp and in areas where the verges will not be cut during the summer. Poppy seeds should be sown between April and May. You can buy the seeds online at or at B&Q and all the proceeds go to the British Legion. Poppy seeds are £2.99 for a pack of 500 or £4.99 for 1000.

Anyone got a towel? The Mill area is a mess, water everywhere and no sign of it easing. I've had two flood warnings, one for groundwater runoff from and one for the river. The combination of the full winterbournes and a full river has resulted in general area flooding around the mill. The Winterbourne has overflowed at Slater’s farm drive way bridge. I'm not sure that the channel that was cut out has made any real impact. It’s overflowing in a number of places and settling in the road outside Rose/Duck cottage. The water level in the road was close to wellie height. Even with the channel from the winterbourne to the road open (since dammed), the water was overflowing into Slater’s farm and going back into the winterbourne on the river side of the bridge. The bridge was effectively acting as a dam. Basically Rose/Duck had a choice of whether to be flooded from the back or the front of their properties. The lady who owns Gartson's farm kindly allowed us to cut a couple of channels through her boundary so the water in the road could flow into her field. This proved effective in relieving the water levels to the front of the cottages, and to a lesser extent, the rear. The field will still take a lot more water but hopefully the levels will reduce before the next rain (due Wednesday night). As regards the mill, I had a long chat with the new owners of Mill farm? i.e. the ladies with the geese. Runnoff is pouring down the road and off the fields and culminating at the junction of the road to Corton/Boyton. The bridge curbs don't help. The result is that the water continues down the road, pools outside the Mill houses and eventually continues downstream where it can. However concerned the residents are about this, it doesn't seem to be causing damage. The new owners at Slater’s and Mill farms found a sluice gate and opened it. This resulted in more water flowing down the tributary behind the park bench I put in. This is not full to capacity and could take more. The Wyle is full. Its broke its banks to the south of the bridge at the Mill. Water is overflowing both sides of the riverside house's garage. Nothing can be done about this and it’s not causing a problem. Someone in one of the Mill cottages/houses has reported water seepage through their floor. I have not had a look at Peter Sincock's area but I'm sure he can take care of it himself.

Cllr Perry proposed a special vote of thanks to.the Councillors; owners of Rose and Duck Cottage; Slaters Farm; Garstons; Mill Farm; the Piscatorial River Warden; Roger and Gerry; all volunteered their services throughout the worst of the flooding and went above and beyond the call of duty in their efforts to help others during the flood. Cllr Perry stated the village may apply to have any excess road signs removed on an initiative from WC called Road Sign De-Cluttering. Cllr Perry to enquire A 20MPH speed restriction zone for the road outside Heytesbury School was discussed and considered not necessary as traffic has to slow down due to the volume of slow moving and parked vehicles offloading children. A 20 MPH restriction zone would cause more congestion and hazard. Agreed by all Cllrs. The survey was carried out between 14/01/2014 and 22/01/2014. A total of 7350 vehicles were checked. The 85th percentile was 32.4mph (the 85th percentile is the speed at which 85% of the traffic is travelling at or below). As with every other department, we have to target our limited resources to where they will be most effective and as such I would remind you that unless there are exceptional circumstances we will not accept another count request for this location or close surrounding area for another 12 months. For your information the thresholds for interventions are below; In a 30mph speed limit the following criteria will be applied; 30 to 34.9mph 85th percentile = No Further Action (NFA) 35 to 38.9 mph 85th percentile = eligible for Community Speed Watch 39 to 42 mph 85th percentile = eligible for the Speed Indicator Device (SID) programme Community Speed Watch does not operate in any speed limit above 40mph. Any other results in higher speed limits will be discussed on their individual basis and merit. ITEMS FOR REPORT Cllr Perry stated Heytesbury School have given the Parish Council notice until 25 Mar 2014 to find alternative premises for their monthly meetings. Cllr Perry is in the process of negotiating with the school regarding this matter. Cllr Sturmey requested information and input from all Cllrs on the Village Design Statement (VDS)/Neighbourhood Plan. Cllr Sturmey stressed the importance of completing a VDS for the future plans of the village. Cllrs agreed to work on the VDS during future meetings. Cllr Perry received an enquiry from a parishioner regarding the flooding at Mill Lane. Cllr Dale stated that WC is in the process of trying to solve this ongoing problem which has been exacerbated by the recent floods. Cllr Perry was asked by a parishioner could anything be done to stop flooding in villagers gardens. The parishioner also expressed concern about the mud surrounding the gate of the Old Station Footpath. Their other concerns included cluttered ditches and farmers who cut hedges but fail to sweep up the clippings. Cllr Agate reported he was still awaiting the brochure for Neighbourhood Watch signs. Cllr Agate enquired if there was any feedback from Highways Agency regarding the patio area outside Raymond Hall. Cllr Agate enquired about the schedule of roadworks on the A36, especially the Heytesbury roundabout. Cllr Frost replied she had contacted the Highways Agency and the work would be completed by 27 Feb 2014. Cllr Frost reported very dirty water from The Shambles, 69 High Street, Heytesbury, being pumped out of their cellar into the mains drains. Cllr Perry agreed this is a matter of concern. Clerk to contact the Environment agency. Cllr Bond was approached by a parishioner regarding the broken window in the bus shelter outside Heytesbury School. This has been reported before. Clerk to report it again to WC Cllr Dale reported the grit bin on the A36 (Imber Road) has had its contents emptied. Cllr Buttenshaw expressed concerns regarding the rubble pile very near the footpath in the watermeadow. It is not blocking the footpath, but is very near. Cllr Sturmey stated dogs running off leads on footpaths must be kept under control. Cllrs Buttenshaw and Sturmey reported there was a tree down blocking the path over the wooden bridge behind Mill Farm. Cllr Sturmey asked if any Cllrs have any knowledge of when the proposed work on the sewage system in Knook Field is going to be completed. MATTERS ARISING FROM THE MINUTES The Parish Council informed the Environment Agency on 27 Feb 14 that cellar water was being pumped into mains drains from 69 High Street, Heytesbury. The Environment Agency asked for more information from the Council if they were to investigate. Environment Agency phoned Parish Clerk on 25 Mar 14, to inform Councillors they had already visited Heytesbury on 19 Feb 14, where they noted several properties were draining excess flood water from their cellars into the mains drains. EA reassured Parish Councillors this was checked out and there was no cause for concern.

WC informed again on 27 Feb 14, bus shelter outside Heytesbury School has a broken window. WC acknowledged the correspondence but have not yet responded with a date to rectify the problem.

Response by 4 April 2014 Cllr Dale stated he had asked WC to sweep the roads and clear the drains on both Mantles and Park Lane. Cllr Perry reported Heytesbury School have given Parish Councillors permission to use the school for a further six months (Apr-Sep 14). Cllr Perry stated Neighbourhood Watch Signs are now available to order from WC for £25 a pair, including fitting. Cllr Perry to order from WC Cllr Buttenshaw reported the deep ravine dug out to let the river flood into the watermeadow near the Kissing Gate on the entrance to footpath 7 is a cause for concern. Cllr Agate to contact WC Cllr Buttenshaw reported the excess mud and straw on the road outside the cow barn in Mill lane is very messy and untidy. Clk to contact the land owner Cllr Sturmey reported the magnets in the new notice boards were in short supply. MATTERS ARISING FROM THE MINUTES There were none. PARISH ACCOUNTS AND ANNUAL RETURN A copy of the annual accounts was given to each member in attendance. Approval of the accounts, Annual Return and Statement of Assurance was proposed by Cllr Bond seconded by Cllr Frost and agreed. The Chairman reported that the Charibond account stood at £149,841.67 at 31 March 2013, the HSBC village hall fund at £4,594.35 at 1 April 2013 and at 12 March 2013 the current account balance was £805.06 and at 19 March 2013 the deposit account stood at £10,759.50.] RISK ASSESSMENT A copy was given to each member in attendance and approval was proposed by Cllr Bond, seconded by Cllr Frost and agreed (to include retention of the level of fidelity guarantee at £2,000).] CHAIRMAN’S REPORT Welcome to all new Councillors, well newly elected. Dave who seems to know all that is going on, keeping an eye on the happenings in and around the area: inspection of the play equipment and generally being available to step into the breach when required. Phil for all his work on the new bench, big hit with the ladies; painting of part of the railings, and numerous other tasks he has undertaken. Tim for his inspirational writings for the Parish News, first thing most people read. Sarah at the ready with her lens to capture events in and around the parish. Stepping forward to take and type minutes at our last meeting and covering her designated portfolio. Vanessa never one to give up; volunteers regularly to attend ‘meetings on behalf of the Parish’, and still pursuing ‘what to do next at Knook’! Lynn and John who are active members of the parish, have not been assigned designated portfolios yet! Hopefully this will be be agreed. A very big thank you to Jackie Kirkby – our missed Parish Clerk who retired in January 2013. After stepping into the vacancy as acting Clerk for 6 weeks I understand how much Jackie did for the Parish, she deserves a huge vote of thanks from us all. and Jackie Kirkby for stepping into the beach when needed to collate, prepare and produce all the information required for the Year End accounts for Audit. Safely in my possession ready to go to the Internal Auditor. Rev. Anne Bennett-Shaw – the oracle of Heytesbury. Anne has served as a Councillor for over 25 years and we will miss her. Her knowledge of the village is second to none, if you need to know where a public footpath is or a family she always knows. HSBC have contacted the PC regarding the Village Hall fund (currently standing at £4596.01), to undertake a review of the information they hold on the account. HSBC stated the account had not been used for over one year and thus wanted to ascertain they are providing the best possible service. HSBC also stated there are no signatories on this account. As there are no signatories listed on the account the following resolutions will be put into force: Cllrs formally agreed to fill in a Mandate and nominate three signatories...... Unquote After completing the above Mandate in January 2014, Councillors were satisfied they had carried out all the necessary paperwork to maintain the HSBC Village Hall Fund. However, the Chairman had a further request from HSBC to write a letter to confirm that the account was still valid and this was done on 10 April 2014. HSBC then contacted Cllr Perry again to inform her that the account was dormant and another mandate would have to be completed; or the account must be used. ITEMS FOR REPORT HSBC Excerpt from Charity Commissioners for and Wales. Scheme: Raymond Hall Trust Fund, Heytesbury Wilts. Dated 9 April 1986. Paragraph 3: Quote...... The Trustee shall apply the clear income of the charity as it thinks fit for any charitable purposes for the general benefit of the inhabitants of Heytesbury, Knook, Tytherington and the immediate vicinity...... Unquote Cllr Dale proposed to close the HSBC Heytesbury Village Hall Fund and move the funds (£4596.81) into the Heytesbury, Imber and Knook Parish Council Deposit Account. This was seconded by Cllr Reynolds and agreed by all WATERMEADOW Cllr Perry reported that two villagers repeatedly phone with various complaints regarding how the owners of the Watermeadow are utilising their own land. If any parishioner has an issue with/or wants to query any Permitted Development they should visit the Parish Website www.heytesburyparish.co.uk, Parish Council Minutes; locate the Planning Permission reference number from the minutes and speak to Wiltshire Council themselves. A record of the Permitted Development Number and the contact information for those who do not have a computer will be made available to those who enquire. CLARENCE Cllr Perry stated the loss of CLARENCE so far is not working and there are several issues still outstanding from at least six months. Could those who have reported issues which are still outstanding let her know so they can be logged again by Cllr Frost who liaises with Imogen Dallimore from Wiltshire Council. CHURCHYARD Cllr Perry had a query from the PCC asking if the footpath through the churchyard was a public footpath or a private footpath owned by the church. The footpath through the churchyard was deemed to be a private footpath as it does not appear on the list of public footpaths throughout the parish. HEYTESBURY SCHOOL Cllr Perry reported the school still remains resolute in their stance not to allow the Parish Council the use of their premises for the monthly meetings. (Minutes dated 25 March 2014 state Heytesbury School have given Parish Councillors permission to use the school for a further six months only; from Apr-Sep 2014). The school requested if the Parish Council is to continue using the school they would have to supply 8 P50 Stand Alone Card Reading locks for the 8 internal doors throughout the school at a cost of £3407 plus VAT. The reasons quoted were “Child Protection and Health and Safety.” Cllrs agreed this was too much money for public funds to cover and all voted No. The Parish Council do not have suitable alternative premises in which to hold their monthly meetings and are thus going to request Cllr Newbury pursue the matter on their behalf. Cllr Sturmey stated she had met with Imogen from WC and discussed various issues including mud on the road, an Ash tree obstructing a BT phone line, blocked drains and overgrown verges. Contractor Balfour Beatty are going to scrape the mud off the road and cut back the Cow Parsley on the overgrown verges up to the main road on 29 May 2014. Cllr Sturmey produced a charity box she had received from the British Legion, Cllr Buttenshaw said she would speak to the local branch to avoid duplication. Cllr Frost stated the verges in Heytesbury are overgrown and will report the issue to Imogen. Cllr Reynolds reported being chased by boisterous cattle on the Railway Footpath, and warns parishioners to be very careful crossing that field whilst cows graze there. Cllr Dale reported he had done extensive work on the Neighbourhood Plan.

Knook Community Day went well, Balfour Beatty removed the dense cow parsley and growth from the verges and the road was scraped clean of mud, brushed and all loose debris removed. The drains were uncovered / cleaned out and small potholes were filled in. The Ash Tree / BT phone line issue was reported to be still on schedule to be dealt with by Atkins Global. Cllr Sturmey also reminded Councillors that arrangements for emptying the school bins during the summer holidays should be made, and volunteered to do the first 3 weeks. Parish Councillors need to liaise with the school regarding holiday dates and collection of the key. Cllr Reynolds reported numerous rats have been sighted living under the bird huts and around the livestock enclosures in the water meadow field. Rats are a health hazard and thus a health and safety issue. Cllr Perry reported that the Environment Agency had recently conducted a water test on the river and it was declared clean. However, Cllrs were especially concerned about where people swim and the increasing rat population. Clerk to contact WC Environment Dept to report the issue Cllr Reynolds stated the river was becoming overgrown with weeds which could cause flooding if not controlled. The Piscatorial Society are aware of the excess weeds and are planning to cut them back as soon as practicable. Cllrs to monitor the situation Cllr Buttenshaw reported Gill Prior had asked if someone would be willing to re-varnish the wooden bench in the church; payment was offered for this task. Cllr Dale volunteered to varnish the bench but suggested a donation to the school or church in return for the work would be more appropriate. Neighbourhood Plan: The Neighbourhood Plan Questionnaire was discussed for further development. Cllrs also discussed campaign papers could be made to attract volunteers to form a Village Design Group. The first approach could for example by make by telephone or email followed by a letter. For your assistance we have attached a template for the first and second letter to this briefing note. We would also ask that you retain copies of any emails or letters sent to the landowners. Town and Parish Councils’ have both local knowledge and contacts and the ability to take a less formal approach and the Parish Council’s role would be perceived to be a neighbourly reminder highlighting the parish’s role within the community. Wiltshire Council will be looking to informally review this initiative within 6 months. UNQUOTE Unanimously agreed the Parish Council will be writing to all landowners of the Parish with winterbourne streams and drainage ditches running through or bordering their property. Landowners are responsible for clearing overgrown ditches and streams to help alleviate flooding problems in the area. Cllrs asked for copies of all the papers be emailed to them. Chairman agreed. The broken bench opposite the Church in Tytherington was reported by parishioner Colin Ball. Cllr Dale fixed and refurbished it very satisfactorily. A big Thank You to Cllr Dale for his prompt action and excellent work. Neighbourhood Plan, Cllr Dale, Cllr Buttenshaw and Cllr Sturmey reported that Mr Tebbs was prepared to create a flyer and a three way mailshot document to raise awareness and request volunteers. BRITISH LEGION – ‘LIGHTS OUT’ turn off all lights between 10pm and 11 pm on August 4 2014. Chair confirmed she had purchased the candle from M&S and all proceeds from the sale would go to the British Legion. DOWNLANDS – Quote for tree work in Mantles Lane – emailed to all. Cllr Sturmey stated a defibrillator for the village was available from the South Western Ambulance Support Trust (SWAST), and that SWAST will be coming to the next meeting of 26 August 14 to talk to the Parish Councillors and anyone who wishes to attend. Option 2, Free Option: We loan the village a defibrillator for four years, the village is responsible for acquiring training and the replacement of consumables. For both options, the village must acquire a dedicated cabinet, fixed in a central and public place, with an electricity supply. We would be happy to supply a cabinet (about £700), but there are numerous cabinets available from different suppliers at different prices. For the free option, you must arrange defibrillator awareness training for the village, through any recognised provider or a health care professional. The ambulance service would be very happy to quote for this training through our business and commercial training department. DEFIBRILLATOR INSURANCE Parish Clerk contacted AON Insurance on 21 Aug 14 and they stated the Parish Council would be responsible and liable for any personal accident or damage claims which may rise regarding the use of the defibrillator. NEW DEFIBRILLATOR COMMUNITY GUARDIAN GROUP Parish Councillors discussed the defibrillator and the insurance implications with Julia from SWAST in depth and agreed it was a feasible option to acquire the defibrillator for the village but not for the Parish Council to run it. It was discussed and agreed by all Councillors that a separate Community Defibrillator Guardian Group would be set up to manage and run the defibrillator independently from the Parish Council. The Community Defibrillator Guardian Group would comprise of at least three members; volunteers were Cllr Sturmey, Cllr Agate and Leila Gould. Cllr Sturmey stated she would find another candidate from outside the Parish Council to make up the new Defibrillator group to four members. After discussing thoroughly the two options above offered by SWAST; Option 1, Paid package Fully Inclusive was proposed by Cllr Dale, Seconded by Cllr Frost and agreed by all. Cllr Sturmey is to create the new Defibrillator Community Guardian Group in order to receive the Option 1 Package as a donation from the Parish Council. ITEMS FOR REPORT Watercourse letters were sent on 11 August 2014 to all landowners in the parish with water courses and drainage ditches on their land. The response so far has been positive with many landowners preparing to clear out their overgrown water courses without delay. Julian Harvey reported the overgrown hedges bordering the footpath near bungalows 22- 26 in Westlands Heytesbury. Chairman to report to WC on their next visit to village Cllr Perry stated she had received reports of overgrown hedges encroaching on the highway from private properties at Heytesbury. No 61/62 High Street and 103 Park Lane. WC policy is to issue Parish Council a letter template to send out to parishioners who have overgrown hedges/trees obstructing the public highway. PC Clerk to wait for WC to send official generic template of letter Anne Bennett-Shaw reported the overhanging trees in Park Lane. They are too close to the telegraph wires and houses. Clerk to contact Heytesbury Estates. Cllr Agate reported there was an offensive sign outside the garages in Cotley Place and expressed his distaste at the wording of the sign. He also suggested the Parish Council could take responsibility for the maintenance of the village instead of WC and Balfour Beatty. Cllrs disagreed as Balfour Beatty are more equipped to carry out large maintenance tasks; and the Parish Council already maintain the upkeep of the grass verges and trees throughout the parish. Cllr Agate stated there was a Defibrillator Training Morning at Crusader Park on Thurs 28 August at 10am and Cllrs were welcome to attend. Cllr Perry reported the mess the contractors had made of the bank at Slaters Farm to WC. WC replied on 19 August 2014 ‘I have tasked the team to return as a matter of urgency to repair the bank of the Winterbourn. I will keep you updated and let you know when the team will be returning. Please accept my apologies’ Cllr Perry also received a reply from WC regarding the blocked drains in Park Lane. Quote...I have tasked Balfour Beatty to attend to empty the blocked gullies and to send a sweeper along Park Lane Balfour Beatty will be scheduling the visit. I will request an update of when this should be completed and keep you updated...Unquote Cllr Perry stated there was a problem with the bridge on footpath 7 at the back of Mill Farm. The old bridge has been damaged and the cross section is bent. The post into the ground is hanging loose and could cause an injury as it has very sharp edges. Cllr Perry reported this to WC on 1 August 2014 Slaters Farm 1 Bridge reported on 1 August as one of the down posts was very loose. Cllr Sturmey stated she had emptied the school bins throughout the summer holidays and would be returning the key to the caretaker as the new term begins on 3 September 2014. She also reported the verges in Knook are to be cut by Balfour Beatty in the near future. Cllr Perry stated there were various outstanding issues throughout Heytesbury already reported by Cllrs but still unresolved. Cllrs have repeatedly reported the blocked gullies near the Mill in Park Lane and the road needs sweeping but Balfour Beatty has not done this. PUBLIC PARTICIPATION: Mr Richard Pottow, Mrs Louise Pottow and Tim Hector from Cooper Mr Pottow attended the meeting with his wife and estate agent to clarify his intentions regarding planning application 14/07881/OUT. Mr Pottow stated the application for a new agricultural dwelling on the land at Mill Lane, Heytesbury is required because the business is expanding and there is no room for a calving barn and associated agricultural dwelling at Knook farm. Mr Pottow informed the meeting that he currently resides at . The proposed new residence is to accommodate a farm worker and his family. The farm worker would be on site 24 hrs a day to supervise the calving in the new calving barn. In response to Cllrs concerns regarding extra traffic flow in the narrow lanes to service the proposed calving barn and dwelling, Mr Pottow replied the lanes were public highway which he currently uses to access the barn anyway; and thus it is not relevant. Mr Pottow also stated he does not use HGVs or large lorries in that area at present. Cllrs expressed their concerns to regarding the ongoing flood issues in that area, and Mr Pottow stated flooding only happens in the lane and not the field where the proposed dwelling would be sited. Cllr Dale stated Wilts Council had cut drainage ditches into the verges of the lane; it had not solved the problem, the fields are higher than the Lane. Cllrs were concerned flooding problems in the field and Mill Lane would be exacerbated by an extra dwelling and calving barn; flooding is a long standing issue in the area. The Parish Council has expressed concerns about slurry from the cow barn mixing with the flood water which runs down the lane into two drains connected directly into the river, both of these drains when Mill Lane is flooded require clearing out daily, excess water then runs down the bend in the road and the slight decline into another two drains, recently unblocked by Wiltshire Council, if the drains are blocked the water goes directly into the river. These two drains are directly connected into the river. Mr Pottow replied there was no slurry, just flood water. Cllrs asked Mr Pottow if he was aware of the many public objections from parishioners in response to his proposal and he replied that he was fully aware. NEW DEFIBRILLATOR COMMUNITY GUARDIAN GROUP It was discussed and agreed by all Councillors in the meeting of 26 August 2014 that a separate Community Defibrillator Guardian Group would be set up to manage and run the defibrillator independently from the Parish Council. The Community Defibrillator Guardian Group would comprise of at least three members; volunteers during the meeting were Cllr Sturmey, Cllr Agate and Leila Gould. Cllr Sturmey stated she would find another candidate from outside the Parish Council to make up the fourth member. Cllr Sturmey informed Parish Councillors on 28 August 2014 that Alison Hillier had volunteered to be the fourth member of the group. I have told the team that the top priority is to fill the grip which was cut by the JCB at Park Lane. I have also requested that the team cut back the hedge on the High Street and clean all of the bus shelters throughout Heytesbury. If the team are unable to complete all of the tasks on the day, they will revisit the parish over the next couple of weeks.” Cllr Perry also reported the two blocked drains at Mill Farm have been cleared. Cllr Bond stated the annual ROSPA playground inspection revealed there was nothing to report except slight damage to posts by lawn mowers. The roundabout is prone to seizing up despite Cllr Bond regularly oiling it and ROSPA suggested it should be replaced soon. The swings were also quite worn but not in need of replacing yet. The frames are satisfactory but Cllr Bond suggested the seats and chains will need replacing soon. Cllrs agreed to purchase new swing chains and seats. Cllr Frost reported there have been cars driving dangerously fast on the Tytherington road. Although it is a 60mph speed limit along that part of the road; cars have been reported racing and thus endangering walkers, especially those with prams. If anyone witnesses dangerous driving please report it to the police. Cllr Sturmey enquired if anyone knew why there were two very large and bright spot lights over Knook Camp. They are on all night and light up the night sky like bright moonlight. Are they temporary or a permanent fixture? Cllr Sturmey reported there were three accidents in three months on the A36; June July and August 2014. Cllr Sturmey passed on her concerns to the local police, who have requested traffic police give her an accident report for the last ten years. Cllr Buttenshaw reported a street light in Newtown (light no 7) is on all the time and also partially obscured by a tree. Clk to report to WC. Cllr Agate stated the Defibrillator Guardian Group is officially formed and he is Treasurer. The group is to be known as AED Guardians. (Plant an orchard, seats and trees, any ideas would be welcome). Cllr Sturmey reported the Knook drains were still blocked despite all the reports sent to WC. Cllr Buttenshaw stated the broken bus shelter outside Heytesbury School remained unresolved. Cllr Perry agreed to forward the long list of outstanding matters to WCllr Newbury, including all the dates they were first raised as WCllr Newbury stated Wilts Council are currently reviewing their contractors. Cllr Sturmey stated the junction on the A36 exiting from Chittern was very dangerous and there was another accident on Sunday 26 October 14. Concerns were expressed regarding cars witnessed mistakenly crossing over to the wrong side of the carriageway whilst exiting from the Chittern road to turn right and join the A36 towards Warminster. The vision to the right on exit to the A36 is deemed satisfactory; however, the left side is poor due to the high grassy banks. Cllr Perry to contact police Cllr Buttenshaw enquired about the future of the green waste bins collection timetable. WCllr Newbury stated Wilts Council may propose a break over the winter months from green bin collection to save money but a decision on the length of the break is still to be confirmed. Cllr Agate enquired if the ivy was to be removed from the trees in Mantles Lane by Downlands Tree Surgery. Cllr Perry agreed it was in their contract to remove the ivy. The work will be carried out on 27 January 2015. Clerk to inform residents in Mantles Lane of the proposed work as the road may have to be partially closed. Flood Warden Cllr Dale stated WC offer of sandbags and sand was a good concept and advised Cllrs to accept it; he volunteered to fill the sand bags. Cllr Sturmey reported the verges in Knook have been cut, but the overhanging trees and the poor state of the bus shelters on the A36 outside Knook are in need of attention from Highways Agency. Cllr Sturmey stated that the PC requires four Neighbourhood Watch signs. Clerk to procure. Cllr Sturmey expressed concerns again about the dangerous B390/A36 Chittern junction. Cllr Perry stated the Police may be looking into the situation due to the volume of accidents there. Cllr Sturmey stated Knook Recreation Field needs a gate as there is a danger of children or dogs (dogs, not actually allowed in the field) running out into the path of speeding vehicles. Cllr Dale to visit the site and assess the situation. Cllr Agate reported the dangerous state of the bridge over the waterfall on footpath 7 in the water meadow field. As the Health and Safety Cllr he stated the lack of railings and the dangerous angle of the remaining metal railings pose a serious threat to public safety. He agreed to visit the site and take photos. Cllr Perry has already reported the dangerous state of the bridge as one of the outstanding issues stated above. Cllr Agate and Cllr Frost to take photos of the bridge and send to Wilts Council. Cllr Agate enquired about the resolution of the Raymond Hall pavement problem of which Highways Agency were dealing with. Cllr Buttenshaw said the matter had been resolved.
