Wahlperiode 04.05.2020 Antwort der Bundesregierung auf die Kleine Anfrage der Abgeordneten Matthias Gastel, Sven-Christian Kindler, Stefan Gelbhaar, weiterer Abgeordneter und der Fraktion BÜNDNIS 90/DIE GRÜNEN – Drucksache 19/18071 – Entwicklungen bei der DB Cargo AG Vorbemerkung der Fragesteller Noch immer werden in Deutschland nur 19 Prozent der Verkehrsleistung im Güterverkehr über die Schiene abgewickelt (vgl. Statistisches Bundesamt, 2019). Um das von der Bundesregierung prognostizierte Verkehrswachstum des Güterverkehrs mit bis zu 38 Prozent im Vergleich zum Jahr 2010 (vgl. Bundesverkehrswegeplan [BVWP]-Verkehrsverflechtungsprognose 2030) nicht über weiteren Straßengüterverkehr aufzufangen, sondern signifikant auf die Schiene zu verlagern, müssen neben dem Ausbau der Infrastrukturen die Schienengüterverkehrsunternehmen wettbewerbsfähig zum Straßengüterver- kehr aufgestellt sein. Im deutschen Schienengüterverkehr haben die Güterbahnen 2018 eine Ver- kehrsleistung von 136,1 Milliarden Tonnenkilometer (tkm) erbracht (vgl. Sta- tistisches Bundesamt, 2019). Damit wächst der Güterverkehr auf der Schiene bisher schneller als in der Verkehrsprognose des Bundesverkehrswegeplans 2030 angenommen, denn hier wird nur mit einem Aufkommen von 153,7 Mil- liarden tkm im Jahr 2030 gerechnet (2010: 107,6 Milliarden tkm). Dieser Wert wird bei ähnlicher Marktentwicklung bereits in wenigen Jahren erreicht sein. Während die Marktentwicklung im Schienengüterverkehr also von weiterem Wachstum geprägt ist, sinkt der Anteil der Güterbahn DB Cargo an der Ver- kehrsleistung im Schienengüterverkehr kontinuierlich. Im Jahr 2018 überstieg der Marktanteil der Wettbewerbsbahnen mit 52,8 Prozent Anteil an der Ver- kehrsleistung erstmals den Anteil von DB Cargo. Trotzdem ist DB Cargo im- mer noch etwa siebenmal größer als der nächstgrößere Wettbewerber (s. Netz- werk Europäischer Eisenbahnen e. V., 2019).

We, DB Systemtechnik, will play a key role by supporting this stra- tegy with our own action programme. Positive trends were observed both in passenger and freight transport. This is confirmed by detailed market analyses carried out by the Office of Rail Transport. Over the previous year, more than 303 m passengers decided to use rail services. The last time when such high passenger volumes were recorded was 15 years before. 2017 was the year of continued rolling stock investments and improvements to the quality of passenger service. Importantly, railway undertakings and ordering entities pay greater attention to interoperability requirements. From the passengers’ perspective, this involves, for instance, making the rolling stock more accessible for those with disabilities. The results of freight transport indicate that the downward trend has been overcome. In addition to an increase in the weight of transported goods, for the first time since 2013 railway undertakings recorded a rise in operating revenues. A clear upward trend resulted in an almost 2.5-fold increase in income of the entire sector from PLN 180 m in 2016 to PLN 440 m in 2017.
