However, highland "tapia" (Uapaca bojeri) woodlands may present a counter-example of indigenous management leading to woodland conservation. Contrary to common wisdom that these woodlands are degraded, tapia woodland extent and composition have seen little change this century. Tapia woodlands harbor many benefits, including wild silkworms (whose cocoons have been harvested for centuries to weave expensive burial shrouds), fruit, woodfuel, mushrooms, edible insects, and herbal medicines. As a result, villagers shape and maintain the woodlands. Burning favors the dominance of pyrophitic tapia trees and protects silkworms from parasites. Selective cutting of non-tapia species and pruning of dead branches also favors tapia dominance and perhaps growth. Finally, local and state-imposed regulations protect the woodlands from over-exploitation. These processes -- burning, cutting, and protection -- are embedded in complex and dynamic social, political, economic, and ecological contexts which are integral to the tapia woodlands as they exist today. As a result, I argue on a normative level that the creation and maintenance of the woodlands should not be seen as “degradation,” rather as a creative “transformation.” INTRODUCTION Few endemic forests exist in highland Madagascar, a region dominated by vast grasslands, rice paddies, dryland cropfields, and pine or eucalyptus woodlots.

    Final Performance Evaluation of the ASOTRY Development Food Security Activity in Madagascar March 2020 |Volume I IMPEL | Implementer-Led Evaluation & Learning Associate Award ABOUT IMPEL The Implementer-Led Evaluation & Learning Associate Award works to improve the design and implementation of Food for Peace (FFP) funded development food security activities (DFSAs) through implementer-Led evaluations and knowledge sharing. Funded by the USAID Office of Food for Peace (FFP), the Implementer-Led Evaluation & Learning Associate Award will gather information and knowledge in order to measure performance of DFSAs, strengthen accountability, and improve guidance and policy. This information will help the food security community of practice and USAID to design projects and modify existing projects in ways that bolster performance, efficiency and effectiveness. The Implementer-Led Evaluation & Learning Associate Award is a two-year activity (2019-2021) implemented by Save the Children (lead), TANGO International, and Tulane University, in Haiti, the Democratic Republic of Congo, Madagascar, Malawi, Nepal, and Zimbabwe. Résumé La forêt de tapia, dominée par Uapaca bojeri est une formation végétale sclérophylle, endémique et de surface réduite. Elle est localisée seulement dans les massifs fragmentés des Hautes Terres malgaches. La quantité et la qualité des produits forestiers de la forêt de tapia, y compris les soies sauvages, les fruits comestibles, les champignons et les bois de chauffage, jouent un rôle important dans l'économie locale ainsi que la conservation de cette forêt. L'utilisation et la gestion traditionnelle de la forêt (mise à feu, la coupe et la protection) ne semblent être le facteur déterminant de la dégradation de cette forêt mais les ont transformé vers un état beaucoup plus stable. La menace la plus importante de cette forêt de tapia est liée surtout à l'envahissement des espèces introduites. L'avenir des forêts de tapia des Hautes Terres dépend des interactions complexes des questions politiques, économiques et écologiques de la région. KULL et al Introduction Les forêts naturelles sont rares sur les Hautes Terres malgaches, une région dominée par des vastes prairies, des rizières, des tanety et des reboisements en espèces exotiques. Les forêts de tapia sont parmi les rares exceptions. Cette formation végétale, en forme de forêt claire ou savane boisée, est dominée par le tapia (JJapaca bojerï).
