    Reforms and Governance within the Higher Education System of Kosovo By Granit Jakupi Submitted to Central European University Department of Economics In partial fulfillment of the requirements for the degree of Master of Arts in Economic Policy in Global Markets Supervisor: Professor Lajos Bokros CEU eTD Collection Budapest, Hungary 2013 i ABSTRACT A number of studies worldwide, for several decades, have placed considerable importance on higher education when analyzing the potential that this system has in improving the economic development and mitigating the poverty among developing countries. This thesis investigates how the higher education system is affecting the unemployment level among educated workforce. It has been structured using a descriptive study design by mapping out the issues and providing solutions from the perspective of policy makers responsible for the higher education system. The theoretical framework has been derived based on institutional theories of higher education and literature on human capital. The core findings from this study resulted from extensive field research and analysis of statistics. The results suggest that the higher education system in Kosovo is poorly structured and it is identified as the main contributor to the unemployment level among educated workforce. Additionally, those findings suggest that the root, risks, and response is located to central institutions and it is in their hands to tackle the issue of jobless graduates within the country of Kosovo. Finally, the policy recommendations are formed following the data suggestions and they represent joint efforts of higher education institutions to undertake policy reforms in restructuring and improving the system.     NIJAZI RAMADANI SHTEGTIM NË HISTORI (RRËFIMI PËR KOKAJT 1842- 2012) (MONOGRAFIA) RRJEDHA 5 KOKAJ1 - NJË VENDBANIM NË MALËSINË E KARADAKUT TË SHKUPIT - MALET E KARADAKU (MALËT E ZEZA) - KOKAJT ME RRETHINË2 Malet e Karadaku, (Malet e Zeza) , e që në shumicën e rast- eve njihet si Karadaku i Shkupit, shtrihet nga Gryka e Kara- dakut, gjegjësisht nga Lumi Llapushnicë në lindje Letnicë në perëndim e deri te Gryka e Konçulit te lumi Morava e Binçës në juglindje, me një gjatësi rreth 50 km dhe ndërmjet Anës Moravës në veri, Lugina e Preshevës në juglindje dhe fushës së Shkupit në jug. Struktura e relievit është mjaft e copëtuar. Këtë e bëjnë luginat e lumenjve si pjesë më të ulëta dhe majet e maleve si pjesë më të larta të relievit. Sendimentet reja në pjesën perëndimore, mesozoike, në pjesën e mesme dhe ato të vjetra të paleozoikut në lindje 1 Kokaj është katund i komunës së Gjilanit, 18 km. larg tij, i shtrirë në Karadak. Ky vendbanim ka emërtime të ndryshme nga pushteti administrativ serb. Është një emër i ri i quajtur Inatoc për shqiptarët dhe emër tjetër Renatoc për muhaxhirët e Kokajve. Deri më 1999 ka pasur 15 shtëpi, kurse tani janë 4-5 sosh. Janë dy lagje: e Epërmja e dhe e Poshtmja. Është një shkollë katërklasëshe e quajtur “Liria”, një paralele e ndarë e Pogragjës.*( http://www.klaiqi.com/libri, shtegtime rrugëve të ngrira, R.Klaiqi). 1 Kokaj është katund i komunës së Gjilanit, 18 km. larg tij, i shtrirë në Karadak.     ABDUCTIONS AND DISAPPEARANCES OF NON-ALBANIANS IN KOSOVO 24 March 1999 – 31 December 2000 1 2 At least 932 non-Albanians disappeared or were abducted in the period from the deployment of the international peacekeeping force (KFOR) in Kosovo on 12 June 1999 up to 31 December 2000. Field research by the Humanitarian Law Center (HLC) brought out that Serbs, Roma, Montenegrins and Bosniacs went missing on a daily basis from 12 June to 1 September 1999, in which period 835 non-Albanians were abducted or disappeared. The whereabouts of 593 remain unknown. The Kosovo Liberation Army (KLA) released 141 persons, 24 were able to escape from KLA prisons, 13 were set free by KFOR, and 62 were killed after being abducted. The missing persons are mainly civilians. Of the 593 non-Albanian missing registered by the HLC, 257 were taken by KLA members or individuals acting in its name and all trace of them was subsequently lost, while 336 disappeared in unclear circumstances. The greatest number of disappearances was registered in cities and towns in which there was no violence on a larger scale by Serbian forces against ethnic Albanians during the NATO bombing. In the period from 12 June to 1 September 1999, 121 non-Albanians disappeared in Prizren: 51 were taken by KLA members and their whereabouts remain unknown; 42 disappeared in unclear circumstances; five were killed after being taken; and 23 were released by the KLA or through the intervention of KFOR. In Priština in the same period, 142 non-Albanians disappeared, of whom 27 were released by the KLA a few days later.

    OTMICE I NESTANCI NE-ALBANACA NA KOSOVU 24. mart 1999 – 31. decembar 2000. godine Od dolaska međunarodnih snaga (KFOR) na Kosovo, 12. juna 1999. godine, do 31. decembra 2000. godine nestalo je pod nerazjašnjenim okolnostima 1 ili je oteto 2 najmanje 932 ne-Albanaca. Istraživanje Fonda za humanitarno pravo (FHP) pokazuje da su se otmice i nestanci Srba, Roma, Crnogoraca i Bošnjaka svakodnevno događali u periodu od 12. juna do 1. septembra 1999. godine. U tom periodu oteto je ili nestalo 835 ne-Albanaca. Sudbina 593 osobe još uvek nije razjašnjena. Oslobodilačka vojska Kosova (OVK) pustila je na slobodu 141 osobu iz zatvora pod njenom kontrolom, 24 osobe uspele su da pobegnu iz zatvora OVK-a, 13 nezakonito uhapšenih oslobodili su pripadnici KFOR-a i 62 osobe su ubijene posle otmice. Nestale osobe uglavnom su civili. Od 593 nestalih, koliko je FHP registrovao, 257 ne- Albanaca su uhapsili pripadnici OVK ili pojedinci u njeno ime. Svima se gubi trag posle zatvaranja. 336 ne-Albanaca nestalo je pod nerazjašnjenim okolnostima. Najveći boj nestanaka dogodio se u gradovima u kojima nije bilo, u vreme NATO bombardovanja, masovnijeg nasilja srpskih snaga prema albanskim civilima. U vremenu od 12. juna do 1. septembra 1999. godine u Prizrenu nestao je 121 ne- Albanac: 51 su uhapsili pripadnici OVK i od tada im se gubi trag, 42 osobe su nestale pod nerazjašnjenim okolnostima, petoro je ubijeno posle zatvaranja i 23 osobe su oslobođene, odlukom OVK-a ili posredstvom KFOR-a.
