THE STATES, adopting a Proposition of the Education Committee, approved the appointment of members to the Panel for the Control of Public Entertainment, as follows –

Sewage treatment works extension: transfer of funds.

THE STATES, adopting a Proposition of the Resources Recovery Board, approved the transfer of the sum of £700,000 from the capital vote of credit “Extension of foul sewers” (Vote No. CO452) and the sum of £40,000 from the capital vote of credit “Surface water disposal” (Vote No. CO453) to the capital vote of credit “Liquid waste treatment” (Vote No. CO458) to meet the increase in projected costs that have arisen over the period November, 1987 to October, 1988, in the works required for the sewage treatment works extension.

Future land reclamation sites hydraulic studies: transfer of funds.

THE STATES, adopting a Proposition of the Island Development Committee –

(a) approved the appointment of Coode Blizard Limited and Hydraulic Research Limited to test the hydraulic effects of future land reclamation options off the south coast and produce outline designs and estimates of their cost;

(b) approved the transfer of the sum of £154,000 from the capital vote of credit C.0903 – Acquisition and servicing of land, to the credit of a new capital vote C.0928 – Land reclamation – feasibility studies.

Health Insurance (Medical Benefit) (Amendment No. 33) (Jersey) Regulations, 1988. P.138/88.

THE STATES, in pursuance of Articles 18 and 46 of the Health Insurance (Jersey) Law, 1967, as amended, made Regulations entitled the Health Insurance (Medical Benefit) (Amendment No. 33) (Jersey) Regulations, 1988.

Attendance Allowances (Amendment) (Jersey) Regulations, 1988. P.139/88.

THE STATES, in pursuance of Article 12 of the Attendance Allowances (Jersey) Law, 1973, as amended, made Regulations entitled the Attendance Allowances (Amendment) (Jersey) Regulations, 1988.

Jersey Wildlife Preservation Trust: extension of loan. P.142/88.

THE STATES, adopting a Proposition of the Finance and Economics Committee, agreed that the Act of States of 9th March, 1971, subsequently amended on 8th June, 1976, 18th April, 1978 and 26th July, 1983, be further amended so that the period of the loan to the Jersey Wildlife Preservation Trust in the sum of £100,000 be extended from 23rd April, 1990 to 23rd April, 2000, all other terms and conditions to remain unchanged.

Jersey Wildlife Preservation Trust: grant. P.143/88.

THE STATES, adopting a Proposition of the Education Committee, approved, in principle, a grant of £50,000 to the Jersey Wildlife Preservation Trust for the building of a project room for schoolchildren in the proposed new Conservation Education Centre at Jersey in recognition of the Trust’s work and to mark the 25th anniversary of the Trust.

Occupation and Liberation: proposals. P.147/88.

THE STATES, commenced consideration of the Proposition of the Occupation and Liberation Committee regarding its proposals and, having agreed to the deletion of the words “by 1990” in paragraph (c) –

(a) accepted the programme of events for Liberation Day 1989, as set out in the Committee’s report of November 1988;

(b) authorised the Occupation and Liberation Committee to proceed with its investigations and to co-ordinate the events for the celebration of the 45th anniversary of the liberation of the Island in 1990;

(c) instructed the Public Works and Island Development Committees to submit proposals for the development of Liberation Square on the Weighbridge site;

(d) agreed that a memorial to those islanders who were interned and died in concentration camps be erected in Liberation Square and that the area of the War Memorial at Noirmont be upgraded;

(e) authorised the commissioning of a tapestry to portray events from 1939 to 1945.

THE STATES, adopting a Proposition of the Housing Committee, agreed, in principle, to the development of a further 40 flats at Le Marais Estate, St. Clement, in accordance with Drawings Nos. 3557/02 and 3557/03.
