Andreja Vezovnik .....................................................................................................127 ABSTRACTS AND TABLE OF CONTENTS .........................................................133 ^LANKI Izvirni znanstveni članek UDK 316.334.54:365.26(4) Srna Mandič Odhod v prvo samostojno stanovanje: primerjalna analiza med državami EU POVZETEK: Članek skuša z analizo podatkov Evropske raziskave o kakovosti življenja 2003 in na osnovi literature odgovoriti na dve vprašanji: prvo zadeva čas prehoda v samostojno stanovanje v novih članicah in njihov položaj v primerjavi z južnoevropskimi starimi članicami, kjer mladi najdlje ostajajo pri starših. Analiza je pokazala, da je med njimi sicer podobnost, vendar pa so med podskupinami novih članic tudi znatne razlike. Drugo vprašanje zadeva razpoložljivost stanovanj; analiza potrjuje domnevo, da je velikost najemnega sklada stanovanj v državi eden strukturnih dejavnikov, ki statistično pomembno vpliva na čas odhoda od staršev. KLJUČNE BESEDE: prvo samostojno stanovanje, čas odhoda od staršev, mednarodna primerjalna analiza, kakovost življenja 1 Uvod Prehod iz stanovanja staršev v prvo samostojno stanovanje je dogodek, ki je v sodo- bnem družboslovnem raziskovanju deležen precejšnje pozornosti. Obravnavan je v raz- ličnih kontekstih; v sociologiji mladine kot vprašanje odraščanja (Jones 1995; Clapham 1999; Ule in Kuhar 2003; Rener 1996), v demografiji kot vprašanje nastajanja novih gospodinjstev (Avramov 1995, Saraceno in Olagnero 2004), v stanovanjskih študijah kot vprašanje stanovanjske kariere (Clark in dr. 1994; Feijten in Mulder 2002; Mulder 2006), v analizah življenjskih potekov (Myers 1990) kot součinkovanje dejavnikov z več področij. Odhod v prvo samostojno stanovanje je danes v evropskem prostoru posebej aktualiziran v povezavi z demografskimi dejavniki, kot sta nizka rodnost in poviševanje starosti ob rojstvu prvega otroka. Ta dva dejavnika v nekaterih državah vzbujata skrb in pronatalitetne odzive nacionalnih politik, ocenjena pa sta tudi kot dejavnika upočasnjene rasti oziroma stagnacije prebivalstva Evrope in staranja prebivalstva; s širitvijo EU se je povečalo število držav z zelo nizkimi stopnjami rodnosti (EC 2004: 9–10). Pri empiričnem raziskovanju odhoda iz doma staršev ima zelo pomembno vlogo čas oziroma starost, pri kateri pride do tega dogodka. Gre za razmeroma lahko izmerljivo količinsko opisno značilnost, po kateri pa se evropske družbe zelo razlikujejo. Pri po- jasnjevanju in sploh interpretaciji teh razlik so v igri številni dejavniki, od individualnih, kot sta spol in položaj posameznika na trgu delovne sile, do strukturnih, kot so režim Družboslovne razprave, XXIII (2007), 54: 7–24 7 Srna Mandič blaginje, delovanje trga delovne sile, razpoložljivost stanovanj in kulturni vzorci neke družbe. Ta članek obravnava najnovejše primerljive podatke o prehodu v samostojno stanova- nje v članicah EU. Izhajajoč iz obsežne literature skuša odgovoriti na dve vprašanji. Prvo zadeva čas prehoda v samostojno stanovanje v novih članicah. Pri tem je posebej zanimiva primerjava z južnoevropskimi starimi članicami, v katerih je podaljšano bivanje v stanovanju staršev najizrazitejše v evropskem merilu. Pomembna je tudi medsebojna primerjava novih članic; odpira se namreč vprašanje, ali tvorijo hogomeno skupino ali pa se tudi med njimi kažejo razlike in možna delitev na podskupine. Ob tem bo seveda izpostavljen tudi položaj Slovenije v primerjavi z drugimi. Drugo vprašanje, ki ga za- stavljamo v članku, zadeva razpoložljivost stanovanj in njeno vlogo pri odhodu v samo- stojno stanovanje. Medtem ko literatura to obravnava kot enega pomembnih strukturnih dejavnikov prehoda v samostojno stanovanje, skušamo v članku to empirično preveriti in ugotoviti, ali razpoložljivost stanovanj v neki državi statistično pomembno vpliva na čas prehoda v prvo samostojno stanovanje. 2 Opisovanje in pojasnjevanje odhoda v prvo samostojno stanovanje v novej{i literaturi Prehod iz stanovanja staršev v prvo samostojno stanovanje mladih je eden ključnih dogodkov v življenjskem poteku posameznika ali posameznice in beleži vrsto anali- tičnih in metodoloških

Prispevek kulturnega in civilnodružbenega segmenta k uvedbi demokracije in neodvisnosti Slovenije V svoji diplomski nalogi sem obravnaval kulturna in civilna družbena gibanja v socialistični Jugoslaviji, ki so se borila za samostojno in demokratično Slovenijo. Največ pozornosti bom posvetil posameznikom in organizacijam, ki so se borili za samostojno Slovenijo. V začetku svoje naloge bom izpostavil delovanje Jožeta Pučnika. V 70-ih letih se mu je pridružil Edvard Kocbek s svojim prelomnim intervjujem z Borisom Pahorjem leta 1975. Moja raziskovalna naloga pa bo najbolj osredotočena v 80. leta prejšnjega stoletja. Osemdeseta je odprla alternativna glasba, ki je prebudila bodočo uporno generacijo. Svoje so dodali Pankrti in ostali pankovske skupine ter Laibach. Takrat je nastal vrhunec civilno družbene sfere, ko sta vzleteli osvobojena Zveza socialistične mladine Slovenije in Odbor za varstvo človekovih pravic, ki velja za največjo civilno družbeno organizacijo v Sloveniji, ki je zadala odločilni in končni udarec takratni vladajoči oblasti, ko se je zavzemala za osvoboditev zapornikov Janeza Janše, Ivana Borštnerja, David Tasić in Francija Zavrla.

Volunteer Firefighters and Slovenian Nation‑ and State‑Building from Below Abstract. Challenging the received view that the Western world is the authentic cradle of associations, with the United States often epitomised as the ‘nation of joiners’, this article interprets voluntary associations in East Central Europe (ECE) as variations from the West‑ ern model. New studies on associational life in ECE suggest that well-established theoretical dichotomies like state-non-state or governmental-civil need to be overcome and argue that voluntary associations always actively interacted with the political context and contributed to shaping it. The article revisits these theses by focusing on the role of volunteer fire de‑ partments, which in ECE have existed almost uninterruptedly since the mid-19th century. It focuses on the period of double transition in Slovenia around 1990—to a democratic system and to an independent Slovenian state—and argues that the volunteer firefighters were able to negotiate the inevitable changes also because they were recognised as associations of Slo‑ vene national substance. Ana Kladnik is a Research Associate at the Institute of Contemporary History in Ljubljana. Introduction In 2018, during a research stay in Slovenia, I met with a volunteer firefighter from a small municipality in the eastern part of the country. In the mid-1970s, as a young boy, he had joined the volunteer firefighting department (VFD) in his village. This VFD was founded in 1951, based on the idea and experience of a man from a neighbouring village which already had a four-decade-old VFD, and with the help of a group of men, among them my interlocutor’s father and uncle.

Na szerszym tle jugosłowiańskiej sceny punkowej i nowofalowej Słowenia, a w szczególności Lublana, była przypadkiem szczególnym — to właśnie Sło- weńcom przypadła bowiem rola pionierów w tym zakresie. W Lublanie wcze- snych lat osiemdziesiątych XX wieku punk zdobył sobie ogromną popularność jako fenomen subkulturowy, a wokół lublańskiej sceny punkowej narodziło się wiele artystycznych projektów. Co więcej, chociaż podobne zjawiska mu- zyczne zaistniały także w innych jugosłowiańskich miastach, nie odegrały one tak istotnej roli. W słoweńskiej stolicy, jak nigdzie indziej, punk był bardzo poważnym ruchem społecznym. Rockowa scena Federalnej Socjalistycznej Republiki Jugosławii, usytuowana między Wschodem a Zachodem, budzi spore zainteresowanie fanów muzyki. Polityka wewnętrzna władz jugosłowiańskich, stosunkowo liberalna, w porów- naniu do pozostałych krajów bloku wschodniego, pozwalała na większą swo- bodę artystyczną i stawiała mniej przeszkód na drodze rozwoju alternatywnej sceny muzycznej. Nie oznacza jednak to, że system nie pokazywał w różnych sytuacjach swojej represywnej natury. Specyficzne i jedyne w swoim rodzaju style muzyczne mogły się rozwijać, czerpiąc z trendów przychodzących z Za- chodu, lecz jednocześnie wplatające lokalne elementy, zarówno w warstwie tekstowej, jak i muzycznej. Stosunkowo krótki epizod jugosłowiańskiej nowej fali (słow. i chor. novi val,serb.novi talas) był pod tym względem szczególnie bo- gaty i zróżnicowany. Pozostawił po sobie niezatarte piętno, a ówczesne gwiazdy być może są jeszcze bardziej popularne dziś aniżeli w czasach swej aktywności.

ABSTRACT This paper is an initial attempt to examine critically dominant understandings of civil society in two post-Yugoslav countries: Slovenia and Croatia. Through an examination of the role of 'new social movements' in Slovenian society in the 1980's, and the role of non-governmental organisations in contemporary Croatia, certain problems are examined. In particular, the paper looks at the ways in which, in a globalized context, an over-emphasis on civil society can fail to challenge adequately nationalist frameworks and meanings. The paper ends with a tentative attempt to develop a relational understanding of civil society, the state, and globalization. INTRODUCTION Few phrases have been seen as more resonant with meaning in the post-socialist or post-communist societies of Central and Eastern Europe than that of 'civil society'. Any application for funding; any explanation of the nature of democratization; any plan for future development; all seem obliged to include it as a central concept. Yet, it is almost always under theorised, insufficiently concretised in terms of specific practices, and rarely subjected to critical scrutiny. This paper is an initial attempt to raise some questions about the concept of civil society in the context of ongoing research on social reconstruction and social development in two post-Yugoslav countries, Croatia and Slovenia (1).

It sheds light on regional specificities by systematically following and comparing the evolution of discussions and mobilizations inside two metal factories, based in Serbia (Industrija motora Rakovica) and Slovenia (Tovarna avtomobilov Maribor). The analysis begins with a short overview of the factory origins, the birth of workers’ self-management in the early 1950s, as well as the emerging industrial conflicts taking place in the liberalized political and economic system of the 1960s, highlighting how the two factories formed opposing interpretations of self- management and attempted to grapple with the crisis of ‘market socialism’.

Clara Mevželj Özay Abstract This article explores the phenomenon of so-called “Čefur” subculture in Slovenia. Čefur subculture is formed by mostly second-generation descendants of immigrants who moved to Slovenia from the other former Yugoslavian republics. In this, we can find associations with other subcultures whose members are later generations of immigrant parents such as German Turks. Some of these descendants are going through an identity crisis which is one of the driving forces that contributed to the formation of this subculture. To better understand the emergence of Čefur subculture and its specifications, we must know the historical, cultural and socio-economical background of the area, as well as psychology of immigration and second generation youth. This is what this article aims to display. It will answer the question of what is the “Čefur” phenomenon, and how it came to exist. CLEGG Under the direction of Michelle Brattain ABSTRACT Punk moved from a marginal subculture to an underground counter-culture -- hardcore punk -- which shared musical culture and sense of a communal identity. Local punk scenes grew, in part due to attention from mass media. New kids in the scene brought new tensions and attracted the attention of authorities. Two police incidents signaled a shift in the punks© view of themselves. I examine two punk scenes from 1975 to 1985 in Los Angeles, USA and Ljubljana, Yugoslavia by looking at newspapers, television programs, fanzines, music, and clothing. I show that a loosely connected group of individuals, self-identified as punk, became increasingly similar as the parent cultures put increasing pressure on punks.
