Afghanistan: Post-Taliban Governance, Security, and U.S. Policy (name redacted) Specialist in Middle Eastern Affairs (name redacted) Analyst in Middle Eastern Affairs November 7, 2017 Congressional Research Service 7-.... www.crs.gov RL30588 Afghanistan: Post-Taliban Governance, Security, and U.S. Policy Summary The United States, partner countries, and the Afghan government are attempting to reverse recent gains made by the resilient Taliban-led insurgency since the December 2014 transition to a smaller international mission consisting primarily of training and advising the Afghanistan National Defense and Security Forces (ANDSF). The Afghan government has come under increasing domestic criticism not only for failing to prevent insurgent gains but also for its internal divisions that have spurred the establishment of new political opposition coalitions. In September 2014, the United States brokered a compromise to address a dispute over the 2014 presidential election, but a September 2016 deadline was not met for enacting election reforms and deciding whether to elevate the Chief Executive Officer (CEO) position to a prime ministership. The Afghan government has made some measurable progress in reducing corruption and implementing its budgetary and other commitments. It has adopted measures that would enable it to proceed with new parliamentary elections, but no election date has been set. The number of U.S. forces in Afghanistan, which peaked at about 100,000 in 2011, is about 9,800, of which most are assigned to the 13,000-person NATO-led “Resolute Support Mission” (RSM) that trains, assists, and advises the ANDSF. About 2,000 of the U.S. contingent are involved in combat against Al Qaeda and other terrorist groups, including the Afghanistan branch of the Islamic State organization (ISIL-Khorasan), under “Operation Freedom’s Sentinel” (OFS). -

Afghanistan: Government Formation and Performance Kenneth Katzman Specialist in Middle Eastern Affairs June 5, 2009 Congressional Research Service 7-5700 www.crs.gov RS21922 CRS Report for Congress Prepared for Members and Committees of Congress Afghanistan: Government Formation and Performance Summary The central government’s limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. However, ethnic disputes remain confined largely to political debate and competition, enabling President Hamid Karzai to focus on trying to build Afghan institutions, and on his bid for re-election in presidential elections slated for August 20, 2009. Karzai has faced substantial loss of public confidence, in large part due to widespread official corruption, but his opponents—divided by ethnicity and personal ambition—were unable to form a strong electoral coalition as the presidential election registration process closed on May 8, 2009. At the same time, U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives. That trend is to accelerate, according to the Obama Administration’s review of U.S. strategy, the results of which were announced on March 27, 2009. The core of the new strategy is a so-called “civilian surge” that will virtually double, to about 900, the number of U.S. civilian personnel to deploy to Afghanistan to help build its governing and security institution, and to increase economic development efforts. The Administration also says it will develop “metrics” by which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption, although the Administration and many in Congress appear reluctant to tie any U.S. -

Im Rahmen der mündlichen Beschwerdeverhandlung wurde der BF im Beisein einer Dolmetscherin für die Sprache Dari u.a. zu seiner Identität und Herkunft, zu den persönlichen Lebensumständen, zu seinem Gesundheitszustand, seinen Familienangehörigen, seinen Fluchtgründen und Rückkehrbefürchtungen sowie zu seinem - 2 - Privat- und Familienleben in Österreich befragt. Zu Gesundheitszustand gab der BF an, dass er im Dezember 2016 krank gewesen sei, jetzt aber wieder gesund. Seine Krankheit kehre alle 3 – 4 Monate zurück, er nehme dann Medikamente und dann werde es besser. Zum Gesundheitszustand wurde im abweisenden Erkenntnis vom 18.11.2019 ausgeführt, dass der BF gesund und arbeitsfähig sei. -

Signature: ………………………………………………………….. 1 ABSTRACT This thesis focuses on international intervention and statebuilding in post- 2001 Afghanistan. It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state. -

A Joint Evaluation Evaluation A Joint A Joint Evaluation Afghanistan was a troubled country in 2001. Not only is Afghanistan one of the poorest HUMANITARIAN 2001-05 AFGHANISTAN, ANDTO RECONSTRUCTION ASSISTANCE countries in the world, but protracted armed confl ict since 1978 had forced 6 million HUMANITARIAN AND out of a population of some 25 million people to fl ee to neighbouring countries, caused massive destruction of infrastructure and paved the way for warlords to rule over large RECONSTRUCTION ASSISTANCE parts of the country. The 2001 11 September attack by Al Qaeda placed Afghanistan at the centre of international politics and provoked the US-led ‘Coalition of the Willing’s attack on 7 October on Al Qaeda bases in Afghanistan in collaboration with a loose alliance of TO AFGHANISTAN, 2001-05 Northern Afghan groups and the subsequent overthrow of the Taliban regime. After the international military operation and up to mid-2004 Afghanistan received close FROM DENMARK, IRELAND, THE NETHERLANDS, SWEDEN to Euro 3.2 billion in total of humanitarian and development aid to rebuild the country. Of this, 25 % - Euro 791 billion came from fi ve bilateral donors: the United Kingdom, AND THE UNITED KINGDOM the Netherlands, Sweden, Denmark and Ireland. In 2004 the fi ve donors decided to commission a joint evaluation of their aid programmes 2001-2005. The evaluation was carried out by a consortium led by Chr. Michelsen Institute, Bergen, Norway, contracted by Danida’s Evaluation Department on behalf of the fi ve donors. The donors’ support to Afghanistan was not just another humanitarian operation. It was a multi-dimensional intervention combining the objectives of development co-operation with broad foreign and domestic policy objectives, where the donors – of whom some had taken an active part in ousting the old regime – also aimed at supporting Afghanistan’s new start through putting into place a new and democratically elected government and market economy.
