Afghanistan: Government Formation and Performance Kenneth Katzman Specialist in Middle Eastern Affairs June 5, 2009 Congressional Research Service 7-5700 www.crs.gov RS21922 CRS Report for Congress Prepared for Members and Committees of Congress Afghanistan: Government Formation and Performance Summary The central government’s limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. However, ethnic disputes remain confined largely to political debate and competition, enabling President Hamid Karzai to focus on trying to build Afghan institutions, and on his bid for re-election in presidential elections slated for August 20, 2009. Karzai has faced substantial loss of public confidence, in large part due to widespread official corruption, but his opponents—divided by ethnicity and personal ambition—were unable to form a strong electoral coalition as the presidential election registration process closed on May 8, 2009. At the same time, U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives. That trend is to accelerate, according to the Obama Administration’s review of U.S. strategy, the results of which were announced on March 27, 2009. The core of the new strategy is a so-called “civilian surge” that will virtually double, to about 900, the number of U.S. civilian personnel to deploy to Afghanistan to help build its governing and security institution, and to increase economic development efforts. The Administration also says it will develop “metrics” by which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption, although the Administration and many in Congress appear reluctant to tie any U.S. -

Order Code RL30588 Afghanistan: Post-War Governance, Security, and U.S. Policy Updated October 15, 2008 Kenneth Katzman Specialist in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Afghanistan: Post-War Governance, Security, and U.S. Policy Summary U.S. and outside assessments of the effort to stabilize Afghanistan are increasingly negative, to the point where top U.S. commanders say they are not sure the effort is “winning” and some partner commanders say the effort is being lost. U.S. and outside assessments emphasize a growing sense of insecurity in areas around Kabul previously considered secure, increased numbers of suicide attacks and civilian deaths, and divisions within the NATO alliance about total troop contributions and missions. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan, and particularly the new Pakistani government, as failing to prevent Taliban and other militant infiltration from Pakistan. Although available U.S. forces are short, the Administration is conducting a review of U.S. strategy, adding U.S. troops to the Afghanistan theater, consolidating the command structure for U.S. and partner forces, expanding the Afghan National Army, and attempting to accelerate development activities to increase support for the Afghan government. The Administration also has increased direct U.S. action against Taliban concentrations inside Pakistan. The central government is relatively stable, but it is perceived as weak, corrupt, and unresponsive to core needs, causing popular disillusionment. A key component of U.S. strategy is to try to compel the Afghan government to redress these deficiencies. Yet, Afghan officials point to progress in that the post-Taliban transition was completed with the convening of a parliament in December 2005, following parliamentary elections in September 2005. -

Signature: ………………………………………………………….. 1 ABSTRACT This thesis focuses on international intervention and statebuilding in post- 2001 Afghanistan. It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state. -

MEMORANDUM ORDER Petitioner Abdul Zahir, a detainee at Guantanamo Bay, has moved under Section I.E.2 of the Case Management Order ("CMO") for an order allowing him to propound to the respondents 84 numbered interrogatories, many containing multiple sub-parts, and eight requests for production of documents. The respondents oppose Zahir's requests, arguing that they are overbroad, that they exceed the scope of discovery that was contemplated by Section I.E.2 of the CMO, and that Zahir fails to make the necessary showing that granting his requests would produce evidence material to the lawfulness of Zahir's continued detention. Because Zahir does not support several of his requests by showing how the requested discovery will enable him to rebut the factual basis for his detention, his motion for leave to file those requests will be denied.
