Historically, Egypt has been an important country for U.S. national security interests based on its geography, demography, and diplomatic posture. The United States has provided significant military and economic assistance to Egypt since the late 1970s. Successive U.S. administrations have justified aid to Egypt as an investment in regional stability, built primarily on long-running cooperation with the Egyptian military and on sustaining the 1979 Egyptian-Israeli peace treaty. U.S. leaders also have consistently expressed concerns about governance and human rights in Egypt, and differences over these issues have tested bilateral relations repeatedly in recent years. The United States encouraged Egypt’s long-serving president Hosni Mubarak to step down in 2011 in the face of a popular uprising, and revised U.S. assistance programs two years later, when the Egyptian military intervened to oust Mubarak’s elected successor amid popular demands. Egyptian President Abdel Fattah el Sisi, who led the 2013 military intervention and was elected in mid-2014, reportedly has high hopes for improving bilateral relations through engagement with the Trump Administration. The Obama Administration first suspended and then recast U.S. assistance for Egypt after 2013, with Congress enacting legislation placing evolving conditions on continued U.S. aid. 22/03/2004 BN dapat mandat besar (HL) KUALA LUMPUR: Barisan Nasional (BN), yang mendapat mandat besar dengan majoriti dua pertiga dalam Pilihan Raya Umum ke-11 awal pagi ini, berjaya merampas semula Terengganu dan memerlukan tiga lagi kerusi Dewan Undangan Negeri (DUN) bagi menguasai Kelantan. Gabungan 14 parti komponen pimpinan Datuk Seri Abdullah Ahmad Badawi itu membentuk kerajaan dengan majoriti mudah pada jam 12.50 pagi apabila ia menguasai 110 daripada 219 kerusi Parlimen, sebelum memperoleh majoriti dua pertiga dengan 146 kerusi pada jam 1.46 pagi. Sehingga jam 3.30 pagi, BN menang 187 kerusi Parlimen, 10 DAP, empat Pas dan satu Bebas. BN juga menubuhkan kerajaan di semua negeri, kecuali di Kelantan di mana ia mendapat 20 kerusi dan 18 dimenangi Pas, manakala keputusan di tujuh kerusi dikira semula hari ini. Terengganu yang menguasai 28 daripada 32 kerusi DUN, manakala kerusi DUN Batu Buruk akan dikira semula hari ini. BN menyapu bersih semua lapan kerusi Parlimen di negeri itu. Pilihan raya kali ini bagaimanapun menyaksikan kemenangan semula DAP di beberapa kawasan tradisinya. Setakat ini, Parti Keadilan Nasional (Keadilan) yang mengadakan pakatan dengan Pas dan Parti Rakyat Malaysia gagal memenangi sebarang kerusi setakat ini. Abdullah, yang pertama kali mengetuai BN menghadapi pilihan raya umum, mengekalkan kerusi Parlimen Kepala Batas untuk kali ketujuh dengan mencatat majoriti 18,122 undi, menewaskan Abdul Khalid Rashid (Pas). Perdana Menteri memperoleh 25,403 undi manakala pencabarnya mendapat 7,281 undi. Timbalan Perdana Menteri, Datuk Seri Najib Razak pula berjaya mempertahankan kerusi Parlimen Pekan dengan majoriti 10,339 undi, menewaskan calon Pas, Brig Jen (B) Datuk Zakaria Dahlan. -

Signature: ………… ………… 2 ABSTRACT This dissertation provides a comparative analysis of the foreign policies of the Arab Gulf monarchies during the period of 1971 to 1990, as examined through two case studies: (1) the Arab Gulf monarchies’ relations with Iran and Iraq and (2) the six states’ positions in the Arab-Israeli conflict. The dissertation argues that, in formulating their policies towards Iran and Iraq, the Arab Gulf monarchies aspired to realize four main objectives: external security and territorial integrity; domestic and regime stability; economic prosperity; and the attainment of a stable subregional balance of power without the emergence of Iran or Iraq as Gulf hegemon. Over the largest part of the period under review, the Arab Gulf monarchies managed to offset threats to these basic interests emanating from Iran and Iraq by alternately appeasing and balancing the source of the threat. The analysis reveals that the Arab Gulf monarchies’ individual bilateral relations with Iran and Iraq underwent considerable change over time and, particularly following the Iranian Revolution, displayed significant differences in comparison to one another. -
