World Conference on Cities and Ports Delegation Report

THAT this report be received for information.

• PURPOSE:

The purpose of this report is to provide information on Delta's delegation to the 16th World Conference on Cities and Ports in City.

• BACKGROUND:

At the invitation of the Vancouver Fraser Port Authority, the City of Delta sent a delegation to the 16th World Conference on Cities and Ports in June 11-14, 2018, organized by AIVP and Port Quebec. AIVP is a France-based international non­ profit association that was established in 1988 with the main objective of improving dialogue between cities, ports, and their partners. The conference brought together policy makers, business professionals, and academics from around the world to explore the challenges facing port cities and solutions to those challenges adopted by successful port cities with a focus on sustainability.

Delta's delegation included Mayor Lois E. Jackson; Steven Lan, Acting City Manager; and Paul Scholfield, Fire Chief and had been pre-approved by Council at the May 14 Regular Meeting. The delegation was led by Robin Silvester, President and CEO and Eugene Kwan, Vice Chair, Port of Vancouver Board of Directors.

• DISCUSSION:

Conference Summary

The focus of Delta's delegation to the conference was to engage in dialogue about the port-city interface in other jurisdictions, review best practices from other parts of the world, and develop ideas for potential improvements in Delta. Due to the relationship Page 2 of 3 World Conference on Cities and Ports Delegation Report 1160-01 August 01, 2018 between the Port of Vancouver and the City of Delta, organizers of the 16th World Conference on Cities and Ports invited Mayor Jackson and Mr. Silvester to take part in a roundtable discussion with representatives from Havre, France and Saguenay, Quebec on three key questions:

• What is a port for? • Why is the port important for the city? • How do you imagine the relationship of tomorrow between the port city and environment?

This session illustrated the unique working relationship between the City of Delta and Port of Vancouver as many of the initiatives showed a shared commitment to the community. Examples included the Port of Vancouver's community office in Ladner, funding for the 80 Street overpass, and the Port Community Liaison Committee on which a City of Delta representative sits.

Other relevant presentations on joint port and city initiatives include:

• A presentation on the redevelopment of Puerto Madero in Buenos Aires from a derelict port area into a master planned community with the highest percentage of green space in the city. • A Port of Vancouver presentation on its works at New Brighton Park highlighting the reconstruction of a salt marsh that provides more than two hectares of habitat for species such as juvenile salmon . This is a continuation of some of the Port of Vancouver's recent environmental enhancement efforts in Delta. • A joint Quebec City and Port of Quebec presentation about the long-term vision for a tourism-focused waterfront through redevelopment of port lands. Due to the seasonal nature of the cruise ship industry, the city and port faced challenges related to spikes in passenger and traffic volumes. The agencies worked together on physical infrastructure improvements, traffic cameras, and consultation with the community to address the issues, including a future elevated multi-purpose pathway to accommodate cruise passenger needs and the local cycling network.

These, and many other learning opportunities, offered Delta's delegation insight into new approaches to local challenges and the chance to exchange ideas with experts from around the world.

Port of Quebec

To enhance the delegation's understanding of other port-city interfaces, the Port of Vancouver arranged a meeting with senior staff from the Port of Quebec. The visit included a review of the Port of Quebec's approach to emergency response and its coordination with affected municipalities. Since the relationship between the Quebec City Fire Department and the Port of Quebec is similar to the strong relationship between Delta Fire and Emergency Services and the Port of Vancouver, all parties were able to learn from this meeting.

Of particular interest to Delta Fire and Emergency Services was the Quebec City Fire Department's use of mass spectrometry technology to allow for quicker identification of unknown products du.ring incidents where hazardous materials are involved. Shipboard fire"fighting was another issue of mutual interest since it is technically outside the mandate of both fire departments. However, unlike in Delta, in Quebec, the Port of Quebec pays for shipboard firefighting training for Quebec City Fire Department fi refig hters.

Delta Fire and Emergency Services will continue discussions with the Port of Vancouver and its tenants on the issues of using mass spectrometry technology during hazardous materials events and shipboard firefighting training.

Implications: Financial Implications - There are no financial implications to Delta.

• CONCLUSION:

As the host municipality to the largest container terminal in and the largest coal port on the west coast of North America, the City of Delta deals with port-related issues every day. By taking advantage of the opportunity to exchange ideas with leaders in ports from around the world at the 16th World Conference on Cities and Ports, Delta's delegation was able to learn about best practices for managing port growth in a sustainable way, including in the key area of emergency services .
