Kenya Rural Roads Authority (KeRRA) is a state corporation established under the Kenya Roads Act 2007 with a responsibility for Management, development, rehabilitation and maintenance of Rural Roads. Kenya Rural Roads Authority (Kitui Region) wishes to invite sealed tenders from Eligible Registered Contractors in respective Kitui Constituencies for the below road works. It’s an open tender to registered Contractors in Categories B or Cin the Financial Year 2019/2021 and Special Group(Women, Youths and PWD)

INSTRUCTION TO TENDERERS
Qualifications for those bidding
a) Must be registered in the Categories indicated at the tender notice respective Constituency in Kitui Region in the Financial Year 2019/2021 or provide valid copy of Registration certificate in the special group issued by National Treasury for works reserved for special group b) Certified Certificate of Incorporation c) Certified Copy of a recent 12months CR12 d) Valid / Up to date National Construction Authority Certificate (NCA 8 and above) under road works contractor e) Valid / Up to date National Construction Authority practicing licence as a road works contractor f) Valid VAT / PIN registration Certificate g) Valid Tax Compliance Certificate h) Pre – tender site visit is mandatory as scheduled above. Bidder representatives should come with company letters of introduction, one bidder’s representative shall represent only one bidder. i) Litigation history as a sworn affidavit within the last 3 months from date of tender opening/closing. j) Duly filled and stamped form of bid with 120 days tender validity from tender closing date

k) Duly filled Bid document including Tender questionnaire, Anti- Corruption pledge, Environmental & Social Commitment undertaking, confidential business questionnaire, written power of attorney and Bills of Quantities-must be stamped and signed. l) Serialized document in all pages m) Experience in Similar Works with at least one (1) contracts amounting to Kshs 2,000,000.00 being fully or substantially completed in the last three years, attach completion certificate as proof of completion not required in works reserved for special group. n) Equipment holding of at least two different core plant /Machinery necessary to undertake the project (if owned attach evidence) if not owned attach valid lease agreement from mechanical & Transport department –MTF o) Current Two (2) previous years Audited accounts not required in works reserved for special group. p) History of non-performing contracts in the last 2 years in Kitui region (due diligence will be done) q) CVs and Certificates of technical staff, minimum of Diploma in Civil Engineering r) Copies of National Identity cards of all directors of the company s) Current six months bank statement in the company name. t) Any errors in the submitted tender arising from miscalculation of unit price, quantity, subtotal and total bid price shall be considered as a major deviation that affects the substance of the tender and shall lead to disqualification of the tender as non- responsive.
For pre bid site visits the bidders will have to visit site on his/her own and sign the pretender site visit certificate confirming their attendance and knowledge of the road tendered.
A bidder will ONLY be considered for ONE contract in the region and they are also encouraged to quote reasonable rates of owing to long distances of getting materials to site.
Interested registered and eligible bidders may download the tender documents from KeRRA Website www.kerra.go.ke from 13th August, 2020. Tenders sealed in separate envelopes clearly labelled for each Constituency should be addressed to;

Tenders MUST be deposited in the Respective Tender Boxes at Kitui Regional office on or before 26th August, 2020 Mwingi Central, Mwingi North and Mwingi West Constituencies at 10:00am and 27th August, 2020 for Kitui East, Kitui Rural, Kitui South, Kitui Central and Kitui West Constituencies at 10:00am

Submitted bids will be opened publicly immediately after closing time, bidders will not be allowed to attend tender opening owing to the government directive banning public gatherings because of COVID 19 Pandemic. Tender opening registers shall be pinned on the notice board.
Late Bids will be returned unopened.
The Authority reserves the right to accept or reject any tender without giving reasons thereof and is not bound to accept the lowest or any tender.
