KENYA ROADS BOARD ANNUAL PUBLIC ROADS PROGRAMME FY 2011/ 2012 Kenya Roads Board (KRB) is a State Corporation established under the Kenya Roads Board Act, 1999. Its mandate is to oversee the road network in Kenya and coordinate its development, rehabilitation and maintenance funded by the KRB Fund and to advise the Minister for Roads on all matters related thereto. Our Vision An Effective road network through the best managed fund Our Mission Our mission is to fund and oversee road maintenance, rehabilitation and development through prudent sourcing and utilisation of resources KRB FUND KRB Fund comprises of the Road Maintenance Levy, Transit Toll and Agricultural cess. Fuel levy was established in 1993 by the Road Maintenance Levy Act. Fuel levy is charged at the rate of Kshs 9 per litre of petrol and diesel. The allocation as per the Kenya Roads Board Act is as follows: % Allocation Roads Funded Agency 40% Class A, B and C KENHA 22% Constituency Roads KERRA 10% Critical links – rural roads KERRA 15% Urban Roads KURA 1% National parks/reserves Kenya Wildlife Service 2% Administration Kenya Roads Board 10% Roads under Road Sector Investment Programme KRB/Minister for Roads KENYA ROADS BOARD FOREWORD This Annual Public Roads Programme (APRP) for the Financial Year (FY) 2011/2012 continues to reflect the modest economic growth in the country and consequently minimal growth in KRBF. The Government developed and adopted Vision 2030 which identifies infrastructure as a key enabler for achievement of its objective of making Kenya a middle income country by 2030. The APRP seeks to meet the objectives of Vision 2030 through prudent fund management and provision of an optimal improvement of the road network conditions using timely and technically sound intervention programmes. The Kenya Roads Act No. 2 of 2007 and the formation of the 3 roads authorities which have been fully operational for the past two years is further proof of the government’s commitment to improving funds management in the roads sub sector. Kenya Roads Board (KRB) continues to seek ways and means by which the existing backlog of periodic maintenance and rehabilitation can be tackled to bring the entire road network into a maintainable condition. The Road Sector Investment Programme recently completed, indicates an estimated Ksh. 648 billion requirement for development, rehabilitation and reconstruction over the next 5 years ( 2010 - 2014), above the annual maintenance intervention measures estimated at Ksh. 23 billion. These figures will continue to change taking into consideration the inflationary trends. It is projected that during FY 2011/2012, the Kenya Roads Board Fund (KRBF) may realise Ksh. 24,100,000,000 which will result from possible collections of Ksh. 23,670,000,000 from the proceeds of the Road Maintenance Levy Fund (RMLF), Ksh. 350,000,000 from Transit Tolls and Ksh. 80,000,000 from Agricultural Cess. In addition to these projected collections into the KRBF, the Government has allocated about Ksh. 72 billion from the Exchequer to be applied towards road works. These funds still fall far short of the total requirement to bring the road network to a maintainable condition. The KRBF is still overcommitted, especially on on-going contracts. KRB has put in place measures to arrest this trend. The need for better roads, however, continues to be a priority for Kenyan road users. To achieve this, KRB is committed to ensuring that value for money is achieved through Technical Compliance, Performance and Financial Audits on all on-going road works activities. The Board acknowledges the immense support it continues to receive from the parent Ministry (Ministry of Roads), from development partners and from road sector stakeholders. This support ensures that as stated in Vision 2030, the objective of realising enhanced economic development in Kenya through an improved road infrastructure is achieved. Dr. Francis N.
