PART III_COUNTY VILLAGES SCHEDULE 2 No.1 Kitui County Villages 2015 AN ACT of the Kitui County Assembly to provide for the establishment of Villages, the effective coordination, management and supervision of the general administrative functions in the villages; and for connected purposes ENACTED by the Kitui County Assembly of Kitui as follows- PART- I PRELIMINARY 1. This Act may be cited as the Kitui County Short title and Commencement. Villages Act, 2015 and shall come in operation upon gazettement in County or Kenya gazette. 2. In this Act, unless the context otherwise Interpretation. requires- "County" means the County of Kitui as established under Article 176 of the Constitutions of Kenya 2010. "County Government" means the Government of

Kitui County. No. 17 of 2012. "County Public Service Board" means the Board established under section 57 of the County Governments Act,2Ol2. No. 17 of2012. "Ward' means an electoral area within a county delimited in accordance with Article 89 of the Constitution and section 26 of the County Government Act,2012; No. l7 of2012 "Village" means the decentralized unit of the County Government delimited in accordance with section 48 of the County Government Act, 2012. "Sub-County administrator" means the person responsible for coordination and administration of county affairs in any one of the eight sub-counties in Kitui County and appointed as such as per the County Governments Act; No. 17 of2012. "village administrator" means the person responsible for overall co-ordination and management of county affairs No. 17 of2012. in a particular village in the county and appointed as such as per the County Governments Act; "village council" means the council established under section 53(1) of the County Governments Act, 2Ol2; and No- l7 of2012. "ward administrator" means the person responsible for overall co-ordination and management of county affairs in 3 20ts Kitui County Villages No.1 a particular ward in Kitui County appointed as such in accordance with the County Governments Act; 3. PART_II ESTABLISHMENT AND ADMINISTRATION OF VILLAGES

pursuant to provisions of section 86 of the County Governments Act, 2012. No. 17 of 2012 (1) Village Administrator shall coordinate, Power of the 9. There shall be established in each village unit a Establishment of village council. village council in accordance with Section 53 of the County Governments Act, 2012. The village council shall consist of the village administrator and not less than three and not more than five village elders with the Village Administrator as the Chairperson. No. 17 of2012. 11. The Village councils shall be responsible for the Functions of the following:- village council. (1) Co-ordinating and ensuring citizen participation in the county governance; (2) Assisting respective village to develop administrative capacity for the effective exercise of function and powers; (3) Monitoring the implementation of policies and programs at the village level; (4) Advising the Ward Administrator and Sub-County Administrator on the matters pertaining to the Village;and (5) Any other function necessary for the better administration of the Village. 5 2015 Kitui County Villages No.1 12.
