1 INTRODUCTION

This report summarises the activities carried out by the Management Board and the Technical Secretariat, Rupprecht Consult Forschung & Beratung GmbH and Austrian Mobility Research, FGM-AMOR GmbH for the CIVINET Deutscher Sprachraum (German-speaking CIVINET) Network from 1 January 2015 to 31 March 2016. It has been prepared by the Technical Secretariat on behalf of the Management Board.

2 GENERAL INFORMATION ABOUT THE NETWORK

2.1 Terms of reference The Terms of Reference (ToR) for the CIVINET Deutscher Sprachraum were revised in 2013 based on a template provided via the CAPITAL project. They were formally approved by the European Commission in June 2014. The constitution of the non- profit association CIVITAS Netzwerk für den deutschsprachigen Raum e.V. was officially registered on 7 March 2014.

2.2 Support funding Initially launched in November 2013, the CIVINET Deutscher Sprachraum receives support funding from the European Commission, via the CIVITAS CAPITAL project from 1 September 2013 to 31 August 2016. The CIVINET Deutscher Sprachraum is currently one of ten national networks: Francophone, Italy, Netherlands & Flanders, & , and UK & , Czech Republic & Slovakia, Hungary, Poland, and Slovenia-Croatia-South East Europe. One further network has recently been established: Romania-Moldavia.

2.3 Fee structure Membership of CIVINET Deutscher Sprachraum is free of charge and there are no plans to apply membership fees.

2.4 Membership Full membership (with full voting rights) is available to all legal entities (e.g. local and national authorities, universities, public transport operators) and individual persons (well-known experts in the field of urban mobility and other testimonials). They must be based in the German speaking CIVINET area - , , and have an interest in CIVITAS and the aims of the CIVINET Deutscher Sprachraum. 2.5 Financial administration Both Rupprecht Consult and FGM-AMOR carried out the administrative activities and the Technical Secretariat from January 2015 to March 2016. Both organisations reported all costs during the Periodic Report. The Technical Secretariat is responsible for the daily financial management of the network. An elected auditor, who reports to the General Assembly, controls the financial obligations of the association. The auditor and deputy were selected by the General Assembly in 2014 for two years: The Auditor and his deputy have been selected by the General Assembly 2014 for two years:  Mr. Rainer Storch, City of Cologne  Mr. Johannes Theißen, team-red Frankfurt am Main (deputy). Since the association has no equity and holds no bank account the financial audit according to association law was not performed. Nevertheless the Technical Secretariat reported at the General Assembly in 2015 and at the Board Meetings about costs and budgets available from CAPITAL.

2.6 Management Board The Management Board consists of four people, currently from Austria and Germany. It is supported by the Technical Secretariat and receives advice from an Advisory Board of experts. Any member of the Network may be nominated for election to the Management Board. Nominations must carry a statement from the nominee confirming his or her willingness to serve. The following persons were elected at the first Annual General Assembly by all members to act as Management Board for the association for 2014 – 2015 i.e. until the next General Assembly (which was scheduled for May 2016 but was postponed to October 2016). Consequently, the composition of the Management Board is still valid:  Mr. Michael Glotz-Richter, Free Hanseatic City of Bremen (chairman)  Mr. Gerhard Ablasser, City of Graz  Mr. Gregor Moss, City of Bielefeld  Mr. Georg Werdermann, City of Aachen The Management Board meets twice a year physically and keeps updated by e-mail and phone-conference, organised by the Technical Secretariat and chaired by the chairman Michael Glotz-Richter. . The following physical meetings of the board took place in 2015/2016:  13 May 2015, Graz - The Annual Assembly was held at the town hall. It was combined with the final conference of the EU-funded urban logistics project “Smartset”, which took place the day before.

 27 October 2015, Berlin - The Board meeting took place at the premises of one of the members the Wuppertal Institute. It was held prior to a training event organised by the network together with the Deutsche Institut für Urbanistik (Difu) (German Institute for Urban Studies).  17 February 2016, Cologne - The Board meeting took place in the premises of Rupprecht Consult. All meetings were prepared with agenda and briefing notes, and minutes are available on request.

2.7 Political Committee No Political Committee has been established.

2.8 Links with other bodies Links were established with POLIS, Österreichischer Städtebund (Austrian Association of Cities and Towns) and Difu (German Institute for Urban Studies). They were identified as important organisations which could help increase membership. Representatives of these organisations (Dagmar Köhler, Stefanie Schwer and Tilman Bracher) were assigned as Advisory Board members.

2.8.1 National government No links to national governments were established.

2.8.2 Other national networks and regional bodies Some members of the CIVINET Deutscher Sprachraum are also members of other networks, such as the Österreichischer Städtebund (Austrian Association of Cities and Towns) or Difu (German Institute for Urban Studies).

2.8.3 Regional bodies No links with regional bodies were established.

2.8.4 CIVITAS and other European initiatives Polis, which is not a member, still supports the activities of the CIVINET Deutscher Sprachraum. Furthermore, FGM-AMOR, the coordinator of EPOMM – European Platform on Mobility Management, ensures coordination and support of both networks. Member cities of the CIVINET Deutscher Sprachraum which are also

CIVITAS Forum Network members are being involved in a pan-European discussion about sustainable urban mobility.CIVINET Deutscher Sprachraum was able to better involve them in a pan-European discussion on the topic of sustainable urban mobility.

3 DISSEMINATION AND OUTREACH

3.1 Sustainable mobility events programme The German Speaking Network organised four events in 2015 and two in 2016.

 A board meeting was organised in Aachen on 15th February 2015. One other is foreseen in 2016 in Cologne.  A General assembly took place in Graz in May 2015  A workshop on EU programmes was organised in Berlin in October 2015  A workshop was organised on Shared-Mobility in Graz * in November 2015  A study tour was organised in Graz* at the end of February 2016. * These two events were organised thanks to the CIVINET activity fund

3.3 Website and social media

3.3.1 CIVITAS website Since 9 January 2014 a webpage in for the CIVINET Deutscher Sprachraum is available via www.civitas.eu/civinet/civinet-german and www.civitas.eu/civinet/civinet-deutscher-sprachraum. This webpage is technically hosted by CIVITAS WIKI and maintained, regarding content, by the Technical Secretariat of the CIVINET German language area, mainly by FGM-AMOR. The website includes mainly information about the Network itself, its members and how to apply for membership. Furthermore, dissemination material (leaflet, newsletter, etc) and administrative documents (constitution, application form, etc) are provided for download. The webpage is completed by online news and event announcements. In 2014, the Network’s page on civitas.eu was viewed 5474 times. 3.3.2 Social media Due to the uncertain future of the CIVINET no social media activities were carried out in 2015/2016.

3.6 Media relations and advertising Due to a lack of members from Switzerland, key stakeholders were identified and tailored letters were sent to major Swiss cities, associations and further potential members for the German speaking CIVINET. The response was limited, but at least the city of Zurich joined the network. An article was published about the network in the Newsletter for Austrian communities (Österreichischen Gemeindezeitung) the magazine of the Austrian Association of Cities and Towns, in November 2015. The Technical Secretariat promoted the network at all external public events that it attended.

4 SUMMARY OF 2015 - 2016 ACTIVITIES

4.1 Impact The network was developed further in 2015/2016 and attracted new members. However, the target to gain much more members from Switzerland has not yet been reached. All events ran or supported by the network were successful and were very well received by target groups. Nevertheless, even where activities were exclusively developed for members and other interested cities, e.g. training about EU funding, the number of participants remained below expectation. Experience shows that it is most beneficial to link the General Assembly to another content related event, in order to raise interest in participation. Due to the uncertain future of the network, there is a slight decline in the level of activities in 2016. This is also the reason for not having started to use social media as a communication instrument.

4.2 Challenge It remains a challenge to involve city representatives successfully. They are facing manifold restrictions to join a network whose activities require additional time and money in addition to their core business. The content and programme of activities have to be customised to the needs of cities as much as possible. Due to the different conditions of cities this is not always easy. However, one key result is that capacity building needs are still high regarding certain urban mobility topics, such as planning strategies for different types of cities, implementation of transport policies and financing, integration of the sharing economy, EU funding and impact of EU policy on local level.

5 NEW ANNUAL ACTIVITY AND BUSINESS PLAN

An Annual Activity & Business Plan has been prepared for 2016, based on a template provided via the CAPITAL project. This was approved by the Management Committee in February 2016 and will be adopted at the next Annual General Meeting in October 2016.
