2.5 Financial administration Both, FGM-AMOR and Rupprecht Consult carried out administrative activities and the Technical Secretariat from January 2014 to December 2014. Both organisations reported all costs during the Periodic Report. The Technical Secretariat is responsible for the daily financial management of the network. An elected Rechnungsprüfer (Auditor) controls all financial obligations of the association. The Auditor, who cannot be a member of the Management Board, reports to the General Assembly. The Auditor and his deputy have been selected by the General Assembly 2014 for two years:  Mr. Rainer Storch, City of Cologne  Mr. Johannes Theißen, team-red Frankfurt am Main (deputy).

2.6 Management Board The Vorstand (Management Board) consists of four people, currently coming from Austria and Germany, and is supported by a Technical Secretariat and receives advice by an Advisory Board of experts. Any member of the Network may be nominated for election to the Management Board. Nominations must carry a statement from the nominee confirming his or her willingness to serve.

The following persons have been elected at the first Annual General Assembly by all members to act as Management Board for the association for 2014 – 2015:

 Mr. Michael Glotz-Richter, Free Hanseatic City of Bremen (chairman)  Mr. Gerhard Ablasser, City of Graz  Mr. Gregor Moss, City of Bielefeld  Mr. Georg Werdermann, City of Aachen The Management Board meets at least twice a year physically and keeps each other updated by e-mail and a monthly phone-conference, organised and chaired by the Technical Secretariat. Physical meetings in 2014 took place on 16 January (Cologne), 19 May (Bielefeld) and 23 October (Munich).

2.7 Political Committee In 2014 no Political Committee has been established.

2.8 Links with other bodies The CIVINET Deutscher Sprachraum is established as a platform for cities in Austria, Germany, and Switzerland, as well as for German-speaking towns, cities and 5

organisations of European neighbouring countries, to share experience and best practice in developing and implementing sustainable mobility strategies, policies and measures.

In liaison with other national and regional bodies, the network aims:

 To provide a focus for dialogue between local authorities, government departments and the European Commission on sustainable mobility issues with a focus on issues specific to the geographical region covered by the Network;  To enhance the knowledge-transfer and cooperation beyond country-borders in the same language;  To give funding programmes a better visibility;  To connect existing, national, regional and local networks and cooperation with those of other countries in this language area;  To build up a platform for designing the future mobility culture in Europe;  To provide the possibility to build on the knowledge of other cities and to develop an EU-profile; and  To open the discussion with all related actors.

2.8.1 National government No links to national governments were established in 2014.

2.8.2 Other national networks and regional bodies Some members of the CIVINET Deutscher Sprachraum are also members of other networks, such as the Österreichischer Städtebund (Austrian Association of Cities and Towns) or the Deutsches Institut für Urbanistik - DifU (German Institute for Urban Studies).

2.8.3 CIVITAS and other European initiatives Polis, which is not a member, also actively supports the activities of the CIVINET Deutscher Sprachraum. Furthermore, partners, such as FGM-AMOR assuming the role of coordinator of EPOMM – European Platform on Mobility Management, ensure different networks support each other. Furthermore, as most of the member-cities of the CIVINET Deutscher Sprachraum are a CIVITAS Forum Network member, the CIVINET Deutscher Sprachraum was able to better involve them in a pan-European discussion on the topic of sustainable urban mobility.

3 DISSEMINATION AND OUTREACH

3.1 Sustainable mobility events programme The German Speaking Network organised three events within the year 2014. First one was in Graz in March, it was a conference about how politicians view their role in promoting sustainable mobility, what key challenges they encounter, and how being a member of CIVITAS has helped them both influence and exchange information between cities, and realize their visions. The second event was also a conference, organised in Bielefeld in May, the topic was the tramway implementation in cities. Finally, a workshop on EU-funding programmes was organised in October in Munich. The two conferences gathered 50 participants, and the workshop 25.

4 SUMMARY OF 2014 ACTIVITIES

4.1 Impact By organising events on urban mobility issues in German language, by bringing together the members on issues of European transport policy and the CIVITAS initiative, and by promoting a European discourse, the CIVINET Deutscher Sprachraum was able to meet its targets for the Year 2014. By December 2014, the association CIVINET Deutscher Sprachraum had 38 members, coming from cities, public associations and federal institutions, universities and research organisations, as well as private companies. With this range of actors an excellent interdisciplinary discourse on the future of urban mobility can be performed.

4.2 Challenge The main challenge identified was to motivate cities from Switzerland to become a member of the CIVINET Deutscher Sprachraum. Therefore a new strategy will be applied in 2015 by way of sending them personalised letters with the invitation to become a member.

5 NEW ANNUAL ACTIVITY AND BUSINESS PLAN

An Annual Activity and Business Plan was prepared for 2015, based on a template provided via the CAPITAL project. This was approved by the Management Committee on 12 December 2014, updated according to evaluation feedback on 29 January 2015 and amended on 15 April 2015.
