  • Social Capital for Disaster Governance
    doi:10.1111/disa.12257 Living with disasters: social capital for disaster governance Maria de Lourdes Melo Zurita, Brian Cook, Dana C. Thomsen, Paul G. Munro, Timothy F. Smith, and John Gallina1 This paper explores how social networks and bonds within and across organisations shape dis- aster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio-cultural relations, as well as a people- centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters. Keywords: Australia, disaster governance, floods, local government, Queensland, social capital, subsidiarity Introduction The concept of ‘social capital’ has emerged as a key area of discussion in disaster research (Pelling, 2003; Nakagawa and Shaw, 2004; Pelling and High, 2005; Aldrich, 2012a), owing primarily to the widely accepted premise that ‘natural’ disasters can be best defined as the entanglement of natural hazards with vulnerable populations (Susman, O’Keefe, and Wisner, 1983; Varley, 1994; Hoffman and Oliver-Smith, 1999; Pelling, 2001; Wisner et al., 2014).

    Croydon’s Bush Telegraph Mayor’s message Croydon Shire Council Budget 2020/2021 Mayor Trevor Pickering presented the Croydon Shire Council 2020/2021 Budget at Council’s Ordinary Meeting on 18 June 2020. Bringing down the budget, Mayor Pickering described it as a responsible budget in the current economic climate with no reduction in the operations and services of Council. The Croydon Shire’s mission is to continually improve the quality of life for the shire residents through the provision of quality services. This budget makes provision to continue to maintain and improve the services provided by Council to the Croydon Shire community. The budget aims to support sustainable future growth in the shire while continuing to provide facilities and services which promote an inclusive, resilient and safe community. “The budget is consistent with the ten-year vision and strategic directions of the Community Plan, incorporating the views of Croydon Shire residents in shaping our shire’s future,” Mayor Pickering said. “With the Shire’s small rate base comprising only 6% of total revenue, as with every budget, preparing the 2020/2021 Budget has been a challenge with many different priorities competing for limited funding”. “Council recognises the responsibility it is charged with and has concentrated on creating a budget that can deliver essential services to our community, whilst keeping rate and charges increases to a minimum”. “With a clear focus on supporting and enhancing our rural lifestyle by investing in infrastructure while maintaining affordable rates Council was able to deliver an average increase in rates and utility charges of 2.35%,” Mayor Pickering said.

Croydon Shire Council Page 2 Annual Report 2006 – 2007 WELCOME Welcome to the Croydon Shire Council Annual Report 2006-2007. This document meets the Legislative requirements under the Local Government Act whilst at the same time giving readers a window view of the happenings, events and the people who are a part of this gulf savannah region of Far North Queensland. Please take this opportunity to read, consider and enjoy this report on the progress of the Shire of Croydon over the last twelve months. History of Local Government There have been four changes of Local Government in Croydon during its history. On 31 st December 1887, the Croydon Divisional Board was established. This became the Croydon Shire on 31 st March 1903. The Croydon Borough Council was established on 7 th April 1892. This became the Town of Croydon on 31 st March 1903. The Town Council was abolished on 19 th December 1908 after a life, with the Borough, of sixteen years.

    Croydon’s Bush Telegraph A word from our Mayor…… Trevor Pickering Hi all in incredible Croydon, It appears that the wet might finally be here with some beautiful weather around the shire but no where near enough yet, we can only hope for good follow up over the next few weeks. First of all I would like to take this opportunity to congratulate all the recipients of Australia Day awards and all those who were nominated, it’s great to be recognised by your peers. Council is back at work after the Christmas break and are busy moving the depot out near the rodeo grounds amongst other things. It’s usually a very quiet time of the year for most, except for the Mums and the children that are starting school for the first time and those bigger kids that are off to boarding school. What an amazing adventure you have ahead of you, I wish you all well. Wayne, Bill and I will be at the FNQROC meeting in Cairns on the 3rd of February. I also have a meeting with Cairns and District Regional Housing on the same day about the three houses in town that are vacant, so I’ll report back to Council about that when I get home. Well as you know all Councils in the great state of Queensland will be going to the polls in March and we will be moving into caretaker period in February so this will be the last Tele for me and the Councillors before the election. It doesn’t mean that Council will stop functioning we will always be there, so because this will be the last Tele I can report in until then I’d like to take this opportunity to say it has been an absolute honour to serve you all in the incredible Shire of Croydon, and I know I speak for all of our elected members.
