Context Description of shock: This caseload is the continuation of D-039, D-051 and D-066 including un-assessed families who were displaced from different districts of Takhar, Kunduz, Wardak, and Badakhshan provinces since July 2020 due to ongoing clashes between ANSF and AOGs and lack of security. The alert was raised by DoRR on 26 July 2020 stating that around 3,000, households submitted petitions. An OCT meeting was held on 24 September 2020 in order to update partners about the ongoing crisis and to include new beneficiaries in their assessment. As such, after closing D-066 on 24 September, the same five Joint Assessment Teams (JATs) formed by ACTED, SFL, IDS/WFP, DACAAR, NATURE/CONCERN WW and local DoRR continued to conduct the assessment under the caseload D072. The assessment was conducted between 27 September – 18 October 2020. During the assessment period totally 822 households were initially pre-screened whose 326 households were identified as potentially eligible to receive humanitarian assistance. 219 families were assessed through the HEAT tool while 107 families not meeting ERM criteria were assessed through another tool. Following data analyse process, 217 households were found eligible to receive ERM lifesaving assistance. 1 Household was not eligible due to low vulnerability scoring and 1 other removed due to being identified as duplicate,. Based on OCHA’s field coordination, it was agreed that WFP will cover the needs of food for two months, the NFI gaps were referred to the NSDO/SCI 325 households, while DACAAR will provide hygiene package for 218 households. Unfortunately, due to lack of budget under current phase of ERM10 ACTED is unable to distribute cash for MPCA. Needs and recommendations IDENTIFIED NEEDS The food consumption score is poor for 214 households (98%). The food consumption score is borderline for 4 households (2%). The coping strategies of 218 households (100%) are Food high due to poverty. 97% of IDPs declared that they did not have enough food or money to buy their essential needs in the last 30 days. NFIs All 218 households (100%) are in need of cooking pots of 5L or more, 217 households (100%) are in need of gas cylinder/solar lamp, 217 households (100%) are in need of plastic tarpaulin, 182 households (83%) need sleeping mats or mattress, 181 households (83%) reported the need for clothes. Other NFI needed identified were sanitary items for women and girls among 180 households (83%), stainless steel cups 217 households (100%), water storage containers 207 households (95%), and mobility or assistive devices 7 households (3%). Financial All 218 households experienced a drop in income as a result of a shock. status 4 households (2%) are in debt of 2,000AFN. 53 households (24%) are in debt within the range of 2000 to 8000AFN. 161 households (74%) are in debt with more than 8000AFN. Shelter 186 households (85%) reported that they are living in shelters, 21 households (10%) in makeshift shelter or tent, 8 households (5%) in open space, and 11 households. WASH 5% of the Households reported that they do not have access to safe and clean water for drinking, cooking and bathing. 72% of assessed beneficiaries (i.e. 157 households) reported that they are using hand pump as the main water source, 4% of assessed beneficiaries (i.e. 9 households) reported that they are using dug well as their water source, 22% of assessed beneficiaries (i.e. 48 households) reported that they are Pipe scheme as their water source and 1% of assessed household (i.e. 2 households) reported stream/river as their water source, 0% of assessed household (I.e. 1 household) are purchasing water. 48 households (22%) are still practicing open defecation due to unavailability of latrine facilities in their households and WASH partners have planned to do a WASH re-assessment. The remaining 148 households (68%) have been using family latrine, and 22 households (10%) have been using family VIP latrine. Protection Three protection cases were identified with disabilities and female head of household, the cases were referred to UNCHR/PSN program for further follow up. Covid-19 All households were aware about the spread of COVID-19. All 218 HHs received information about prevention measures for COVID-19 from different sources: 72 households (33%) through government, 143 households (66%) through local community leaders, 124 households (57%) through religious leaders, 1 household (0%) through UN organizations, 1 household (0%) from INGOs, 18 households (8%) from NGOs, 112 households (51%) from media, 15 households (7%) from social media, 104 households (48%) from healthcare workers and 134 households (61%) from family and friends. Washing hands frequently is the best perceived practice about how to prevent exposure to the virus (i.e. 98%) The primary symptoms of COVID-19 is perceived to be cough (i.e. 97%) PLANNED RESPONSE Food WFP will provide two months food ration in-kind for 325 households. NFIs NSDO/SCI will provide NFI for 325 households. WASH DACAAR proposes to conduct the following assistance: 1. Implementation of hygiene session to all 218 IDP families; 2. Distribution of 218 sets of hygiene kits to all 218 IDP families; 3. Distribution of plastic garbage bags (8 garbage bags/family) to all 218 IDP families. 4. DACAAR will conduct the WASH re-assessment for those families who do not have access to safe and clean water for drinking, cooking and bathing.as well as for latrine. Protection Three protection cases were identified with disabilities and female head of household, the cases were referred to UNCHR/PSN program for further follow up and ERM protection officer will follow up in daily task.. COVID-19 ACTED enumerators will ensure to properly consider, maintaining the social distance, using masks and washing the hands frequently during the assessment and distribution process to avoid spread of Covid-19 among the displacement population and JATs member. “Report Prepared by ACTED” .
