2. Context

Description of shock:

This caseload is the continuation of D-039 and D-051 including un-assessed families who were displaced from different districts of Takhar, Kunduz, and Badakhshan provinces since July 2020 due to ongoing clashes between ANSF and AOGs and lack of security. The alert was raised by DoRR on 26 July 2020 stating that around 2,000, households submitted petitions. An OCT meeting was held on 14 September 2020 in order to update partners about the ongoing crisis and to include new beneficiaries in their assessment. As such, after closing D-051 on 13 September, the same five Joint Assessment Teams (JATs) formed by ACTED, SFL, IDS/WFP, DACAAR,

NATURE/CONCERN WW and local DoRR continued to conduct the assessment under the caseload D- 066. The assessment was conducted between 15-24 September 2020. After conducting further screening during the field assessment, 403 households were initially pre-screened whose 158 households were identified as potentially eligible to receive humanitarian assistance. 154 families were assessed through the HEAT tool while 4 families no meeting ERM criteria were assessed through another tool. Following data analysis and verification process, 118 households were found eligible to receive ERM lifesaving assistance. 29 were not eligible due to low vulnerability scoring and 7 other declared as invalid due to time check. These 36 not eligible families according to ERM criteria and data quality standard were referred to other humanitarian partners. Based on OCHA’s field coordination, it was agreed that WFP will cover the needs of food for two months, while DACAAR will provide hygiene package for all 158 households. The NFI gaps were referred to the E/SNFI cluster. ACTED will distribute 9,000 AFN for MPCA for 118 HHs.

3. Needs and recommendations

IDENTIFIED NEEDS

The food consumption score is poor for 149 households (97%). The food consumption score is borderline for 2 households (1%). The food consumption score is acceptable for 3 households (2%). The coping strategies of 132 households (80%) are high due to poverty. Food The coping strategies of 19 households (12%) are medium due to poverty. The coping strategies of 10 households (6%) are low due to poverty. 96% of IDPs declared that they did not have enough food or money to buy their essential needs in the last 30 days. NFIs 152 households (99%) are in need of cooking pots of 5L or more, 153 households (99%) are in need of gas cylinder/solar lamp, 139 households (90%) are in need of plastic tarpaulin, 146 households (95%) need sleeping mats or mattress, 140 households (91%) reported the need for clothes. Other NFI needed identified were sanitary items for women and girls among 143 households (93%), stainless steel cups 152 households (99%), water storage containers 124 households (89%), and mobility or assistive devices 2 households (1%). Financial All 154 households experienced a drop in income as a result of a shock. status 5 households (3%) are in debt of 2,000AFN. 33 households (21%) are in debt within the range of 2000 to 8000AFN. 116 households (75%) are in debt with more than 8000AFN. Shelter 73 households (47%) reported that they are living in shelters, 70 households (45%) in makeshift shelter or tent, 8 households (5%) in open space, and 3 households (2%) reported in non-residential shelter(not including for living i.e. school).

WASH 5% of the Households reported that they do not have access to safe and clean water for drinking, cooking and bathing. 90% of assessed beneficiaries (i.e. 139 households) reported that they are using hand pump as the main water source, 3% of assessed beneficiaries (i.e. 4 households) reported that they are using dug well as their water source, 5% of assessed beneficiaries (i.e. 7 households) reported that they are Pipe scheme as their water source and 1% of assessed household (i.e. 2 households) reported stream/river as their water source, 1% of assessed household (I.e. 2 households) are purchasing water. 29 households (19%) are still practicing open defecation due to unavailability of latrine facilities in their households and WASH partners have planned to do a WASH re- assessment. The remaining 121 households (79%) have been using family latrine, and 4 households (3%) have been using family VIP latrine. Protection No protection cases reported COVID-19 All households were aware about the spread of COVID-19. All 154 HHs received information about prevention measures for COVID-19 from different sources: 52 households (34%) through government, 110 households (71%) through local community leaders, 97 households (63%) through religious leaders, 9 households (6%) through UN organizations, 9 households (6%) from INGOs, 14 households (9%) from NGOs, 54 households (35%) from media, 8 households (5%) from social media, 76 households (49%) from healthcare workers and 83 households (54%) from family and friends. Washing hands frequently is the best perceived practice about how to prevent exposure to the virus (i.e. 98%) The primary symptoms of COVID-19 is perceived to be cough (i.e. 99%)

PLANNED RESPONSE

MPCA ACTED will provide 9,000 AFN MPCA per household for 118 households. Food WFP will provide two months food ration in-kind for 158 households. NFIs NFI gaps for 158 households were referred to the E/SNFI cluster for their follow-up and response. WASH DACAAR proposes to conduct the following assistance:

1. Implementation of hygiene session to all 154 IDP families; 2. Distribution of 154 sets of hygiene kits to all 154 IDP families; 3. Distribution of plastic garbage bags (8 garbage bags/family) to all 154 IDP families. 4. DACAAR will conduct the WASH re-assessment for those families who do not have access to safe and clean water for drinking, cooking and bathing.as well as for latrine. Protection ACTED Protection officer will continue to monitor the context. Should any protection cases be identified, they will be referred to relevant agencies for additional protection assistances. COVID-19 ACTED ERM team will expand their COVID-19 awareness program during distribution by Response establishing hand washing facilities, hanging posters in the site, providing hand sanitizer for IDPs to use before and after receiving the assistance, and distribution of COVID-19 leaflets and factsheets.
