Assessment date/s 22 July 2020 to 20 August 2020 Assessment team/s ACTED, DACAAR, SFL, IDS/WFP, NATURE/CONCERN WW, Local DoRR 2. Context Description of shock: This caseload is the continuation of caseload D-032 related to an alert raised on 6 July through the petition system. Since 10 June 2020, fighting between Armed Opposition Groups (AOGs) and Afghan National Security Forces (ANSF) in Khwajaghar, Yangi qala, Dashte qala, Khowaja bahawoddin, Chahab, Namakab, Taloqan, Bangi, Baharak and Farkhar districts of Takhar province resulted in the displacement of several HHs to safe areas of Taloqan city of Takhar province. Following the raising of the alert on 06 July 2020, an OCT meeting was held on the same day in order to plan the assessment. Following the completion of the assessment under D-032 on 20 July, the same four Joint Assessment Teams (JATs) formed by ACTED, SFL, IDS/WFP, DACAAR, NATURE/CONCERN WW and local DoRR continued to conduct the assessment under this new caseload from 22 July to 20 August 2020. During this timeframe, 926 HHs were initially pre-screened whose 210 HHs were identified as potentially eligible to receive humanitarian assistance and assessed through the HEAT tool. Following data analysis and verification process, 191 HHs were found eligible to receive ERM lifesaving assistance. Based on OCHA’s field coordination, it was agreed that WFP will cover the needs of two months’ food, CONCERN WW will provide the NFI kits, DACAAR will provide hygiene package for all 210 HHs. ACTED will distribute 9,000 AFN for MPCA per HH for a total of 191 HHs. Needs and recommendations IDENTIFIED NEEDS 184 households (88%) with very low food consumption score, 23 Food households (11%) with borderline food consumption score and 3 households (1%) with acceptable food consumption score. NFIs All 210 households in need of NFIs (161 households (77%) are in need of sleeping mats or mattress, 202-households (96%) in need of Plastic tarpaulin, 206- households (98%) in need of Cooking pots, 181- households (86%) are in need of stainless steel cup, 172- households (82%) are in need of water storage container, 207- households (99%) are in need of gas cylinder or solar lamp, 177- households (84% are in need of clothes, 159- households (76%) are in need of sanitary items and 7-households (3%) reported being in need of mobility or assistive devices, Financial status 79 households experienced a drop in income as result of shock 44 households (21%) are reported having debt up to 2,000, AFN 4 households (2%) reported debt between 2,000 and 8,000, AFN And 162 households (77%) are in debts more than 8,000, AFN Shelter 168 households (80%) reported living in houses, 41 households (20%) are living in tent or makeshift shelter and one households is living in non- residential shelter, WASH 203 households (97%) reported having access to enough bathing, cooking and drinking water while 7 households (3%) other reported not having access to enough drinking, bathing and cooking water, the main source of the water for families reported 161-households (77%) are using the hand pump, 6-households (3%) are using dug well, 28-households ((13%) using pipe scheme, 13-households (6%) are using stream/river and 2 households ((1%) reported using unprotected springs, 177 households (84%) are practicing family pat latrine. 33 households (16%) are practicing open defecation Protection ACTED conducted post-assessment to identify and register potential protection case. 13 protection cases were registered and referred to PSN/ORD. COVID-19 All 210 households already aware about the COVID-19 via community leaders, INGOs, NGOs, Media and TV as well social media (Facebook & WhatsApp), healthcare worker, religious leaders and family or friends. PLANNED RESPONSE Food WFP will provide food in-kind for 210 Households to cover two-month food needs. MPCA ACTED will provide 9,000 AFN of MPCA (Multi-Purpose Cash Assistance) to cover HHs needs without food [i.e. 9,000 AFN per eligible HHs (i.e.191)]. NFI CONCERN WW will provide NFI kit for 210 households WASH DACAAR will cover WASH needs for 210 Households Protection ACTED conducted post-assessment to identify and register potential Protection case. 13 protection case were registered and referred to PSN/ORD. COVID-19 ACTED ERM team will expand their Covid-19 awareness program during distribution by disinfection of distribution site, establishing hand washing facilities, hanging posters in the site, providing hand sanitizer for IDPs to use before and after receiving the assistance, and distribution of Covid-19 leaflet + factsheet, .
