Situation Report Date: 27 April 2014 (covering 24-26 April)

Situation Overview: Heavy rainfall beginning on 24 April caused flash floods in nine northern and western provinces. Initial reports obtained from provincial authorities indicate that 95 people have lost their lives and many others are still missing. In addition, the flooding has displaced more than 2,284 families and negatively impacted more than 5,565 families. The flooding also resulted in the destruction of public facilities, roads, and thousands of hectares of agricultural land and gardens. IOM, in close coordination with the Afghan National Disaster Management Authority (ANDMA) and Provincial Disaster Management Committee (PDMC) members, mobilized to the affected areas for rapid joint assessments in order to verify the emergency needs of the affected families. Based on the findings of these assessments, IOM and partners are planning interventions for the affected populations.

Highlights:

• In addition to available stocks prepositioned in the Northern Region, IOM dispatched 787 Family Revitalization Kits, 400 Winter Modules, 150 Family Modules, 550 Blanket Modules, 1,000 Emergency Shelter Kits from its warehouses in Kabul and Paktia on 27 April. • According to ANDMA officials and community elders, the gabion walls recently constructed by IOM in Sar- e-Pul, of Province and Farkhar District of protected the respective communities from flooding. • IOM field staff, including female staff members, from other regions have been deployed to facilitate joint assessments and distributions in affected parts of the Northern Region. • IOM is coordinating and actively participating in all assessments in the affected provinces. IOM is also assessing gaps in the affected provinces and may replenish stocks in the north by dispatching NFIs and emergency shelter kits from the Central Highland Region.

Northern Region:

Jowzjan Province: An emergency PDMC meeting was conveyed on 25 April and a crisis management team was established by government authorities to coordinate assessment and relief efforts. Several assessment teams, comprised of IOM, UN, I/NGO, and government representatives, were deployed to the affected areas. Initial information obtained from provincial authorities indicated that was the worst hit in the region, with 1,600 families severely affected, 87 people reportedly killed and 2,284 people displaced.

1. Khojadoko District: Initial information indicated that 13 villages (Mahajir Qeshlaq, Shakarak Bazar, Chopbash Afghania, Arab Qarloq, Labjar Taghan, Saltiq Afghania, Qurbaqa Aroq, Chopbash Khord, Yetirough) were flooded, with around 300 families displaced. ANA helicopters have been evacuating people and relocating them to a dry area along the highway. A joint assessment team comprised of IOM, WFP, NPO, NRC, WHH, Action Aid, Save the Children, CARE, PIN, ZOA and ANDMA mobilized to the affected area on 25 April; however the assessment was postponed until the next day due to the closure of the road linking the affected villages. The joint assessment team assessed the area on 26 April, and the preliminary findings of the assessment indicated that 2,284 families were severely affected and displaced in nine villages. The affected families left their villages to move to safer places in open areas and in the hills. Of these, 37 families living in an open area were relocated to a madrasa (Quraish Laab Jar). Save the Children committed to assist 237 families with NFIs and food items. 2. Qoshtepa District: As per the preliminary information provided by the district governor, approximately 900 families were affected in Qoshtepa. Forty-three bodies were found, 16 of which were people from nearby Khojado District. The district is insecure and the road to the villages is blocked by floodwaters. As such, ARCS was requested to take the lead in assessing the affected areas. So far, ANDMA has dispatched 30 tons of flour and 10 tons of rice to the affected families. 3. : As per the preliminary information obtained from the district governor, approximately 700 families were affected in Darzab District, with 44 individuals killed and 16 people still missing. As in Qoshtepa, the area is insecure and the roads are flooded. ANDMA has also dispatched 30 tons of flour and 10 tons rice to the affected families.

At the request of Jawzjan provincial authorities, as an initial response Save the Children provided 1,000 blankets and UNICEF dispatched 251 hygiene kits, 753 blankets, 251 family kits and high energy biscuits for approximately 1,750 IDPs on 25 April. In addition, UNICEF committed to assist around 1,500 families after the assessments are concluded. IOM is closely coordinating assessment and intervention activities with ANDMA and other partners, and will provide a coordinated response once the needs of the families are verified. IOM has dispatched fresh stocks of NFIs and emergency shelter kits to Jawzjan to cover the gaps.

Faryab Province: Heavy rainfall caused flash flooding in several districts of . After the PDMC meetings convened on 25 April, five joint assessment teams were dispatched to the affected districts. The assessments are still ongoing in some of the districts, however the initial findings indicate that 2,207 families were affected in the following districts:

1. Khoja Sabzposh District: 371 families were severely affected, with one person killed. IOM will provide 371 blanket modules together with 190 emergency shelter kits. Save the Children will provide 181 emergency shelter kits together with 371 household items, while UNICEF will provide 371 hygiene kits and BP5 biscuits to all affected families. The distribution of the recommended assistance will take place on 27 April. SC, DACAAR and ACTED have provided bread and potable drinking water to the affected families.

2. Dawlat Abad District: As reported by the joint assessment team consisting of WFP, NRC, ANDMA, CHA, SAF, IOM, AADA, DACAAR and UNICEF, 500 families were severely affected in Dawlat Abad, with five people killed, 250 livestock were drowned and 5,000 Jeribs of agricultural land were damaged/destroyed. The affected families completely lost their household items and food stocks. So far SC, DACAAR and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, ANDMA, CHA, SAF, AADA, DACAAR and UNICEF will provide NFIs, emergency shelter kits and food items once the assessment is finalized.

3. Sherin Tagab District: Initial reports indicate that 600 families were affected in Sherin Tagab, with 23 people killed, 400 livestock drowned, 300 gardens destroyed and 200 Jeribs of agricultural land damaged/destroyed. Assessment activities are still ongoing in the affected villages, and as such the reported figures are subject to change. Updates will be circulated once the assessment is completed. SC, DACAAR and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, ANDMA, CHA, SAF, AADA, DACAAR and UNICEF committed to assist the affected families with provision of NFIs, food items, and emergency shelter once their needs are verified.

4. Maimana District: The initial findings of the assessment indicated that 110 families were severely affected, 100 gardens were destroyed and 1,200 Jeribs of agricultural land was damaged/destroyed. SC, DACAAR, and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, and DACAAR committed to assist the families with the provision of NFIs, food items and emergency shelter assistance once their needs are verified by the assessment team.

5. Pashtoon : As per the initial information obtained from government authorities, in total 319 families were reportedly affected, six people died, 517 livestock were killed, 350 gardens were damaged/destroyed, and 524 jeribs of agricultural land was damaged/destroyed. The assessment is still ongoing in the affected areas, and coordinated assistance will be provided by humanitarian agencies once the needs of the affected families are verified.

6. : As per initial information, 200 families were reportedly affected, 700 livestock were killed, 45 gardens were damaged, and 37 jeribs of agricultural land was damaged/destroyed. As the area is insecure, ARCS is assigned to assess and provide support to the affected families based on their needs.

7. Qaisar District: As per initial information, 20 families were reportedly affected, seven people died, 700 livestock were killed, 1,000 gardens were damaged, and 1,000 jeribs of agricultural land was damaged/destroyed. As the area is insecure, ARCS is assigned to assess and provide support to the affected families based on their needs.

8. Gorziwan District: The initial information indicates that 40 families were affected, one person died, 289 livestock were killed, 2,000 gardens were damaged, and 1,000 jeribs of agricultural land was damaged/destroyed, The initial assessment was conducted by the district authorities, and so far no assistance has been delivered to the affected families, as humanitarian agencies and government line departments are busy in other districts severely hit by flooding.

9. Belcheragh District: The initial information indicates that 47 families were affected. The initial assessment is conducted by the district authorities, and so far no assistance has been delivered to the affected families, as humanitarian agencies and government line departments are busy in other districts severely hit by flooding.

Sar-e-Pul Province: Initial reports indicate that due to the heavy flooding in some parts of Sar-e-Pul city, a huge number of families were reportedly affected and more than 100 houses were damaged or destroyed. An emergency PDMC meeting was convened on 25 April, and eight assessment teams consisting of IOM, SC, NRC, WFP, ANDMA, ARCS and government representatives were dispatched to the affected areas. The assessments are still underway, but so far the findings indicate that 620 families (215 houses completely destroyed, 405 houses severely and partially damaged) have been affected in 16 villages of Sar-e-Pol city. Another PDMC meeting was convened on 27 April in order to discuss and coordinate the interventions between the agencies. IOM has dispatched 400 family and 400 blanket modules to assist 400 affected families.

In a separate incident reported by ANDMA, several hundred families were found to be affected in Sozmaqala District. ZOA, together with district local authorities, conducted an assessment of the affected areas and found that 363 families (141 homes completely destroyed and 222 severely or partially damaged) were affected. PDMC members will coordinate the response.

In addition, based on information obtained from the district authorities, 101 families were affected in . This information was provided to ANDMA. The PDMC will decide on the formation of a joint assessment team.

Balkh Province: As per the preliminary information obtained from ANDMA, around 150 families were affected in , with 10 houses destroyed and more than 100 houses were damaged in Sholgara District, in addition to the damage of agricultural land in Kishindi District. A PDMC meeting was convened on 25 April at the Balkh Governor’s Office, led by the Deputy Provincial Governor of Balkh Province. A joint assessment team consisting of IOM, ANDMA, WFP, Save the Children, Care International and NRC were assigned to Sholgara District, however the members of the provincial council and some representatives of the affected populations refused the assessment and declined humanitarian assistance. The affected communities declined humanitarian assistance because they had made several requests for rehabilitation and cleaning of their irrigation canals, which would have protected them from flooding, but these requests were ignored by provincial authorities. The joint assessment team went once again to the district on 26 April and conducted a rapid needs assessment, which indicated that 414 families were affected (no houses completely destroyed). The main needs of the affected families were NFIs, emergency shelter and food items. IOM, in close coordination with WFP, SC and CARE, decided to provide the following assistance to all the affected families on 27 April:

• IOM: 414 blanket modules • Save the Children: 414 hygiene kits, 414 household kits and 414 emergency shelter kits, • CARE: 414 cooking set with tarpaulin • WFP: 414 food packages

Samangan Province: A flash flood incident reported by ANDMA on 25 April indicates that several houses were destroyed in three villages of Aybak District. A joint assessment team comprised of ARCS, DAIL and ANDMA assessed the affected villages. The findings of the assessment indicate that only 11 families were affected in Ghaznigak, Gola Qeshlaq and Mircolal villages. ARCS committed to cover their NFI and food needs.

Western Region:

Badghis Province: As per the initial information obtained from ANDMA, an unknown number of families were affected the recent flash flooding, and unconfirmed reports indicate that 12 people died and some people are missing. A joint assessment conducted by ARCS, IRC, ANDMA and WFP indicated that 141 families were affected (41 houses completely destroyed and 100 houses severely damaged) and eight people died in two villages (Baghlar and Tagab Ismail) of Qala-I-Naw. ARCS and IRC will provide NFI and emergency shelter while WFP will cover their food needs. As per the decision of the PDMC, ANDMA will provide cash assistance to eight families who lost their family members.

In a separate flooding incident in Bala Morghab District, six families were affected, with six people killed while they were working on their farms and grazing cattle. Around 100 Jeribs of agricultural land was also damaged. ARCS and ANDMA verified the needs of the affected families, and will provide assistance.

Herat Province: A flash flood incident was reported by ANDMA on 25 April. IOM, in close coordination with ANDMA, NRC and WFP conducted a joint assessment and found that 20 families were affected in two villages (Qulderwaz and Khairabad) of Herat city. IOM provided one blanket module and one family module to each family on 26 April while WFP and NRC will provide food and shelter assistance on 27 April.

In a separate flash flood incident reported by ANDMA, 23 families were affected in Islam Qala. These families will be assisted by ARCS.

Northeastern Region:

Takhar Province: Initial information obtained from OCHA and ANDMA indicated that a flash flood in the area of Dashte Robat affected an unknown number of families on 25 April. A joint assessment was conducted by IOM, WFP, ARCS, ANDMA and SFL on 26 April, and it was found that no one was affected as a result of the flood; however the highway between Takhar and Badakhshan was blocked for four hours and had to be re-opened by the Takhar Public Works Department.

In a separate incident reported by ANDMA, an unknown number of families were affected in Dashte Khenja village, Farkhar city. A joint assessment team comprised of IOM, ANDMA, SFL, ARCS assessed the area on 26 April. No one was found to be affected and no damage to homes was observed.

Eight families were affected in Shengan village of Farkhar District. ARCS and ANDMA assisted the families with NFIs and food items.

Baghlan Province: As per initial information obtained from ANDMA, approximately 50 families were affected by flash floods in several villages of Baghlan Jadid on 25 April. A joint assessment team comprised of IOM, ARCS, ANDMA and DAIL representatives assessed the affected areas on 26 April. The assessment found that 24 families were affected (seven houses completely destroyed, 17 houses partially affected) in Bashi Alahdad, Yakatot, Dad Muhamad, Malim Akbar villages. Shotor Ghalt village, also affected by flooding, is in a highly insecure area. However, the assessment team managed to assess Shotor Ghalt and found that no families were affected. ARCS committed to assist the affected families with tents, NFIs and food items.

Badakhshan Province: As per preliminary information obtained from OCHA and ADNDA, the following districts were affected by the flooding from 22-26 April:

1. Darayem District: Heavy flooding affected two villages (Enaba and Qalai Zafar) in Darayem District. IOM, in close coordination with ANDMA, led an assessment on 24 April and found that 30 families were affected in Qalain Zafar village, while and no one was affected in Enaba village. IOM will provide one emergency shelter and one family revitalization kit to each affected family, while their food

needs have been referred to DAIL for possible response.

In a separate incident reported by ANDMA, 40 shops were destroyed by flash flooding in Shahri Sadat and Shahri Payen villages of Darayem District on 26 April. An assessment team will be mobilized to assess the affected area.

2. Shohada Disrict: On 26 April floods impacted 20 families in several villages of Shohada District, with irrigation canals and agricultural land damaged/destroyed. A joint assessment team consisting of IOM, ARCS, WFP and ANDMA initiated an assessment on 27 April, and the outcome of the assessment will be circulated once it is finalized.
