Afghanistan: Flash Flood Situation Report Date: 27 April 2014 (covering 24-26 April) Situation Overview: Heavy rainfall beginning on 24 April caused flash floods in nine northern and western provinces. Initial reports obtained from provincial authorities indicate that 95 people have lost their lives and many others are still missing. In addition, the flooding has displaced more than 2,284 families and negatively impacted more than 5,565 families. The flooding also resulted in the destruction of public facilities, roads, and thousands of hectares of agricultural land and gardens. IOM, in close coordination with the Afghan National Disaster Management Authority (ANDMA) and Provincial Disaster Management Committee (PDMC) members, mobilized to the affected areas for rapid joint assessments in order to verify the emergency needs of the affected families. Based on the findings of these assessments, IOM and partners are planning interventions for the affected populations. Highlights: • In addition to available stocks prepositioned in the Northern Region, IOM dispatched 787 Family Revitalization Kits, 400 Winter Modules, 150 Family Modules, 550 Blanket Modules, 1,000 Emergency Shelter Kits from its warehouses in Kabul and Paktia on 27 April. • According to ANDMA officials and community elders, the gabion walls recently constructed by IOM in Sar- e-Pul, Sholgara District of Balkh Province and Farkhar District of Takhar Province protected the respective communities from flooding. • IOM field staff, including female staff members, from other regions have been deployed to facilitate Joint assessments and distributions in affected parts of the Northern Region. • IOM is coordinating and actively participating in all assessments in the affected provinces. IOM is also assessing gaps in the affected provinces and may replenish stocks in the north by dispatching NFIs and emergency shelter kits from the Central Highland Region. Northern Region: Jowzjan Province: An emergency PDMC meeting was conveyed on 25 April and a crisis management team was established by government authorities to coordinate assessment and relief efforts. Several assessment teams, comprised of IOM, UN, I/NGO, and government representatives, were deployed to the affected areas. Initial information obtained from provincial authorities indicated that JowzJan Province was the worst hit in the region, with 1,600 families severely affected, 87 people reportedly killed and 2,284 people displaced. 1. Khojadoko District: Initial information indicated that 13 villages (Mahajir Qeshlaq, Shakarak Bazar, ChoPbash Afghania, Arab Qarloq, Labjar Taghan, Saltiq Afghania, Qurbaqa Aroq, ChoPbash Khord, Yetirough) were flooded, with around 300 families displaced. ANA helicopters have been evacuating people and relocating them to a dry area along the highway. A joint assessment team comprised of IOM, WFP, NPO, NRC, WHH, Action Aid, Save the Children, CARE, PIN, ZOA and ANDMA mobilized to the affected area on 25 April; however the assessment was postponed until the next day due to the closure of the road linking the affected villages. The Joint assessment team assessed the area on 26 April, and the preliminary findings of the assessment indicated that 2,284 families were severely affected and displaced in nine villages. The affected families left their villages to move to safer places in open areas and in the hills. Of these, 37 families living in an open area were relocated to a madrasa (Quraish Laab Jar). Save the Children committed to assist 237 families with NFIs and food items. 2. QoshtePa District: As per the preliminary information provided by the district governor, approximately 900 families were affected in Qoshtepa. Forty-three bodies were found, 16 of which were people from nearby KhoJado District. The district is insecure and the road to the villages is blocked by floodwaters. As such, ARCS was requested to take the lead in assessing the affected areas. So far, ANDMA has dispatched 30 tons of flour and 10 tons of rice to the affected families. 3. Darzab District: As per the preliminary information obtained from the district governor, approximately 700 families were affected in Darzab District, with 44 individuals killed and 16 people still missing. As in Qoshtepa, the area is insecure and the roads are flooded. ANDMA has also dispatched 30 tons of flour and 10 tons rice to the affected families. At the request of JawzJan provincial authorities, as an initial response Save the Children provided 1,000 blankets and UNICEF dispatched 251 hygiene kits, 753 blankets, 251 family kits and high energy biscuits for approximately 1,750 IDPs on 25 April. In addition, UNICEF committed to assist around 1,500 families after the assessments are concluded. IOM is closely coordinating assessment and intervention activities with ANDMA and other partners, and will provide a coordinated response once the needs of the families are verified. IOM has dispatched fresh stocks of NFIs and emergency shelter kits to Jawzjan to cover the gaps. Faryab Province: Heavy rainfall caused flash flooding in several districts of Faryab Province. After the PDMC meetings convened on 25 April, five joint assessment teams were dispatched to the affected districts. The assessments are still ongoing in some of the districts, however the initial findings indicate that 2,207 families were affected in the following districts: 1. Khoja SabzPosh District: 371 families were severely affected, with one person killed. IOM will provide 371 blanket modules together with 190 emergency shelter kits. Save the Children will provide 181 emergency shelter kits together with 371 household items, while UNICEF will provide 371 hygiene kits and BP5 biscuits to all affected families. The distribution of the recommended assistance will take place on 27 April. SC, DACAAR and ACTED have provided bread and potable drinking water to the affected families. 2. Dawlat Abad District: As reported by the joint assessment team consisting of WFP, NRC, ANDMA, CHA, SAF, IOM, AADA, DACAAR and UNICEF, 500 families were severely affected in Dawlat Abad, with five people killed, 250 livestock were drowned and 5,000 Jeribs of agricultural land were damaged/destroyed. The affected families completely lost their household items and food stocks. So far SC, DACAAR and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, ANDMA, CHA, SAF, AADA, DACAAR and UNICEF will provide NFIs, emergency shelter kits and food items once the assessment is finalized. 3. Sherin Tagab District: Initial reports indicate that 600 families were affected in Sherin Tagab, with 23 people killed, 400 livestock drowned, 300 gardens destroyed and 200 Jeribs of agricultural land damaged/destroyed. Assessment activities are still ongoing in the affected villages, and as such the reported figures are subJect to change. Updates will be circulated once the assessment is completed. SC, DACAAR and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, ANDMA, CHA, SAF, AADA, DACAAR and UNICEF committed to assist the affected families with provision of NFIs, food items, and emergency shelter once their needs are verified. 4. Maimana District: The initial findings of the assessment indicated that 110 families were severely affected, 100 gardens were destroyed and 1,200 Jeribs of agricultural land was damaged/destroyed. SC, DACAAR, and ACTED have provided bread and potable drinking water while IOM, WFP, NRC, and DACAAR committed to assist the families with the provision of NFIs, food items and emergency shelter assistance once their needs are verified by the assessment team. 5. Pashtoon Kot District: As per the initial information obtained from government authorities, in total 319 families were reportedly affected, six people died, 517 livestock were killed, 350 gardens were damaged/destroyed, and 524 jeribs of agricultural land was damaged/destroyed. The assessment is still ongoing in the affected areas, and coordinated assistance will be provided by humanitarian agencies once the needs of the affected families are verified. 6. Almar District: As per initial information, 200 families were reportedly affected, 700 livestock were killed, 45 gardens were damaged, and 37 jeribs of agricultural land was damaged/destroyed. As the area is insecure, ARCS is assigned to assess and provide support to the affected families based on their needs. 7. Qaisar District: As per initial information, 20 families were reportedly affected, seven people died, 700 livestock were killed, 1,000 gardens were damaged, and 1,000 Jeribs of agricultural land was damaged/destroyed. As the area is insecure, ARCS is assigned to assess and provide support to the affected families based on their needs. 8. Gorziwan District: The initial information indicates that 40 families were affected, one person died, 289 livestock were killed, 2,000 gardens were damaged, and 1,000 Jeribs of agricultural land was damaged/destroyed, The initial assessment was conducted by the district authorities, and so far no assistance has been delivered to the affected families, as humanitarian agencies and government line departments are busy in other districts severely hit by flooding. 9. Belcheragh District: The initial information indicates that 47 families were affected.
