Context Description of shock: This caseload is the continuation of D-039 which due to the large amount of displaced families during the month of July and August was divided in two parts. Since July 2020 fighting between Armed Opposition Groups (AOGs) and Afghan National Security Forces (ANSF) in Khwajaghar, Chahab, Namakab, Taloqan, Bangi, Baharak, and (Nahri-Aab) areas Farkhar of districts of Takhar province resulted in the displacement of several households to safest areas of Taloqan city, Takhar province. The alert related to this displacement was raised on 26 July 2020. On 30 August 2020, following the raise of a second alert through key informants in which it was notified that other families were displaced to Taloqan city, an OCT meeting was held on the same day in order to update partners about the ongoing crisis and to include new beneficiaries in their assessment. As such, after closing D-039 on 24 August, the same four Joint Assessment Teams (JATs) formed by ACTED, SFL, IDS/WFP, DACAAR, NATURE/CONCERN WW and local DoRR continued to conduct the assessment under the caseload D051. The assessment was conducted between 24 August 2020 and 13 September 2020. 888 HHs were initially pre-screened whose 411 HHs were identified as potentially eligible to receive humanitarian assistance and assessed through the HEAT tool. Following data analysis and verification process, 330 households were found eligible to receive ERM lifesaving assistance. Based on OCHA’s field coordination, it was agreed that WFP will cover the needs of two months’ food, CONCERN WW will provide the NFI kits, DACAAR will provide hygiene package for all 411 HHs. ACTED will distribute 9,000 AFN for MPCA for 330 HHs. Needs and recommendations IDENTIFIED NEEDS The food consumption score is poor for 318 households (77%). The food consumption score is borderline for 79 households (19%). The food consumption score is acceptable for 14 households (3%). The coping strategies of 355 households (86%) are high due to poverty. Food The coping strategies of 41 households (10%) are medium due to poverty. The coping strategies of 14 households (3%) are low due to poverty. 95% of IDPs declared that they did not have enough food or money to buy their essential needs in the last 30 days. NFIs 408 households (99%) are in need of cooking pots of 5L or more, 406 households (99%) are in need of gas cylinder/solar lamp, 399 households (97%) are in need of plastic tarpaulin, 355 households (82%) need sleeping mats or mattress, 327 households (80%) reported the need for clothes. Other NFI needed identified were sanitary items for women and girls among 327 households (80%), stainless steel cups 401 households (98%), water storage containers 195 households (47%), and mobility or assistive devices 27 households (7%). Financial All 411 households experienced a drop in income as a result of a shock. status 28 households (7%) are in debt of 2,000AFN. 106 households (26%) are in debt within the range of 2000 to 8000AFN. 277 households (67%) are in debt with more than 8000AFN. Shelter 299 households (73%) reported that they are living in shelters, 108 households (26%) in makeshift shelter or tent, and 4 households (1%) reported in Unfinished or abandoned building. WASH 2% of the Households reported that they do not have access to safe and clean water for drinking, cooking and bathing. 84% of assessed beneficiaries (i.e. 344 households) reported that they are using hand pump as the main water source, 2% of assessed beneficiaries (i.e. 8 households) reported that they are using dug well as their water source, 9% of assessed beneficiaries (i.e. 38 households) reported that they are Pipe scheme as their water source and 5% of assessed household (i.e. 21 households) reported stream/river as their water source. 46 households (11%) are still practicing open defecation due to unavailability of latrine facilities in their households and WASH partners have planned to do a WASH re-assessment. The remaining 359 households (87%) have been using family latrine, and 6 households (1%) have been using family VIP latrine. Protection Three protection cases were identified with different type of vulnerabilities like disabilities, and wounded. The mentioned cases already referred to PSN/UNHCR, COVID-19 All HHs were aware about the spread of COVID-19. All 411 HHs received information about prevention measures for COVID-19 from different sources: 25 households (23%) through government, 191 households (46%) through local community leaders, 182 households (44%) through religious leaders, 37 households (9%) through UN organizations, 48 households (12%) from INGOs, 52 households (13%) from NGOs, 317 households (77%) from media, 23 households (6%) from social media, 125 households (30%) from healthcare workers and 236 households (57%) from family and friends. Washing hands frequently is the best perceived practice about how to prevent exposure to the virus (i.e. 99%) The primary symptoms of COVID-19 is perceived to be cough (i.e. 97%) PLANNED RESPONSE MPCA ACTED will provide 9,000 AFN MPCA per household for 330 households. Food WFP will provide two months food ration in-kind for 411 households. NFIs CONCERN WW will provide NFI for 411 households. WASH DACAAR proposes to conduct the following assistance: 1. Implementation of hygiene session to all 411 IDP families; 2. Distribution of 411 sets of hygiene kits to all 411 IDP families; 3. Distribution of plastic garbage bags (8 garbage bags/family) to all 411 IDP families. 4. DACAAR will conduct the WASH re-assessment for those families who do not have access to safe and clean water for drinking, cooking and bathing.as well as for latrine. Protection ACTED Protection officer will follow the above mentioned three protection cases with PSN/UNHCR to make sure they receive the required additionally protection assistances, COVID-19 ACTED ERM team will expand their COVID-19 awareness program during distribution by Response establishing hand washing facilities, hanging posters in the site, providing hand sanitizer for IDPs to use before and after receiving the assistance, and distribution of COVID-19 leaflets and factsheets. “Report Prepared by ACTED” .
