In all cases this will need to be approved by the Director Police, Crime, Criminal Justice and Fire.

The decision is that:

GMCA have been successful in securing Home Office grant funding, to support the introduction of perpetrator-focused domestic abuse programmes.

TLC have been identified as our delivery partner, given that we already have a commissioning relationship with them, which complies with the Home Office conditions.

Funding to be awarded to Talk, Listen, Change (TLC) for the delivery of a range of perpetrator programmes, set out in our submission to the Home Office.

This includes:

• £183,997 (Drive Programme Fund) – funded via the Home Office • £898,132 (Domestic Abuse Perpetrator Programme Fund) – funded via the Home Office • £80,000 – match funding contribution from GMCA via the Deputy Mayors Investment Fund and has been approved by the Deputy Mayor as part of the Home Office submission.

Further match funding has also been secured from TLC and each of the four districts (, , and ) involved in the programme, which will be managed directly by TLC. Details as follows:

Drive: Manchester City Council: £55,000 Salford City Council: £103,476 GMCA: £5,000 (in-kind for evaluation)

The Home Office funding will cover a six-month period of delivery between October 2020 and March 2021 and the match-funding secured will ensure delivery of an additional six months of the activity (April 2021 to September 2021).

The reasons for the decision are:

In early 2020, the Government announced £10 million of funding in this year’s Budget (from April 2020 to March 2021), for interventions that address the behaviours of domestic abuse perpetrators. This additional investment builds on from the previous Police Transformation Funding but with a particular focus on developing a strong evidence base across PCC’s, to identify successful interventions.

From this £10 million of funding, PCC’s were invited to submit detailed funding applications via an on e-portal, for the following programmes:

• £1.1 million funding for implementation of the Drive programme; • £5 million funding for perpetrator programmes or interventions delivered to perpetrators of domestic abuse in the community (other than Drive)

The primary aim of this funding is to roll out or expand programmes that tackle the problem of domestic abuse directly with perpetrators. Home Office funding is available for a 6-month period (from Oct 20– March 21) with a requirement for all bids to obtain a further 6 months match funding, to ensure a 12 month delivery period.

The Home Office has announced that GMCA have been successful in securing £1,082,129 of funding. Match funding has also been secured from the four district involved in the delivery of the bid, these include Stockport, Manchester, Wigan and Salford.

To address the shortfall in funding the Deputy Mayor has agreed to invest a further £80,000 from the Deputy Mayors Investment Fund.

Interventions for the Domestic Abuse Perpetrator Fund will include the following target areas and activity which will be delivered in Manchester, Stockport, Salford and Wigan.

Children and Young People The Respect Young People’s Programme for child to parent abuse

A programme for adolescent perpetrators Female Perpetrators 1-2-1 programme delivery for female perpetrators in heterosexual or same sex relationships Male Perpetrators Bridging to Change group behaviour change programme for male perpetrators in heterosexual relationships Perpetrators who speak English Respect 1-2-1 programme for as a second language perpetrators (male or female) who speak English as a second language

The DRIVE programme will involve rolling out the national Drive model which will deliver interventions for high risk, high harm perpetrators. This expansion will be delivered in Manchester and Salford only. The Drive National Team will work closely with TLC to ensure effective delivery of the model.

A robust evaluation framework will be embedded into the programme and conducted by the GMCA Research team. This will provide an evidence base across a range of perpetrator interventions and risk levels, applying a

whole system approach throughout which will help inform future commissioning conversations at both a local and regional level.

This decision will contribute to priorities of the strategy in the following ways:

Links to Police and Crime Plan:

Priority 1 – contributing to reducing victims of violence, increasing feelings of safety, and increasing confidence in community safety. Priority – Preventing violence, and the precursors to violence such as ASB. Intervening early to reduce the harm caused by violence. Priority 3 – Supporting community resilience by investing in local services and people.

In addition, this piece of work links closely with the national Violence Against Women and Girls (VAWG) Strategy and the Greater Manchester Gender Based Abuse Strategy which is in development. Strategic pillars of these strategies include prevention, provision of services, partnership working, and pursuing perpetrators.

Financial comments:

The Home Office have confirmed that GMCA have been successful in securing £1,082,129 which will be issued as a grant payment to GMCA.

A further £80,000 is required from GMCA via the Deputy Mayors Investment Fund (approved by the Deputy Mayor prior to submission to the Home Office)

Further match funding has been obtained from TLC and each of the four districts (Manchester, Stockport, Wigan and Salford) involved which will be managed directly by TLC.

The Home Office will require GMCA to carry out robust monitoring throughout the funding period. Details yet to be confirmed by the Home Office.

Legal comments:

Procurement advice was sought prior to the submission of the Home Office bid who confirmed that there is no requirement to tender for this work. The Home Office conditions stipulated that there was an expectation that PCC’s should work with existing partners and those where there was already a commissioning / legal relationship in place.

TLC were selected as our delivery partner, given that they currently deliver the STRIVE Contract, which provide holistic support to families experiencing domestic abuse. TLC are RESPECT accredited and have significant experience in delivering perpetrator based programmes that are currently being delivered across multiple districts therefore able to mobilise within the stringent funding period set by the Home Office.

GMCA will issue a new contract for services for the 2 pilot schemes to TLC as agreed with legal.

As this is a significant amount of grant funding Home Office legal advice was sought on direct award after receiving bid criteria suggesting we work with existing partners this has been confirmed as acceptable

HO are content that you are sufficiently covered by part b to an extent but definitely by part c by selecting a provider who is an existing partner with a proven track record in delivering perpetrator programmes and able to mobilise within the funding period outlined by the Home Office.

Approval is sought to award to TLC as a single source supplier without negotiation under Regulation 32 for reasons of extreme urgency due to the very tight timescales of grant award and need to mobilize very quickly and for the technical reasons that TLC have an existing relationship with us and can scale up and mobilise and have the relevant experience of working with under 18’s , they also are our only supplier who have the RESPECT accreditation. Risk Assessment:

- A robust implementation plan and risk log will be developed by TLC, with oversight from GMCA via the Contract Management Meetings to

ensure the programmes are delivered within the timescales set by the Home Office and activity is successfully delivered. - A Steering Group will be developed to provide oversight and direction to both programmes of activity which will include partners from TLC, GMP, GMCA, Local Authority leads, Probation etc. - Links will be made with the DRIVE national team to ensure the national model is implemented effectively in both Salford and Manchester. - Comprehensive risk assessment tools have been developed by TLC when engaging with perpetrators and their families and will be utilised throughout. - Links will be developed with Probation colleagues to determine any overlap in cohorts and to develop protocols for effective delivery and risk management.

Is safeguarding of children relevant and has this been considered:

Yes – as these programmes aim to provide holistic support to perpetrators of domestic abuse and their families. This will involve working closely with Children’s Services across the four districts involved. The necessary safeguarding protocols will be adhered to where required.
