To inform Members of the changes that have taken place to the bus network since the last Greater Manchester Transport Committee meeting, in addition to report on consequential action taken or proposed by Transport for Greater Manchester; and ii. To seek guidance from Members on proposed Transport for Greater Manchester action. RECOMMENDATIONS: Members are asked to: 1. note and comment as appropriate on the changes to the commercial network and the proposals not to replace the de-registered commercial services as set out in Annex A; 2. agree that no action is taken in respect of changes or de-registered commercial services as set out in Annex A; 3. approve the proposed action taken in respect of changes or de-registered commercial services as set out in Annex B; and 4. approve the proposed changes to general subsidised services set out in Annex C. 5. note and approve the emergency changes to general subsidised services set out in Annex D. GM Transport Committee Overview & Scrutiny Committee n/a n/a 1. INTRODUCTION/BACKGROUND 1.1 The Transport Committee considers all matters relating to the operation and service performance of the bus network in Greater Manchester, including commercially registered and subsidised services; Demand Responsive Services, bus stations and bus stops; passenger information services; contract monitoring; vehicle standards; and passenger safety for the subsidised bus network. 1.2 Acting under delegated authority, the Transport Committee is tasked to review closely and approve all proposed changes to the subsidised bus network and ensure that the cost of the subsidised general services is kept within the appropriate budget or any cash limits. This is achieved through:- rationalisation of existing services whilst maintaining key links on the network; engaging with operators with the objective of them taking on “marginal commercial” services; and continuing to redesign and restructure grouped services to ensure that maximum value is obtained from subsidy. 1.3 In general, withdrawals, reductions or amendments to services are currently only planned at the date of next renewal of the contract concerned and proposed changes will be reported to this Committee. 1.4 The governance process that leads up to the reporting to the Transport Committee involves the scrutiny of all tendered services at TfGM’s Tender Panel that consists of representatives from Legal, Procurement and Finance as well as TfGM’s Operational Service Planning and Network Performance departments. 2. 2020/21 BUDGET SUMMARY 2.1 The summary provides the current position on the 2020/21 Subsidised Bus Services budget for two months to 31st May 2020. This budget is currently prepared on a Quarterly basis. This is an updated budget following a review in light of COVID-19 and reflects a reduction in income due to lower On Bus revenue particularly on Schools Services. The actual income is circa £0.5m below the original budget. Despite the favourable position reported below, we are currently forecasting an adverse variance at year end. CHANGES TO COMMERCIAL SERVICES (ANNEX A) 3.1 Annex A to this report lists changes to commercial services which, in the view of Transport for Greater Manchester, are not sufficiently significant to require the provision of subsidised service replacements. Brief details of the implications of the changes are provided. 4. CHANGES TO THE COMMERCIAL NETWORK (ANNEX B) 4.1 Annex B to this report lists changes to commercial services and provides brief details of the implications of these changes, which officers believe are of sufficient importance to require action by Transport for Greater Manchester. Details of the proposed actions are also provided. 5. CHANGES TO GENERAL SUBSIDISED SERVICES (ANNEX C) 5.1 Annex C to this report lists proposals for changes to general subsidised services on which the views of Members are requested. Information is given about the reasons for proposing these changes. 6. REINSTATEMENT OF SUBSIDISED SERVICES (ANNEX D) 6.1 Annex D to this report lists subsidised services which are being reinstated following reductions or suspensions in response to the Covid-19 pandemic. 7. FINANCIAL IMPLICATIONS 7.1 Financial implications are noted in Part B of the agenda. 8. RECOMMENDATIONS 8.1 Recommendations are set out at the front of this report.     Case Study: DataGM Type: Website Organisation(s): GM local authorities, Open Data Manchester, GMFRS Tags: open data, process, standards, website This was the earliest attempt in Greater Manchester to create a simple datastore that would hold important data from across the region, focussing on government transparency and providing better public services. The result was a highly functional datastore with which brought together data from a wider range of data publishers, and included a total of 371 datasets. It was ultimately not successful in creating a lasting basis for open data cooperation and access in Greater Manchester. However, it provides interesting lessons on how to proceed with future projects. Background DataGM was launched in February 2011, inspired by successful projects in North American cities, such as Track DC (now Open Data DC) in Washington, D.C. and Baltimore City Stats (now Open Baltimore). It was conceived as a one-stop-shop for key datasets on all aspects of city life. The programme emerged through a partnership between Trafford Council and the digital culture agency Future Everything. This began in 2009 when the Manchester Innovation Fund supported Future Everything to build open data innovation architecture in Greater Manchester, funded by NESTA, Manchester Council and the North West Regional Development Agency (now closed). Future Everything and Trafford Council in turn partnered with a wide range of data publishing organisations. These included local authority partners, as well as Greater Manchester Policy, Greater Manchester Fire and Rescue Service, Greater Manchester Passenger Transport Executive (now Transport for Greater Manchester), and the North West Strategic Health Authority.

This is expected to be complete in spring. Works are underway to upgrade the crossing on Offerton Lane, until April. • • A555 Community Links- Works are underway to introduce a controlled crossing over Stanley Road at the junction with the A34, with connecting paths, for 6 weeks.

    Three policy priorities for Greater Manchester January 2017 Introduction The first metro mayor of Greater Manchester will be elected with a vision for the city and clear strategic, deliverable policies to meet it. The challenge and workload will be considerable, with powers and expectations ranging from delivering policy, to establishing the institutions and capacity for effective city-region governance. This briefing offers three priorities that address the biggest issues facing Greater Manchester. A ‘quick win’ will help the mayor to set the tone for delivery right from the start. Delivering results quickly will build trust, and show what the metro mayor is able to do for the city-region. The best ‘quick wins’ in these circumstances are high profile and of value to citizens. Strategic decisions form the framework for delivering the metro mayor’s vision. As such, the mayor will have the power to take the decisions that will make the most of the new geography of governance. While the mayor will be keen to show progress towards their vision, strategic decisions will often take longer to show outcomes, therefore careful evaluation is needed to allow for flexibility and to demonstrate the effects. A long term vision for the city will be the key election platform – it is what the mayor is working towards while in office. This should be ambitious, but reflect the real needs and potential of the city. Some aspects of the vision will be achievable within the mayor’s term in office, while others will build momentum or signal a change in direction. It is important to be clear and strike the balance of where each policy lies on this spectrum.

    Housing Land Availability Study Adjusted to March 2008 Development and Regeneration Department Planning Division– Spatial Planning Team 1 Current Housing Land Commitment Adjusted to March 2008 Background 1) This note updates the housing land position relating to the situation at the 31st March 2008 and considers the distribution of development land, provides information on new planning permission ns, and assesses the balance between private and housing association provision. It also provides detailed information relating to dwellings completed in the past year. Housing Land Requirements & Supply 2) Planning Policy Statement 3: Housing (PPS 3) was published in November 2006 with an objective to ensure that the planning system delivers a flexible, responsive supply of land, reflecting the principles of “Plan, Monitor, Manage”. From April 2007 Local Planning Authorities are required to identify sufficient specific and deliverable sites to ensure a rolling 5-year supply of housing and demonstrate the extent to which existing plans already fulfil the housing requirement. To be deliverable sites must be: available, suitable and achievable in the next 5 years and there is also a requirement to demonstrate a 15 year supply. 3) To address this the Local Planning Authority is required to undertake an annual Strategic Housing Land Availability Assessment (SHLAA). The first SHLAA for Bolton was commenced in December 2007 by consultants Roger Tym & Partners and the results from this will be published in the summer 2008 including a 5 and 15 year housing supply figures. 4) The SHLAA replaces the former annual Housing Land Availability Study that updated the housing land position in the Borough and reported on the distribution of development land, provided information on new planning permissions and dwelling completions.
