It sketches a variety of Indonesia's Arabs—sadah and non-sadah alike— and their contributions to the shape of Indonesian Islam, Islamic cultures and Muslim politics. It also traces the roots of—and depicts the historical dynamics and changes—social relations and interactions between Arabs and local populations. The relations between Arabs and non-Arabs in the country have always been marked with conflict and tensions on the one hand, and peace and cooperation on the other. Some Muslims in the country "have admired" and built a strong relationship with the Arabs and "Indo-Arabs" while others have denounced them as the destroyers of Indonesia's local traditions, civic pluralism, social stability and interreligious tolerance. This article tries to portray this paradox, discuss factors contributing to the damaging image of Arabs in contemporary Indonesia, and explain the rationales behind it.

ISSUE: 2017 No. 39 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 9 June 2017 Ethnic Minority Politics in Jakarta’s Gubernatorial Election Ahmad Najib Burhani* EXECUTIVE SUMMARY Both candidates in the run-off election for the Jakarta governorship were members of economically successful ethnic minorities. Anies Baswedan’s Arabic ancestry aided him in this election. Incumbent governor Ahok’s Chinese minority status was clearly detrimental. The rise of identity politics challenges democratic Indonesia’s efforts to manage its ethnic and religious diversity. Arabic ancestry may prove detrimental for political candidates in upcoming elections, particularly against pribumi candidates. * Ahmad Najib Burhani is Visiting Fellow at ISEAS – Yusof Ishak Institute. He wishes to thank Andrew Michael Carruthers and Hui Yew-Foong for their comments and suggestions on this article. 1 ISSUE: 2017 No. 39 ISSN 2335-6677 INTRODUCTION After a heated contest for Jakarta’s governorship, the KPU announced that Anies Rasyid Baswedan, an Indonesian of Hadhrami origin, had won the election. He is not the first Indonesian of Arab descent to be elected governor or appointed into high political office in Indonesia. Fadel Muhammad, also an ethnic Arab and a leader of Al-Khairat (an old Arab organization) in Palu, is the current governor of Gorontalo. Said Assegaf is the present governor of Maluku province. During the New Order, Ali Alatas maintained a high profile in the Indonesian government, serving as a long-time Minister of Foreign Affairs. • The Grand Old

  • 1 BAB I PENDAHULUAN A. Latar Belakang
ELSON School of History, Philosophy, Religion, and Classics, The University of Queensland Abstract This article examines the ways in which some early twentieth-century Indonesian thinkers conceptualised the state they had so recently imagined, and particularly how they attacked the vast problem of accommodating ethnic difference within the framework of that new state. Notwithstanding the highly promising beginnings of Indonesian self-appreciation in the early twentieth century and an extraordinarily successful cooptation and, as necessary, subjugation of local and regional expressions of ethnicity to the notion of a united Indonesia, there developed at the same time the new and strange concept of an ‘Indonesian race’. That concept represented a regressive reluctance to dispense completely with pre-modern notions of culture and belonging, and created a damaging feature of the understanding of Indonesian citizenship that endures to this day. Keywords: Indonesia, nationalism, nation, ethnicity, modernity, citizenship David Joel Steinberg once described the Philippines as ‘a singular and a plural place’.1 No matter how apposite his description, on the scales of singularity and plurality Indonesia must be accorded a higher rank than its near neighbour. Indonesia is a place of startling geographical diversity, its 18,000 islands spilling across vast seas from east to west. No less arresting is its ethnic and religious diversity. It was a daunting task to try to weld this difference into a single, united and purposeful state. Thus far, the attempt has been an astounding success, but one dogged by continuing contention about the nature of the new state, the principles upon which it should be based, and the nature of its citizenship.
