Information as per section 4(1)(b) of Right to Information Act, 2005 pertains to the office of the Additional Chief Electrical Inspector, Kalaburagi & its Sub ordinate Officers.

I. FUNCTION AND DUTIES OF THE DEPARTMENT OF ELECTRICAL INSPECTORATE:

This office is headed by AdditionalChief Electrical Inspector& the office is located at No.27, Sy.No:02, New Ghatage Layout, Near Campbells School, Kalabuiragi. Kalabuargi, Bidar, Yaqdagiri, Raichuru, &Koppala Districts comes under this office jurisdiction as per the Government area Notification letter. G. O. no. EN 252 EBS 2014. Dtd: 19.01.2015 The Two Deputy Chief Electrical Inspectors are working under the administrative control of this office. i.e Kalaburagi circle & Bellary circle.

I.a. Deputy Chief Electrical Inspector, Kalabuargiis stationed in this office &is being assisted by Electrical Inspector Kalaburagi&Electrical Inspector Raichur& Assistant Electrical Inspector (Office/Technical) and has area jurisdiction of Kalabuargi, Bidar, Yadagiri & Raichur Districts. b. Electrical Inspector, Kalaburagi is being assisted by Deputy Electrical Inspector Kalaburagi & Deputy Electrical Inspector Bidar, And has area jurisdiction of Kalaburagi & Bidar Districts. c. Electrical Inspector, Raichur is being assisted by Deputy Electrical Inspector Raichur & Deputy Electrical Inspector Yadagiri. and has area jurisdiction of Raichur & Yadgiri Districts. d. Deputy Electrical Inspector, Kalaburagi is being assisted by Assistant Electrical Inspectors-1 & 2 and has area jurisdiction of Kalaburagi District. e. Deputy Electrical Inspector, Bidaris being assisted by Assistant Electrical Inspector and has area jurisdiction of . f. Deputy Electrical Inspector, Yadagiri is being assisted by Assistant Electrical Inspector and has area jurisdiction of Yadgiri District. g. Deputy Electrical Inspector, Raichur is being assisted by Assistant Electrical Inspector and has area jurisdiction of .

II. B. Deputy Chief Electrical Inspector, Bellaryis being assisted by the Electrical Inspector Bellary&Assistant Electrical Inspector (Office/Technical) and has area jurisdiction of Bellary & Koppala Districts. a. Electrical Inspector, Bellaryis being assisted by Deputy Electrical Inspector Bellary & Deputy Electrical Inspector Koppala Districts. b. Deputy Electrical Inspector, Bellaryis being assisted by Assistant Electrical Inspectors-1 &2 and has area jurisdiction of Bellary District. c. Deputy Electrical Inspector, Koppala is being assisted by Assistant Electrical Inspector and has area jurisdiction of KoppalaDistrict.

The above said officers are working as field officers, One Assistant Electrical Inspector working in this office to assist in the technical matters to Additional Chief Electrical Inspector, Kalaburagi& Deputy Chief Electrical Inspector, Kalaburgi.

One Manager, one Superintendent, one First Division Assistant and Two numbers Second Division Assistant will assist the Additional Chief Electrical Inspector, Kalaburagi in Administration and Taxation matters.

The main objectives of this department is to ensure that all the electrical installations coming under KALABURAGI ZONEare in general conformity with the provisions of Central electricity Authority(Measures relating to Safety & Electricity Supply) Regulations, 2010 with a specific intention of minimizing the danger caused by the electricity to human beings, animal life and to the property.

In order to achieve the above objectives, this Office undertakes the following functions:

i. Scrutiny and approval of electrical installation drawings ofHT, CG/DG/TG sets, Multistoried Buildings above 15 metres in height &less than 24 metres in height, lifts & escalators, X-ray and Neon sign installations of consumers and temporary installations, as per the Delegation of Powers. ii. Initial inspection for verifying safety standards and issue of approvals/ permission for commissioning of the above said electrical installations. To carryout periodical inspection of all the above installations and MV installations after certain time interval, as per the Delegation of Powers& G.O. Notification . iii. Investigation of electrical accidents and fire accidents, as per the Delegation of Powers &reporting tothe Government, with remedial suggestions to prevent the re- occurrence of the same and to pursue with the Supplier/ Licensee to implement the remedial suggestions. iv. Supervision, accounting and collection of electricity consumption tax from different electricity consumers through Supplier/Licensee and Distribution Companies and collecting electricity tax on captive generation. v. Processing of applications for fresh & renewal of electrical contractor Licenses, Supervisor permits, Special wiremen permits, Wiremen permits& Endorsement of Supervisor & Wiremen permits at Sub-Divisional levels and renewal & endorsement of cinema operators permitsat Divisional levels.

vi. Processing of examination applications for Industrial Supervisor, Mining Supervisor & Electrical wiremen which is conducted once in a year by the Head Office.

In order to ensure total compliance to CEA Regulations, National Electrical Code and various other statutory requirements of both Central Government and State Government, the Schematic & layout drawings of all HT / DG / M.S. Building / Lift / installations etc., are approved so that the consumer could undertake erection and installation works as per the approved drawings.

This Department undertakes periodical inspection of all the categories of installations as per Delegation of Powers, in order to ensure that the installationsare maintained as per the relevant provisions of the Rules and Standards.

This office oversee the collection of Tax on consumption of electricity as laid down under Karnataka Electricity (Taxation on consumption) Act & Rules from KPCL, GESCOM, all IPP's and all such consumers consuming electricity from Captive Sets coming under this office, as & when tax is levied by the Government.

III. THE POWERS AND DUTIES OF OFFICERS AND EMPLOYEES COMING UNDER THIS OFFICE:

ADDITIONAL CHIEF ELECTRICAL INSPECTOR, KALABURAGI: She is the Head of the office &She is the drawing and disbursing Officer of this office. All the Officers / Staff working in this office come under the administrative control of the officer. She is responsible for scrutiny and approval of electrical installation drawings, issue of commissioning approvals, etc., & in administering the safety provisions in such of the electrical installations as per the delegation of powers. She shall be responsible for compilation of consolidated progress reports, DCB, expenditure statement, Treasury Challan Reconciliation for the above said officers to Head Office, oversee the finalization of reports in respect of electrical accidents under her jurisdiction and fire accidents and any other matter assigned to her by official superior and also monitoring clearance of files as per office procedure in time.

She is the investigating Authority for accidents occurred in connection with the lifts. She is also responsible for the investigation and reporting of fatal electrical accidents involving more than 8 human beings & also she is responsible for the finalization of electrical accidents sent by two Deputy Chief Electrical Inspectors of this zone. DEPUTY CHIEF ELECTRICAL INSPECTOR,KALABURAGI: He is responsible for scrutiny and approval of electrical installation drawings, issue of commissioning approvals, etc., & in administering the safety provisions in such of the electrical installations as per the delegation of powers. He shall be responsible for compilation of progress reports, DCB, Expenditure statement, Treasury Challan Reconciliation of their offices to Additional Chief Electrical Inspector, NorthKalaburagi Zone. oversee the finalization of reports in respect of electrical accidents under his jurisdiction and finalization of fire accidents and any other matter assigned to him by official superior and also monitoring clearance of files as per office procedure in time. He is responsible for the investigation and reporting of fatal electrical accidents involving more than 5 upto 8 human beings & also he is responsible for the finalization of electrical accidents sent by Electrical Inspectors , Kalaburgi & Raichur.

ELECTRICAL INSPECTOR, KALABURAGI: He is responsible for scrutiny and approval of electrical installation drawings, issue of commissioning approvals, etc., & in administering the safety provisions in such of the electrical installations as per the delegation of powers. He shall be responsible in compilation of consolidated progress reports, DCB & oversee the finalization of reports in respect of electrical accidents under his purview. He is also responsible for the investigation and reporting of fire accidents, fatal electrical accidents of elephants and fatal electrical accidents involving more than 1 up to 5 human beings and any other work sub delegated by the official superior and also monitoring of clearance of files as per office procedure in time.

DEPUTY ELECTRICAL INSPECTOR, KALABURAGI: He is responsible for scrutiny and approval of electrical installation drawings, issue of commissioning approvals, etc.& in administering the safety provisions in such of the electrical installations as per the delegation of powers. (Including and any other matter assigned by the higher Authorities). He shall be responsible in compilation of progress reports, DCB, Maintenance of“G” Records Ledgers. He is also responsible for investigation and reporting of fatal electrical accident to one human being& non-fatal electrical accidents to human beings, finalization and reporting of fatal electrical accidents to animals (except elephants) and in any other work sub delegated by the official superior. He is the Authority to monitor the electricity tax collection in his jurisdiction.

He shall maintain all statistical information with regard to electrical installations coming under purview of higher officer in his jurisdiction, accident statistics & other activities of his jurisdiction and also monitoring clearance of files as per office procedure in time. He is responsible for processing of applications for fresh & renewal of Electrical Contractor Licenses, Supervisor permits, Special Wiremen permits, Wiremen permits & Endorsement of Supervisor & Wiremen permits.

ASSISTANT ELECTRICAL INSPECTORS(Field)-1 & 2: All the Assistant Electrical Inspectors are responsible for inspecting & reporting to concerned Deputy Electrical Inspector for issuing the commissioning approvals of GESCOM Distribution Transformer centers, DG sets, etc.& in administering the safety provisions in such of the electrical installations as per the delegation of powers, (Including and any other matter assigned by the higher Authorities). He/She shall be responsible in compilation of progress reports and assist the Higher Authorities in maintaining all statistical information & files with regard to electrical installations. He/She is also responsible for investigation and reporting of fatal electrical accidents to Animals(Except elephants) and in any other work ,sub delegated by the official superior.

ASSISTANT ELECTRICAL INSPECTOR (OFFICE): He/She will assist the Additional Chief Electrical Inspector, kalaburagi& DeputyChief Electrical Inspector, Kabauragiin the matters pertaining to scrutiny of drawings of all installations, preparing of technical reports& letters , approvals, observation letters, Fire accident reports, compilation of progress report of Additional Chief Electrical Inspector & consolidation of Progress report. She is responsible for maintenance and updation of statistical information’s of all the electrical installations. She is also responsible for put-up of drafting year wise administrative reports, analysis of accidents, chalking out 'e' governance action plans, , Technical Library maintenance, etc. and in any other matter assigned to him/her by higher Officers and clearance of papers pertaining to the section as per office procedure in time.

MANAGER: He is responsible to maintain the taxation ledgers pertaining to the zonal and subordinate office and to conduct Audit of GESCOM Divisions and also conducting of Tax Ledgers maintained by IPP’s, CPP’s and Non-licensee’s Ledgers who is selling the energy. He is also responsible to scrutiny the “G” returns in the Ledgers maintained separately. He is also responsible to scrutiny the “G” returns and to consolidate the “G” returns and also arranging to enter the readings of the “G” returns in the ledgers maintained separately. He is responsible to collect the questionnaires of the legislative council and legislative assembly and to prepare the replies in consultation with the Additional Chief Electrical Inspector & other officers, preparing the replies for the RTI questions, appeals & any other similar matter as per the directions of the Head of the office and to carry out any other office work assigned by the Head of the office or the official superiors. He is assigned with the duties of maintaining the Attendance Register, preparing annual Budget for this office and the subordinate office and the distribution of Budget allotted by the head office and monitoring of all the Expenditures, Revenue collections, maintaining of cash books, signing the receipt books on behalf of the head of the office, maintenance of the office T & P and arranging stationeries’ to the officers and establishment. He is responsible to furnish the replies to the Accountant Generals audit, replies to the court and other similar matters and performing any other office work assigned by the Head of the office and official superiors. SUPERINTENDENT:

He is responsible for maintenance of Expenditure statements (62B), Revenue Reconciliation (0043) and Challen Reconciliation (2045).He is responsible for maintenance of Service Registers of the officers and staff. He will assist Office Manager in the matters of Administration and Service, Budgets and its reallocations, matters relating to filing of Income Tax Returns of the zonal office, maintenance of files & records of Right to Information Act, Court cases pertaining to administration matters, Electricity Tax., , pursuance of Tax Revenue, and all the matters concerned to court cases,preparation of parawise comments for Departmental court cases, Auditing of electricity tax details and maintenance of all accounts pertaining to electricity tax, Govt. correspondences, office internal auditing, replies to AG's departmental Audit paras, supervision and maintenance of records. He is responsible for processing of fresh class-1 & Class-2 Contractor License papers, Renewal & endorsement of cinema operator certificates.He is responsible for handling of receipt books, cash remittance & cash book & revenue receipts. Any other office matters assigned by the official superior and work as per the job chart notified by CEIG.

FIRST DIVISION ASSISTANT: He/She will assist the superintendent in processing of Class-1 & Class-2 License Fresh/Renewal papers , Supervisor & wireman permit fresh /renewal papers. Endorsement of Supervisor & wireman permits. He will be responsible for HRMS data updation, Leave matters, preparation of monthly salary bills, Advances, Supplementary Pay Bill, Leave Encashment bills, Processing of TA bills, preparation of Revenue reconciliation & consolidation of RCB, expenditure statement& consolidation of Expenditure statement of six Districts. He/ She will assist the superintendent in countersigning of TA bills & DC Bills of Divisional & sub-divisional offices. Any other office matters assigned by the official superiors and to work as per the job chart notified by CEIG. He will be responsible for preparation of all Detailed Contingent Bills ( Office Building Rent Bill, Vehicle Bill, Menial labour Bill, Telephone Bill, Electricity Bill, Service Stamp Bill, Bills pertaining to purchase of stationery, office Permanent advance bill) & maintenance of receipt & registers in their respect. Consolidation of DCB statements & Monitor the collection of inspection Fee balance. He is responsible for T&P maintenance . Any other office matters assigned by the official superiors and to work as per the job chart notified by CEIG

SECOND DIVISION ASSISTANT: He/She will be responsible for registration &despatch of all office papers together with the maintenance of inward/outward &stamp registers. He is responsible for maintenance of all consumer technical & administrative files. He/She will be responsible for entry & maintenance of “G”Tax ledgers. He/She is also responsible for maintenance of Movement Register.Any other office matters assigned by the official superiors and to work as per the job chart notified by CEIG IV. PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY:

All the applications for either grant of approval of drawings in respect of all kinds of electrical installations are scrutinized by the departmental officers according to the delegation of powers subject to the requisite drawings are submitted to the jurisdictional Officers along with the requisite drawing scrutiny fee. Wherever there are any deficiencies, the same will be intimated to the applicant for compliance and resubmission. The erection of the electrical equipments is required to be undertaken as per the approved plans. The above said procedure is also followed by all the jurisdictional field officers coming under this office. The periodical inspection will also be carried out for all the above said Electrical installations along with MV installations, X-ray installations and Neon-sign installations by the jurisdictional inspecting officers and necessary inspection fees would be levied as per the prescribed rates.

V. IV. THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS: The norms for discharging the works will be followed as per Inspection Manual 1987, Manual for taxation and schedule of Lift Rules 1976. The office procedures set by the Government of Karnataka is being followed for relevant applications.
