The Third Force and the Architecture of Civil Society -State Relations in the Transition in Myanmar, 2008-2017 The Third Force and the Architecture of Civil Society -State Relations in the Transition in Myanmar, 2008-2017 ___________________________ Mael Raynaud Independent Analyst [email protected] Abstract Myanmar has embarked on a political transition in 2011, a transition better described here as a transition to a hybrid system, with elements of democracy and elements of a military rule. Building on the existing literature on transitions, political crises, civil society, and political influence, the present article attempts to define what the role of civil society has been in this process. Using the author ‘s concepts of a social stupa, in Myanmar, and of the "architecture of civil society-state relations", observed through various "points วารสาร สิทธิและสันติศึกษา ปีที่ 4 ฉบับที่ 2 of contacts" between the two, the author sets an argument that political influence is stronger in the points of contact at the top of the social stupa where the civil society elite meets political elite. In that sense, civil society leaders can be seen as groups that organically channel the voice of civil society to those in power. This perspective explains the strategy behind the Third Force, a group of civil society leaders that gained influence in the wake of cyclone Nargis in 2008 and had a significant impact on the political process, and officially or semi-officially became advisors to President U Thein Sein from 2011 to 2016. The article then argues that the NLD government has cut much of these ties, but that civil society-state relations have nevertheless been profoundly re-shaped in the last decade. -

This empirical puzzle applies the ‘sanctions paradox’ to the issue of joint action in the EU. -

The successful planning and implementation of the census activities, followed by the timely release of the provisional results in August 2014 and now the main results in May 2015, is a clear testimony of the Government’s resolve to publish all information collected from respondents in accordance with the Population and Housing Census Law No. 19 of 2013. It is my hope that the main census results will be interpreted correctly and will effectively inform the planning and decision-making processes in our quest for national development. The census structures put in place, including the Central Census Commission, Census Committees and Offices at all administrative levels and the International Technical Advisory Board (ITAB), a group of 15 experts from different countries and institutions involved in censuses and statistics internationally, provided the requisite administrative and technical inputs for the implementation of the census. -

(AP/Khin Maung Win) Published September 20, 2011 Away from the probing surveillance of Special Branch intelligence agents, a Burmese editor ticks off the recent stories the Press Scrutiny and Registration Department, Burma’s powerful state censorship body, would not allow him to publish. The banned topics were wide-ranging: volatility in fuel prices; recent land purchases by Chinese investors around the city of Mandalay; a shortage of fresh water near a southern coast development. After his paper published a seemingly innocuous story about the falling price of SIM cards—without the censors’ approval—authorities reacted swiftly in suspending the publication for two weeks. “We are pushing the limits as much as we can,” said the editor during a recent trip to Bangkok. As a small sign of success, he pointed to the publication of a recent series on the struggles of farmers facing high debts. But the censorship process remains arbitrary, intensive, and highly restrictive. “It’s like fighting with a spear while on horseback to get news published. … We must prepare many extra stories each week to fill the spaces for stories that will inevitably be cut,” said the editor, who spoke on condition of anonymity for fear of government reprisal. -

While no AAR was conducted at the level of the Humanitarian Country Team (HCT) for this CERF allocation, the members of the Intercluster Coordination Group (ICCG) did participate in a CERF training in Yangon on 27 January 2015, where this allocation was used as a case study. For future allocations, the ICCG may conduct the AAR in place of the HCT. The CERF Performance and Accountability review conducted in Myanmar during October 2014, recommended that AARs could be alternatively carried out at the level of the ICCG, instead of the HCT. b. NOTES TH_E PHAUNGTAW-U FESTIVAL by SAO SAIMONG* Of the numerous Buddhist festivals in Burma, the Phaungtaw-u Pwe (or 'Phaungtaw-u Festival') is among the most famous. I would like to say a few words on its origins and how the Buddhist religion, or 'Buddha Sii.sanii.', came to Burma, particularly this part of Burma, the Shan States. To Burma and Thailand the term 'Buddha Sii.sanii.' can only mean the Theravii.da Sii.sanii. or simply the 'Sii.sanii.'. I Since Independence this part of Burma has been called 'Shan State'. During the time of the Burmese monarchy it was known as Shanpyi ('Shan Country', pronounced 'Shanpye'). When th~ British came the whole unit was called Shan States because Shanpyi was made up of states of various sizes, from more than 10,000 square miles to a dozen square miles. As I am dealing mostly with the past in this short talk I shall be using this term Shan States. History books of Burma written in English and accessible to the outside world tell us that the Sii.sanii. in its purest form was brought to Pagan as the result of the conversion by the Mahii.thera Arahan of King Aniruddha ('Anawrahtii.' in Burmese) who then proceeded to conquer Thaton (Suddhammapura) in AD 1057 and brought in more monks and the Tipitaka, enabling the Sii.sanii. to be spread to the rest of the country. We are not told how Thaton itself obtained the Sii.sanii.. The Mahavamsa and chronicles in Burma and Thailand, however, tell us that the Sii.sanii. -

An Outline of the Arakanese Rule in Southeast Bengal During 16th and 17th Century AD * U Bodhinyana Arakan had been an independent kingdom for over four millennium and its relations with Bengal was very intimate, specially Chittagong, the southeastern part of Bangladesh, which derived its name in consequence of the victory over local chieftain by King Chula Taing Chandra of Arakan in 953 AD1. The subordination of Chittagong to Arakan is corresponded to the absence of supremacy of other royal claimants over the region. The statement of the Arakanese chroniclers may, however, be taken as a proof of the Arakanese lordship over southeast Bengal. Arakan, “in fact, a continuation of the Chittagong plain,”2 was neither purely a Burmese (Myanmar) nor an Indian territory till the 18th century AD the land that has been called Arakan by the foreigners is known to its own people Rakhaing-pray and call themselves Rakhaing-tha. The word rakkha means guardian, pray means land and tha meaning son. Hence, Rakhaing-pray and Rakhaing-tha means ‘land of the guardian’ and ‘son of the guardian’. The Bengali on the other hand refer them as Magh, the word adopted in the 17th century, to mean it with degrading appellation. Neither the Arakanese nor any other Mongoloid brethren ever speak or write of themselves as “Magh” as it has been alien to them. The European travelers and chroniclers refer them as ‘Recon, Rakan, Arracan, Aracao, Orrakan, Arrakan, Arakan’. In colloquial Chittagong dialect, the country is called ‘Rohang and Roshang’. All these various forms are closely related to the original one ‘Rakhaing’ (or Rakhine)3.
