    Andrej Rahten: Slovenski pravniki na diplomatskem parketu do mednarodnega priznanja nove države 115 1.01 UDK: 347.96(=163.6):329”1919” Andrej Rahten* Slovenski pravniki na diplomatskem parketu do mednarodnega priznanja nove države** IZVLEČEK V razpravi, ki temelji na arhivskih in memoarskih virih, je opisano delovanje slovenskih pravnikov v okviru diplomatskih prizadevanj Kraljevine Srbov, Hrvatov in Slovencev na pari­ ški mirovni konferenci leta 1919. Ovrednotena je njihova dejavnost v Parizu in tudi v ljub­ ljanski komisiji za mirovno konferenco, pri čemer izstopa predvsem osebnost Ivana Žolgerja, nekdanjega avstrijskega ministra in ključnega slovenskega člana jugoslovanske delegacije. Ključne besede: diplomacija, pravo, Kraljevina Srbov, Hrvatov in Slovencev, Ivan Žolger, Bogumil Vošnjak ABSTRACT The following discussion, based on archival sources and memoirs, describes the activities of Slovenian lawyers in the context of the diplomatic efforts of the Kingdom of Serbs, Croats and Slovenes at the 1919 Paris Peace Conference. Their efforts in Paris as well as in the Ljubljana Commission for the Peace Conference have been evaluated. In this regard, Ivan Žolger, a former Austrian minister and key Slovenian member of the Yugoslav delegation, stands out.     ANNUAL REPORT 2002 National Széchényi Library Budapest, Hungary 1. MANAGEMENT OF THE LIBRARY: PERFORMANCE INDICATORS, PLANNING, DECISION-MAKING, EVALUATION, MISSION STATEMENT The most important event in 2002 was the series of events held to celebrate the library’s bicentenary. Our programme of exhibitions, international relations and scholarly events were all arranged in this spirit. In the anniversary year civil organisations recognised the work of our library with two awards: the name of the National Széchényi Library was entered in the Golden Book of Hungarian Heritage (Hungarian Heritage Prize) and on world intellectual property day (April 26) declared by the UN World Intellectual Property Organization (WIPO), we received the Millennium Prize for the protection of intellectual property. 2. HANDLING OF ELECTRONIC PUBLICATIONS AND FORMATS, INCLUDING NEW LEGISLATION The library continued to fulfil its task in the field of electronic publications: to store, register and make available all types of electronic documents received as deposit copies, and to manage and make available the electronic documents created through the complex digitisation activity in the library. We have opened our Multimedia Reading Room with Internet connection, and we have improved the connection by using new hardwares. 3. FUNDING The funds from our maintainer for 2002 made possible only to fulfil the library’s basic duties, i.e. to pay the overhead expenses and the wages, which was leading to a drawback to the professional work. The library made efforts to compensate this lack by getting hold of financial support from other sources, i.e. through applications, sponsoring agreements/contracts. The limited available funds for renovation were hindering us in introducing more economical methods and technologies.

Hopkins (1844 - 1889) Nomination of the Dolomites for inscription on the World Natural Heritage List UNESCO THE TENTATIVE LIST AND THE NOMINATION OF THE DOLOMITES This Nomination Document is the answer to the Decision to defer the previous nomination of the Dolomites (2005) expressed by the World Heritage Commit- tee during the Thirty-first Session Christchurch, New Zealand (23 June – 2 July 2007). In detail, the World Heritage Committee having examined Documents WHC-07/31. COM/8B and WHC-07/31.COM/INF.8B.2, defers the examination of the nomina- tion of The Dolomites, Italy, to the World Heritage List on the basis of criteria (vii) and (viii). As outlined in the document licensed by the Word Heritage Committee at the end of the 29th session held in Durban, South Africa, in July 2005, Italy has proposed the Dolomites as one of the sites deserving consideration for a possible future nomination as a site of outstanding universal value. The request was included in annex 1 of the Tentative List dated march 31st 2005, whereas the denomination ‘Dolomites’ is defined in annex 2 “Tentative List Sub- mission in accordance with decision 27 Com 8a” and annex 3 (Properties ac- cepted as meeting the requirements for Tentative List), within the scope of the broader denomination ‘Alps’, which also includes a) Western Alps and c) Eastern Alps, under the category ‘Natural Sites’.

It is now well established that when a large dam is filled with water quite large earth­ quakes may occur as the Earth's cru t adjusts itself to the new conditions. However, it ha generally been a sumed that the earthquakes are due to the increased stresses in the ern tal ro ks. Recent observations on the filling ofa large Soviet A ian reservoir, however, suggest an alternative explanation. A researcher from Columbia University' Lamont-Doherty Geo­ logical Observatory has been making measurements on the urek Dam on the Vakhsh River, 200 miles N of Afghanistan. He maintains that the increa ed crustal loading mainly serves to force the rocks together and decrease their porosity; Sudden increases in water pressure, how­ ever, lead to penetration, and increased lubrication, of fault planes with a concomitant increase in earthquake activity. There is already known to be a general connection between ground-water levels and the incidence of tremors. The answer seems to be to fill reservoirs very moothly and evenly. The party followed his footprints up to 3800 m., where they narrowly escaped being buried in an avalanche. The weather broke, a strong wind arose, accompanied by thick mist and snow. 'I'he party proceeded up to 4000 m., where they left a mark indicating the farthest point reached and in view of the obvious danger they would be running in continuing the ascent, the party then decided to return to the hotel. It may be added that these guides were men of long experience in the Cordillera and in their opinion the first camp had been pitched at the point last indicated. London : Methuen, 1928. 7s. 6d. THESE are two charmingly written accounts of unconventional wanderings, mostly on foot, through Tyrol and the Italian Alps. Miss Broadbent confined her footsteps to the lower slopes, and the two books do not contain any information which can assist the climber, but she has studied the natives and their characteristic traits and customs in a way which the average tourist seldom troubles to do.
