Class Title: Assistant Fire

BRIEF DESCRIPTION OF THE CLASSIFICATION: Supervises Fire Inspectors in any one of three functional units: Inspections; Investigations or Environmental . The Assistant Fire Marshal supervising Investigations or Environmental Crimes units must obtain Enforcement training and maintain the ability to perform as a Officer within the Norfolk Fire Marshal’s Office. The Assistant Fire Marshal will supervise and or conduct fire inspection programs, building inspections, hazardous materials inspections, environmental inspections and investigations, fire cause and origin investigations, training and provide fire education programs to the general public. Assistant Fire may be required to respond to incidents that are later declared to be acts of terrorism. Generally, performs duties within a management /supervisory role, but in the event of an emergency may be called upon to perform job tasks as described in the essential functions outlined in (Firefighter EMT-A), (Firefighter EMT-I), or (Firefighter EMT-P) depending on their level of medical training. The Assistant Fire Marshal will be required to serve in an on-call capacity in order to provide assistance to on-duty staff as a matter of normal job function during off duty hours or in the event of major emergencies or significant events. When on-call, the Assistant Fire Marshal must be able to arrive at a designated location within the City of Norfolk, within 45 minutes of the response notification. The Assistant Fire Marshal may be called on to act in a higher rank, or may serve as the officer in charge of the Fire Marshal’s Office in the absence of the Fire Marshal and Deputy Fire Marshal. The Assistant Fire Marshal is subject to emergency recall during times of operational need. Examples of operational need include, but are not limited to, staffing shortages, weather events, multi-alarm fires, hazardous material incidents, and acts of terrorism. These events may require the Assistant Fire Marshal to work multiple consecutive shifts.

ESSENTIAL FUNCTIONS: This information is intended to be descriptive of the key responsibilities of the classification. The following examples do not identify all duties performed by any single incumbent. Specific requirements of individual positions are described in the Job Description.

Physical Strength Code ESSENTIAL FUNCTIONS 1 M Directs subordinates at an office location, designated off site locations and or emergency event sites by supervising inspectors and investigators, oversees the permit and inspection program, reviewing reports, performing employee evaluations, tracking employee certification, assigning tasks, answering questions, resolving complaints, researching files, coordinating with other departments and writing notices of violations. Supervises and develops the overall investigative strategy for arson, environmental and other crimes relating to fire safety and or community safety. Directs the evidence and case management of arson or environmental crimes, provides regular briefings to the Deputy Fire Marshal on all operations involving Fire Marshal Inspectors.

Also, may be assigned/required to perform inspections and investigations and or all other duties as described in the above paragraph. 2 L Administers Fire Safety Program by arranging and conducting public programs and training.

Physical Strength Code ESSENTIAL FUNCTIONS 3 L Maintains administrative requirements by assigning work details, distributing information and reports, sorting and filing incoming reports, tracking permits, and logging inspection results. 4 L Manages the unit by overseeing staff, attending meetings, supervising the permit and inspection program, monitors any hazardous activities within the city, composing reports, assigning tasks and conducting performance evaluations. 5 H During times of need, can be assigned to operational units that will respond to emergency events, requiring the Assistant Fire Marshal to maintain a level of physical fitness that enables acceptable job performance. During these times the Assistant Fire Marshal will be expected to physically perform in the operational position assigned and perform to the level of their medical certification. 6 H When necessary, wears personal protective clothing and equipment including self-contained breathing apparatus to perform emergency operational tasks and or investigations. 7 H When required, can perform the mental and physical duties of a Law Enforcement Officer by conducting investigations, apprehending suspects and making arrests.

CSC Adopted: October 2001, CSC Revised: April 2016; December 2017 CLASS REQUIREMENTS: CLASS REQUIREMENTS Formal Education / Work requires knowledge of a specific technical nature that can be associated Knowledge with formal education accomplishments. An Associate's degree in Fire Science, Emergency Medical Service, Criminal Justice, Emergency Management or other related field as approved by the fire chief and the director of the department of human resources or designee is preferred, and a minimum of 34 credit hours of completed course work towards an Associate or Bachelor's degree in the disciplines as described above will be required after January 1, 2016.

Note: Effective after January 1, 2020, 45 credit hours of course work in Fire Science, Emergency Medical Services, or other related field (i.e. emergency management; business administration; human resources, etc.) as approved by the Fire Chief and the Director of the Department of Human Resources, will be required.

Note: Once a promotional list is established and certified by the Civil Service Commission, educational and certification qualifications for that eligibility list will remain in effect until that list expires or is terminated. Experience Three (3) years of acceptable performance as a Norfolk Fire Inspector. Certifications and Valid Driver's License; current Virginia Department of Fire Programs Other Requirements (VDFP) Certifications in Fire Inspector (1031); Fire Investigator (1033); current Virginia Medical Certification of Emergency Medical Technician- Advanced (or higher). The Assistant Fire Marshal is expected to maintain the respective Virginia Department of Health, Office of Emergency Medical Services, and Emergency Medical Technician certifications held when promoted. DFP Fire Officer I required. The Assistant Fire Marshal shall maintain certification as a Law Enforcement Officer through the Virginia Fire Marshal's Academy, or its equivalent. In addition to the above, any other "Firefighter Professional Qualifications" as required by the Virginia Administrative Code. Reading Work requires the ability to read codes, standards, amendments and plans. Math Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division as well as calculate water flow, and medicine administration and intravenous fluid calculations is required. Writing Work requires the ability to write various legible reports. Additionally, the work requires an ability to produce hard copy documents using electronic devices. Managerial Managerial responsibilities include supervising inspectors, assigning tasks, scheduling appointments and programs and monitoring training. Budget Responsibility Prepares documents and does research to justify language used in documents for a unit of a department and may recommend budget allocations.
