B. whereastheexpectedriseinresearchanddevelopment(R&D)spendingcancomeonlyif privateenterprisesareabletoallocatesufficientfundsnototherwisespentonunnecessary costsstemmingfromburdensomelegislation;

C. whereasthefiguresputforwardbytheCommissionareambitiousbutconditional,since theyareboundupwithahostoffactorswhichare,asyet,notproperlyidentified;

D. whereasEuropeanindustryplaysakeyroleandisanimportantpartofthesolutiontothe crisis;

E. whereasEurope’sindustrialcompetitorshaveforyearsdevelopedstrongindustrial strategies;

F. whereastheEUneedsastrategytotackletheeconomicandfinancialcrisisandkickstart aneweconomicdynamic;

G. whereastheCommissionistobecommendedforembarkingonanindustrialpolicywith itscommunicationaimingtoorganiseanindustrialturnaround;

H. whereasEurope’scommonfutureasanindustriallocationliesinamodernisation offensivewhichstrengthensinnovationcentresandeliminatesthedevelopmentdeficitsof industriallyandstructurallyweakregions;

I. whereasthereducedavailabilityofcreditlimitsinvestments,obstructinginnovationas wellastheadoptionofnewefficienttechnologies;whereasanindustrialpolicyinEurope thereforerequiresarobustfinancialarchitecturewhichpromotesinvestments;

J. whereasthefinancingconditionsinsouthernEuropearemorestringent,requiring tailormadefinancingsolutions;

K. whereastheMemberStatesshouldbeguidedbyindustrialrestructuringmethodswhich haveprovedsuccessfulinEuropeandelsewhereintheworld;

L. whereastheCommissionhaspointedoutthattheEU’sindustriesmayrestoretheir attractivenessduetoanexpecteddecreaseinglobalwagedifferentials;

M.whereasthecreationofbettergeneralconditionsforaEuropeanindustrialpolicyentails theconstructionandproperfunctioningoftheEUinternalmarketwithinasocialmarket economy;

N. whereasEurope’sfirstprioritymustbetosafeguardthemanufacturingsectorsandknow howwhileenablingindustrytoregainitsglobalcompetitiveness;

O. whereastheenergycostsforindustryandtherisingenergypricedifferencesbetween Europeandotherindustrialisedcountries(inparticulartheUnitedStates)willplayan increasingroleifthecurrenttrendsarenotproperlyaddressed;

Q. whereastheEUneedsanindustrypolicyapproachwhichcombinescompetitiveness, sustainabilityanddecentworkinordertotacklethemajorsocietalchallenges;

R. whereasitisnecessarytoensurethecoherencyoftheEU’senergy,climate, environmental,industrialandtradepolicies,inordertostrikeabalancebetweenclimate andenvironmentalprotectionpolicyobjectivesandthoseofRISE;

S. whereaslabourproductivityhasdevelopedmuchfasterinrecentdecadesthanresource productivity,whileestimatesshowthatlabourrepresentslessthan20%ofproduction costs,withresourcesrepresenting40%;

T. whereastheEUisalsohometoimmenseinnovationcapacitywithsixMemberStates beinginthetop10ofthe50mostinnovativecountriesintheworld;

U. whereasindustrialpolicyhasastrongsocialdimensionwhichtouchesalllevelsof society;

V. whereasaEuropeanindustrialpolicyrequiresastrongworkforce,whileonaverageonly 7%ofthelowskilledworkforcehasreceivedtraining;

A ‘Renaissance of Industry for a Sustainable Europe’ (RISE) Strategy: Principles, Goals and Governance

1. WelcomestheCommission’sfocusonindustrialpolicy(IP),assuchafocusisessential foreconomicdevelopmentandcompetitiveness,ensuringlongtermprosperityand solvingtheproblemofunemploymentgiventhatindustrycreatesoneinfourjobs, providingemploymentforsome34millionpeople;underlinesthatIPmustaddress comparativeweaknessesintheEUeconomy,whethertheybealackofR&Dinvestment, developmentofenergyprices,bureaucraticredtapeordifficultyinaccessingfinance; notesthatindustryisresponsiblefor80%ofexpenditureinthefieldofR&Dandthat nearly75%ofEuropeanexportsconsistofindustrialgoods;stressesthatindustryis responsibleformuchofthevaluecreationintheeconomy,witheachjobinindustry creatingapproximatelytwoadditionaljobsinthesupplyandservicesectors;

2. StressesthattheEuropeanUnion’sfutureindustrialstrengthandimportancelieina RenaissanceofIndustryforaSustainableEurope(RISE)strategywhichpursues technological,business,financial,environmentalandsocialinnovationtowardsathird industrialrevolutionincludinganefficiencystrategythatreindustrialisesEurope, strengthensEuropeanindustryasawholeandactsasaresponsetorisingsocial challenges;arguesthatRISEcancreatenewmarkets,interaliafornewandinnovative productsandservices,businessmodelsandcreativeentrepreneursandenterprises,new jobsanddecentwork,bringinganindustrialrenewalwitheconomicdynamism, confidenceandcompetitiveness;believesthatoneofthemainprioritiesistomaintain

PE510.843v0200 8/67 RR\1013732EN.doc EN strongmanufacturingsectorsandknowhowandthatopenmarkets,theavailabilityof energyandrawmaterialsaswellasinnovation,energyandresourceefficiencyarekey pillarsofsuchacompetitivenessstrategy;notesthatareliablefutureoriented infrastructurefortransport,energyproductionanddistributionaswellas telecommunicationsarealsoofgreatimportance;

3. ConsidersthatRISEmustbeembeddedinanecologicalandsocialmarketeconomyin accordancewiththeprinciplesofentrepreneurship,faircompetition,thelongtermgoalof aninternalisationofexternalities,soundfinancialpoliciesandenvironmentallyconscious economicframeworkregulations;statesthattheEuropeanUnion’sindustrialpolicymust becoherentwithavisionguidedbyinnovation,sustainabilityandcompetitivenesswhich strengthensthemanufacturingsectorsandknowhowaswellasthecirculareconomy; notesthecrucialroleplayedbyindustryandcompaniesaspromotersofsustainabilityas wellastheimportanceoftransparencyinsupplychains;

4. EmphasisesthatRISEneedsashorttermagendasoastosafeguardthemanufacturing baseandknowhow,inordertomeettheurgentchallengesinsomesectors(suchas productionovercapacity,restructuringandunfaircompetition)aswellasaroadmapand timetablewithinalongtermframeworkbasedonanapproachwithclearandstable objectivesandgoals,sciencebasedindicatorsandalifecycleandcirculareconomy approachwhichenablesandprovidesincentivesforsteeringinvestmentsintocreativity, skills,innovation,newtechnologiesandpromotesthemodernisation,sustainabilityand competitivenessofEurope’sindustrialbasethroughavaluechainconsciouspolicythat coversundertakingsofallsizes,paysdueattentiontothebasicindustriesandisconducive tomaintainingtheproductionchaininEurope;considersthatsuchmodernisationshould bebuiltonbothkeyindustriesandnewsectorsofindustryandthatitmustbegeared towardsgrowthinaccordancewithsustainabledevelopmentprinciples;

5. Stressesthatindustrialpolicyincorporatesallfieldsofpolicywhichhaveanimpacton industry;recognisesthatIPmusttacklethemajorsocietalandenvironmentalchallenges setoutintheEurope2020strategyandgoalsaswellastargets,includingfutureenergy, resource,employment,industrialandclimateobjectives,andmustbeeffectively integratedintotheEuropeanSemesterprocessandthenationalreformprogrammesin ordertoestablishtherequisitepreconditionsforinvestmentandcreategoodjobs, particularlyforyoungpeople;callsontheCommissiontoimproveuponits communicationregardingitscommitmentsinsupportofIPinordertorestorethe confidenceofinvestors,workersandcitizensinEUaction;

6. NotesthatEuropeanindustry’sshareofaggregateEuropeangrossdomesticproduct (GDP)hasfallenfrom20%to15%in15years;

7. BelievesthatRISEmustpursueambitiousandrealisticindustrialtargets;notesthatthe headlinetargetof20%wouldnecessitatethecreationofatleast400000newindustrial jobsperannum;stronglysupportsthe20%targetandproposesthatitshouldbeseenasa directionalgoalalignedwiththeEU’s20/20/20goals;

8. Believesthatthesetargetsshouldreflectthenewindustrialrealitiessuchastheintegration ofmanufacturingandservices(manuservices)aswellastheshifttoadatadriven economyandvalueaddedproduction;callsontheCommission,inthisconnection,to

9. Stressesthattheactivitiesofindustrialsectorsmakeitpossibletosurvivecrises,notleast byengenderingasurroundingserviceeconomy;

10.CallsontheCommissiontohonouritscommitmenttoproduceindicatorsforthe monitoringandevaluationoftheprocessofreindustrialisation;stressesthatsuch indicatorsmustbenotonlyquantitativebutalsoqualitativesoastoensurethatthis processissustainableandcompatiblewithprotectionoftheenvironment;

11.Expectsthatwithproperimplementation,RISEcouldrevitaliseindustryandrepatriate manufacturingtotheEU,payingattentiontosupplychainmanagementandalsotaking intoaccountspecificregionalandlocalmanufacturingculturesanddemandwhile fosteringimportantemergingsectorsnecessaryforasustainableeconomyandsociety;

12.EmphasisesthatRISEwillonlysucceedifunderpinnedbyanadequate,clearand predictablemacroeconomicframework,avoidingconflictingpolicies,andthebudgetary resourcesnecessaryinordertoleveragepublicandprivateinvestmentandpromotethe EU’sglobalcompetitiveness;regretsthatthecurrentdominantmacroeconomicpolicyin theEUdoesnotprovideadequateaccesstocapitalforinvestmentandinnovation, especiallyforSMEsandthereforerunscountertoanIP;demands,inthiscontext,asmart, sustainableandinclusiveEuropeangrowthstrategyanddeplorestheCouncil’scutsto heading1Aofthemultiannualfinancialframework(MFF),inparticulartoHorizon2020, COSMEandtheConnectingEuropeFacility;callsontheMemberStatestostrengthen substantiallythefinancialpowerofthoseprogrammes;

13.StressesthatthecreationofownresourcesfortheEuropeanbudgetcouldhavea beneficialeffectonreindustrialisationinEurope;

14.StressesthattheEU’sIPshouldbeclearlydefined,giventhatmanydifferentpractices andtrendscurrentlydominatethefieldofIPwithintheEUandtheMemberStates;

15.ApplaudstheCommission’stransversalapproachtoIPandstressestheimportanceofa holisticapproachthatisbothcoherentandcoordinatedinareaswhereallotherpolicy fields(suchascompetition,trade,energy,theenvironment,innovation,structuralfunds, theSingleMarketetc.)takeintoaccounttheaimsofRISE;recalls,inthisconnection,the EuropeanCoalandSteelCommunity(ECSC)whichprovesthatsuccessful,integratedand innovativeactionispossibleinthefieldofIP,andthatitgeneratesgrowthand employment,promotesitsownintegrationandisofasocialpartnershipnature;holdsthat RISEshouldbebaseduponahorizontalratherthanaverticalIPconcept;believesthat– whilepayingdueattentiontothebasicindustries–sectorspecificmeasuresshould supportvaluechainsandactivityclusterswithahighgrowthpotentialandmustbe connectedtosectoralspecialisationpromotinghightechandhighvalueaddedstrategies aswellasinnovation,skills,entrepreneurship,employmentandcreativity;notes,inthis regard,thesectoralstrategiesinthemotorvehicle(CARS2020)andsteel(steelaction plan)industriesandcallsupontheCommissiontoadoptappropriatemeasuresto implementthosestrategies;callsontheMemberStatesandtheCommissionalsotogive sufficientfocustosectorswithsolidknowhowandahighdegreeofR&Dinvestmentand

16.RecommendsthattheCommissionfocusontheaddedvalueofEuropeanindustrialoutput inworldproductionchainsonasectorbysectorbasisinordertoascertainhowfirmly rootedthevariousindustrialsectorsareintheMemberStatesandtoestablishmore effectivelyacommonstrategytodefendEuropeanindustrialinterests;

17.TakestheviewthattheEUneedsasmartmixofprivateindustryandpublicinstitutionsin ordertoboosttheformationofvaluechainsintheEU;

18.EmphasisesthatthefuturecohesionpolicywillbeoneofthemainEUpoliciesfostering industrialinnovationthroughsmartspecialisationinordertorespondtothechallenges associatedwithsustainableenergy,climatechangeandtheefficientuseofbothmaterial andhumanresources;takestheview,therefore,thatsupportfromthefuturecohesion policyandtheEuropeanstructuralandinvestmentfundsispivotaltothe reindustrialisationoftheEUanditsregionsthroughagenuinelymodernindustrialpolicy whichhastobeinclusive,sustainable,energyefficientandhighlycompetitive;callsfor bettercoordinationandsynergiesbetweencohesionpolicyandHorizon2020programmes inordertosetupregionalinnovationincubatorsandtomaximiseinnovationatregional level;

A. whereas the EU needs a strategy to tackle the economic and financial crisis and kick- start a new economic dynamic,

ThecrisishashitEuropeaneconomieshard.Ithasaffectedtheindustrialsector,losing3.8 millionjobs.Unemploymentratesareontheriseespeciallyyouthunemployment.Thecrisis andlackofperspectivesisaffectingsocialwellbeingandincreasingpoverty.TheEUneedsa comprehensivegrowthstrategytoovercomethesechallenges.

B. whereas Europe’s industry plays a key role and is an important part of the solution to this crisis,

EuropeanindustryisimperativetosolvethemultitudeofchallengesthattheEUisfacing.It providesemployment,goodsandservicesaswellastaxrevenuesandisthekeyplayerina Europeantransitiontoalowcarboneconomy.Althoughtherehasbeenarelativedeclinein theroleofindustryintheEUeconomyoverthelastcoupleofdecades,industrystillaccounts for4/5ofEurope’sexportsand80%ofprivatesectorR&Dinvestments(DGENTR).TheEU requiresastrategythatreinvigoratestheeconomyandleadstoarenaissanceofindustryfora sustainableEurope.

C. whereas Europe’s industrial competitors have for years developed strong industrial strategies,

Ontheinternationallevelawholerangeofcountrieshavedevelopedtheirownindustrial strategies.Mostrecently,Japanhasoutlinedanewindustrialplan.WithitsFiveYearPlans anditslatest2012PlanforNationalStrategicEmergingIndustries,Chinahasalsofocusedon industrialpolicy.EventheUSpursuesstrongindustrialpolicieswithoutusingtheterm.

D. whereas the is commended for embarking on an industrial policy with its Communication aiming to organise an industrial turnaround,

ForalongtimeindustrialpolicyhasbeenlookeddownuponinEurope.Bypublishingits Communication‘AStrongerEuropeanIndustryforGrowthandEconomicRecovery’,the EuropeanCommissionhastakenaleadershiproleinanindustrialturnaroundwhichisneeded

E. whereas Europe’s common future as an industrial location lies in a modernisation offensive that strengthens innovation centres and eliminates the development deficits of industrially and structurally weak regions,

Europeneedstomake adequateuseofpublicfundsandleverageprivatesectorfundstowards researchandinnovationactivities,andfosterEuropeantransnationalandtransregional collaborationthroughclustersofinnovativebusiness,academiaandresearchorganisations. H. whereas the financing conditions in southern Europe are more stringent requiring tailor-made financing solutions,

AccordingtoapresentationbyGuntramWolff(Bruegel)attheITREHearingon29May 2013,theinterestrateforloanstoSMEsinGermanywascloseto3%inMarch2013,whileit was6%forSMEsfromItaly,PortugalandSpain.Thepresentationalsohighlightedthat GermanSMEsintheendoflastyearreceivedalmost90%ofthefinancingthatthey requestedwhileGreekSMEsonlyreceivedabout25%.

TheEuropeanCommissionhashighlightedinitsResourceEfficiencyRoadmapthatin Germanyaloneresourceefficiencygainsinmanufacturingcouldgeneratecostsavings between20%and30%.AnotherstudyintheUKhasestimatedat£23billionthesavingsfrom lowornocostresourceefficiencymeasures. 4SinceEuropecannotcompeteonwageswith emergingeconomies,itneedstofocusonreducingitsenergyandresourcecostsbytapping efficiencies.TheEuropeanCommission2012Competitivenessreporthashighlightedthe positiverolethatecoinnovationandresourceandenergyefficiencyhaveontheEU’s competitiveness.TheEUalsoleadsintheinternationalisationandcrossborderflowsofeco investmentandecoinnovations.Thisisparticularlyrelevant,giventhatecoinnovatingfirms areonthewholemoresuccessfulthanconventionalinnovators.

TheabovementionedfigureshavealreadyhighlightedhowagreenEUindustrialstrategy basedonenergyandresourceefficiencywouldincreasecompetitivenessbysignificantly reducingcosts.Atthesametimetheywouldrecreatemanufacturingcapacityandprovidenew jobs.InGermanyaloneresourceefficiencygainscouldcreateupto1millionjobs. 5Astudy bytheconsultancyEcofyshasalsohighlightedthatagoodimplementationoftheecodesign directivewouldcreatenetsavingsof90billionEURperyearforEuropeanconsumersand businesses,reducingthedependencyonnaturalgasfromRussiabymorethan50%.Ifthose savingswerereinvestedintheeconomytheycouldcreateafurther1millionjobs. 6The EuropeanParliamenthasthereforecalledontheEuropeanCommissiontodevelopan ambitious,ecoefficientandgreenEUindustrialStrategy. 7

N. whereas the European Union is also home to an immense innovation capacity with 6 EU Member States being in the top 10 of the 50 most innovative countries in the world,

TheBloombergInnovationIndexhasrevealedthatinthetop10mostinnovativecountriesin theworld,6areEUMemberStates(Germany,Finland,Sweden,Austria,Denmark,). 2 Thishighlights,thattheEUalreadyholdssignificantstrengthswhenitcomestoinnovation andR&DbutitalsoemphasisesthegapbetweenthoseMemberStatesandothersand thereforereiteratestheneedforanambitiousinnovationstrategynotonlytokeepexisting strengthbutalsoincreasetheinnovationcapacitiesofallMemberStates.

O. whereas industrial policy is a transversal issue and the European Commission therefore needs to clearly integrate its industrial policy into the EU2020 strategy, the development of the Roadmap for a Low-Carbon Economy by 2050, the SET-Plan industrial initiatives and the 2050 vision in the Roadmap to a Resource-Efficient Europe,

Itisclearthatindustrialpolicyneedsahorizontalapproach.TheEuropeanCommissionhas acknowledgedthisinitsrecentIndustrialPolicyUpdateCommunication,statingthat ‘communitypoliciesmustbeproperlycoordinatedandsynchronised’andthat‘themeasureof oursuccesswilldependtoalargeextentonourcapacitytodeliverwithmaximumjoint effectivenessinalloftheseareas’.TheEuropeanParliamentresolutiononan‘Industrial PolicyfortheGlobalisedEra’agreedbytheEPon3February2011inthiscontextalsocalled ontheEuropeanCommissiontointegrateitsindustrialpolicyintotheRoadmapforaLow CarbonEconomy,theSETplanandtheResourceEfficiencyRoadmap.

P. whereas a European Industrial Policy requires a strong workforce while on average only 7% of the low-skilled workforce has had a training,

TheEuropeanworkforceneedstobereadyforfutureemploymentopportunitiesandchanging marketdynamics.Itisparticularlyimperativetoaddressthisissueforthelowskilled workforcewhichislackingtrainings.Inthiscontext,therighttotrainingisessential.

SUGGESTIONS

TheCommitteeonInternationalTradecallsontheCommitteeonIndustry,Researchand Energy,asthecommitteeresponsible,toincorporatethefollowingsuggestionsinitsmotion foraresolution:

1. NotesthedeclineofEurope’sindustrialsectorwhich,chieflyasaresultofchangesinthe globalindustriallandscape,hasshed3millionjobsandsuffereda10%fallinproduction since2008despitethefactthatitisoneofthemaindriversofgrowthinEurope;callson theCommissiontoimplementwithoutdelayasustainablejointlongtermstrategy foundedonpromotinganddevelopingindustryandmakingitmoreattractive,using specificinstrumentswithaviewtomaintainingitscompetitivenessonaglobalscale; pointsoutthattheUnion’stradepolicyisofcriticalimportanceforindustry; 2. WelcomestheimportantpoliticalsignalconveyedbytheCommissioninitsrequestthat theshareoftheindustrialsectorinGDPberaisedto20%by2020;stresses,however,that thistargetwillonlyberealisticifitisunderpinnedbyappropriatemeasures; 3. CallsontheCommissiontohonouritscommitmenttoproduceindicatorsformonitoring andevaluatingtheprocessofreindustrialisation;stressesthattheseindicatorsmustbenot onlyquantitativebutalsoqualitativesoastoensurethatthisprocessissustainableand compatiblewithprotectionoftheenvironment; 4. RegretsthattheCommissionstilllacksanintegratedindustrialpolicyandthatArticle173 TFEUonthecoordinationofEUindustrialpolicywiththeindustrialpolicyoftheEU MemberStateshasstilltobeimplemented;

5. CallsforEuropeanindustrialpolicytosupportthegrowthpromoting,valueaddedsectors whereEuropealreadyleadsthefieldorhasthepotentialtodoso,andtoensurethat

PE510.843v0200 36/67 RR\1013732EN.doc EN sectorssuchasaerospace,chemicals,theautomotiveindustry,theagrifoodindustry, clothingandtextilesandmechanicalengineeringremaincompetitive;callsonthe Europeaninstitutions,theMemberStatesandprivatepartnerstocoordinatetheiractionto speedupinvestmentinmajortransport,sustainablemobility,renewableenergyand telecommunicationsinfrastructureprojects,aswellasincuttingedge,environmentally soundmanufacturedproducts,suchasgreenvehiclesandships,andintechnologiesto mitigatetheenvironmentalimpactofmanufacturingprocesses,andtodevelopinnovative financialinstruments;stressestheimportanceofpromotingtheuseoflocalresourceswith aviewtobringingaboutagenuinereindustrialisationtobenefitsocietyandcreatejobs; 6. StressestheneedforEuropeanindustrialpolicytobebasedonacommonEuropean strategydrawnupincoordinationamongMemberStateswithaviewtofurtherintegrating theEuropeanenergymarket,developingEuropeanenergyinfrastructureandreducingthe costofEuropeanenergy,therebyreducingEuropeandependencyonthirdcountryenergy suppliers;

7. Stressestheimportanceofresearchandinnovationasameansofensuringthe competitivenessofEuropeancompaniesinworldmarkets;urgestheEuropeanUnionand MemberStatestoincreasethefundsallocatedtoresearchanddevelopment;callsonthe Commissiontoencouragethedevelopmentofindustrialsectorswhicharebasedonnew technologies,generateproductswhichhaveahighaddedvalue,andaresparingintheir useofenergyresources,soastocopebetterwiththechallengesofclimatechange;calls forthedevelopmentofnewbusinesslinessuchasrenewableenergyandthecreative sectors,whereEuropeistechnologicallyinthelead,alsotobefostered;stressestheneed forourcompaniestoanticipatetheneedsofthirdcountrymarketsmoreeffectivelyand therebymeetglobaldemand; 8. StressesthattheavailabilityofrawmaterialsisofcrucialimportancetoEuropean industry’sdevelopmentpossibilitiesandwarnsthat,withoutcertainkeyrawmaterials,no futuredevelopmentwouldbepossibleinmoststrategicindustriesinEurope(nuclear, space,aeronautics,medicine,IT,newmaterials,militaryhardware,etc.); 9. Calls,therefore,ontheCommissiontostrengthenitsstrategyforthedefenceoftheEU’s interestswithregardtothesecurityofsupplyofrawmaterialsinthewidercontextof tradeagreements(FTAs,EPAs,etc.);considersthatthisstrategyshouldputanendtothe restrictionsimposedonexportsbycertainstatesandallowadequateprovisionofraw materialsthroughfairtradeagreementsandstrategicpartnerships; 10.WelcomestheforthcomingintroductionoftheEuropeanpatent,whichwillsafeguard Europeancompanies’intellectualpropertyrightswhilelesseningtheburdenofredtape entailedintappingintonewmarkets;welcomestheCommission’sannouncementin March2013ofthepackageofmeasurestomakeEuropeanSMEsmorecompetitive internationallybysimplifyingarrangementsforregisteringtrademarksabroad; 11.CallsontheEuropeanUniontointroducemobilityandtrainingpoliciesintotheEuropean market,particularlyinrespectoflanguagesandIT,withaviewtoboostingworkforce competitivenessandskillsinEuropeanindustry;

RR\1013732EN.doc 37/67 PE510.843v0200 EN 12.Stressestheimportanceofaclearandstablelegalframeworktoencourageinvestmentin industry;urgestheCommissionandtheMemberStatestoencouragethedevelopmentand internationalisationofEurope’sSMEs,whichwillplayamajorroleintomorrow's industrialpolicy,andtoimprovetheiraccesstofundingtoenablethemtoinvestand innovate;pointsoutthatpublicprocurementplaysakeyroleinsupportingthe developmentandgrowthofSMEs;callsfortheestablishmentofa‘onestopshop’to adviseSMEsonissuesconcerningdomesticandforeignmarkets;encouragesthe Commissiontosupportmeasurestooptimisethefinancialandtechnologicalvalueof patents; 13.Regardsbetter,lesscostlyandfasteraccessofSMEstoantidumpingproceduresaskeyto protectingthemmoreeffectivelyfromunfairpracticesbytradepartners;callsontheEU totakeaccountofthispointwhenreviewingitstradedefenceinstruments; 14.ProposessettingupanetworklinkingSMEsandlargeEuropeancompaniesinorderto enableSMEstoreapthebenefitofthesecompanies’expertiseandexportandinnovation capacities;urgestheMembersStatesandtheCommissiontoencouragedevelopmentand facilitatefundingforthepartnershipsbetweenSMEs,universitiesandscientiststo developnewtechnologies; 15.StressestheimportanceofEurope’sinternationalcompetitivenessforitssuccessfulre industrialisation;callsthereforeontheCommissiontotaketheinternationalcompetitive situationofthesectorsconcernedintoconsiderationinanyfuturelegislativeproposals andnottohampertheircompetitivenesssothatEuropeanindustrycancompeteinthe globalarena; 16.CallsontheCommissiontoplacetheUnion’stradeandcompetitionpolicyattheservice ofEuropeanindustrialpolicy;callsontheCommissiontopromotegreaterfiscal,social andbudgetaryconvergencebetweentheMemberStatessoastofacilitatetheemergence ofjointindustrialprojects;hopesthattheCommissionwillcarryoutcomprehensiveex ante and expost impact assessments on the effects of free trade agreements, whether alreadyconcludedorundernegotiation,onEuropeanindustrialpolicy,andwillexamine these agreements, all the time they are in force, for consistency with European industrialisationobjectives: 17. TakestheviewthattheEuropeandirectiveontakeoverbidsmustberevisedtogivethe EUthemeanstoopposeprojectsthatmayprovetobedetrimentaltoitsindustrialand businessfabric;takestheviewthattheUnionmustbeabletoopposetakeoverbidsfrom firmsthatarenotsociallyresponsibleand/orfailtocomplywithgoodgovernance requirements,alongwithproposedtakeoverbidsinsectorsthattheMemberStatesdeem tobestrategic;

18.BelievesthatEuropeanindustrialpolicyshouldpromotethecreationofEuropean industrialgroupsonaglobalscaleinareaswhereEuropeanindustrynowleadsthefield andinareaswhereitwilldecidetoinvestinfuture;

19.Pointsoutthatthatstandardsandtechnicalregulationsplayacrucialroleinensuringthat theEuropeanUnionleadsthewayinthemostinnovativesectors,includinggreen

PE510.843v0200 38/67 RR\1013732EN.doc EN technologies;urgestheCommission,therefore,toimprovecooperationwithkeythird countries–includingtheemergingcountries–withaviewtoestablishingcommon standards,whilerespectingthedifferentsocialpreferencesassociatedwiththose standards; 20.EncouragestheCommissiontoensureEuropeancompanieshaveaccesstointernational markets; maintainsthatitisessentialtoestablishreciprocaltraderelations,particularly withregardtoaccesstopublicprocurementmarkets,toprotecttheindustrialproperty rightsofEuropeanenterprisesandtoenhancetheeffectivenessoftheEU’sTradeDefence InstrumentsandtheircoherencewiththeUnion’stradeandreindustrialisationstrategies;

21.ConsidersitessentialthattheUnionacquireinstrumentsenablingit: topursueamoreactiveantidumpingpolicyandreact,interalia,totheunfairfunding ofexportspractisedinsomethirdcountries, toconductagenuineexchangeratepolicy,defendingEuropeantradeinterests, toupholdtheconceptof‘fairtrade’whichisbasedonmutualrespectforsocial, environmentalorculturalstandardsorrespectforhumanrightsininternationaltrade; 22.NotestheCommission’sproposaltomodernisetheEuropeanUnion’sTradeDefence Instruments,whicharekeyelementsofindustrialpolicy;hopesthatthismodernisation canimprovetheireffectiveness;tothatend,urgestheCommissionnottoweakenthose instruments,either de jure or de facto ,butonthecontrarytostrengthenthemtoprotect Europeanundertakingsofwhateversizemoreeffectively,andasspeedilyaspossible, againstillegalorunfaircommercialpractices; 23.Recallstheneed,wherevercircumstancessowarrant,touseTradeDefenceInstruments againstcountriesthatdonotrespecttherulesofinternationaltradeorthetermsoffree tradeagreementscontractedwiththeEU; 24.WelcomestheproposalforaregulationseekingtoexercisetheUnion’srightsasregards theimplementationandenforcementofrespectfortherulesofinternationaltrade; considersthatbetterresponsivenessasregardstheenforcementofourrightsislikelyto restoreourcredibilityandrebalanceourtraderelations; 25.Deplorestheinadequateprotectionofintellectualpropertyrightsintheterritoryofsome tradingpartnersandregretsthelackofspecificmeansforEuropeanenterprises,in particularSMEs,tofighteffectivelyagainstIPRinfringements;callsontheCommission andMemberStatestoincreasecustomscooperationintheEUandwiththirdcountriesin seizingcounterfeitgoodsandsimplifyingcustomsprocedures;callsontheCommission andMemberStatestocooperatemorecloselywiththirdcountriesonissuesofcopyright andlicensing; 26.RemindstheCommissionthatthelowlevelofwagesandenvironmentalprotectionisstill averyimportantaspectofinternationalcompetitionandthatitisurgentlynecessaryto pursueanupwardsalignmentofthesestandardssothattheEUcangenuinelyre industrialise;callsthereforeupontheCommissiontonegotiatebindingcommitments regardingworkers’rightsandenvironmentalprotectioninFTAswiththirdcountries;calls alsoupontheCommissiontodevelopmandatorytraceabilitysystemsforproductsto

SUGGESTIONS

TheCommitteeonEmploymentandSocialAffairscallsontheCommitteeonIndustry, ResearchandEnergy,asthecommitteeresponsible,toincorporatethefollowingsuggestions initsmotionforaresolution:

1. ConsidersthattheMemberStateswhichhavebestwithstoodtheeconomiccrisisarethose whichhavegivenprioritytopreservingasmanyjobsaspossiblebymeansofstrong socialdialogueandactiveemploymentpoliciesbackedbyforwardlookinginvestmentfor thispurpose,forexamplesocialinvestmentandinvestmentinecologicaltransition sectors;isoftheopinionthatthoseprioritiesshouldbeexaminedandadoptedasabasis forthecompetitive,sustainableanddiversifiedreindustrialisationofEurope;stressesin thiscontexttheimportanceofdevelopingasocialeconomybasedontheprinciplesof solidarity(andtheimportanceofindustrialcooperativesinparticular)andacircular economybasedonrecyclingandreprocessing;considersitnecessarytosetmeasurable targetsandspecifictimetablesforthispurpose;

2. Considersthatinvestmentshouldbediversifiedinbothresearchandnewtechnologiesbut thatweshouldalsoreinvigorateourindustrialheritageinsectorssuchassteel,vehicle manufacturing,textilesandaeronauticssoastoimproveourproductiontoolswhile enablingustoconquernewmarketsandremaininternationallycompetitive;

3. Stressesthattheactivityofindustrialsectorsmakesitpossibletosurvivecrises,notleast byengenderingasurroundingserviceeconomy;

4. PointsoutthattheCommissionproposalsshouldbeaccompaniedbyaspecificinvestment plantotheamountofEUR30billionperannumaimingtopromotethesocialand ecologicalreconstructionandpreservationofindustriesproducingaddedvalueandthe servicesengenderedbythem,therebyconsolidatingourindustrialfuture;

Recommendsthatinvestmentbechannelledintohumanresourcesandthatmeasuresbe takentoensurethattherighttotrainingandapprenticeships,includingworklinked training,qualificationsandlifelonglearning,canbeexercisedmoreeffectively;callsfor completionofeducationtobeestablishedasanindividualrightwhilefacilitating permeabilitybetweenthevarioustrainingsystemssoastoanticipateandrespondto demandforsuitablemanpower,forexample,inindustriesorientedtowardsnew technologiesandanenergyefficientgreeneconomy,whilesupportingresearchand technologyandenhancinginnovation;stressestheimportanceofcreatingjointstructures enablingSMEsandmicroenterprisestooffersuchtraining;advocatesclosercollaboration betweenbusinessesanduniversities/highereducationcolleges;stressesthattheseefforts musttargettheentireproductionchain,encompassingsectorswithaloweraddedvalue whichareneverthelessindispensableforthesustainabilityofsectorswithahighadded value;

6. RecommendsthattheUnionandMemberStatesalsoinvestmassivelyinresearchand development,particularlytofacilitatethetransitiontolessenergyintensiveindustrial production,inlinewiththeUnion'senvironmentalambitions,whichshouldbepursuedin equilibriumwithitsindustrialambitions;

7. Callsfortherecruitmentoflargernumbersofsuitablestaffinthefieldsofresearch, developmentandinnovationandforinvestmenttoensurethatstafftraining,working conditions,equipmentandresearchfacilitiesareofthehighestpossiblestandard;

8. Callsformeasurestopromoteapositiveatmosphereattheworkplaceandforincentive packagesdesignedtomakefulluseoftheexperienceandcreativityofallemployees,so astorationaliseworkingmethodsandproductionandmakemoreefficientuseof resources;

9. Maintainsthatindustrywidesocialdialogueisessentialinchartinganewdirectionfor Europeanindustriesbyfosteringcorporatesocialresponsibility(CSR)andpromotinga Europeansociallabelbasedoncommoncriteria,theaimbeingtoturnemployeesinto stakeholdersintheircompanies'futureandintroducebalancedflexicurityforthecreation ofdecent,sustainableandqualityemployment;stressestheneedtopromoteandimprove information,consultationandcodeterminationinrelationswithworkersandtheir representatives,particularlyinconnectionwithcorporaterestructuring;refersinparticular totheEuropeanParliamentresolutionof15January2013withrecommendationstothe Commissiononinformationandconsultationofworkers,anticipationandmanagementof restructuring(2012/2061(INI));

10.StressesthatthecreationofownresourcesfortheEuropeanbudgetcouldhavea beneficialeffectonreindustrialisationinEurope;

11.StressestheurgentneedtopromoteandsupportinnovativeindustriesbyhelpingSMEsto gainaccesstofinancing,easingtheirfiscalandadministrativeburden,developing cooperationbetweenbusinessesandeducationandresearchestablishmentsandexploiting thepossibilitiesofferedbythedigitalsinglemarket;

12.StressestheimportanceoffocusingonSMEsandtraditionalproductionsectorsin particular,includingenergyintensiveindustries,promotingsustainablebusinessmodels

13.CallsforbetterusetobemadeoftheEntrepreneurshipandInnovationProgramme(EIP) andtheProgrammefortheCompetitivenessofEnterprisesandSmallandMediumSized Enterprises(COSME);

14.BelievesthatthedevelopmentofthesingleEuropeanpatentwouldenhancetheglobal competitivenessofcuttingedgeEuropeanindustriesandsecureaccesstonewmarkets, therebygeneratingemployment;

15.Advocatesgreaterconsistencybetweenourtradepolicy,ourcompetitionpolicyandour industrialpolicytohelpSMEstooperateoutsidetheircountryoforiginandtofacilitate theiraccesstomarkets;

16.Stressesthesignificanceoftherequirementthatmajorpublicprocurementprocedures complywithsocialstandardandtheimplicationsofthis;

17.Recommendsthemobilisationofallfinancialandlegislativeinstrumentsavailableto promoteeconomicrelocationandcallsforinformationcentrestobesetupinorderto heightenawarenessamongentrepreneursoftheadvantagestobegainedfromkeeping theiroperationsinEuropeorrelocatingtoEuropeintermsofshorteningsupplychains andpossiblyestablishinglocalmanufacturingtraditionsandincreasingefficiencyinthis sectorwhilecreatingmorejobsatlocallevel;urgesthatEURESbeexploitedas efficientlyaspossibleinordertomakeuseoftheskillsofyoungEuropeanjobseekersand callsontheMemberStatestoimplementtheServicesDirectivemoreeffectivelyand eliminatesocialdumping;

18.RecommendsthattheCommissionfocusontheaddedvalueofEuropeanindustrialoutput inworldproductionchainsonasectorbysectorbasisinordertoascertainhowfirmly rootedthevariousindustrialsectorsareinourMemberStatesandtoestablishmore effectivelyacommonstrategytodefendEuropeanindustrialinterests;

A. whereastheEUmustfaceuptofinancial,socialandenvironmentalchallenges,and whereastherearecurrentlycrisesinconnectionwiththeriseinenergyprices,the depletionofrawmaterials,delocation,decliningmarketshareandrisingunemploymentin Europe;

B. whereasmajoremergingeconomies(notablyBrazil,Russia,IndiaandChina)continueto growquickly,andhaveputinplaceambitiousindustrialpolicieswithastrongfocuson technologiesandindustrialinnovation,inorderto‘climbthequalityladder’andmove towardsgreenerproduction;

C. whereastheEUhasmadelastinggainsintermsofenvironmentalprotectionandactionto combatclimatechange;

D. whereastheEUhasastrategytopromoteecoinnovationandtechnologicaldevelopments, andtoenhancethelongtermcompetitivenessoftheEUautomotiveindustry;

E. whereas,inordertoraiseourcompetitivenessandlaythefoundationstoreindustrialise Europe,aproactiveindustrialpolicybasedonanewparadigmisnecessary;andwhereas therightappreciationofthevalueofallresources,humanandnatural,andtheir sustainableuseshouldbeatthecoreofthisindustrialpolicy;

1. RegretstheCommission’sfailuretoputforwardconcreteproposalsaimedatsaving industrialsectorswhichhavebeenseverelyaffectedbythecrisisandeithergeneratelow addedvalueoraresufferingtheconsequencesofinternationaldumping,butwhichareof realstrategicimportancetotheEU,inparticularbysupportingthembymeansofpublic procurementcontracts,asourcompetitorsatinternationalleveldo;

2. RegretsthefactthattheCommissiondoesnotproposethattheagriculturalandagrofood sectorsshouldswitchtomoreenvironmentallyfriendlypractices,takingintoaccount possibleconflictsovertheuseofresourcesforfoodproductionorindustrialproduction;

3. Regretsthatthereisnoreferencetothefactthatpublic,independentresearchintothe effectsofcertainformsofindustrialdevelopment,andinparticulartheirimpactonhealth andtheenvironment,isanessentialcorollaryofthedevelopmentofnewsectors;

4. RegretsthefactthattheCommissiondidnotassertitsadherencetotheprecautionary principleinrelationtosectorsusingtechnologieswhichhavenotdemonstratedthatthey areriskfree;

5. IsconcernedaboutthefactthatthecompetitivenessandindustrialisationgapbetweenEU MemberStatesiswidening;recallstheimportanceofthenewMultiannualFinancial Framework(MFF)andsynergiesbetweentheCohesionFundandfundingdedicatedto CompetitivenessforGrowthandJobs(Heading1A);

6. SupportstheCommission’seffortstopromoteEuropeasaresponsibleleaderin innovation, includingbyincreasingtheeffectivenessofpublicfundingforresearchand development,throughprogrammessuchasHorizon2020,andcallsontheCommissionto

WelcomestheCommission’sgoaltodevelopanambitiousandsustainableEuropean industrialstrategyasanimportantsteptorestoreeconomicgrowthinEuropeandincrease theshareofmanufacturinginGDPto20%;callsontheCommissionandontheMember Statestoadoptanintegratedapproachthatprovidesappropriateanswerstothemain Europeanchallenges,suchasdemography,resourceandenergyefficiency,andclimate change;

8. StressesthattheEuropeanindustrialstrategyshouldsupportinvestmentandinnovationin keyareasforsustainableandenvironmentallysoundgrowthgeneration,inparticularby promotingsectorswhereEuropealreadyleadsinresearchanddevelopment,and encouragegoodqualityworkingconditionsintheenterprisestargetedbyinvestment;

9. WelcomestheCommission’semphasisonsustainablegreengrowthandthedevelopment ofnewtechnologiesforthefoundationandsupportofthisgrowth;

10.Underlinestheimportanceoffullyexploitingtheeconomicpossibilitiesofinvestmentin innovativetechnologiesandresourceefficientproduction;

11.WelcomestheagendatoputEuropeonapathtoindustrialinnovationinlinewitha sustainable,resourceandenergyefficienteconomy,andcallsforconcretemeasures, includingshiftingtaxesfromemploymenttoresourceuseandpollution,inordertomove towardsthosegoals;

12.ConsidersthatthefocusofindustrialpolicymustbetoshiftEuropetoacircular, sustainablebiobasedeconomy,respectingcascadeofuseandecosystemboundariesfor biologicalresources;callsonthepromotionoflongtermcosteffectivedevelopment strategiesandofagreeneconomy,basedonmoresustainableproductionand consumptionpatternsatthelocal,regionalandnationallevel;

13.UnderlinesthatMemberStatesmustrefocusjobcreationpolicies,especiallyinexploiting thepotentialofthegreeneconomy;notesthattransformingtheeconomyalongthesepaths willincreasecompetitivenessandprovideimportantsourcesofjobcreationwhichare indispensabletoachievethe75%EUemploymenttargetby2020;

14.EncouragestheCommissiontoproposesolutionssuchasULCOStogreenold technologies;

15.CallsontheCommissiontopromotewomenintheindustrialsector;

16.StressesthattheEUmustprovidetherightframeworkconditionstostimulatenew investments,speeduptheadoptionofnewtechnologiesandboostresourceefficiency; underlinesthatEUlegislationneedstotakeintoaccountthestructuraldifferencesamong theMemberStateswhilemaintainingafairbalanceandminimisingpotentialtradeoffs betweeneconomic,socialandenvironmentalobjectives;

18.CallsontheCommissiontodevelopalongtermenergystrategyforEuropeanindustry, facilitatingthetransitiontowardsrenewableenergyuse;callsontheCommissiontotake intoaccounttheroleindustrymightplayinimprovingtheflexibilityofthewholeenergy system,enablingtheintegrationofrenewableenergysources;

19.ConsidersthatEuropeanindustry,aswellasindividualconsumers,wouldbenefitfrom modernisedenergyinfrastructure,suchassmartgridswhichcouldhelpmaximise indigenousenergypotentialandfullyintegraterenewablesourcesintothepowersupply;

20.Stressestheimportanceofcompleting,assoonaspossible,theinternalenergymarket;

21.Welcomestheaimoftransitiontolowcarbonenergy,inconjunctionwithnew informationandcommunicationtechnologies(NICT);

22.Notesthatenergy,rawmaterialsandmineralscostsareanimportantpartofoperational expensesinmanyindustrialsectors;stressesinthisregardtheimportanceofadiversified andenvironmentallysustainableenergymix,andnotesthattheindustrialstrategyshould focusonthekeyopportunitiesprovidedbyincreasedenergyefficiencyandresource efficiency;thiswillincluderecyclingandreusingmaterialsandreducingthecarbonand materialfootprintofproductionandconsumption;highlightsthatalsoaccordingtothe Commission’sanalysis,suchpolicywouldcreateasignificantnumberofnewjobs;

23.StronglysupportsthedevelopmentoftheCommission’srawmaterialsdiplomacyand otherinitiativessuchasthesocalledcountrybycountryreporting,inordertosecure accesstorawmaterials;calls,therefore,forthecreationofaninternationalrawmaterials forum,whereexperiencescanbeshared,nationalstrategiescanbe combinedandstocks canbemanagedjointly,asthiswouldcontainaworseningscrambleforresources;

24.StressestheurgencyofimprovingtheefficiencyoftheEUcarbonmarkettoprovide investmentcertaintytoclimatefriendlytechnologies;

25.CallsontheCommissiontointegrateswiftly‘greenproductsandservices’intheInternal Market,includingenvironmentalfootprinting;

26.Underlinestheneedforalegalframeworkthatgivesappropriatesignalstoproducersand consumerstopromoteresourceefficiencyandthemovetowardsarestorativeandcircular economy;stressesthatinordertoaddressthefragmentationandscopelimitationsofthe sustainableconsumptionandproduction(SCP)acquis,theconsolidationofexisting productlegislationsuchastheEcodesignDirective(2009/125/EC)andtheEnergyLabel Directive(2010/30/EU),andtheEcolabelRegulationwillbeneededwithaviewto improvingtheenvironmentalperformanceandresourceefficiencyofproductsthroughout theirlifecycle;

27.BelievesthatcompetitivenessofEuropeanproductiondependsonEuropebeingaglobal

28.ConsidersthatEurope’sindustrialfuturecannotbeassuredwithoutadeliberatechangeof coursetoensurethatproductdesign,andmethodsofproductionandtransportincorporate environmentalrequirements;

29.Supportsthewideruseofdesign,aswellasothernontechnologicalinnovations,asoneof thekeydriversfordevelopinghighvalueproducts,increasingproductivityandimproving resourceefficiency;

30.BelievesthatsuccessfulindustrialpolicyneedstointegrateEUpoliciescombiningall aspectswithanimpactonindustryandtofocusonfindingsolutionsformajorsocietal challenges;

31.CallsontheCommissiontodevelopormaintainmeasurestosafeguardcorporatesocial responsibility(CSR)alongthewholevaluechain,fromtheextractionofrawmaterialsvia manufacturingandtradetorecycling,bothwithinandoutsidetheEU;

32.SupportstheCommission’seffortstoincreaseinvestmentinhumancapitalandskillsthat arenecessaryforindustrialcompetitivenessandchange;callsontheCommissionand MemberStatestoimprovedialoguebetweentherelevantauthoritiesandsocialpartnersto improvetheconnectionbetweeneducationsystemsandthejobmarket;callsonthe Commissiontosecuretherighttolifelonglearningforallcitizens,allowingthemthe optiontoretrainduringtheirworkinglife,whichiscrucialforinnovationand competitiveness;

33.CallsontheCommissionandtheMemberStatestoadopt,withoutdelayandby2014, concreteplanstophaseoutprogressivelyallenvironmentallyharmfulsubsidiesby2020, toincreasetheuseofmarketbasedinstruments,includingashiftfromlabourto environmentaltaxation,pricingandcharging,andtoexpandmarketsforenvironmental goodsandservices;

34.Isoftheviewthattheincentiveofsustainableformsoftourismlinkedtotheconsumption oflocalproductsmaybecapableofboostingtherecoveryofagriculturalandcraftrelated activitiesandthedisseminationofmicroenterpriseslocally,andcouldactasasignificant economicspringboardthatcouldhelpeconomicrecoverywhilstatthesametimeensuring thattheenvironmentisproperlymanaged,culturesandhumansettlementsprotectedand erosionandlandslidesprevented;

35.Believesthattheprioritiesintheconstructionindustryshouldbethoseofapplyingthe generalprinciplesofsustainablebuildingandecodesign;inthisregard,theupgradingof existingbuildingstockisparticularlysignificant;thiscouldbeachievedby,amongstother things,implementingmandatoryplanstoadaptoldbuildings,bothpublicandprivate,to currentenergycontainmentandefficiencystandards,withtheaimofconsumingless.

8. Recallstheroleofinvestmentsinstimulatinginnovationandfosteringgrowth,and stressestheneedformoresupporttoentrepreneurshipintermsofbetterbusiness conditions;

CallsontheCommissiontoputforwardproposalsforaEuropeanclusterpolicyinthe formofcooperationbetweenconnectedcompanies,suppliers,serviceprovidersand researchcentres;pointsoutthatwhilesuchpolicieshaveexistedforalongtimeat regionalandnationallevel–andwhiletheirstrengthshavesofaronlybeenpromoted politicallyatthislevel–theyhavecontributedtocompetitionbetweeneconomiesat Europeanlevelaswell;believesthatthebenefitstobegainedfromthejointuseof resourcesandexpertiseforcompanies,employeesandregionsalsoatEuropeanlevel wouldbeonewayofpromotingmorebalanceddevelopmentofindustryandtrade;

10. Regardsaclearandstablelegalframeworkasabasicprerequisiteforencouraging growth,andasanadditionalandimportantreasonforimprovingtheEuropeanlegislation onmarketsupervisionwithaviewtoensuringproductsafetyandfairtradingconditions;

11. Underlinesthecrucialimportanceofappropriatelegislationforasuccessfulindustry policyandoftheneedtoavoidlongtermmeasureswhichdistortcompetition,in particularthroughtheexertionofdisproportionatedirectfinancialinfluence;

12. Pointsoutthattheinternalmarketstillhasenormous,untappedpotentialtoboost competitivenessandqualitativegrowthintheEU,andthereforeurgestheCommission andtheMemberStatestoacceleratetheireffortstoremoveremainingbarriers,tothe benefitofEUconsumers,employeesandcompanies,particularlySMEs;underlines, furthermore,thatforecastingandfinancingtools(insurance,paymentguarantees,etc.) mustbecreatedandreinforcedinordertoenableSMEstodevelopatinternationallevel;

13. Pointsoutthatindustrialmanufacturingprocessesareincreasinglyknowledgebasedand thatthestrengthofindustrythereforedepends,toacrucialextent,onwelltrained specialists;calls,therefore,forclosecoordinationbetweenindustrialpolicyandtraining;

14. CallsontheCommissiontosupportthedevelopmentofnationalinvestmentbanksfor SMEs,andtotakeactiontoenableexistinginvestmentbanksforSMEstoexpandtheir operationsinotherMemberStates,inaccordancewiththeconditionsinplaceinthose MemberStates,asameanstoboostindustrialproduction;

16. Takestheviewthatworseningresourcescarcityisnotonlyasustainabilityissue,but increasinglyakeycompetitivenessissueforEuropeanditscompanies;highlightsthe importanceofresourceefficiencyasthevitalguidingprinciplefortheEuropean reindustrialisationagenda;callsinthisrespect

– forthefullandambitiousimplementationoftheCommissionRoadmaptoa ResourceEfficientEurope;

– formainstreamingofthenotionofcascadinguseofresourcesintoallrelevant policies,ensuringourscarcerawmaterialsareusedtotheirfullpotential;

– ontheCommissionandtheMemberStatestodevelopandsubsequentlydeploya methodofresourceaccountingthatistobeintegratedinEUandnationalbudgetsin allchapters(eachcorrespondingtoanactivity),whichinturnmaybebrokendown intoarticles,andthoseinturn,wherenecessary,intoitems,toensureefficient integrationofresourceefficiencyconsiderationsinthepolicymaking;

17. Recognisestheimportanceoftraceabilityofproductionswhenitcomestoempowering consumerswithtoolsforamoreinformedpurchasingchoiceandtoacknowledginglocal productionenterprisesfortheknowhowacquiredovercenturies;

18. Takestheviewthatindustrialpolicyshouldincludestrategicobjectivesthatareofcrucial importanceforcompetitiveness,suchasthecreationofefficientandinterconnected transportinfrastructures,ahighlydevelopeddigitalnetworkandaEuropeanenergy policy;

19. Considersthatencouragingandmobilisingsignificantinvestmentinresearchgeared towardsstructuralandproductinnovationisanessentialprerequisiteforanyindustrial policy;

26. StressestheimportanceofcommunicatingwiththeEuropeancitizensaboutthekeyrole ofindustrialpolicyinordertoencourageeconomicgrowthinEurope.

27. Stressesthatastrongindustrialpolicymustbeaccompaniedbyactiontooptimiseour products’marketposition,andthatitisthereforeessentialtoplaceemphasisonproduct quality;stresses,also,theneedtomaintain,upgradeanddevelopthecraftskillsbasein Europe;

28. Stressesthecontributionmadebycompaniesproducinghighendgoodsandservicesto growth,employmentandcompetitivenessintheEuropeanUnion,giventhatthissector accountsfor3%ofEUGDP,hasanannualturnoverofoverEUR400billionand generatesalmost1.5milliondirectandindirectjobsinEurope,accordingtothe Commission’sStaffWorkingDocumentontheCompetitivenessoftheEuropeanHigh EndIndustriespublishedon26September2012;

SUGGESTIONS

TheCommitteeonRegionalDevelopmentcallsontheCommitteeonIndustry,Researchand Energy,asthecommitteeresponsible,toincorporatethefollowingsuggestionsinitsmotion foraresolution:

1. Stressesthateventhoughtheindustrialsectorhassufferedgreatlyfromtheconsequences ofthecurrenteconomiccrisis,itremainsunquestionablyoneofEU’smainassetsat internationallevelandakeydriverforachievingEU2020objectivesforgrowth,jobs, innovation,research,development,sustainabilityandcompetitiveness;pointsoutthat overallindustrialproductionnowis10%lowerthanitwasbeforethecrisisandthatmore than3millionindustrialjobshavebeenlost;notes,however,thatthereisariskof growingshortagesofworkerswithskillsspecificallytailoredtotheneedsofsustainable development;

2. IsconcernedatthemassivedeindustrialisationaffectingmanyofEurope’straditional industrialheartlands;takestheviewthatformerindustrialisedregionscanmakea significantcontributiontoreindustrialisation;pointsoutinthisconnectionthatpublic attentionhasshiftedawayfromformerindustrialisedregionsand,giventheparticular challenges,sufficientinvestmentpossibilitiesneedtobemadeavailableforspecific regionaldevelopmentstrategies;supports,inthiscontext,‘reshoring’initiativesseeking thereentryofproductionandservicesfromthirdcountries;

3. Expressesstrongconcernabouttheconsequencesofthefinancialandeconomic downturn,fallinginvestmentandgrowinginequalitiesintheEU,especiallyamongits regionsasregardsproductivity,competitivenessandprosperity;pointsoutthatitisvital totakestrongpolicymeasuresandallocateadequatefinancialresourcestosupporta renaissanceofindustryforasustainableEurope,based, inter alia, onculturalandcreative industriesandnewtechnologiessuchasnanotechnologies,biotechnologiesand microelectronics;maintainsthat,failingsuchanaction,thesharpdeclineinindustrial

EmphasisesthatthefuturecohesionpolicywillbeoneofthemainEUpoliciesfostering industrialinnovationthroughsmartspecialisationinordertorespondtothechallenges associatedwithsustainableenergy,climatechangeandtheefficientuseofbothmaterial andhumanresources;takestheview,therefore,thatsupportfromthefuturecohesion policyandtheEuropeanStructuralandInvestmentFundsispivotaltothe reindustrialisationoftheEUanditsregionsthroughagenuinelymodernindustrialpolicy whichhastobeinclusive,sustainable,energyefficientandhighlycompetitive;callsfor bettercoordinationandsynergiesbetweencohesionpolicyandHorizon2020programmes inordertosetupregionalinnovationincubatorsandtomaximiseinnovationatregional level;

5. Underlinesthatregions’characteristicsandtheirspecificstrengthshavetobetakeninto considerationwhenplanningregionalindustrialdevelopmentstrategiesforeachregion andeachsectorinordertoachieveahighlevelofspecialisationinEurope’sindustry;

6. Pointsoutthat,inborderareas,theindustrialchallengesareoftenthesameonbothsides oftheborder,owingtothecommonterritorialfeatureswhichtheseareasshare;callson theCommission,theMemberStatesandlocalandregionalauthoritiestodrawupcross borderindustrialconversionstrategies,aimedatcreatingcrossborderclusters,andjoint trainingandemploymentstrategiesonascaleappropriatetocrossborderpopulation centres;

7. StressestheneedtosetoutclearindustrialcompetitivenesspolicystrategiesatEUlevelas wellaswithintheNationalReformProgrammes,throughamorefocusedterritorialand strategicapproach,whichincludesthesettingofprioritiesinrelationto:facilitatingaccess tofinanceandmicrocreditfacilities,supportforR&D,education,vocationaltrainingand lifelonglearning,administrativesimplificationandcapacitybuildingtoallowbusinesses tooperateatlowestcostpossible,clearenvironmentalregulations,thereductionoflabour taxation,greaterflexibilityonthelabourmarket,improvementofenvironmentally friendlyinfrastructure,greaterinvolvementandcoordinationoflocalandregional authoritiesaswellasofpublicandprivatestakeholdersandstrongsupportforSMEs, entrepreneursandsocialbusinesses;believesthatamorecoordinatedapproachbetween differentlevelsofgovernmentandstakeholderswillbeachievedbyincludingthe proposedterritorialpactsandinstrumentsinthepartnershipagreementstobringthese actorstogetherinordertofocusandcoordinatetheiractionsandfinancialresourcesonthe Europe2020Strategygoalsandtargets;

8. ConsidersthatthereindustrialisationofEuropemustbeaccompaniedbyeffortsto generateemploymentforyoungpeople,forwhichpurposeitisnecessarytoensurethat CommunityemploymentstrategiesaretailoredtothefutureneedsofEuropeanindustry, tolaunchregionalandnationalprogrammestoprovideyoungpeoplewithahighquality technologicaleducationandfosterentrepreneurshipamongyoungpeoplethroughaccess toEuropeanfundsandbusinessadvice;

Recallsthatregionaleconomiesareakeytoachievingsmart,sustainableandinclusive growthastheyhaveboththerequiredknowledgeandcapacitytomobiliselocal stakeholdersinaccordancewiththeregionalspecificities;reiteratesthecrucialimportance ofconnectingtheinnovationandsustainabilityagendasattheregional,nationaland Europeanlevelbydevelopingstrongregionalandnationalresearchandinnovation strategiesforsmartspecialisation(RIS3);

10.Isoftheopinionthat,inorderfortheEuropeanStructuralandInvestmentFundstodeliver moretargetedsupportaspartofastrategic,integratedapproach,thedeliveryofRIS3 strategiesshouldbemaintainedasaformofexanteconditionalityforfundingunderthe R&D&Iobjectiveofthefuturecohesionpolicy;pointsoutthatsuchRIS3strategies, basedonthecomparativeadvantagesofregions,willpromoteproductivityenhancing measures,attractpublicandprivatecapitalthankstoahighleverageeffectandhelp regionstoconcentratetheirresourcesonafewkeyprioritiesinordertomakemore effectiveuseofavailablefunds;

11.Underlinesthatnationalandregionalauthoritieshavetoplaceeconomic,socialand environmentalinnovationattheheartoftheirlongtermsustainabledevelopment strategies,drivenbystrongnetworks,knowledgeexchangeandmanagementand innovationecosystems,composedbyclustersofhighlyspecialisedSMEsandindustries; supportsthegrowthofindustrialparksthroughcooperationbetweennationalandlocal authorities,economicoperatorsandresearchanddevelopmentorganisations;

12.AgreeswiththeCommissionandtheCouncilthatcompetitivenessgainsintheinternal marketbutalsointradewiththirdcountriesshouldbeanabsolutepriority;callsonthe MemberStatesandCommissiontosupportindustries,andSMEsinparticular,toexport andinternationalise;underlinestheneedfor,andtheimportanceof,thedrawingupof EuropeanstandardsthatarewidelyappliedanddefendedbytheEUintheglobalmarket, especiallyregardingenvironmentalandsocialresponsibility,sothatinnovativemeasures implementedbyEuropeanenterprisesdonotpenalisethembutinsteadgraduallybecome aglobalstandard,notleastbyvirtueofthereciprocityprinciple;

13.Isstronglyconcernedbythenegativeimpactoftheeconomicandfinancialcrisisonthe capacityofEUregionstofinanceproductiveinvestmentforsmart,sustainableand inclusivegrowth,thusputtingathighrisktheachievementoftheEurope2020objectives;

14.CallsontheCommissiontoproposeminimumecologicalandsocialtaxationonimports fromthirdcountriesinordertomeettheEuropeansocialandenvironmentalstandards whichEUindustrieshavetoobserve;

15.Isoftheopinionthat,togetherwithgrants,thereisaneedforloans,venturecapital, guaranteesandotherformsoffinancialengineeringinstrumentstoplayastrongerrolein thecompetitivenessofEUindustry;callsfortheproperuseoffinancialinstruments throughcombiningandsynergiesofthevariousformsoffinancialsupport,bothdirectand indirect,especiallythoseavailabletoSMEsandsocialbusinesses,inordertooffermore tailormadeaccesstofinance;maintainsthatindividualEUpoliciesandthevarious sourcesoffundingforEuropeanreindustrialisationneedstobecoordinatedmoreclosely, accordingtotherulesoftheCohesionpolicylegislativepackage20142020;

TheCommitteeonWomen’sRightsandGenderEqualitycallsontheCommitteeonIndustry, ResearchandEnergy,asthecommitteeresponsible,toincorporatethefollowingsuggestions initsmotionforaresolution:

1. WelcomestheCommissioncommunicationentitled‘AStrongerEuropeanIndustryfor GrowthandEconomicRecovery’(COM(2012)0582)butregretsthatitcompletelyignores thegenderdimension;emphasisesthattheabsenceofgenderperspectivesinindustrial policiesincreasesgenderinequality,andcallsontheCommissionandtheMemberStates toestablishgendermainstreamingmechanismsatinternational,nationalandregional levelsinindustrialpolicies;

2. Highlightstheunderrepresentationofwomeninindustryand,consequently,intheeffort toreindustrialiseEurope,aswellasthelackofgenderspecificapproachesanddemands onnational,Europeanandinternationallevel;stressesthat,inconsequence,andinorder toimplementtheEUgenderequalitystrategyatnationallevel,theMemberStates,in closedialoguewithindustry,institutions,organisationsanddecisionsmakers,arerequired tointegrategendermainstreaming,inthesenseofscreeningallpolicies–includingthose touchingonresearch,sustainableproductionandconsumption–withregardtotheir differentimpactsonwomenandmen;

Stressesthat,inordertorevivetheeconomicgrowthandcompetitivenessofitsregions, theEUcannolongeraffordtodisregarditswealthoffemalepotential;stresses,therefore, theimportanceofencouragingmoresustainedparticipationbywomeninthescienceand technologysectors,andofensuringthecontinuedtrainingofwomenandofbenefiting fromtheirqualifications,bothintheresearchandsciencesectorsandinmoretraditional industries;

Stressesthatequalityofopportunity,andthebalancedrepresentationofmenandwomen atalllevelsandinallsectorsofindustry,hasapositiveimpactonproductivityand sustainableeconomicgrowth,andshouldthereforeberecognisedasplayingavitalrolein thereindustrialisationofEurope,promotingastrong,diversifiedandcompetitive industrialbase;urgestheCommissionandtheMemberStates,whendevelopingnew industrialpolicies,toapplyanew,socialandclimatefriendlyindicatorongrowththat includesnoneconomicaspectsofwellbeingandthatsetsitsprimaryfocusonaims relatedtosustainabledevelopment,suchasgenderequality,povertyreductionandlower greenhousegasemissions;

7. Pointsoutthattheecologicalconversionoftheeconomyandthetransitiontolowcarbon economywillcreateahugedemandforworkersinskilledtradesorprofessions;refersto thefactthatfemaleworkersplayanimportantroleinRISE(RenaissanceofIndustryfora SustainableEurope);callsontheCouncil,theCommissionandtheMemberStatesto makesurethatfemaleworkersarenotunderrepresentedin,orevenexcludedfrom, traininginandprojectsandprogrammesonecologicaltransformation;

8. Stressesthatpoliciesneedtobedrawnupthatfocusondeconstructinggenderstereotypes fromaveryyoungage,andonawarenesstrainingforteachersandstudents,andthat encourageandsupportcareerdiversificationforbothyoungwomenandmen;

9. CallsontheCommissionandtheMemberStatestopromotetheoptimisationofthe availablequalifiedhumancapital,andoffemaletalentinparticular,andtostimulateand facilitatefemaleentrepreneurship,byprovidingappropriatetargetedtrainingand mentoringprogrammesandbyfacilitatingaccesstotechnical,scientific,businessand supportnetworks,bothatthestartupphaseandthroughoutafirm’sbusinesscycle;
