DOI: 10.17234/RadoviZHP.51.4 Between the King and the Sultan: the Romanian Colony in Constantinople at the End of the 19th Century The article focuses on certain results of a long-term research project which addresses a very specific aspect concerning Romanian-Ottoman relations after 1878: Romanian subjects, residents of the Ottoman Empire, perceived as a community under the pro- tection of the diplomatic and consular missions of Romania. The present contribution accords particular attention to the definition of this community and the legal status of the members of the colony registered with Romanian consulates in the imperial capital. A brief discussion of their ethno-religious profile and socio-economic char- acteristics is also included in the analysis. This is the first attempt to analyse several aspects concerning the Romanian multiethnic colony in Constantinople from different perspectives, such as occupations, nationality papers or the major problems which in- fluenced their status as foreign residents in the Ottoman Empire. The primary sources of data are the consular registers and correspondence between representatives of the Romanian state and the Ministry of the Foreign Affairs, with a special focus on the analysis of an unpublished volume of documents, no. 422, “Registration,” and dated 1867-1916, from the Romanian Diplomatic Archives, Constantinople fonds. Other alternative sources were also used, such as censuses, newspapers and memoirs, in order to reconstruct an image of the Romanian colony in Constantinople up to 1900.

    CCI3 HISTORY THE PORTRAIT OF A ROMANIAN DIPLOMAT: MIHAIL BURGHELE Emanuil Ineoan, PhD Student, ”Babeş-Bolyai” University of Cluj-Napoca Abstract: Using an unpublished historical source, the diary of Mihail Burghele, we try to analyse the background and the political orientation of a Romanian diplomat during La Belle Époque and also the Romanian foreign political objectives in Southern Europe at the beginning of the XXth century. With Mihail Burghele begin the Romanian-Albanian diplomatic relations, since this was the first Romanian Minister Plenipotentiary sent in the spring of 1914 in Durres, the capital of Albania. His mission there took place in a time when this new Balkan state represented a problematic issue on the map of international relations on the eve of World War I. În arhondologia vechilor familii boiereşti moldovene un loc de seamă îl ocupă neamul Burghele care a numărat de-a lungul istoriei sale postelnici, medelniceri, spătari, ofiţeri şi alte asemenea ranguri ce i-au asigurat o prezenţă constantă în lumea ieşeană a secolelor XVIII- XIX1. Mihail Burghele, viitorul diplomat, este fiul lui Nicolae Burghele (doctor în Drept la Universitatea din Leipzig şi consilier al Curţii de Conturi) şi al lui Zoe Cerchez. Se naşte la Iaşi în 1 noiembrie 1864 fiind al cincilea fiu al familiei care a avut în total şase copii dintre care o fiică Zoe, Constantin şi Gheorghe, amândoi generali de armată, Nicolae, medic, secretar al Consiliului de Miniştri, mort în prizonierat la Burgas în martie 1917, Teodor, inginer, tatăl viitorului Ministru al Sănătăţii şi preşedinte al Academiei Române, doctorul Theodor Burghele.2 Mediul familial în care aceşti copii cresc, atât cât poate fi intuit din biografia tatălui, a fost unul impregnat de efervescenţa culturală a Iaşiului celei de-a doua jumătaţi a secolului XIX.

Abstract: The main object of the present paper is to introduce the diplomats sent to represent the Romanian state in Stockholm, Copenhagen, Helsinki and Oslo, as heads of diplomatic missions. Did they have professional or human connections with the Nordic states? Were they moved from one legation in the Scandinavian world to another? In other words, were they specialists in Scandinavian matters? Were the Nordic states a professional attraction /a trampoline in the career of Romanian diplomats or were they `quiet` diplomatic missions, marginal in importance, less attractive to diplomats? In my attempt to provide an answer to these questions I found that most of those who took turns as head of legation in the Scandinavian countries had not previously been trained at the same missions.

Due to the success registered by the Romanian delegation there, it was decided that the second congress to be held in Romania. The idea was welcome in the oil field, but politicians were rather reserved. In 1903, the political circles refused organizing the congress. As a result, the second International Petroleum Congress was held in 1905 in Belgium. The performance of the Romanian delegation was also excellent, so it was decided that the next congress to be held in Romania. If in 1906 the preparations went rather slowly, at the beginning of 1907 they accelerated. The Programme of the Congress (August 22 - September 2 1907) was complex and included both scientific papers and documentary visits, as the ones to the city of Constanţa, to Constanţa port and to oil facilities in the area. The sensitivity of the romanian society to the events that took place in the other part of the continent dates from the end of the 18th century to the beginning of the 19th century. The french revolution of 1789 will have profound insights into the political and social evolution of the pincipalities and later on Romania. The revolutionary ideas at the end of the eighteenth century produced a double effect in the principalities, being both the origin of the conservative party constitution and the emergence on the romanian political scene of the liberal party. The process of coagulation of the two political parties that would dominate the romanian political life until the beginning of the last century when, after the end of the first world war, the new realities of our society have led to the disappearance of the conservative party whose leaders have failed to adapt their political discourse to the new political, economic and social context.

    Sabina Cantacuzino (1863‒1944) era cunoscută de contemporani ca „fiica cea mare a lui Ion C. Brătianu“ și „sora cea mai mare a Brătienilor“ ‒ Ionel, Con- stantin (Dinu) și Vintilă. A făcut școală în particular, după obiceiul timpului, la moșia Florica, iar mai târziu la București, cu profesori renumiți (Spiru Haret, David Emmanuel, V.D. Păun etc.), încheindu-și studiile cu un examen de ba- calaureat susținut la Colegiul Sf. Sava. În 1885 s-a căsătorit cu doctorul Constantin Cantacuzino. A învățat de tânără să iubească teatrul, muzica, artele plastice, de- venind cu timpul proprietara unei importante colecții de pictură românească și de obiecte de artă populară. A contribuit la înființarea și funcționarea Muzeului de artă „Toma Stelian“ și a Universității Libere (asociație culturală aflată sub patronajul reginei, în cadrul căreia se organizau conferințe și concerte); și-a lăsat prin testament locuința din București ca sediu al unui „cămin pentru doctoranzi“, conceput ca o fundație academică. Pe lângă sprijinirea instituțiilor culturale, s-a dăruit asistenței publice: a lucrat o lungă perioadă la Așezământul Regina Elisabeta, a organizat un cămin de copii bazat pe sistemul Montessori, a condus Spitalul nr. 108 din București în timpul Primului Război Mondial, a fost președinta Asociației pentru Profilaxia Tuberculozei, a avut, în 1914, inițiativa înființării unui spital pentru tuberculoși. Împreună cu alți membri ai familiei, a rămas în București în tim pul ocupației militare germane din 1916‒1918 și a fost internată în 1917, timp de nouă luni, la Mânăstirea Pasărea. Memoriile ei, pe care a început să le scrie în 1921, când se împlineau o sută de ani de la naș- terea lui Ion C.
