In the present paper I analyzed the Romanian foreign policy between 1878 and 1914. Keywords: Romanian Foreign Policy, International Relations, Security, Foreign Policy Introduction The first time the issue is considered Danube is the Treaty of Bucharest between Russia and Turkey, signed on May 28, 1812, which ended the Russo-Turkish war took place between 1806 and 1812. The Clashes of interest between the major European powers were put on the agenda the need to solve the problem of freedom of navigation on international rivers and its consecration in an international act. Used the occasion to ensuring this was the Peace Congress in Vienna, met after the first abdication of Napoleon. The Final Act 1815 states in Articles 108-118, fundamental principles of river. Under Article 109, navigation on international rivers was free for all states without distinction between riparian and non-riparian states; is accurate but that freedom of navigation applies only to commercial navigation, not for the war. -

This is because both principles can guarantee the dignity and equality of sovereign states when resolving issues in international relation. Not every statement of persona non grata has to culminate in expulsion because a statement may be issued by the receiving state both after the diplomatic agent has started performing his functions and even before he arrives at the receiving state. If such a statement is followed by the expulsion of the diplomat, it should be based on article 41 of the Vienna Convention, 1961 (infringement on laws of receiving state and/or espionage actions). Also, expulsion may occur due to war and severance of diplomatic relation between two states. Indonesia has had to deal with issues of persona non grata on several occasions both as receiving and sending state. This paper analyses several cases of declaration of persona non grata involving several countries, especially Indonesia in order to give a better understanding of how the declaration of persona non grata plays out between states, and the significance of the Vienna Convention of 1961 on diplomatic relations. -
The Romanian Colony in Constantinople at the End of the 19Th Century

DOI: 10.17234/RadoviZHP.51.4 Between the King and the Sultan: the Romanian Colony in Constantinople at the End of the 19th Century The article focuses on certain results of a long-term research project which addresses a very specific aspect concerning Romanian-Ottoman relations after 1878: Romanian subjects, residents of the Ottoman Empire, perceived as a community under the pro- tection of the diplomatic and consular missions of Romania. The present contribution accords particular attention to the definition of this community and the legal status of the members of the colony registered with Romanian consulates in the imperial capital. A brief discussion of their ethno-religious profile and socio-economic char- acteristics is also included in the analysis. This is the first attempt to analyse several aspects concerning the Romanian multiethnic colony in Constantinople from different perspectives, such as occupations, nationality papers or the major problems which in- fluenced their status as foreign residents in the Ottoman Empire. The primary sources of data are the consular registers and correspondence between representatives of the Romanian state and the Ministry of the Foreign Affairs, with a special focus on the analysis of an unpublished volume of documents, no. 422, “Registration,” and dated 1867-1916, from the Romanian Diplomatic Archives, Constantinople fonds. Other alternative sources were also used, such as censuses, newspapers and memoirs, in order to reconstruct an image of the Romanian colony in Constantinople up to 1900. -

Constanta Branch Abstract: Although linked to the Austro-Hungarian Empire by a secret alliance treaty in 1883, Romania chose to declare itself neutral at the outbreak of hostilities in July 1914, relying on the interpretation of the "casus foederis" clauses. The army was in 1914 -1915 completely unprepared for such a war, public opinion, although pro-Entente in most of it, was not ready for this kind of war, and Ion I. C. Bratianu was convinced that he had to obtain a written assurance from the Russian Empire in view of his father's unpleasant experience from 1877-1878. This article analyze the political and military decisions after Romania entry in Great War. Although linked to the Austro-Hungarian Empire by a secret alliance treaty in 1883, Romania chose to declare itself neutral at the outbreak of hostilities in July 1914, relying on the interpretation of the "casus foederis" clauses. In the south, Romania has three major strategic interests in this region: - defense of the long Danubian border and the land border between the Danube and the Black Sea; - the keep open of the Bosphorus and Dardanelles, through which 90% of the Romanian trade were made; - avoiding the isolation or political encirclement of Romania by keeping open the Thessaloniki-Nis- Danube communication, preventing its blocking as a result of local conflicts or taking over under strict control by one of the great powers in the region[1]. -

Anii de studiu, mediul familial, prietenii, aptitudinile, posibilităţile şi disponibilităţile intelectuale, trăsăturile de caracter, interesul pentru studiu şi pasiunea pentru limbile străine, intrarea şi afirmarea în viaţa politică, contextul mai larg al epocii interbelice etc. sunt câteva din aspectele semnificative, decisive ale vieţii, activităţii şi personalităţii sale, pe care le rezumă acest articol. The interwar period in Romania had its political men presented either as “martyrs” of the nation or like some common thieves, forgetting that when it comes to Mother Nature, only few things keep their white or black nuance, everything maintaining rich varied grey nuances … because otherwise the world would be bored, isn’t it? Maniu hasn’t been too nice. Why? His Jesuit face made many people stay aside…still the same “sobriety” didn’t prevent him from washing his hands in a Pillatian way from things on which his whole life philosophy was based on. A lot more likable, but extremely controversial was Constantin Argetoianu, the chameleon of the interwar Romanian politics, the man that managed to show how easy it was to pass from bitter hatred to friendship and admiration, all depending on the interest. This Oltenian boyar, loved and admired by many, hated and sworn by more, tried with the use of some delicious “Memories” to exculpate him in front of history and time. -

DUILIU ZAMFIRESCU Maree/a Guţu Profilul uman al lui Duiliu Zamfirescu a fo st lipsit decenii la rând de unele laturi esentiale' care i-ar fi lămurit desfăsurarea' vietii' într-un chip diferit de cel cunoscut, iar în ceea ce priveşte activitatea sa diplomatică şi politică studiile sunt cu totul sumare şi decât în cuprinsul unor schite istorica-literare. În consecintă, s-a obtinut o imagine cu totul , , ' trunchiată în unele privinţe şi deformată în altele. Au contribuit substanţial la aceasta afirmaţii lipsite de obiectivitate ale unor contemporani, inexacte şi tendenţioase sub înfăţişarea lor de calde mărturii şi evocări. Ca urmare, avem despre scriitor imaginea unui om pedant, de un aristocratism confecţionat şi strident. În această lucrare voi încerca o prezentare a unor aspecte esenţiale din viaţa diplomatică a lui Duiliu Zamfirescu. Se naşte în 1858 la Plaineşti (azi Dumbrăveni), lângă Râmnicu Sărat. Este primul născut al soţilor Lascăr Zamfirescu, născut în 1822, care a fo st, în cea mai mare parte a vieţii, funcţionarîn administraţia din Focşani, adică un intelectual local, mai mult autodidact, ocupându-se şi cu treburi politice şi aj ungând la rangul de preşedinte al Comitetului Permanent Judeţean Putna, dar totdeauna ia ră înlesnire din partea materială, şi al Sultanei Mincu, născută în 1837, fiica unui negustor localnic, sora viitorului arhitect Ion Mincu si a viitorului pictor Stefan ' ' Mincu, ambii nu cu mult mai vârstnici decât Duiliu Zamfirescu, ulterior prieteni apropiaţi ai săi. http://cimec.ro / http://muzeulvrancei.ro DuiliuZamfirescu Duiliu Zamfirescu a făcut mult caz, mai cu seamă spre sf'arşitul vieţii, de originea sa aristocratică, descinzând din Ioan al IV-lea Lascaris, împărat al Bizanţului, pe care o invocă ca argument într-o polemică literară. -

III.PERSONALITĂŢI BUCUREŞTENE Reflecţii asupra vieţii lui Nioclae Filipescu - Nicolae Filipescu şi idealul naţional Stefan Silviu Ciobanu Perioada cea mai importantă din cariera politică a lui Nicolae Filipescu o reprezintă fără îndoială aceea în care acţiunile· sale s-au îndreptat spre realizarea idealului naţional. Visul său era acela ca cel puţin Transilvania să se alăture Vechiului Regat şi să cuprindă astfel între graniţele aceluiaşi stat pe românii care până atunci fuseseră obligaţi să trăiască sub organizarea administrativă a altor state, fără să beneficieze de drepturile ce li se cuveneau ca cetăţeni ai acelor state. Privirea sa va fi cu precădere îndreptată spre Transilvania, legăturile sale cu elita românească de acolo fiind unele foarte bune. O personalitate importantă a elitei româneşti transilvănene din această perioadă cu care Nicolae Filipescu avea legături strânse era Octavian Goga, cel pe care Nicolae Filipescu îl va sprijini în demersurile sale atât material cât şi spiritual, lucru ce îl va face pe Octavian Goga să afirme despre el la un moment dat că „ a întrupat însuşirile rezumative ale unei rase". 136 La data atentatului de la Sarajevo, care a fost de altfel picătura care a umplut paharul, evenimentul care a aruncat în aer ordinea din relaţiile internaţionale declanşând războiul, Nicolae Filipescu se afla în străinătate. În timpul petrecut în străinătate a vizitat şi Germania, mai mult el avusese şansa de a vedea armata germană. Ajuns în ţară îi mărturiseşte lui Constantin Argetoianu la Sinaia: „ mi-e frică de un nou '70: armata asta nu poate fi bătută„.Ce ne facem?" Sub pretext de fost ministru de război al României el se plimbase prin toată Germania de la Baden Baden la Berlin şi de la Berlin la Viena ca să vadă cum se făcea mobilizarea şi să ia contact cu armata Kaizerului. -

CCI3 HISTORY THE PORTRAIT OF A ROMANIAN DIPLOMAT: MIHAIL BURGHELE Emanuil Ineoan, PhD Student, ”Babeş-Bolyai” University of Cluj-Napoca Abstract: Using an unpublished historical source, the diary of Mihail Burghele, we try to analyse the background and the political orientation of a Romanian diplomat during La Belle Époque and also the Romanian foreign political objectives in Southern Europe at the beginning of the XXth century. With Mihail Burghele begin the Romanian-Albanian diplomatic relations, since this was the first Romanian Minister Plenipotentiary sent in the spring of 1914 in Durres, the capital of Albania. His mission there took place in a time when this new Balkan state represented a problematic issue on the map of international relations on the eve of World War I. În arhondologia vechilor familii boiereşti moldovene un loc de seamă îl ocupă neamul Burghele care a numărat de-a lungul istoriei sale postelnici, medelniceri, spătari, ofiţeri şi alte asemenea ranguri ce i-au asigurat o prezenţă constantă în lumea ieşeană a secolelor XVIII- XIX1. Mihail Burghele, viitorul diplomat, este fiul lui Nicolae Burghele (doctor în Drept la Universitatea din Leipzig şi consilier al Curţii de Conturi) şi al lui Zoe Cerchez. Se naşte la Iaşi în 1 noiembrie 1864 fiind al cincilea fiu al familiei care a avut în total şase copii dintre care o fiică Zoe, Constantin şi Gheorghe, amândoi generali de armată, Nicolae, medic, secretar al Consiliului de Miniştri, mort în prizonierat la Burgas în martie 1917, Teodor, inginer, tatăl viitorului Ministru al Sănătăţii şi preşedinte al Academiei Române, doctorul Theodor Burghele.2 Mediul familial în care aceşti copii cresc, atât cât poate fi intuit din biografia tatălui, a fost unul impregnat de efervescenţa culturală a Iaşiului celei de-a doua jumătaţi a secolului XIX. -

WARD* Espionage and the Forfeiture of Diplomatic Immunity When nations conduct intercourse beyond their territorial boundaries, the need for transnational representation is fundamental if national objectives are to be accomplished. To accommodate this need, the world community has provided a special regime for diplomats, consuls and representatives to inter- national organizations.' That regime accords certain privileges and immunities in the receiving state2 to protect the sending state's unhampered conduct of foreign relations3 and to avoid embarrassment for its government.' The sources of these privileges and immunities are found in the customary practice of nations, the domestic laws of the receiving states' and multinational 6 and bilateral' treaties. To the extent that any distinction is made between the two, there is a tendency to use "privilege" in referring to a right which is affirmatively described, such as the right to employ diplomatic couriers, and to use "immunity" in referring to a right which is described in a negative sense, such as freedom of diplomatic envoys from prosecution. As used in the Restatement of this Subject, the term "immunity" includes both, although the term "privileges and immunities" is retained when it conforms to existing practice.
