Regulation 18 Local Plan Call for Sites Consultation Form (July 2018)

The Local Plan will make site specific allocations for housing, employment and green spaces, similar to those in the Revised UDP. As part of the Issues Paper consultation we welcome the submission of any sites you wish to be considered for development, protection or for some other purpose within Trafford. Each submission will be assessed in terms of its ‘fit’ with the Local Plan and against sustainability criteria, which may ultimately lead to the site being allocated.

Sites submitted for development will be assessed to establish their capacity, suitability, availability and achievability, taking into account planning policy, the environment and local constraints and the extent to which they can be mitigated or addressed. Sites submitted to be considered for protection or another purpose will be assessed on their suitability for the proposed use.

The Call for Sites will not determine whether a site should be allocated for a particular use, it is a technical exercise aimed at identifying the potential of sites for different allocations.

Guidelines  Use a separate Call for Sites form for each site  Submit an Ordnance Survey map clearly showing the boundaries of the site.  If there is more than one landowner, please ensure the land ownership boundaries are clearly defined on the map, and please provide confirmation that each landowner is in agreement of the consideration of the land for possible development.  If the site is to be considered in conjunction with other sites, to form a larger development area, please ensure details are clearly provided within the form.

TraffordCity comprises the area designated as the Trafford Centre Rectangle through Policy SL4 of the Trafford Core Strategy.

TraffordCity is a well-established and regionally significant mixed use area. As a world-class retail and leisure destination it attracts over 40 million visitors per year. Its major tourism, sport, leisure and retail attractions include:

• The Intu Trafford Centre accommodating over 300 retail stores including Selfridges, John Lewis, Marks and Spencer and Debenhams and Europe’s largest food court • Sea Life Centre • Legoland Discovery Centre • Factor-e indoor ski complex • David Lloyd Gym • Trafford Golf Centre • CostCo • Asda • B and Q DW Fitness Centre • Airkix skydiving centre • Power League football centre

TraffordCity is a major contributor to economy of . Alongside its retail and leisure offer it provides high quality office accommodation, three hotels and EventCity, the second largest events and conferencing centre in the UK outside of London.

It is strategically located on the M60 motorway with 10% of the UK population living within a 45 minute drive of TraffordCity.

Notwithstanding the area’s significant growth and development over the last twenty years, there remain a significant number of major development opportunities which can come forward over the plan period.

TraffordCity will play a key role in the economic growth of Greater Manchester. It sits adjacent to the proposed City Gateway Mixed Use Strategic Growth Location located on the opposite of the Manchester Ship Canal to the west of the M60 within Salford. Together these areas are capable of delivering a step change in the economic performance of the conurbation, whilst making a major contribution to meeting Greater Manchester’s objectively assessed need for housing and employment development.

The area represents a highly sustainable location for growth, benefitting from a major bus interchange, excellent motorway access and already attracting a high number of visitors for business and leisure purposes. The area’s already excellent sustainability and public transport accessibility will improve further through the delivery of the Trafford Park Metrolink line which is expected to open by 2019. This will deliver, early in the plan period, integration between tram and bus services. Work is also ongoing on the Western Gateway Infrastructure Scheme (WGIS) which will deliver substantial improvements in the capacity of the surrounding highway network as needed to accommodate further growth in this area.

To this end, Peel considers that TraffordCity should continue to be designated as a Strategic Location for Growth within the Trafford Land Allocations Plan, in accordance with its designation in the Trafford Core Strategy. Should the plan seek to define the quantum of development to be provided within Trafford City Strategic Location within the plan period this should be clearly

9 | P a g e expressed as a minimum and informed by an appropriate and up to date evidence base. This would allow the appropriateness of individual planning applications to be assessed having regard to requirement of the NPPF to maximise the use of brownfield land whilst also considering environmental constraints and existing / future planned infrastructure investment.

The Trafford Bus Station should be identified and fully recognised as a major public transport interchange which will be further enhanced by the introduction of Metrolink.

Strategic Sites In the context of the proposed Strategic Location for Growth, it is appropriate to identify a series of key development sites (Strategic Sites) which are central to the achievement of the key objectives and vision for Trafford Centre and for which there are extant planning permissions. These include the following sites, the location of which are identified on the attached plan and include:  Trafford Waters  Barton Bridges Heritage Project  EventCity  Container base site, Barton Dock Road  Compound behind Holiday Inn, Trafford Park  Bridgewater Centre / Fords of Winsford Site  Land between Junction 10 of the M60 and Trafford Golf Centre  Land at Trafford Leisure Village  Land adjoining Manchester Ship Canal and Western Gateway Infrastructure Scheme
