Introduction and Summary 1. The Applicant is Privacy International, a registered UK charity, campaigning for the right to privacy. 2. On 1 November 2016, Privacy International wrote to the Staffordshire Police and Crime Commissioner (“PCC”), Home Office, National Police Chiefs Council, National Crime Agency, Metropolitan Police Service, South Yorkshire Police, Avon and Somerset PCC, Kent PCC, Warwickshire PCC, West Mercia PCC and West Midlands PCC requesting information about the purchase and use of mobile phone surveillance equipment by the police forces and the regulatory and oversight regime governing the use of such equipment. This equipment can be referred to using a range of terms, including “Covert Communications Data Capture” (“CCDC”) equipment, “IMSI Catchers”, “IMSI Grabbers”, “Cell site simulators” and “Stingrays”. In these grounds, this equipment is hereafter referred to as “IMSI Catchers”. Privacy International’s initial request to the Staffordshire PCC is annexed to these grounds as Exhibit A. 3. On 15 December 2017, Privacy International submitted grounds of appeal to the Commissioner, following the Staffordshire PCC’s failure to respond to the initial request for information. Those grounds are annexed to these grounds as Exhibit B. 4. On 8 January 2018, the Commissioner issued a decision notice finding that the Staffordshire PCC had breached sections 1(1) and 10(1) of the Freedom of Information Act (“FOIA”) 2000 by failing “to provide a valid response to the request within 20 working days.” The Commissioner further directed the Staffordshire PCC “to comply with the request or to issue a valid refusal notice as set out in section 17” within 35 calendar days of the decision notice. -

South Yorkshire Violence Reduction Unit article for partner websites and intranet The South Yorkshire Violence Reduction Unit is based at Shepcote Lane in Sheffield and is working across South Yorkshire to prevent and reduce violence. In South Yorkshire, we are taking a public health approach to preventing and reducing violence. This means that we look at the causes of violence, working in partnership to stop violence before it starts, halt the progression of violence once it has already begun and provide ways out for people already entrenched in violent behaviour. Case Study: DataGM Type: Website Organisation(s): GM local authorities, Open Data Manchester, GMFRS Tags: open data, process, standards, website This was the earliest attempt in Greater Manchester to create a simple datastore that would hold important data from across the region, focussing on government transparency and providing better public services. The result was a highly functional datastore with which brought together data from a wider range of data publishers, and included a total of 371 datasets. It was ultimately not successful in creating a lasting basis for open data cooperation and access in Greater Manchester. However, it provides interesting lessons on how to proceed with future projects. Background DataGM was launched in February 2011, inspired by successful projects in North American cities, such as Track DC (now Open Data DC) in Washington, D.C. and Baltimore City Stats (now Open Baltimore). It was conceived as a one-stop-shop for key datasets on all aspects of city life. The programme emerged through a partnership between Trafford Council and the digital culture agency Future Everything. This began in 2009 when the Manchester Innovation Fund supported Future Everything to build open data innovation architecture in Greater Manchester, funded by NESTA, Manchester Council and the North West Regional Development Agency (now closed). Future Everything and Trafford Council in turn partnered with a wide range of data publishing organisations. These included local authority partners, as well as Greater Manchester Policy, Greater Manchester Fire and Rescue Service, Greater Manchester Passenger Transport Executive (now Transport for Greater Manchester), and the North West Strategic Health Authority. -

Three policy priorities for Greater Manchester January 2017 Introduction The first metro mayor of Greater Manchester will be elected with a vision for the city and clear strategic, deliverable policies to meet it. The challenge and workload will be considerable, with powers and expectations ranging from delivering policy, to establishing the institutions and capacity for effective city-region governance. This briefing offers three priorities that address the biggest issues facing Greater Manchester. A ‘quick win’ will help the mayor to set the tone for delivery right from the start. Delivering results quickly will build trust, and show what the metro mayor is able to do for the city-region. The best ‘quick wins’ in these circumstances are high profile and of value to citizens. Strategic decisions form the framework for delivering the metro mayor’s vision. As such, the mayor will have the power to take the decisions that will make the most of the new geography of governance. While the mayor will be keen to show progress towards their vision, strategic decisions will often take longer to show outcomes, therefore careful evaluation is needed to allow for flexibility and to demonstrate the effects. A long term vision for the city will be the key election platform – it is what the mayor is working towards while in office. This should be ambitious, but reflect the real needs and potential of the city. Some aspects of the vision will be achievable within the mayor’s term in office, while others will build momentum or signal a change in direction. It is important to be clear and strike the balance of where each policy lies on this spectrum. -

In August 2009 planning permission (Ref: 03/47344/EIAHYB) was granted by Salford City Council (SCC) on behalf of Peel Investments (North) Ltd, for the development of the Port Salford (PS) multimodal freight interchange including rail served distribution warehousing, rail link and sidings, intermodal and ancillary facilities and strategic road improvements (referred to as the Western Gateway Infrastructure Scheme (WGIS)). 1.2. The proposals were accompanied by a comprehensive Environmental Impact Assessment. 1.3. The WGIS and Port Salford proposals have now received a significant award from the Regional Growth Fund and are listed within Government’s National Infrastructure Plan 2011 in recognition of the economic benefits that the scheme will deliver. 1.4. In September 2012 two further permissions were granted to cover minor amendments to the approved A57 road alignment. At the same time the opportunity was taken to amend planning conditions to facilitate a phased approach and update policy references. The two permissions are: I) 12/61611/EIAHYB Application to vary or remove a number of conditions attached to planning permission 03/47344/EIAHYB; and II) 12/61631/EIA Construction of a highway in connection with the re-alignment of the Western Gateway Infrastructure Scheme (WGIS) and planning application 12/61611/EIAHYB. -

Regulation 18 Local Plan Call for Sites Consultation Form (July 2018) The Local Plan will make site specific allocations for housing, employment and green spaces, similar to those in the Revised Trafford UDP. As part of the Issues Paper consultation we welcome the submission of any sites you wish to be considered for development, protection or for some other purpose within Trafford. Each submission will be assessed in terms of its ‘fit’ with the Local Plan and against sustainability criteria, which may ultimately lead to the site being allocated. Sites submitted for development will be assessed to establish their capacity, suitability, availability and achievability, taking into account planning policy, the environment and local constraints and the extent to which they can be mitigated or addressed. Sites submitted to be considered for protection or another purpose will be assessed on their suitability for the proposed use. The Call for Sites will not determine whether a site should be allocated for a particular use, it is a technical exercise aimed at identifying the potential of sites for different allocations. Guidelines Use a separate Call for Sites form for each site Submit an Ordnance Survey map clearly showing the boundaries of the site. If there is more than one landowner, please ensure the land ownership boundaries are clearly defined on the map, and please provide confirmation that each landowner is in agreement of the consideration of the land for possible development. If the site is to be considered in conjunction with other sites, to form a larger development area, please ensure details are clearly provided within the form. -
