INNLEDNING 1.1. Tema og problemstilling Tema for oppgaven er fordelingen av ministerposter i koalisjonsregjeringer, og motivene som ligger bak disse fordelingene. Problemstillingen knytter seg til hvorvidt regjeringsmakt søkes for maktens egen skyld eller ut fra ønsket om å påvirke politikk i bestemte retninger - m.a.o. om partiene er maktsøkende eller policysøkende. Hvilke motiver som ligger til grunn for partiers atferd har nettopp vært det sentrale spørsmål innen koalisjonsteori. Spørsmålet er variasjoner over et gammelt tema innen statsvitenskap. For Aristoteles var politikk dels et mål i seg selv, men også en form for handling som, i likhet med etikk, bygget på kunnskap om hva som er til gode for fellesskapet. Mot dette synet står den realpolitiske retningen, blant klassikerne først og fremst representert ved Machiavelli. Her er politikk ensbetydende med kamp om posisjoner. Målet er å oppnå og beholde politisk makt - ikke “det gode liv” som hos Aristoteles. I nyere tids statsvitenskap har nok det realpolitiske synet på politikk hatt stor inn- flytelse. Rune Slagstad (1987) skriver om “realismens triumf i moderne retts- og stats- vitenskap”. Studiet av koalisjonsdannelser er intet unntak i så måte. Lenge forutsatte man at partienes motiver var ønsket om regjeringsmakt. Selv de som etterhvert har lagt vekt på forfølgelse av politiske mål som sentralt for partiers atferd, har typisk under- ordnet dette motivet i forhold til maktsøking (Budge og Laver 1986). -

THE EUROPEAN QUESTION, PARTY STRATEGY AND COALITION POLITICS IN NORWAY Nick Sitter Department of Public Governance, The Norwegian School of Management BI The British application for membership of the European Economic Community in July 1961 came less than two months before the election that cost the Labour party its parliamentary majority and inaugurated four decades of minority and coalition government. Not only did the British application place the controversial question of whether to apply for EEC membership on the Norwegian Labour (and now minority) administration’s agenda, it introduced a question that has cast a shadow over coalition politics ever since. Participation in European integration has long divided both the centre-right and centre-left wings of the party system, and with the 2005 election a year and a half away it continues to do so more than ever. With the leaders of the two mainstream centre-left and -right parties both declaring that application for membership of the European Union is more important than coalition politics, and their respective potential coalition partners prioritising opposition to EU membership, the scene is set for intense coalition games and negotiations in the run-up to the 2005 elections and in all likelihood yet another minority government that builds alliances in different directions on economic and foreign policy questions. -

l T Ta vare på lokallagets historie Et studiehefte i Senterpartiskolen 1 Senterpartiet – nær folk i 100 år Jorden er en arv som vi forplikter å forvalte for våre etterkommere. Senterpartiet vil at Norge skal ta sin del av ansvaret for å løse miljø- og klimaproblemene. Senterpartiet vil gjøre de fornybare naturressursene, og bruk av disse i lange verdikjeder, til fundamentet for økonomien. Senterpartiets verdigrunnlag I 2020 har Senterpartiet vært nær folk i 100 år. Når vi nå skal feire jubileum, får vi også en gylden anledning til å ta vare på den nære senterpartihistorien. Mange lokallag skrev sin egen historie til Senterpartiets 70-årsjubileum i 1990. Nå er det igjen tid for å ivareta historien vår før den går i glemmeboka. Dette haster, fordi vi lever i ei tid hvor de fysiske protokollbøkene går ut av bruk. Da vil ikke lenger lokallagets historie finnes mellom to permer. Protokoller, årsmøtepapirer, bilder og annen dokumentasjon ligger nå ofte lagret på en PC, kanskje hos leder eller sekretær. Når vedkommende går ut av styret, forsvinner i verste fall dokumentasjonen. Da vil vi kunne miste lokallagets historie. Hvis vi mister vår egen historie, mister vi også oss selv. Da risikerer vi at andre skriver en historie om Senterpartiet som vi ikke kjenner oss igjen i. Det er mange utenfor partiet som kan tenke seg å gi sin versjon av Senterpartiet, politikken og historien. Derfor er det vårt ansvar å skrive ned, formidle og ta vare på vår egen lokale historie. Slik løfter vi også fram de verdiene som er viktige for oss, og for Senterpartiet. -

59 Attacking the Sacred Cow. The Norwegian Challenge to the EC’s Acquis Communautaire in the Enlargement Negotiations of 1970-72 Robin M. ALLERS On 30 June 1970 the European Communities (EC) opened membership negotiations with Great Britain, Ireland, Denmark and Norway in Luxembourg.1 This act formally ended a decade of crises most of them caused by French president Charles de Gaulle’s blockade of EC-enlargement.2 Building on the agreement reached at their summit meeting in The Hague in December 1969, the Six were able to meet the candidates with a common negotiating position that emphasised unity. As the acting Council president and the president of the Commission explained in their opening speeches, the EC would insist on the acceptance of the acquis communautaire in its entirety. Furthermore, the candidates would have to agree on the Community’s political goals and the further development of communitarian policies was not to be delayed because of the enlargement process. Derogations from the acquis would not be allowed, only transitional arrangements which had to be the same for all parties.3 Speaking after his colleagues from the other candidate countries, the Norwegian Foreign Minister Svenn Stray managed to shake up the audience. As could have been expected from the application text and the White Paper, his government insisted on a special scheme for Norway’s agriculture which de facto amounted to a permanent exemption of his country from the Common Agricultural Policy (CAP). Similar to his fellow applicants, Stray further demanded that Norway’s voice should be heard in deliberations on a Common Fisheries Policy (CFP). -

Men godt, fortent ettermæle varer ved. - Håvamål. ii Abstract This thesis tries to uncover which factors predict the reputation of Norwegian prime ministers. This is done by applying an ordinary least square regression method with robust standard errors to data from the Prime Minister Inquiry 2010 ( Statsministerundersøkelsen 2010). In the inquiry, 54 historians, journalists and political scientists were asked to assess the performance of the Norwegian prime ministers from 1873 to the present on a scale from 1 to 6, with 6 being the highest score. Furthermore, the respondents answered some questions about themselves regarding their background. My thesis is divided into two parts. The first part focuses on identifying the factors that predict the reputation of the prime ministers, dividing the explanatory variables into groups of biographical, economic and institutional factors. The second part is a study of the respondents. Here, the background questions of the inquiry are used in order to find out whether the respondents’ backgrounds affect how their rating of the prime ministers. In the first part, several significant findings are presented. I find many significant variables. Four explanatory variables are found to have significant positive effect on the reputation of the prime minister: education on the master level , older prime ministers score better than younger prime ministers and months as prime minister . Moreover, four explanatory variables have negative effects on the way in which prime ministers are remembered: high unemployment rate , support in Parliament, political scandal and if the prime minister had a bad predecessor . -

The Role of the United Kingdom in Norway’s History of European Integration A Study of the 1972 Referendum Vilde Bye Dale Master Thesis in Modern International and Transnational History Department of Archaeology, Conservation and History, Spring 2020 UNIVERSITY OF OSLO Abstract Of the countries that have endeavoured to join the European Union (EU) since its inception in 1957, Norway and the United Kingdom are both anomalous due to their ambivalent approaches to the processes of European integration. Scholars have consistently emphasised the interrelat- edness between the two, and the extent of British influence on Norway on European integration in the post-war period. This study aims to determine how, or if, the British government influ- enced the Norwegian discourse on European integration. Building on primary source material and existing literature on the British-Norwegian relationship, it asks: Why did Norway and the UK follow different paths on the European question in 1972? The eBB and flow of London’s presence in the Norwegian debate is a continuous theme throughout this thesis. The results of the study establish that London’s influence on the Nor- wegian discourse diminished greatly in the 1960s. By the early 1970s, the British government’s influence on Oslo’s approach to European integration was more or less non-existent. Analysis of the parliamentary debate on 6-8 June 1972 demonstrates that London’s influence on the Norwegian discourse on Europe was not as significant as first assumed. Additionally, the study of the debate uncovers inherent disagreements among Norwegian parliamentarians in respect to what form the country’s association with the European Communities should take. -

Author explains normative and non-normative systemic factors that influenced the formation of the government cabinets without a sufficient majority in the parliament. The main thesis is that creation of minority governments is closely associated with the evolu- tion of the party system and can be understood as a norm of political life in Scandinavia. NORDICOM’s activities are based on broad and extensive network of contacts and collaboration with members of the research community, media companies, politicians, regulators, teachers, librarians, and so forth, around the world. The activities at Nordicom are characterized by three main working areas. • Media and Communication Research Findings in the Nordic Countries Nordicom publishes a Nordic journal, Nordicom Information, and an English language journal, Nordicom Review (refereed), as well as anthologies and other reports in both Nordic and English languages. Different research databases concerning, among other things, scientific literature and ongoing research are updated continuously and are available on the Internet. Nordicom has the character of a hub of Nordic cooperation in media research. Making Nordic research in the field of mass communication and media studies known to colleagues and others outside the region, and weaving and supporting networks of collaboration between the Nordic research communities and colleagues abroad are two prime facets of the Nordicom work. The documentation services are based on work performed in national documentation centres attached to the universities in Aarhus, Denmark; Tampere, Finland; Reykjavik, Iceland; Bergen, Norway; and Göteborg, Sweden. • Trends and Developments in the Media Sectors in the Nordic Countries Nordicom compiles and collates media statistics for the whole of the Nordic region. The statistics, together with qualified analyses, are published in the series, Nordic Media Trends, and on the homepage. Besides statistics on output and consumption, the statistics provide data on media ownership and the structure of the industries as well as national regulatory legislation. Today, the Nordic region constitutes a common market in the media sector, and there is a widespread need for impartial, comparable basic data. -
