African Studies Quarterly | Volume 14, Issue 3 | March 2014 The Rise of a New Senegalese Cultural Philosophy? DEVIN BRYSON Abstract: The Senegalese social movement Y’en a Marre formed in 2011 in response to political stagnation and a lack of key public services. It played a decisive role in defeating incumbent president Abdoulaye Wade in his unconstitutional reelection campaign in 2012. This article considers the movement within the context of postcolonial Senegalese cultural politics. After a brief survey of the recent forms of hip-hop engagement with social issues in other African countries, this study presents Y’en a Marre as articulating a social identity, a collective movement, and a cultural/musical form that are distinct from these other examples of hip-hop activism because they are continuations of a specifically Senegalese hybrid of art and social engagement imagined first by Senghor. Y’en a Marre is a culminating articulation of various trends within post-independence Senegalese culture by bridging the divide between tradition and modernity, between the national and the local, between elders and youth. Y’en a Marre combatted the threat to Senegal’s prized political stability, and has continued to challenge social and political stagnation, by reconfiguring, but also confirming, Senegalese cultural philosophy for a diverse, inclusive audience. Introduction In the summer of 2011, when President Abdoulaye Wade announced his intention to seek an unprecedented third term in the presidential office and began tinkering with the two-term limit of the constitution to assure his re-election in 2012, Senegalese society was forced into an unwelcomed and unusual position. -

3 The Regional Balance of Presidential Tickets in Ghanaian Elections: Analysis of the 2008 General Elections Ziblim Iddi Introduction Ghana’s Fourth Republican Constitution prescribed a hybrid of the presidential and parliamentary systems of government to be practiced in a multi-party democracy. This is a clear departure from the country’s previous attempt at constitutional government in the first three republics. The country experimented with the presidential system of government in the first and third republics, and practiced the parliamentary system under the second republic. It is reported that the constitutional experts assembled by the Provisional National Defense Council (PNDC) government to produce a draft constitution for the fourth republic were guided by the lessons learned under the first three republican constitutions. For example, the requirement that the majority of ministers of state shall be appointed from among members of Parliament as prescribed by Article 78 of the 1992 constitution was recommended because of lessons learned under the third republican constitution. The president, under the third republic, failed to get his budget passed by parliament in 1981. This was largely blamed on the fact that no member of parliament was a minister of state under the 1979 constitution. The framers of the 1992 constitution, therefore, recommended hybridization to cure the mischief of members of parliament of the ruling party sabotaging the president’s agenda. Nonetheless, Ghana’s current hybrid system of government could easily pass for a presidential system (Ninsin 2008). 64 Issues in Ghana’s Electoral Politics The institutional arrangement and power dynamics between the executive and the legislature sanctioned by the 1992 constitution has inadvertently created what is gradually becoming an ‘imperial presidency’ in Ghana. -

The Honorable Mauricio Cárdenas, Governor of the Bank and Fund for Colombia, served as the Chairman. In Committee Meetings and the Plenary Session, a joint session with the Board of Governors of the International Monetary Fund, the Board considered and took action on reports and recommendations submitted by the Executive Directors, and on matters raised during the Meeting. These proceedings outline the work of the 70th Annual Meeting and the final decisions taken by the Board of Governors. They record, in alphabetical order by member countries, the texts of statements by Governors and the resolutions and reports adopted by the Boards of Governors of the World Bank Group. In addition, the Development Committee discussed the Forward Look – A Vision for the World Bank Group in 2030, and the Dynamic Formula – Report to Governors Annual Meetings 2016. -

Promises for extended economic aid and long term program planning on the part of donors and other international actors slowed as the administration of President Marc Ravalomanana drew towards political action. Considering the large number of challengers to the presidency, and the volatility of the opposition, Country Stability remained notably high. The downward trend in the Country Stability index in November 2006 is a reflection primarily of a single event, and its repercussions: the weak effort by General Andrianafidisoa (Fidy) to stage a military challenge to the Ravalomanana regime. • The first half of 2006, like much of Ravalomanana’s presidency, was characterized by high levels of foreign assistance. -
