SCOPE AND CONTENT NOTE

This microfilm collection contains documents from federal departments and agencies pertaining to The Confidential File of the Eisenhower White House. The materials include correspondence, telegrams, internal memoranda, official reports, and briefing books, which reflect the pressing issues that faced the Eisenhower administration from 1953 to 1961. Principal correspondents include Dwight D. Eisenhower, Charles F. Willis Jr., C. E. Wilson, Harmar D. Denny, , and James R. Durfee. The collection’s organization permits efficient access to the documents. Reels 1 through 23 are arranged alphabetically by department and agency name (Agriculture, Department of, through Vice President, The). Reels 24 and 25 are arranged alphabetically according to the last names of the people considered in the folders (Alexander, Harry, through Zwig, Robert Jonathon). Materials from the Department of the Army, Civil Aeronautics Board, Council on Foreign Economic Policy, and Departments of Defense and State compose a significant portion of the collection. The topics considered in these documents are frequently representative of the major themes found in the entire collection. The documents found in the Department of the Army folders reflect a variety of topics including materials on the Army War College, which C. D. Jackson, Eisenhower’s psychological warfare and cold war strategy adviser, visited. These materials provide a comprehensive history of the college, define its purpose, and briefly discuss key points regarding communism in the Soviet Union. Anti- Communist initiatives and cold war strategy are important themes in the overall collection. In the Department of the Army folders, discussions of equipment procurement, armed services reorganization, the space program, and, interestingly, the use of music in psychological warfare illustrate the importance that the Eisenhower administration placed on deterring communism and curbing the Soviet Union’s global influence. Finally, there is a comprehensive study of the feasibility of either improving the Panama Canal or using nuclear methods to excavate a new sea- level canal. This study was prompted by the growing volume of cargo passing through the canal and considers the importance of protecting the canal from enemy attack. The Civil Aeronautics Board materials demonstrate the boom of the airline industry during the Eisenhower administration as well as the administration’s desire to ensure that the United States was at the forefront of domestic and global air transportation. While Eisenhower’s authority to control the airlines is questioned in the documents, the materials are largely concerned with disputes and decisions regarding air routes, regulations, freight, subsidies, and transportation certificates. The Council on Foreign Economic Policy documents discuss U.S. foreign economic relations with a variety of countries. In addition to assessing economic markets, the documents devote a large amount of coverage to U.S. economic aid to developing countries. Often the economic aid discussions are accompanied by background information on the history and politics of the countries in question.

vii Thailand, Burma, Vietnam, Kenya, Somalia, and Mozambique are some of the countries assessed in this manner. Interestingly, the documents are also concerned with the levels of international economic aid provided by the Soviet Union and impart the necessity of preventing Communist influences in developing countries. The Department of Defense documents reinforce the Eisenhower administration’s emphasis on containing communism and deterring the Soviet Union’s global influence. The materials in the Department of Defense folders discuss overseas military bases, Army Department tank procurement, the adequacy of military forces, nuclear weapons, and Navy Department shipbuilding and conversion programs, reflecting the importance placed on preparing for possible cold war confrontations. Organizational matters, such as drafting medical personnel, the military pay structure, budget planning, and military personnel turnover are also discussed in detail and reflect the significant role that military preparedness played in the Eisenhower administration. The Department of State documents contain additional material on U.S. foreign economic relations, especially foreign aid programs for developing countries such as Turkey, India, and Korea. Nuclear weapons and Soviet Communist aggression are also predominant topics. The Escapee Program, which permitted people fleeing Communist countries to resettle in the United States, is discussed in this material as well as in other parts of the collection. There are also many documents that discuss Danish claims for U.S.-requisitioned ships during World War II. Finally, there are documents that brief administration officials about visiting foreign dignitaries, provide histories of U.S. foreign relations with the dignitaries’ countries, and state important background information on the countries. These foreign dignitaries include Jawaharlal Nehru, Saud Ibn Abd al-Aziz Al-Saud, Guy Mollet, Ngo Dinh Diem, Konrad Adenauer, and Nobusuke Kishi. This collection is the third part in the series The Confidential File of the Eisenhower White House, 1953–1961, filmed by LexisNexis. Part one concerns documents from the Confidential Subject Files, and part two considers documents from Presidential Trips and Conferences. EDITORIAL NOTE

The White House Central Files comprise the largest collection in the Eisenhower Library, totaling approximately 6,500,000 pages. All of the major foreign and domestic issues and policies associated with the Eisenhower administration, as well as the political events of the period, are documented in the Central Files. The White House Central Files are subdivided into the Confidential File (CF), the Official File (OF), the General File (GF), and the President’s Personal File (PPF).

The Confidential File of the Eisenhower White House, 1953–1961, consists of the open and declassified portions of the Confidential File. The Confidential File contains the highest-level materials in the White House Central Files. The correspondence, memoranda, telegrams, and reports in the file are especially rich on subjects such as national security policy, foreign relations, domestic and foreign economic policy, and natural resources. The Confidential File is subdivided into two series: Name Series and Subject Series. The Subject Series is organized alphabetically by subject title and chronologically thereunder. The date coverage of the series is essentially 1953– 1961. Due to the volume of pages in the Subject Series—approximately 82,000— LexisNexis has published the series in three parts focusing on presidential trips and conferences, departments and agencies, and general subjects.

Part 3: Departments and Agencies covers select subjects from the Subject Series. Part 3 consists of materials generated by various executive branch departments, agencies, offices, and bureaus. In addition, there are materials generated by presidential commissions, quasi-governmental organizations, and the offices of the president and vice president. The correspondence, memoranda, and reports in Part 3 analyze a variety of diverse topics, crises, and policies of the Eisenhower government. These include trade missions, intelligence activities, defense preparedness, civil aviation, foreign policy, domestic commerce, the economy, foreign affairs, mutual security and assistance, and natural resources. The Departments and Agencies are arranged in alphabetical order; with individual documents in chronological order. All of the open and declassified materials have been microfilmed. Where applicable, the “Document Withdrawal Sheets” have been filmed. These withdrawal sheets itemize documents that were withdrawn from the

ix folders, due to either national security or privacy restrictions, by the staff of the Eisenhower Library.

Part 3: Departments and Agencies also includes the Name Series. This series was included because these individuals were bureaucrats within the executive branch. The Names Series consists of correspondence, memoranda, telegrams, FBI reports, and press clippings relating primarily to personnel actions and investigative matters. The materials in this series range from routine background checks of political appointees to investigations of government personnel under the loyalty security program. Other subjects of interest in this series include unauthorized use of the president’s name in advertising endorsements, requests for asylum for defectors, and case against a Puerto Rican separatist. The series is arranged alphabetically by the first initial of surname and chronologically thereunder.
